[ABSTRACT]
Since the late nineteenth Century, with the outbreak of the Opium War, the
Western powers invaded China step by step, they grabbed land resources and other
resources. At the same time, they spread western culture and values into China. The
country then gradually formed a situation of introduction of Western learning.
With the opening of the country, the late Qing dynasty was trapped in the
situation of domestic trouble and foreign invasion. The started the Westernization
Movement, Initiating various enterprises is part of the movement. The Hanyehping
corporation set up in late nineteenth, was an heavy industry and the biggest
corporation in the Qing dynasty. Its development has been through state-owned to
running under government supervision and then to total privatelized. After adopting
various development pattern, the Asian first factory cannot escape the destiny of
bankrupt. And the reason why it failed has always been the focus of the academic
research fields. About the cause of the failure, the common views are the shortage of
the fund, deficient of human resources, defect in the management and the unstable
social environment,there are barely people analyze the issue from the political
environment and legal environment perspective.
In the westernization movement period , the constitutional government has also
came into the sight of the them.From the late nineteenth Century, there were a
constitutional tide in Qing dynasty. The constitution is the law of the country. the
constitutional government ,as a dynamic constitutionreflects the constitution
implement effect in the best way. We can say a countrys constitution environment is
the basic and essence social environment, and it is important to the social
development. In the same way , constitution environment is essential to industry

development, even to big corporations development, which worth of our research.


This paper take the development of Hanyehping corporation as an study case to find
the underlying failure reasons of late Qing dynasty corporations tranforming ,to
discuss the reality and the Validity of the constitution movements ,and to explore the
Constitutional deletion in late Qing dynasty.
In this paper, except the introduction and concluding remarks, the other is
divided into three parts. The first part is the origin of the problem, it made the
narration and analysis of the article research background, also made an analysis of the
reason for the rise of constitutional , as well as made the narrative of the Hanyehping
companys development. All this part is for the analysis of the causes of the failure
under the stage. The second part is based on development process of analysis to get
reason of decline intuitive for the Hanyehping company . The reason can be divided
into specific external cause and internal cause,as well as the the reasons for the system
level and the reasons made by the social environment. At the same time, it analysis the
consititutional environment flow through the concept of Constitutionalism analysis
and the reasons of with the Hanyehping companys failed and the reason of the
constitutional enviorment in late Qing Dynasty The third part is on the base of relation
between the constitutional environment and the development of industry association
inthe late Qing Dynasty.After the analysis of Constitutional deletion of late Qing
Dynasty, it pointed out the insufficient place in order to get the goal of draw parallels
from history.
