Astheadministratorofthe2015SaltLakeCitymunicipalprimaryelection,ourcampaignseeksto
fileacomplaintagainsttheSaltLakeCitymayoralcampaignofRalphBecker.Lateyesterday,itcametoour
attentionthattheBeckercampaignhashaditsstaffreceivevotedballotsfromindividualvotersforfuture
delivery.ReportsintoourofficeincludethattheBeckercampaignhastakenthefollowingactions:

TheBeckercampaignhasgonedoortodoortoemployeesofSaltLakeCityCorporationtocollect
votedballotsfordelivery.

TheBeckercampaignhasheldcampaignevent(s)whereinBeckerstafferscollectedvotedballots
fordelivery.OnesucheventwascalledRooftopPartywithMayorBeckerBYOB(BringYourOwn
Ballot)andwasheldonThursdayJuly30,2015from6pm8pmatPatrickLoftslocatedat163West
200South#506,SaltLakeCity.

TheBeckercampaignpostednotificationsfromRalphBeckersTwitteraccount(@beckerformayor)
stating:

Theactionsdescribedabovewouldallseemtoviolate20A3501.(5)oftheUtahStateCode,whichstates:
Apersonmaynotreceiveavotedballotfromanyvoterordeliveranunusedballottoavoterunlessthat
personisapollworker.TheBeckerstafferswhoreceivedvotedballotsarenotpollworkersoranyother
typeofelectionofficialauthorizedtoreceivevotedballots.

Yesterday,ourcampaigncontactedtheBeckercampaignsDeputyCampaignManager,LauraAnderson,
andconfirmedthattheBeckercampaignwasengagedinpickingupvotedballotsfromvoters.However,
AndersonclaimedtheBeckercampaignhadverifiedthepracticewaslegalwithyouroffice,which
contradictsinformationourcampaignreceivedfromyourofficeearlierthatsameday.

GiventhattheBeckercampaignismanagedbyaformerExecutiveDirectoroftheUtahDemocraticParty,
MattLyon,andMayorBeckerhasbeentheincumbentinseveralelectionspriortothismunicipalprimary,
theBeckercampaignshouldhaveknowntheelectionlaws.Inadditiontoconcernsofballottamperingthat
suchactionspresent,ourcampaignhasbeendisadvantagedbyfollowingthelawsinthiselectionandnot
collectingballotsfromsupporters,whichmaybecomeagreaterconcerndependingontonightselection
results.

Moreover,thedoortodoorpickupsfromSaltLakeCityemployeesbyMayorBeckerscampaignwould
seemtoseparatelyviolate20A3502.(1)(a)oftheUtahStateCode,whichstates:Itisunlawfulforany
person,directlyorindirectly,byhimselforbyanothotherpersononhisbehalf,tomakeuseofanyforce,
violence,orrestraint,ortoinflictorthreatentheinflictionof,byhimselforthroughanyotherperson,any
injury,damage,harmorloss,orinanymannertopracticeintimidationuponoragainstanypersoninorder
toinduceorcompelthatpersonto:(i)voteorrefrainfromvotingforanyparticularpersonormeasureatany
electionprovidedbylawor(ii)voteorrefrainfromvotinginanyelection.GiventhatRalphBeckercurrently
servesasMayorofSaltLakeCityCorporation,sendinghiscampaignstafftothehomesofemployees
appearstoconstitutesomemannerofpracticingintimidationuponthoseemployeestoinduceorcompel
thoseemployeestovoteinthemayoralelection.

AsourcampaignhasonlyrecentlybeennotifiedofthesepracticesconductedbytheBeckercampaign,we
havenothadtimetofullyreviewwhatlegalrecourse(s)maybeavailable.However,weformallysubmitthis
complaintasthereceiptofvotedballotsappearstoraiseconcernsofballottamperingwhenBecker
campaignstafftookpossessionofvotedballotswithoutapollworkerorelectionofficialpresent.
