CONSULTANCY SERVICE
Establishment of Sector Skills Councils in Sindh
STEVTA is implementing World Bank funded Sindh Skills Development Project (SSDP) which aims to

strengthen and improve the quality of Public Sector Skills Development Programs in the province
and to bring institutional reforms. The Employers engagement in Technical Vocational Education &
Training (TVET) system and Skills Development has been recognized crucially important globally to
ensure that training programs meet the actual and changing needs of industry. To meet these
objectives and to align training programs as per emergent and future needs, STEVTA intends to
establish Sector Skills Councils (SSCs) in Sindh.
The services of Consultants/Consulting firm are required who may assist STEVTA in establishing
SSCs and piloting of at least 01 SSC for the Food Beverages and Hospitality sector in Sindh. The
objectives of the consultancy are twofold:
a. To increase the awareness/capacity of sector employers of the need for such a SSC and to
suggest mechanism to institutionalize the role & responsibilities of employers for creating
employer led TVET System at a sectoral level; and
b. To prepare a concept note and operational guidelines for the establishment of a Sector Skills
Council for the Food & Hospitality sector.

Deliverables
1. Feasibility report and concept paper for establishing SSC in the context of Pakistan / Sindh.
2. Consultations visits to key stakeholders of the sector to obtain their views and inputs.
3. Arrange workshop/seminars to create awareness on the functioning of demand driven TEVT
System and role of employers on the SSC.
4. Operations Manual suggesting funding mechanisms, governance, role & responsibilities of
various stakeholders and other operational issues describing how to assist and support
STEVTA in identification of skill requirements and delivery of skills programs in particular
sector
5. Planning, organization and management of an exposure visit to best practices to understand
the functioning of the SSC.
The selection of Consultants/Consulting firm shall be based on Consultants Qualification Selection
(CQS) method as set out in Selection of Consultant World Bank Guidelines 2011. Interested firms
may submit their interest to STEVTA latest by 10th April, 2015. The Proposal must contain brief
Profile of the Firm, its strength, Professional Expertise & Experience and capacity to perform the
task. The RFP shall only be issued to shortlisted firm.
