SCOPE:
This specification covers oil immersed naturally cooled three phase, 50 Hz,
double wound outdoor conventional Aluminium Wound distribution transformers
of capacity 25, 63 & 100 KVA, 11/0.433 KV for use on systems with nominal
voltage of 11 KV.
2.0
APPLICABLE STANDARDS:
Unless otherwise modified in this specification, the distribution transformers shall
comply with the latest versions of REC specification 11/1976 and / or IS: 1180 and
IS:2026 and latest amendments thereof.

TRANSFORMER OIL:
The transformer oil shall comply with IS: 335 and latest amendments thereof. Total
minimum oil volume shall be as follows:

The primary windings shall be connected in Delta and the secondary windings in
Star (Vector system DY11), so as to produce a positive displacement of 30 Degree
from the primary to secondary vectors of the same phase. The neutral of secondary
windings shall be brought out to a separate insulated neutral terminal. H.V.
windings shall consist of maximum 4 coils per limb except for 25 KVA transformers
for which it shall be 2 only. All delta leads from H.T. coils as well as H.T. line leads
should be taken out through D.P.C. copper wires of sufficient X-sectional area to
impart desired mechanical strength. The current density in these leads should
however not exceed 0.8 A/sq.mm. All the above leads should be taken out through
bakelite tubes.

The winding shall be so designed such that all the coil assemblies are of identical
voltage ratio and shall be interchangeable and repairing of the winding could be
made easily without special equipments.
9.4
The conductor used in the coil shall be best suitable to the equipment and all the
permanent current carrying joints in the winding and leads shall be properly sleeved
and crimped instead of jointing with solder of welding. All HV & LV coil ends shall be
provided with crimped lugs.
9.5
DPC insulation shall be used for wires of HV & LV windings. Kraft paper in layer(s)
of total thickness of not less than 4 mils shall be used for interlayer insulation. DPC
and Kraft paper used shall be of uniform density and free from any foreign particle.
The end turn of each layer shall be properly and fully covered to avoid interlayer
flashover. The Kraft paper used for this purpose shall be in conformity with IS:
698/56 (Paper for electrical purpose) and latest amendment thereof. Dovetailed
spacers shall be used between the section of HV windings. Corrugated cylinder
made from pre-compressed insulation board should preferably be used between LV
Minimum gap of 25 mm. shall be maintained between the end coils and core.

FITTINGS TO BE PROVIDED:
Following fittings shall be provided in all transformers:
(a) Two earthing terminals (stud and bolts should be properly galvanised and
conform to latest version of IS: 1363 and IS: 1367).
(b) Two lifting lugs to lift Core assembly.
(c) Two lifting lugs to lift complete transformer (not to be provided on the tank
cover)
(d) Rating and terminal marking plates.
(e) Oil level gauge with toughened glass with maximum average and minimum

RATING PLATE:
Each transformer shall be provided with a non detachable rating and terminal
marking plate(s) of weather proof material, fitted in visible position, mentioning
complete information as given in Clause 15.1 and 15.2 of latest version of
IS:2026 (Part-I). In place of Serial Number of Transformer, UNIQUE No. shall be
punched on rating plate. Unique number has been allotted indicating the name of
the firm, capacity, specification and serial number of the transformers. NoLoad/Load losses must also be engraved on the diagram plate. The entries on the
rating plate shall be invariably marked (by etching, engraving or stamping). Plate
should be firmly riveted with tank so that it may not be detached afterwards.

Unique number has to be punched on the top cover and sidewall of transformer in
visible condition. DVVNL PROPERTY also to be punched below unique number
on sidewall of the transformer tank.

The temperature rise shall not exceed the limits of 50 Deg.C. (Measured by resistance) for
the transformer winding and 40 Deg.C. (Measured by thermometer) in top oil, when tested
in accordance with IS: 2026 (Part-II) or any amendments thereof. The limits of temperature
rise mentioned above shall be within permissible limits during heat run test by feeding
losses calculated at 100 Deg.C.
The transformer shall be capable of carrying its full load normal rated current
continuously under the highest temperature.

The No-load losses (in Watts) at rated voltage and frequency and the load losses (in Watts)
at rated full load current and frequency at 75 Deg.C. shall not exceed the guaranteed values

The above-mentioned losses are maximum permissible and there shall not be
any plus tolerance above this limit. Design calculation of No-load and load
losses alongwith complete technical datas and factors assumed will be
enclosed alongwith the GTP in tender documents.
13.2
In case during testing the actual losses are found within guaranteed figure, the
transformer shall be accepted without any advantage to contractor for lower losses.
13.3
Where actual losses during testing are found in excess of maximum guaranteed
figures, the transformer shall be rejected.
13.4
Measurement of losses shall form part of type test/ Routine test at recognized test
house(s).
13.5
PERCENTAGE IMPEDANCE:
The value of percentage impedance at rated current and voltage at 75 Deg.C. shall
be 4.5% subject to tolerance as specified in IS:1180 and ISS:2026 (1981) or any
amendments thereof.
14.0
INSULATION LEVEL:

The transformer shall be capable of withstanding the power frequency and impulse test
voltage as given in IS: 2026 (Part-III)/1981 and latest version thereof.
CONSTURCTIONAL FEATURES:
15.1
Bushing arrangement: The transformer shall be fitted with three high voltage
and four low voltage outdoor type bushing of appropriate voltage and current rating
and shall be mounted on side of the tank and not on the top cover. The electrical
characteristics of high voltage bushing shall conform to latest version of IS:2099.
The low voltage bushing shall conform to latest version of IS:7421.

TANK CONSTRUCTION:
16.1
The tank shall be of rectangular shape with round edges and be fabricated from tested
quality of mild steel of adequate thickness i.e. minimum 3.15 mm (for side walls) and
5.00 mm (for top and bottom plates).
To meet the variation of pressure inside the tank, due to variation in temperature and
short circuit current the tank shall be suitably stiffened. The stiffeners shall be provided
on all the four side walls of the tank.
The transformers tank shall be fitted with ERW elliptical tube/pressed steel radiators.
Heat dissipation calculation in respect of number, size & length of radiators are to be
proved by design calculation.
The tank cover shall be slightly sloping towards H.V. bushing and shall be thoroughly
welded with the tank so that there are no chances of any leakage.
The transformer tank shall be complete with all accessories and lifting lugs and shall be
designed so as to allow the complete transformer tank, filled with oil to be lifted by

crane or jacks etc. transported by Rail/Road without straining any joint and without
causing leakage of oil.
The transformer tank shall be fitted with skids. All skids shall be provided with four axle
holes of 40 mm diameter (for shaft of 38 mm plain roller).
SEALING GASKETS:
All sealing washers/gaskets shall be made of oil and heat resistant nitrile / neoprene/
rubber gaskets made of natural rubber or cork sheet are not permissible.
The oil level in the transformer shall be made upto the required level while the
transformer filled with oil is maintained at a temperature of 45 Deg.C.
The exterior of the transformer tank and other ferrous fitting shall be thoroughly
cleaned, scrapped and given a priming coat and two finishing coats of durable oil and
weather resisting paint.
All steel screws, nuts and fasteners exposed to atmosphere shall be either galvanised or
cadmium plated. It shall be mentioned in Technical Particulars.
TANK FINISH:
The inner and outer sides of the tank and the tank cover shall be thoroughly cleaned by
sand blasting or chemical derusting agents.
The outside of the tank shall be given a coating of antirust primer and two coats of dark
admiral grey colour which shall not turn dim or black in the due course of time.
The inside of the transformer tank should be given a coating of Zinc Chrome which may
not cause any chemical reactions with the transformer oil or deteriorate the insulating
properties of the oil.
The painting shall be carried out with spray-painting machines only, so that painting is
uniform.
CORE CONSTRUCTIONS:
Magnetic Circuit
The design of magnetic circuit shall be such as to avoid static discharge development of
short circuit paths within itself or in the earthed clamping structure and the production of
flux components at right angles to the plane of laminations, which may cause local heating.
Every care shall be exercised in the selection, treatment and handling of core steel to ensure
that as far as possible the laminations are plain and the finally assembled core is free from
distortion, burrs and bends.
Each lamination shall be insulated such that it will not deteriorate due to mechanical
pressure and the action of hot transformer oil.
The core lamination shall be of high-grade non-ageing low loss and higher permeability,
prime grade, cold rolled grain oriented M-4, suitably annealed, free from rust, dirt and dust.
These shall be of uniform thickness. The laminations shall be free from burrs, edges and be
cut at an angle of 45 Deg.
The complete design of core must ensure permanency of the core losses with
CONTINUOUS WORKING of the transformers. The value of the flux density allowed in
the design and grade of lamination used shall be clearly stated in the offer.
All parts of the core shall be of robust design, capable of withstanding any shocks to which
they may be subjected during handling, lifting, transportation installation and service.
Clamping of core and winding assembly with tank should be done by angle iron pieces,
welded to tank walls and not to be done with flat iron pieces.
Adequate fitments shall be provided to enable the core and winding to be lifted.

The aforesaid external and internal clearances are minimum clearances and no negative
tolerance on these clearances shall be allowed.

ROUTINE TEST:
All transformers shall be subjected to routine tests at the manufacturers works. The
following routine tests shall be carried out in accordance with the details specified in the
latest version of ISS: 1180/Part-II and IS:2026 :(a)
Measurement of winding resistance
(b)
Measurement of voltage ratio, polarity and check of voltage vector relationship.
(c)
Measurement of impedance voltage / short circuit impedance & load loss.
(d)
Measurement of No-load loss and No-load current
(e)
Measurement of insulation resistance :
(Insulation resistance value shall be measured with 2500 V. Motorized meggar)
minimum acceptable values for insulation resistance L.V. to Earth at different

In addition to above, oil sample drawn from one transformer out of the offered at
suppliers works shall be tested for following: (i) BDV of oil (fresh from storage of tank as well as from transformers)
(ii) Resistivity
(iii) Acidity
(iv) Tan-Delta
The purchaser reserves the right to take sample of transformer oil, filed in the
transformer and send them for testing to an institution of repute at the purchasers
cost. The test result shall be binding on the contractor.
20.2 The following additional tests shall be performed on one transformer in every offered lot: (i)
atmospheric pressure maintained inside the tank for 10 minutes measured at the base
of the tank. There should be no leakage at any joint.
NOTE: - As the above test is required to be carried out before final sealing of the
transformer the inspection authority would ensure to be present at the time of final sealing
to witness this test. The test can be demonstrated on a completed transformer.
20.3
TYPE TESTS:
The offered equipment or the equipment of higher size must be proven design through
successful type testing as per IS:2026/81 or latest amendment thereof during last five years
counted from the date of opening of tender at CPRI, Bhopal or Bangalore or N.T.H.,
Ghaziabad or ERDA, Vadodara in respect of following tests :(i) All Routine tests as per para 20.1 (a) to (h)
(ii)
The value of un-balanced current indicated by the ammeter corresponding to full load
current on secondary shown in the test arrangement in Fig. (5) shall not be
more than 2% of the full load current.
(iii)
IMPULSE VOLTAGE WITHSTAND TEST
As per ISS: 2026/81 (Part-III) Para-13 and latest amendment thereof.

Copies of all the above type test reports excluding routine tests described at serial (a)
to (h) of Clause 20.1 alongwith detailed design and drawings of the equipment
certified by test house(s) shall be enclosed with the tender to prove the design as
successfully type tested, failing which it will be presumed that the condition of type
testing for pre-qualifying (as per Clause-1.2.4 of Instructions to Tenderers) is not
fulfilled.
In case the offered equipment is not type tested as per technical specification/ISS it
shall have to pass the type tests and losses, verified at the recognized test house(s)
free of cost before commencement of supplies within 1 month of letter of Intent by
manufacturing a PROTO TYPE transformer.
Type test and verification of losses are not required to be got conducted again on
conventional (Bolted type) transformer, if sealed type transformer of the same
rating / parameters and design has been successfully type tested during last 5 years
counted from the date of opening of tender at any of the test houses mentioned
above and vice-versa.
20.4
The transformer having passed successfully through the above tests alongwith the
verification of losses by test house shall be considered as acceptable design. The physical
dimensions of this transformer shall form the guidelines for subsequent supplies.
20.5
The Engineer of the Contract reserves the right to select a transformer out of supplies and
send it to any test house as mentioned in para-20.3 and get any/all the tests conducted. The
supplier shall be informed of such intention of the Engineer of Contract in writing. As far
as possible these tests shall be got conducted in presence of the representative of `Engineer
of the Contract and the `supplier.
The cost of such tests(s) shall be borne by the Engineer of Contract and in case the
material is found not conforming to desired specn. The above cost shall be re-covered from
the supplier. In addition to this following penal action shall also be taken by Engineer of
the Contract against the supplier:(a) The order for the remaining supplies against the said contrtact shall be cancelled.
(b) The supplier will be debarred for consideration in participating in three
subsequent tenders of same rating counted from the date of tests resulting into
failure of design.
In case, it is found during the joint inspection of transformer(s) by the officers of
DVVNL and/or representative of the third party entrusted with the work of
inspection and/or representative of the firm that the firm has supplied substandard
material then also the above penal action shall be taken. If the representative of the
third party and/or of supplier or both are not present at the time of above joint
inspection, then the inspection report of the officers of DVVNL deputed for this
purpose shall be final and binding upon the supplier without prejudice to the
DVVNLs right to take the panel actions, as mentioned above.
In the event of cancellation of orders no compensation shall be given to the
firm.
21.0
INSPECTION:
21.1
The transformers shall be inspected for the following verify that all the provisions made in
the specification and technical particulars given are being complied with:(a) Check for dimensions of transformers.
(b) Internal and external construction of transformer.
(c) Workmanship
(d) Check for genuineness of raw material.
(e) The inspector(s) deputed by purchaser shall have the right for checking the records
pertaining to receipt and issue of all the major items of raw materials including
transformer oil. The supplier shall also have to produce requisite test certificates for
each and every consignment of transformer oil and other major items of material.
21.2.1 The purchaser reserves the right to draw required number of samples of transformer oil and
other major items of raw material. These samples shall however be drawn and sealed in the
presence of contractor. The purchaser further reserves the right to get these samples tested
from some Govt. Test House / Laboratory as mentioned above in para 20.3.
21.2.2 The `purchaser reserves the right for stage inspection of the transformer in which assembly
of core and winding could be inspected. And the firm will give 15 days advance intimation
to organize the stage inspection.
21.3

Any transformer out of the lot offered for inspection shall be opened to inspect the core and
coil assembly and physical checks of material, criteria shall be as follows:

Each and every lot of the transformer shall be inspected by the inspecting team. 10% of the
transformers shall be sampled for routine / acceptance tests.
21.5
All the tests and inspection shall be made at the place of manufacturer unless otherwise
specially agreed upon by the manufacturer and the Engineer of the Contract at the time of
purchase. The manufacturer shall offer the inspecting officer, representing the Engineer of
the Contract, all reasonable facilities without charge to satisfy him that the material is being
manufactured in accordance with this specification.
NOTE: - Inspection shall be carried out only after routine test results are submitted to Dy.
General Manager (Equator), DVVNL, Agra and Sl. No. of transformers are given.
22.0
DRAWING:
The supplier should submit following drawings in triplicate along with the designed
guaranteed technical particulars in respect of the transformer offered by them.

Name plate diagram and guaranteed maximum no load and load losses without any
plus tolerance.
(c)
(d)
Cross sectional drawing of core and coil assembly showing the clearance and
various dimensions and also electrical clearance etc.
(e)
Cost analysis must be furnished by the tenderers along with the tender bid Part-II
(Price) on the prescribed format, annexed with technical specification.
23.0
TOLERANCES:
Tolerance in physical dimension of tank without prejudice to relevant ISS shall be
admissible 1.5% of the dimensions given in GTP subject to maximum 10 mm. However, no
negative tolerance on al the parameters including physical dimensions of tank certificated
by test house / laboratories as mentioned in para-20 in respect of the equipment which has
been successfully type tested shall be allowed.
24.0
TERMINAL CONNECTORS:
24.1
General Requirements :
All components of the Bushing Terminals except bolts of L.T. terminal shall be made of
Aluminium alloy of designating 2290 (IS: 617/75) of tensile strength not less than 300
N/Sq.mm. (30.5 kg/sq.mm). Terminal body shall be one single casting. The `U bolts shall
be made of hot dip galvanizing steel. The spring washers and nuts shall be
electrogalvanised. The zinc shall be conforming to grade of IS: 209/1966. Nuts shall be
made of material conforming to property class 4.0 of IS: 367/1967 for mechanical
properties. Metal parts/accessories such as terminal connectors stem caps etc. for H.V. and
L.V. side are to be of aluminium alloy conforming to IS: 3347 and latest amendments
thereof.
While using above aluminium alloy test results from a recognized test house in respect of
hardness, conductivity and tensile strength etc. shall be provided to the inspecting officer.
Till such time suitable aluminium alloy is not available all metals parts/accessories may be
of brass / copper with provision of suitable bimetallic arrangement.
