(IV). Proposed Terms of Reference for EIA studies:
1.

Study Area:
The study area for the mining projects is defined as follows:

Mine lease will be the "core zone".

10 km. radius from core zone will be the "buffer zone".

Maps (appropriate scale) of the study area (core and buffer zones), clearly delineating
the locations of various monitoring stations (air/water/noise/soil), will be prepared

Monitoring and testing will be done by NABL/MoEF approved laboratories.

The monitoring stations will be decided based on various parameters.

Base line study information:

The monitoring of Air Quality, Water & Soil analysis and Noise level will be done
for three months comprising October15 to December15.

ii.

Land use of the study area delineating forest area, agricultural land, grazing land,
wildlife sanctuary and national park, water bodies, human settlements and other
ecological features. Land use plan of the mine lease area will be prepared to
encompass pre-operational, operational and post operational phases.

iii.

Quantity of solid waste generation will be estimated and details for its disposal and
management will be provided.

iv.a

The water requirement for the project, its availability and source will be furnished.
A detailed water balance will also be provided.

iv.b

Details of water conservation measures proposed to be adopted in the project, and


this will enumerated.

v.

Phase-wise plan of greenbelt development, plantation and compensatory


afforestation indicating the area to be covered under plantation and the species to
be planted will be made and included in the report.

vi.

To study socio economic impact in the area, village wise demographical profile
census will be found out and population within the village within 0 to 3 km, 3 to 7
km & 7 to 10 km. will be worked out

vii.

Occupational safety and health is very closely related to productivity. The mining is
directly associated with health and safety of the work force.

Occupational health impact of the project will be discussed.

EXECUTIVE SUMMARY: The Marble Mining lease (ML No. 32/93) over an area
of 1.00 ha. near village Oda-Bassi, Tehsil- Garhi & District- Banswara (Raj.) of Jyoti
Inani .
In Compliance of the EIA Notification dated 09.09.2013, Environment Clearance is
sought for extraction of 100008 T tonnes of Marble per annum.

INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION:


The marble mining lease (ML32/93) over an area of 10,000 sq mt. (1.00 Ha) near
village Oda-Bassi, Tehsil Garhi, Dist. Banswara (Rajasthan) has been granted vide
order No ME / Udai/ CC-3/Bans/ M.R./ M/. L./ 32 /93/742-745 Dated 18.07.94 and
was executed registered on 14.10.1994 for a period of 10 Years in favor of Miss
Niraj Bathiya D/o Sh. H. R. Bathiya. The lease was transferred in favour of Smt. Jyoti
lnani vide letter No.

ME / Udai/ CC-3/Bans/ M.R./ M/. L./32/93 /379 Dated

13.12.1999. The lease period was extended for an another 30 years vide letter No l
AME /Bans/ CC-1/ 32/1993 /159 dated 12.05.2011 from 14.10.1994 to 13.10.2024.
The mining scheme of the lease area was approved by the Suptt Mining Engineer
Udaipur vide

letter No. SME/UD-cir/Mine scheme/BWS/F-27/12/855 dated

31.05.2013.

The project is for Mining of Mineral Marble in Tehsil- Garhi & District- Banswara

This area has good quality Marble. The Marble is highly favored construction stone
for flooring, tiling in residential, commercial, utility buildings and religious places.
Good quality Marble is still imported from European and other Countries as the
domestic production of Marble is not sufficient to meet the demand. Therefore
production of Marble from this Mine will save foreign exchange and thus it will act a
imports substitution.

PROJECT DESCRIPTION:

(i)

This is a Marble mining project, located at near village Oda-Bassi, Tehsil- Garhi &
District Banswara. As per MoEF notification 9.9.13, this application is for grant of
Environment clearance for production to 100008 MTPA.

The area under reference has been used for extraction of Marble by mechanized
opencast mining method by removing overburden & side burden. The Marble being
sold to various consumers/cutting and polishing units. The H.S.D. requirement will be
250 litres day.

Resource optimization/recycling and reuse envisaged in the project, if any,


should be briefly outlined.
Minerals are depleting asset once mined, they can not be replenished like agriculture,
vegetation thus a scientific approach will be taken up in exploitation of mineral with
systematic method.

(viii)

Availability of water its source, Energy/power requirement and source should be


given.

The water required at the mine for drinking and domestic purpose is being obtained
from a Tubewell located near of the M.L. area. The water for other purpose is being
obtained from sump/ from outside well or tubewell developed in mine.

Quantity of wastes to be generated (liquid and solid) and scheme for their
Management/disposal.
There is no plan for mineral beneficiation hence there is no tailing or liquid effluents.
The waste is dumped on barren land outside lease area as approved in mining plan.
Retaining wall will be made on the toe side to prevent spreading of the waste material.
At the end of mine life this dump top will be covered with soil and thereafter
plantation will be done to stabilize the dump.
However marble powder slurry generated during driliing and wire saw cutting will get
deposited in the sump at the bottom of the pit. This sump will be desilted from time to
time and wet slurry will be disposed off on the waste disposal dumping ground and
burying the same under rock debris.

The lease area is located about 50 Km. west of Banswara.

(ii)

(iii)

Physiography: Regionally the area presents hilly topography. The RLs of the highest
and the lowest point in the region are 200 m. and 197 m respectively.

(iv)

Existing land use pattern (agriculture, non-agriculture, forest, water bodies


(including area under CRZ)), shortest distances from the periphery of the
project to periphery of the forests, national park, wild life sanctuary, eco
sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case
of notified industrial area, a copy of the Gazettee notification should be given.
There is no Wild life sanctuary, National Park, CRZ, eco sensitive zone within the
Buffer zone.
Land use pattern within the Buffer zone of 10 km. radius:Forest area:

i) Mix Jungle at 1.2 Km in NE- area 99.7 ha.


ii) Reserve Forest at 5.5 KM in South-,Area 1027 ha
iii) Reserve Forest at 7.5 KM in North East-,Area 98.9 ha

Existing Infrastructure: There is office, storage room rest shelter, first aid room, etc.
exist inside lease area.

Soil classification: There is no top soil on land surface whatever soil is recovered the
PP made suitable arrangement for storage of topsoil.

Climatic data from secondary sources:

The region enjoys a sub tropical climate, and the weather is dry almost throughout the
year. Summers and winters are dry, and the monsoon season brings sparse rainfall.
Summers experience a maximum temperature of around forty five degrees (45.4C)
and a minimum temperature of around seventeen degrees (17.4C). Temperature
during winter around thirty two degrees (32.8C) and a minimum of around zero
degrees (0C). Average annual rainfall in the region is 836.7 mm based on the data
collected by IMD (1967-1984).
(viii) Social Infrastructure available: There is no village within the lease area. There are
no human settlement in the mining lease area i.e. there are no in habitants within the
lease area.

As the workers are from near by villages, hence no housing facilities exist inside lease
area, a residential colony exist outside lease area.

PROPOSED INFRASTRUCTURE:

The infrastructure facilities already exist.

A proper first Aid room, rest shelter is functional.

Industrial Area (Processing area):


No processing unit is established at the mine site or in Buffer zone.

(ii)

Residential Area (Non Processing Area): Not applicable.

(iii)

Green Belt: Plantation work is being done by Tripura Sundari Marble Association.

(iv)

Social Infrastructure: Socio-economic conditions of area generally improve as


mining activities create additional employment opportunity for local habitants. Socioeconomic status of local populace also improves as a result of social welfare activities
undertaken by mine owners.

Significant contributions will be made towards education, medical facilities and
cultural aspects. Drinking water facilities has been provided to villagers. Plantation
done will improve environmental conditions in the area.
(v)

Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc).


The area can be reach by State transport bus, jeep or by own vehicles.

(vi)

Drinking Water management (Source & Supply of water):


Drinking water is obtained from the Tube Well situated outside of the M.L. area and
rain water collected in the pit/sump will be utilized for dust suppression, afforestation
work and other mining activities.

(vii)

Sewerage System.
Not applicable.

(viii)

Industrial Waste Management: There is no beneficiation required and no tailing is


produced so there is no industrial waste management will be generated.

(ix)

Solid Waste Management: The waste is dumped on barren land outside lease area as

approved in mining plan. Retaining wall will be made on the toe side to prevent
spreading of the waste material. At the end of mine life this dump top will be covered
with soil and thereafter plantation will be done to stabilize the dump.
(x)

Power Requirement & Supply / source.


Diesel & electricity is being used.

7.

REHABILITATION AND RESETTLEMENT (R & R PLAN):

(i)

Policy to be adopted (Central/State) in respect of the project affected persons


including home oustees, land oustees and landless laborers (a brief outline to be
given).
There is no hutment in the lease area. No human being displaced from the area so no
person will be affected contrary local people will get job opportunity.

PROJECT SCHEDULE & COST ESTIMATES:

(i)

Likely date of start of construction and likely date of completion (Time schedule
for the project to be given).
Project is already functional.

(ii)

Estimated project cost along with analysis in terms of economic viability of the
project.

ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS):

(i)

Financial and social benefits with special emphasis on the benefit to the local
people including tribal population, if any, in the area.
The mining in this area will provide employment to nearby villagers. This
employment opportunity will help in raising the standard of living of the people in the
area.
Socio-economic condition of area generally improve as mining activities create
additional employment opportunity for local habitant, social economic status of
local populace also improves as a result of social welfare activities under taken by
mine owners. Significant contribution will be made towards education medical
facilities and cultural aspects.
Drinking water facilities will be provided to villagers, plantation will improve
environmental condition of the area.
