Purpose

1.1

The purpose of this procedure is to establish a guideline for the execution of


operations. This procedure is provided as a profile of the minimum
requirements regardingthe safe usage of mobile cranes

1.2

All employees will be expected to abide by Redpaths motto of Safety First,


Last and Always while maintaining high quality standards at all times in the
workplace.

1.3

The Redpath Safety Coordinator will be responsible for the distribution and
communication of updated procedures to the Redpath employees.

1.4

The Redpath Manager will be accountable for scheduling of on-the-job


training and giving job assignments to ensure proper training for all
employees.

1.5

The Redpath Training Coordinator will be responsible for the coordination of


training, thecertification of qualified, competent employees and the document
control of training documentation both internal and external.

Scope
1.
2.1 This procedure will provide direction forsafe operation of a mobile crane.
2.2 It will apply to all Oyu Tolgoi employees as well as vendors, contractors and
visitors.

3.

RMP 00-002 PPE Requirements (Ref.RMP 00-002 PPE)


3.1.1All coveralls worn must have 50mm reflective striping that is visible from any
direction.
3.1.2 Every employee will be responsible for the visual inspection, cleaning and
maintenance of their PPE.If the PPE is in poor condition, it shall be replaced
3.1.3 Approved hard hats will be worn at all times while working in any industrial area
or whenever there is a danger of falling objects.
3.1.4 Approved eye protection will be worn at all times while working in an industrial
area.
3.1.5 Employees shall be informed of the exact location of eyewash stations by
means of the appropriate symbolic signage.

3.1.6

Approved steel toed boots will be worn at all times while working in any
industrial area.
3.1.7 Gloves shall be worn while performing any task that may lead to a hand injury.
3.1.8Whenever there is the potential to fall more than 1.5 meters, fall protection shall
be worn and used appropriately. A 100% tie off to be maintained at all times.
3.2 Prior to starting the machine, check the following:
3.2.1 Clear around the unit persons and objects
3.2.2 Park Brake ON wheels chocked
3.2.3 Transmission lever in neutral
3.2.4 Wheel nuts all in place and tight
3.2.5 Tires condition (wear and cuts), correctly inflated
3.2.6 Fuel, engine oil and coolant levels
3.2.7 Light fittings broken and/or damaged and/or missing
3.2.8 Temperature and pressure gauges broken and/or damaged
3.2.9 Vee belts condition and tension
3.2.10 Oil, fuel and water leaks
3.2.11 Hydraulic brake fluid level
3.2.12 Battery condition, cables, terminals and electrolyte level
3.2.13 ANY loose components, bolts, locking devices, guards, etc.
3.2.14 Safety belt secure, locking device operational
3.2.15 Hydraulic cylinders, hoses, pins, pin locks and grease nipples
3.2.16 Grease all grease points
3.2.17 Body any damages
3.2.18 Drivers cab canopy all bolts intact and secure
3.2.19 Exhaust purifier and pipe system secure
3.2.20 Fire extinguisher seal in place, pressure gauge in the green and expiry date
3.2.21 All rigging and connections are checked and correct prior to commencing a
lift.
3.2.22 Checks that the load being lifted is within the rated capacity of the crane and
lifting attachments is also within the limits set out in the lift plan.
3.2.23 Checks of all safety devices or overload limiters to ensure they are not
overridden or cut out.
3.2.24 Mobile cranes must be fitted with travel alarms which must sound when the
crane is traveling in either horizontal direction.
3.3After start check
Start the machine and check the following in the Drivers Cab :
3.3.1Pressure gauges register correctly
3.3.2Temperature gauges operating
3.3.3 Hour meter operating

3.3.4Accumulator pressure
3.3.5All lights operating and correctly adjusted in direction of tram
3.4

Walk around the machine and check for :


3.4.1 Unfamiliar noises
3.4.2 Oil, fuel, air or water leaks

3.5Before driving off:


3.5.1 Remove wheel chocks
3.5.2 Test the park brake in both directions of tram selection.
3.5.3Test the main brakes in both directions of tram selection (park brakereleased)
3.5.4 Test the steering operations
3.5.5 Test the horn and reverse siren.
3.5.6 Check for hydraulic oil leaks
3.5.7 Put the seat belt on
4.Activities (Ref.RMP 02-048-01 Rules for Operation of Mobile Equipment)
4.1.1The operator must always be in his normal position in the drivers cab. It is
prohibited to have arms or legs, or generally any part of the body, protruding
from the drivers cab
4.1.2 It is prohibited to carry any passengers.
4.1.3 Make sure that no worker is in the close proximity of the handling operations..
4.1.4 Do not allow anybody to come near the working area of the crane or pass
beneath anelevated load.
4.1.5Do not carry out operations which exceed the capacities of your crane or
attachments.
4.1.9 The crane must at all time adhere to the speed limit of 10 km/h when within
the perimeters of the shaft area
4.1.10 Do not maneuver the crane with the boom in the extended position unless
under exceptional circumstances and then with extremecaution, at very low
speed and using gentle braking. Ensure that visibility is adequate.
4.1.11Brake gently, never abruptly.
4.1.12Do not leave the cab when the crane has a raised load.
4.1.13Look where you are going and always make sure you have good visibility along
the route.
4.1.14Never drive on the edge of a ditch or steep slope.
4.2
Critical Lifts:
4.2.1
A register of critical lifts is maintained by the Maintenance Superintendent
4.2.2
A critical lift plan must be written or an existing critical lift plan for the same
job must be review prior to initiating the lift.

4.2.3

Riggers and crane operators must have input into the plan.

4.3
A lift is determined to be critical if any of the following criteria are met:
4.3.1 Multiple crane lifts
4.3.2 Lifts over operating facilities where this may endanger personnel
4.3.3 Lifts over power lines
4.3.4 Lifts involving personnel cages
4.3.5 And any lift at or above 50% of the cranes capacity
4.4Load Cells:
4.4.1 All mobile cranes will be fitted with load cells with the display within the visual
range of the operator.
4.4.2 Portable load cells will be available for overhead cranes to be used when the
weight of the lift is unknown.
4.5 Anti Two-Block:
4.5.1All Cranes with the exception of small vehicle mounted cranes (<2 ton capacity)
will have anti two-block devices.
4.5.2The devices will be tested as part of the pre-start inspection.

4.6 Communications:
4.6.1 Communications between the crane operator and the rigger is critical. The
primary means of communication is the standard hand signal system which
both must be trained in.

4.6.2

When visual contact cannot be maintained, radio communications will be


used.
4.6.3A radio channel must be dedicated to crane operations whenever this is to be
the means of communication.
4.7 Towing Equipment:
4.7.1 Rigging equipment that has been used for towing must never be used for
lifting. To prevent this from happening, all rigging components used for
towing will be stored in a common area with proper signage.
4.7.2 In addition, all of this equipment will be painted red and any rigging inspection
indicators will be removed.

4.7.3

The Maintenance Superintendent will make quarterly inspections of this


equipment to ensure the system is being followed.

4.8 Maintenance and Inspection:


4.8.1 Maintenance of the register that contains all site cranes, hoists, rigging
attachments and lifting slings is the responsibility of the Maintenance
Superintendent.
4.8.2 Any crane brought to site must have a current test certificate, JHA and a preuse safety inspection developed from the risk assessment to ensure the
crane is fit for purpose.
4.8.3 At a minimum, this inspection must satisfy regulatory and manufacturer
requirements for frequency of inspection and physical condition of the
machine.
4.8.4Every 12 months thereafter, each crane shall undergo a detailed inspection by a
competent third party.
4.8.5 Any defect noted that may affect safety must be addressed before the crane
is put back into service.
4.8.6 These certificates and inspection records will be noted in the register and filed
by the Maintenance Superintendent.
4.9 Training:
4.9.1 Riggers and crane operators must be trained, tested and found competent on
each class of crane they will operate.
4.9.2 To remain qualified, operators must meet the minimum operating times and
frequency indicated in the table below or receive refresher training.

Operators are responsible for logging their hours in the Operating Hours log.
Supervisors must refer to the log before assigning a crane operating task to
an individual.
