Development aid has received a lot of attention since the implementation of the best
known and probably most successful aid programme, the Marshall Plan, in Western
Europe following the Second World War. Since then the aid landscape has changed many
times and in recent years a number of key questions have emerged. Does aid work in
promoting growth and reducing poverty in the developing world? Can aid buy reforms in
recipient countries? Does aid affect governance in recipient countries? Will a new big
push approach accelerate progress towards the Millennium Development Goals (MDGs)
or will another opportunity be missed? Can the lessons of almost half a century of aid be
learnt? Indeed, aid is one of the few topics in the development discourse with such an
uninterrupted and volatile history in terms of interest and attention from academics,
policymakers, and practitioners alike. As Riddell (2007: 2) has put it, aid has managed,
repeatedly, to reinvent and renew itself after repeated bouts of uncertainty, doubt and
pessimism.
In his influential study Does Aid Work?, first published more than two decades ago,
Robert Cassen argued quite rightly that much of the public discussion of aid has been
