Award A Hoax

Bainimarama's office has vehemently
denied making any official appointments
while in Canada earlier in the month.
The denial stemmed after questions were
raised that a Surrey radio host had been
appointed as Fijis ambassador to Canada
and the acknowledgement that followed
during prime-minister's farewell party
in Surrey.
Radio Fiji Mirchis Annie Ji (Katherine)
Singh claims she was the recipient of
both the voice of Fijian people and the
ambassador of government of Fiji award.
The prime-minister didnt make any
appointments while in Canada, said
the PMs office. Mr. Akuila Vuira is
First Secretary of the Fiji Embassy in
Washington, DC.
When FijiSUN / Fiji Times contacted
Annie, she was celebrating her new
found fame, said she was shell- shocked
by the honours bestowed on her.
Im so honored to have received
the award, she said Fijians on the
lower-mainland now have someone
to come to with pressing issues as I'm
a representative of the government of
Fiji.
But on Tuesday, our investigation
revealed the very award she claims
was given to her by PM Bainimarama
had been presented to her by SurreyNewton (New Democratic Party)
Member of Parliament Jinny Sims and it
wasfraudulent.

was presented to Annie Ji Singh, added
similar claims have been made in the
past by attention seekers.
Jinny (Sims) is unaware of any award
and that she has no records indicating this
lady (Annie Ji Singh) was the recipient
of government of Canada award, she
said.
It is all but a complete lie. If you look
at the coat of arm, its provincial and
Jinny Sims had been a federal member
of parliament.
Were an official opposition party to
the government of Canada and as such
were not in a position to arbitrarily
make decisions on individual awards.
Winstanley though emphasised Jinny
Sims had a wonderful time with the
Fijian PM on various functions.

Fijian Government Warns Of Biosecurity


Scam

Exporters and importers are being


warned of unscrupulous behaviour on the
part of certain agents of the Biosecurity
Authority of Fiji (BAF) or people posing
as BAF agents.
Certain authorized agents are markingup services provided and imposing
further fees for payments already made
while others posing as BAF agents
are conning exporters and importers
by illegally imposing biosecurity and
quarantine fees. There are also instances
in which authorized agents are imposing
fees and charges but are pocketing them
instead of remitting them to BAF.
A joint statement from BAF and the
Fiji Commerce Commission (FCC)
describes such behaviour as criminal and
says those responsible will face the full
force of the law.
This criminal behaviour goes directly
against the Fijian Governments
commitment to make affordable the basic
requirements of Fijians. The imposition
of these unfair charges and fees increases

the costs of Fijis exports and imports


and impacts the livelihoods of every
law-abiding Fijian. The government will
be taking immediate steps to halt these
illicit activities to prevent further erosion
of Fijis competitive advantage in the

The statement says both the FCC and
BAF will be working closely with law
enforcement agencies and stakeholders
in the export and import sector to combat
this illicit activity.

Training Challenges Welfare Recipients


On the quest to empower social welfare
recipients in becoming self-reliant,
the Ministry of Women, Children and
Poverty Alleviation has embarked on
Start Your Own Business Training
Program (SYOB).
Through these training programs, the
recipients are able to not only acquire
business skills but are also provided with
start-up capital to establish their own
businesses. These trainings are aligned
to the Welfare Graduation Programme
that equips the welfare recipients with
skills and tools to help them venture into
sustainable livelihood projects.
In a week long training held in Nausori,
twenty three social welfare recipients
from the central division had the
opportunity to undergo Competencybased Economies through Formation of
Entrepreneurs (CEFE) business training.
The participants were presented with
certificates by the Director Social
Welfare, Mr Rupeni Fatiaki.
In his closing remarks, Mr Fatiaki
reiterated that self-confidence and hard
work is essential to becoming successful
entrepreneurs.
This training is organised to help you
utilize your talents, establish your own
businesses and walk out of poverty.
Most of you have been on social welfare
assistance for over 5 to 10 years now. The
Ministry assists you in a time of need but
you will have to one day, be able to stand
on your two feet. And for that you have
to work together with the Ministry to
take those small steps in becoming selfreliant by starting your own businesses.
Take this as an opportunity to succeed
and of course you have to work hard for
it and be confident that you can achieve
your goals. The new set of skills and
knowledge will help you to reach your
maximum potential as entrepreneurs.
But first you must develop that positive
mental attitude that yes, you can become
financially
independent.
Welfare
Graduation Programme has proven to
be a success, there are welfare recipients
who have gone to the extent of expanding
their business on a commercial level. I
challenge you to do the same by being
sincere, true and committed to your
goals, Mr Fatiaki said.
The 59 year old widow, Ms Ram Kumari
of Nakasi Hart Home said the training
has given her new ideas to improve her
tailoring business.
My husband died of heart attack and

since then I have been living with my


daughter at the Nakasi Hart Home for
the last 16 years. In a training provided
by the Ministry two years ago, I had
learnt how to sew. Now I am able to
operate a small tailoring business and
look after my 32 year old daughter who
is mentally challenged. And while social
welfare is assisting us, I am also able to
utilize my skills to look after the welfare
of my daughter.
I sew clothes like sulu jaba, school
uniforms, pillow cases, curtains,
doormats and mattresses. I am grateful
to the Ministry for providing me with
this opportunity to learn the business
skills. It has broadened my knowledge
to draw up business plans, do budgeting
and savings. Given these skills I will be
able to expand my tailoring business.
The income fluctuates but I am able to
earn $60 a week when there are a lot of
orders, Ms Kumari said.
One of the male participants, Mr Michael
Danford said the training has built his

confidence to start a new business.


I have been disabled for the last five
years after one of my legs had to be
amputated. My wife left me so I am
currently living in Suva with one of my
relatives. I have two children and they
are supported through social welfare
allowances. After this training, I am
determined to start a canteen business
to save money for my childrens higher
education. I have also realized that
my disability shouldnt stop me from
pursuing my passion for success, Mr
Danford said.
The Fijian Government has allocated
$500,000 for the Welfare Graduation
Programme" in the 2015 Budget. In
2014 alone, the lives of 200 families
have been transformed, by putting
them on a path towards self-sufficiency
through Welfare to Workfare, strategy.
The Ministry aims to increase its reach
in terms of providing opportunities
for self-employment and economic
empowerment through this programme.

Stand With US, PM Bainimarama Asks

Bainimarama, asked India to side with
the Pacific against the Coalition of the
Selfish in the climate change battle.
He made the request to Indian Prime
Minister Narendra Modi at the IndiaPacific Island Co-operation summit at
Jaipur, India.
Mr Bainimarama said Fiji and its Pacific
neighbours intended to lead the charge
for drastic cuts in carbon emissions at
the World Climate
Summit at the end of November
We have precisely 14 weeks to persuade
the industrial nations to put our survival
before the wellbeing of their carbon
polluting industries, he said.
Mr Bainimarama said: Mr Prime
Minister, we ask India to stand with us
as we do so. To side with us rather than

with what I have called the Coalition

putting their interests before the interests

to climate change the Small Island
Developing States.
He said the Pacific should be respected.
As part of the global heritage, the
Pacific belongs to the world but it is
also our home. And we insist that it be
respected, he said.
For our people never again to be pawns
or victims of disputes between the great
powers. To keep the Pacific peaceful

and protect our pristine environment


for all time. For the ocean that sustains
us to have its resources utilised in a
sustainable manner. And to remain a
sanctuary for the enjoyment of Pacific
peoples and visitors from around the
world for generations to come.
Mr Bainimarama said by far the most
pressing issue we face and the one that
requires the most urgent response is
the grave threat posed to us by the rising
sea levels and extreme weather events
caused by climate change.
He said: We are all suffering in the
Pacific to a greater or lesser extent. But in
the case of three of our nations Kiribati,
Tuvalu and the Marshall islands their
very existence is threatened. And unless
the industrial nations agree to binding
cuts in carbon emissions to arrest the
current level of global warming, these
nations are destined to sink beneath
the waves and disappear off the map
altogether.
What will happen to their citizens is
one of the great challenges the world
will face. Fiji has offered permanent
sanctuary to the citizens of Kiribati and
Tuvalu, our nearest neighbours. But
all this presents a range of logistic and
legal challenges which the international
community needs to address.

Overseas Fijians Told To Shut Up


Fijians who have migrated overseas
should not open their mouths on how Fiji
is governed, they were advised.
Bau chief Ratu George Kadavulevu
Cakobau (Junior) said a democraticallyelected Government now governed Fiji
and it had the support of people.
Fijians living overseas and criticising
Mr Bainimaramas leadership are
losers, Ratu George said.
He said Fijians residing overseas had
made their choice and should not be
making criticisms from where they live.
They are making criticisms from afar
and if they are brave enough, they should
come back to Fiji, he said.
Dont speak out if you are not here in
Fiji.
Ratu George was reacting to the Fijians
living in Australia who were supporting
the so-called rebel group in Ra.
He said they should mind their own
business as the Police and the military
were totally in control of the situation.
Ratu George said these critics were
supporters of the Social Democratic
Liberal Party (SODELPA) some of whose

members also allegedly supported the


formation of a so-called Christian State.
He said Fiji was as stated in the
Constitution, a secular state, and that
would remain.
For the so-called rebel group, Ratu
George said they should face the
consequences of their actions in allegedly
trying to form a Christian State in Ra and

they should also reveal the elements that


had provided advice to them.
It is really surprising that they are not
revealing the people in the group who
had used them.
Ratu George has called on all Fijians
to support the Prime Minister Voreqe
Bainimarama-led Government as it had
delivered to the people what they wanted.

The SODELPA party president and


paramount chief of Cakaudrove, Ratu
Naiqama Lalabalavu has called for a
meeting with the Prime Minister Voreqe
Bainimarama to discuss what he says
are issues of discomfort challenging
indigenous Fijians.
Ratu Naiqama says he is optimistic the
Prime Minister will be able to agree to a
symposium.

He reiterates that while he doesnt support


any illegal act, and any grievance must
not be used as an excuse to break the law.
I therefore call upon the Honourable
Prime Minister not only as the leader
of government, but in recognition of
our traditional manner where we all
share common blood ties, to please
exercise empathy and meet with us, with
Indigenous Fijians who feel aggrieved,

through a symposium so that we may


begin to address these concerns we share
ADDING we have a responsibility to
ensure we maintain peace in our nation
that has already been torn apart by
political differences for far too long and
we must not encourage this any further,
Ratu Naiqama said.
The SODELPA leader is calling on all
fellow Fijians to maintain law and order.

$4.3Million Given In Film Tax Rebate


The Government presented more than
$4.3million of Film Tax Rebate to
Imagination Television (Fiji) Ltd at Fiji
Revenue and Customs Authority in Suva for
a reality show that was shot in Fiji recently.
The Big Adventure reality show filmed 80
per cent of its production on Mana Island
and 20 per cent in other parts of the country.
Films Fiji CEO Dallas Foon said the reality
show was opened in Australia last year
with 1.5 million views across the country.
The show, he said, would be viewed in
more than 10 countries around the world

and it was a fantastic achievement and


an exposure for Fiji.
Attorney-General Aiyaz Sayed-Khaiyum
said such movie productions contributed
2.8 per cent to the country's economy
"It does create employment opportunities
in particular to the younger people and you
know the rebate does have link with the
Fiji National University School of Film
and Television and we want to encourage
that," Mr Sayed-Khaiyum said.
And at the same time, he said, it marketed
Fiji as a tourism destination which helped

He said the more production the country
had, the better it was for Fiji.
Imagination Television (Fiji) Ltd creative
director Darryl McEwen said with rebate

Soldiers Patrol Town Prior To Sedition


Case
Soldiers have been seen in different
corners of the town, some with rifles, as
some villagers are produced in court for
sedition related charges.
There was heavy military presence in
Tavua as villagers from Ra arrived for
the second appearance in court of more
than 30 people charged with sedition and
urging political violence.
A team from the media witnessed more
than 100 soldiers, a few carrying rifles,
stationed at every corner of Tavua Town.
The soldiers dressed in full military garb
have been patrolling the streets of Tavua
before the scheduled court case at 2pm.
The case was to be called at the
Rakiraki Magistrates Court but had been
transferred to Tavua.
Villagers from Rabulu, Rakiraki and the
interior of Ra were already at the Tavua
Court house.

Statement By The PM Frank Bainimarama

I am astonished that with SODELPA


tearing itself apart, its President, Ratu
Naiqama Lalabalavu, a suspended
member of Parliament would get so
desperate to create a diversion by
wanting to hold a symposium with me.
There will be no such symposium,
gathering or meeting with him. Instead
of this cheap publicity stunt, Ratu
Naiqama who is desperate to make
himself relevant to the Fijian political
landscape, would do well on his return
from Australia to hold a symposium on
the crisis within the opposition partly
caused by the power struggle between
him and the Opposition leader, Ro
Teimumu Kepa.
Even SODELPAs supporters are
perplexed by this internal conflict
within the party, which is robbing Fiji
of an effective opposition as SODELPA

members scrap among themselves.


There is an old political saying that
a party that cannot govern itself cannot
govern the country. And every Fijian
must now be offering thanks for the
fact that SODELPA lost the last election
because it clearly cannot govern itself.
The hunger for power by desperate
individuals within that party is making
SODELPA, its policies, its leadership
and the party itself irrelevant for a
modern and vibrant Fiji.
The majority of the Fijian people -- in
particular our youth, the young -- want
to live in a stable and economically
prosperous country. People like Ratu
Naiqama, with their old politics of fear
and fear mongering, cannot provide this.
Equally, their claim that the iTaukei and
their land, religion, culture and identity
are under threat is not true. On the
contrary, the position of the iTaukei has
never been stronger. For anyone to claim
otherwise is a lie and the Fijian people
should take no notice of liars.
I want to make a couple of things clear.
The security of the state and the stability
of our nation is my responsibility as
the countrys elected leader, not Ratu
Naiqamas. The Fijian people gave me
that mandate almost a year ago and they
expect me to uphold their trust. And I
give the nation my solemn undertaking
that I will.
People like Ratu Naiqama are out of their

depth when they comment on law, order


and stability. Indeed, the fact that he is
asking me to release people who have
been charged and are before the courts
shows that he does not even have the
basic understanding that the Judiciary is
independent of the Executive.
People like him have always used the
implicit threat of instability or taken
advantage of it to make themselves
relevant and gain political power.
The current security operation led by the
Police with the assistance of the RFMF
is to protect our new democracy from
certain forces who do not accept the will
of the Fijian people as expressed at the
election. They must not be allowed to
succeed in their attempts to challenge our
democracy and enforce their own will on
the nation. I also want it known that if we
find any politician, businessman or any
other person aiding and abetting anyone
that wants to create instability, they will
also face the full brunt of the law.
I and my Government will uphold the
integrity of our democracy rather than
give comfort to those who intend to
thwart the will of the people, create
instability and damage our economy.
Our Constitution addresses all these age
old problems and gives us, including
the iTaukei, the ability to focus on
development, improve our living
standards and have more prosperity in
our beloved Fiji.

Singapore, China For Fiji Airways


Watch for Singapore and China (ideally
Beijing) to be the likely new destinations
as Fiji Airways continues to grow.
Attorney-General and Minister for
Finance, Aiyaz Sayed-Khaiyum, has
announced that Fiji Airways is now

looking at two new destinations.


He says these will be announced very
soon, likely after proper regulatory
processes are put in place and airport
slots obtained.
Singapore obviously would be an ideal

route giving the much-needed quicker


connectivity needed with India (of
course codeshare agreements may need
to be signed).
Ties between Fiji and Singapore are also
strengthening.
Then there is Beijing. This seems to be
the best option given this is a bigger and
better catchment when compared with
the other two options in China.
Guangzhou would not make much
practical and business sense given it is
only about an hour away from Hong
Kong.
And Fiji Airways already flies to Hong
Kong currently three times a week and
which is understood to the one of the best
yield routes because of the load factor.
In fact, it is understood the national
airline is considering to increase the
frequency of flights to Hong Kong to at
least four times a week or even five.
The new routes are not expected to begin
until next year, possibly April.

climate change threats they are also keen on setting up
a satellite monitoring station in Fiji and gradually turn it
into a hub for sharing its space technology with Pacific
island nations.
Meanwhile Indian Prime Minister had shared his

Indian PM Narendra Modi Offers Solar


Power To Pacific Island Nations During
Summit

Indian Prime Minister Narendra Modi


has offered to illuminate thousands of
homes in Pacific island nations with
solar power in a bid to help them combat
climate change and natural disasters.
Mr Modi made the pledge as leaders and
delegates of 14 Pacific nations gathered
in the western desert state of Rajasthan
for a summit.
Host India is attempting to boost its
profile in the Pacific, at a time of
growing Chinese economic and political
influence in the region.
"We now commit... to provide solar

electrification to 2,800 houses


200 houses in each Pacific island
country," Mr Modi said, after
highlighting India's own plans to ramp
up its renewable energy to 175,000
megawatts by 2022.
"This will save kerosene worth about $1
million," he said before wrapping up the
round of talks in the state capital Jaipur.
Low-lying island nations, some of which
are little more than one meter above sea
level, are regarded as some of the most
vulnerable to rising seas.
The Pacific islands urged global

cooperation during the conference,


saying global warming has raised sea
levels and eroded their coastlines and
increased the severity of extreme climate
phenomena, such as super typhoons.
Mr Modi extended more help to build up
on human resources and space technology
for natural disaster management with
early warning and response systems.
He also promised support to the islands
in the climate change talks scheduled
to be held in Paris later this year, where
world leaders are expected to forge a
historic deal to cap global warming.

Khan Refutes Claims

THE bypass of the shredder at the Labasa


Fiji Sugar Corporation mill has had no
significant effects on the mill's ability to
extract sugar from the cane supply to the
mill.
Responding to the earlier concerns
of National Farmers Union chairman,
Surendra Lal, who had told this
newspaper the removal of the
shredder had incurred huge losses to
farmers, while Mr Khan said this was
not true.
He added this was proven by the results
of mill productivity.
"As of Wednesday morning the mill
has processed 339,729 tonnes of sugar
cane and produced 40,436 tonnes of raw
sugar," he said.

"The total cane to total sugar ratio is 8.4


slightly better than the average of the
four mills.
"The bypass of the shredder has
insignificantly affected the mill's ability
to extract sugar from the cane and this is
proved by the results given above."
Mr Khan had strongly refuted the claims
made by Mr Lal.
"Please allow me to correct this
gentleman who unfortunately, has little
or no knowledge of the workings of the
sugar mill," he said.
"I had urged the reporter to have this
gentleman's figures substantiated before
publishing but that did not happen."
Meanwhile, Mr Lal said, in an earlier
statement the faulty shredder was

removed on August 2 this year and the


mill had been running without a shredder
since then.
"This means that cane is going into
the rollers in long pieces without
being crushed resulting in poor juice
extraction," he said.
"Our worry is that it would be taking
as much as 12 to 13 tonnes of cane to
produce a tonne of sugar, resulting in
huge losses to farmers in the North."
Earlier on, this newspaper had emailed
Mr Khan on the concerns raised by
Mr Lal asking him to comment on the
matter.
Mr Khan said this was unsubstantial
report and that he would not comment
on the matter.

Sri Lankan General Meets


Bainimarama

Defence co-operation between Sri Lanka


and the Republic of Fiji Military Forces
(RFMF) is now in the pipeline.
This was after highly decorated Sri
Lankan officer, Major-General Aruna
Perera, met with Prime Minister Voreqe
Bainimarama in Suva.
Major General Perera mentioned Sri
Lankas offer to work to assist the RFMF.
He said he was happy with the Prime
Ministers response.
The RFMF Land Force Commander,
Colonel Sitiveni Qiliho who was also at
the meeting told the media that he would
be looking into the defence co-operation.

like RFMF to send some senior officers

Australian Investment Increases


Existing Australian investors in Fiji have
steadily increased their spending in local
projects since 2010, says Investment Fiji
chief executive, Godo Mller-Tet.
He said the past year recorded the highest
of 74 ventures valued at $47.3 million
with the majority focused in tourism and
services sectors.
Mr Mller-Tet made these comments
while addressing the delegates part of
the Australian Investment and Trade
Exploration Mission to Fiji.
He told the potential investors that
other sectors such as industries, fishing,
education, mining & quarrying, financial
intermediation and real estate have
unlimited potential areas of growth.
He encouraged them to tap into these
areas for development.
A two-day seminar is being held at
Novotel Suva Lami Bay which provides

Virginia Shooting: Two WSBJ7 Television


Journalists Fatally Shot In On-Air Attack,
Station Confirms

Two journalists for a local television


station in the US state of Virginia have
been shot dead during a live broadcast,
by a disgruntled former employee who
later shot himself and died in hospital.
WDBJ7 journalist Alison Parker, 24, and
cameraman Adam Ward, 27, were shot at
close range while conducting an on-air
interview.
Virginia governor Terry McAuliffe said
the gunman was a disgruntled former
employee of the television station.
He was identified as Vester Flanagan,
41, according to a dispatcher for the
Augusta County Sheriff's Department.

Chamber of Commerce, on a balcony at
the lakeside Bridgewater Resort in the

newscast when the gunman seemingly
closed in from behind.
Several shots were heard, as well as
screams, as Ward's camera fell to the floor,
capturing a fuzzy and chilling glimpse of
the gunman, dressed in dark clothing.

Gardner was "seriously injured," said

shooter brandishing a weapon at Parker,

Ward has his back to the apparent shooter

The shooter seems to briefly lower the
camera.
Multiple shots are then heard, and
screams. Parker runs away.
The shooter's hand is clearly visible. He
appears to be wearing a blue checkered
shirt.
None of the victims are seen wounded.
There is no blood in the footage.

were closing in on a rental car on Interstate
66 in Fauquier County, WDBJ7 said.

Father Jailed For Using Daughter As Mule


A COLOMBIAN judge has sentenced a man to 14 years in prison for forcing his 11-year-old daughter
to swallow 103 cocaine-filled capsules in order to use her as a drug mule on a trip to Spain.

France Honours Men Who Disarmed Train

honour, the Legion d'honneur, to three
U.S. citizens and a Briton who helped
disarm a machine gun-toting suspected
militant on a train last week.

Alberta's Economy Heading Toward


Contraction

Faced with a collapse in energy prices,


widespread drought, forest fires and the
uncertainty of an untested government,
the engine that drove much of Canadas
growth over the past decade has seized.
Albertas economy is expected to
contract this year.
I think its inevitable that Alberta will be in
a contraction this year, said Todd Hirsch,
the chief economist for ATB Financial. In
2016, Im still optimistic we can squeeze
out a very modest recovery. But this
province wont feel like it normally does
until 2017 at the earliest.
Apart from a devastated energy sector,
the provincial government has declared a
provincewide agricultural disaster. After
weeks of near-record drought, fields of
parched grain can be found across much
of Alberta. The Agriculture Financial
Services Corp. now expects to pay out as
much as $1-billion to struggling farmers.
Although most of Albertas farmers have
crop insurance, the provincial agency
will use the money to ensure the speedy
compensation of farmers for lost crops
and revenue.
At the same time, dry weather gave rise
to an early fire season in Alberta that has
burnt 493,000 hectares across central
and northern areas of the province a
burn area nearly twice the five-year
average. A final price tag for the 1,646
fires seen across Alberta so far has yet to
be determined.
The stuggling economy will have a huge
effect on the governments finances.
The provincial budget deficit could
be the largest in nearly two decades,
topping $8-billion if oil prices remain

low, according to John Rose, the City


of Edmontons chief economist. That
would complicate Premier Rachel
Notleys campaign promise to increase
spending on health and education while
balancing the books by 2018.
Its turning out worse than I expected,
said Mr. Rose, who warned of a
significant slowdown in the provincial
economy last December. My forecast
for 2015 was predicated on oil holding
around $60 a barrel through the year.
Things have gone awry.
Mr. Rose expects that the Alberta
economy will contract by 1.5 per cent
this year.
Businesses across the province have been
nervously eyeing the price of oil. A barrel
of U.S. crude oil closed at $39.31 (U.S.)
on Tuesday and most oil exported from
Alberta faces a steep discount from that
price. The provinces Wildrose opposition
has noted that a barrel of Albertas oil is
now cheaper than a case of beer.
Former premier Jim Prentice introduced
a budget in late March that forecast the
province would run a $4.9-billion deficit
in 2015. The Progressive Conservatives
had assumed a barrel of U.S. crude oil
would average $54.84 (U.S.) in 2015
and that Albertas Western Canadian
Select heavy crude would fetch $46.33
(Canadian).
Alberta Finance Minister Joe Ceci has
asked ministers to find duplication
and inefficiencies in their ministries as
he works toward a budget due in late
October.
Everyone knows our economy is
energy-driven, and lower oil prices are

putting a strain on families pocketbooks.


Our focus is on jobs for Albertans and
protecting the public services that they
need, Mr. Cecis spokeswoman, Marion
Nader, told The Globe and Mail.
While Mr. Ceci said in early August
that he anticipated a deficit of about
$5.4-billion, Ms. Nader could not release
a more recent estimate for the expected
size of the provinces shortfall. She said
that the fiscal situation would start to be
clearer after the province released its
first-quarter numbers on Aug. 31.
According to Mr. Hirsch, oil will need
to climb above $60 a barrel for the
provincial books to recover. He added
that it was unlikely Ms. Notley could
balance the budget by 2018. It would
be an enormous challenge and probably
one that isnt worth the political risk, he
said.
Both Mr. Rose and Mr. Hirsch said the
government should consider spending
more on infrastructure projects at a time
when the weak economy has reduced
costs.
This is exactly the right time for these
kinds of projects, Mr. Rose said.
Former Bank of Canada governor
David Dodge is currently working on
an infrastructure plan for Ms. Notleys
government that is expected by the end
of the summer.
The ministers priority is ensuring
that people have good work in these
times, Ms. Nader said. While we are
seeing tougher conditions, we still have
significant room to grow our economy by
driving innovation and diversifying our
economy by investing in infrastructure.

California Priest Gets Prison In Sex Case

A CALIFORNIA-BASED Catholic priest has been sentenced to six months in prison followed by six months of home
confinement for groping a sleeping woman seated next to him on an airliner.
MARCELO de Jesumaria, 46, was
sentenced in federal court in Los Angeles
on Monday.
A jury found him guilty in May of felony
abusive sexual contact after a mistrial in
March.
Jesumaria touched the sleeping woman's
buttocks, breast and groin during a night
flight last August from Philadelphia to
Los Angeles, according to prosecutors.
The woman, a model, says she woke
up as Jesumaria was touching her and
reported the abuse to flight attendants
and later an FBI agent.

Jesumaria told the agent that he


enjoys "cosy flights" with women and
purposefully changed his seat to be next
to the woman, but he denied touching
her, according to prosecutors.
Prosecutors say Jesumaria was able to
switch seats by lying to a flight attendant
that the woman was his wife.
Jesumaria's lawyer, Steven Cron, argued
that his client didn't deserve prison,
saying he was in therapy and understood
the seriousness of his actions.
Jesumaria was previously with the
Diocese of San Bernardino, California.

unlawful" and they had removed him

Diabetes is an epidemic.
What is diabetes?
Diabetes is a condition where our bodies
have elevated blood sugar levels because
of two things
(1) the body does not produce insulin or
(2) it does not respond well to insulin.
The first form of diabetes I described is
type-1 diabetes, the 2nd which Ill be
talking about here is type-2 diabetes which
accounts for 90 to 95% of diabetes cases.
We have to take this condition seriously
because once you have it your whole
life changes. Depending on the type of
diabetes you have, you may either have
to have oral medication, insulin shots or
both.
When left untreated or undiagnosed this
is a silent killer. Severe cases of diabetes
can result to heart disease, hypoglycemia,
blurred vision, and amputation.
Thats why it is important that we have
our regular blood tests even if we are less
than 30 years of age because this disease
does not choose age. People young and
old will be affected by this.
What causes diabetes?
There are five factors that play a role
in diabetes (two of which you cannot
control).
1. Unhealthy eating habits
First is an unhealthy lifestyle that
includes a diet rich in processed sugar,
carbohydrates and red meat. Modern
living has brought us a lot of great
innovations, unfortunately that includes
fast food that is rich in preservatives and
high in sugar.
So it is no surprise that people diagnosed
with diabetes have had a meteoric rise in
the past few decades.
The less processed the food is the better
it is for your body.
For example brown rice or wild rice
would be a better option than white rice
because the later contains a lot of refined
carbohydrates.
The later in contrast has lots of fiber
complex carbs which is considered
slow release carbohydrates these are
digested more slowly preventing your
body from producing too much insulin.
2. Lack of exercise
In a study done by the American
Physiological Society, lack of exercise
lowers the bodys sensitive and/or
responsiveness to insulin which is one of

the causes of diabetes.


Science Direct further reinforces this by
stating that increased physical activity
lowers the risk of IGT from progressing to
type-2 diabetes. In their studies, they found
that exercise increases the bodys blood
glucose and free fatty acid utilization thus
lowering blood glucose levels. In other
words, blood glucose and fatty acid is used
as energy during physical activity.
3. Genes
The second way of getting diabetes is
hereditary. If any of your parents have
diabetes, the greater chance you have
getting this ailment so you have to be
very careful when any of your folks have
this ailment.
Watch what you eat closely because it
wont take a lot for your body to have
elevated blood sugar levels.
4. Ethnic Background
Third, your ethnic background can also
play a role. Native Americans, African
Americans, and Asian Americans are
more prone to diabetes but take note that
lifestyle factors play a big role like the
food they eat, culture, etc.
In contrast to the list above, the Japanese
probably have the healthiest diet in the
world. Only 4 percent of the population
are overweight and if you look closely at
what they eat its easy to figure out why.
A traditional Japanese dish often starts
off with miso soup then followed with
a low calorie and high fiber mix of
vegetables, fish and seafood. To wash
things down, they drink a hot cup of tea
instead of a cold soda.
Okinawans have a saying Hara hachi bu
or eat until youre 80 percent full so its no
surprise that there arent many overweight
Okinawans and they live longer.
In the Philippines where I live, we have a
rich and diverse culture and that includes
food. Unfortunately a lot of the a lot
restaurants here serve foods that are rich
in fat, carbohydrates and sugar, if youre
not careful you can get high cholesterol
and diabetes over time.
5. Age
Age is also a big factor, the older you
get the more prone you will become to
acquire this condition.

The important take away here is having a
balanced diet, while you can eat a piece of
chocolate cake every now and then, avoid
making it a part of your daily diet because
it will increase your chances of diabetes.
Yes even if youre in your 20s (or
younger), you will have to eat everything
in moderation.
How to prevent diabetes?
With the right diet and enough exercise,
diabetes can be prevented.
Things to do:
1. Control your weight
First you need to control your weight.
Being overweight increases the risk 7
times!
Second you need to get off that lazy
boy and increase your physical activity.
Not only does exercise improve your
muscles ability to use insulin and absorb
glucose. It also helps you sweat and lose
weight by building muscle and reducing
fat inside the body.
2. Get off the couch and exercise
Even with a simply brisk walk 30 minutes
a day lessens the chance of developing
type 2 diabetes by 30%. Of course a more
intense exercise regimen will reap more
benefits, choose a workout program that
will suit your fitness level.
3. Watch what you eat
This in my opinion is the toughest
part because we are so used to eating
processed foods and some of them claim
to be healthy or sugar free.
This can be broken down in 4 parts to
1. Avoid eating processed carbohydrates
like white rice, donuts, bagels, cereals
(yes that includes Wheaties). Instead
eat their whole grain counter parts like
brown rice and whole wheat bread.

A Chocolate A Day Keeps Heart Diseases


At Bay

If you are worried about the health


of your heart, here's a sweet solution.
Researchers have found that eating up
to 100 grams of chocolate every day is
linked to lower heart disease and stroke
risk.
There does not seem to be any evidence
for cutting out chocolate to lower the
risk of cardiovascular disease, the
researchers found in the study published
online in the journal Heart.
'Cumulative evidence suggests that
higher chocolate intake is associated
with a lower risk of future cardiovascular
events,' the study authors said.
They pointed out that milk chocolates
may be just as beneficial for the heart as
dark chocolates.
The study by author Chun Shing Kwok

from University of Aberdeen in Scotland


and colleagues monitored the health of
21,000 adults for almost 12 years. Their
average daily consumption was seven
gram of chocolate, ranging from none to
100g.
The results showed that compared with
those who ate no chocolate higher intake
was linked to an 11 percent lower risk of
cardiovascular disease and a 25 percent
lower risk of associated death.
It was also associated with a nine percent
lower risk of hospital admission or death
as a result of coronary heart disease,
after taking account of dietary factors.
The highest chocolate intake was
similarly associated with a 23 percent
lower risk of stroke, even after taking
account of other potential risk factors.

The researchers also carried out a


systematic review of the available
international
published
evidence
on the links between chocolate and
cardiovascular disease, involving almost
158,000 people.
Of nine relevant studies included in
the systematic review, five studies each
assessed coronary heart disease and stroke
outcome and they found a significantly
lower risk of both conditions associated
with regular chocolate consumption.
It was linked to a 25 percent lower risk
of any episode of cardiovascular disease
and a 45 percent lower risk of associated
death.
This is an observational study so no
definitive conclusions about cause and
effect can be drawn, the researchers said.

is very bitter but it is very potent.
Blood Sugar Busting Diuretic
2 large bitter melons
1 medium cucumber
Half a lemon
Both the cucumber and lemon will
dilute the strong bitter flavor of the 2
large bitter melons but you will still feel
the bitterness of this drink as you chug
it down. If youre afraid of drinking
pure bitter melon juice, this is a good
alternative recipe to get your taste buds

1 medium cucumber
Half a lemon
1 Fuji apple

is similar but Ive added a Fuji apple in
there. I love using these types of apples
because they are firm and have a lot of
juice but limit it to just one because we
dont want to add to much fructose into
this drink.
If you prefer to use green apple thats

dilute bitterness and add flavor to this
drink.

Juicing For Diabetics

strips of bacon) increases the risk by 51
percent!
4. Quit Smoking
You need to quit smoking (if you are
a smoker) because you increase your
chances of getting diabetes by 50% just
by puffing a cigar.
5. Drink responsibly
Lastly, drinking a glass or two of alcohol
per day can improve the efficiency of
insulin in terms of glucose absorption

It Is Still Abuse If . . .
The incidents of physical abuse seem
minor when compared to those you have
read about, seen on television or heard
other women talk about. There isnt a
better or worse form of physical
abuse; you can be severely injured as a
result of being pushed, for example.
The incidents of physical abuse have
only occurred one or two times in the
relationship. Studies indicate that if your
spouse/partner has injured you once, it
is likely he will continue to physically
assault you.
The physical assaults stopped when you
became passive and gave up your right
to express yourself as you desire, to
move about freely and see others, and to
make decisions. It is not a victory if you
have to give up your rights as a person
and a partner in exchange for not being
assaulted!
There has not been any physical
violence. Many women are emotionally
and verbally assaulted. This can be as
equally frightening and is often more
confusing to try to understand.
Emotional abuse: Its a bigger problem
than you think
When people think of domestic abuse,
they often picture battered women who
have been physically assaulted. But
not all abusive relationships involve
violence. Just because youre not
battered and bruised doesnt mean youre
not being abused. Many men and women
suffer from emotional abuse, which
is no less destructive. Unfortunately,
emotional abuse is often minimized or
overlookedeven by the person being
abused.
Understanding emotional abuse
The aim of emotional abuse is to chip
away at your feelings of self-worth and
independence. If youre the victim of
emotional abuse, you may feel that there
is no way out of the relationship or that
without your abusive partner you have
nothing.
Emotional abuse includes verbal abuse
such as yelling, name-calling, blaming,
and shaming. Isolation, intimidation,
and controlling behavior also fall under
emotional abuse. Additionally, abusers
who use emotional or psychological
abuse often throw in threats of physical
violence or other repercussions if you
dont do what they want.
You may think that physical abuse is
far worse than emotional abuse, since
physical violence can send you to the

the scars of emotional abuse are very

Economic or financial abuse: A subtle
form of emotional abuse
-Remember, an abusers goal is to control
you, and he or she will frequently use
money to do so. Economic or financial
abuse includes:
-Rigidly controlling your finances
-Withholding money or credit cards
-Making you account for every penny
you spend
-Withholding basic necessities (food,
clothes, medications, shelter)
-Restricting you to an allowance
-Preventing you from working or
choosing your own career
-Sabotaging your job (making you miss
work, calling constantly)
-Stealing from you or taking your money
Violent and abusive behavior is the
abusers choice
Despite what many people believe,
domestic violence and abuse is not due
to the abusers loss of control over his
or her behavior. In fact, abusive behavior
and violence is a deliberate choice made
by the abuser in order to control you.
Abusers use a variety of tactics to
manipulate you and exert their power:
-Dominance Abusive individuals need
to feel in charge of the relationship.
They will make decisions for you and
the family, tell you what to do, and
expect you to obey without question.
Your abuser may treat you like a servant,
child, or even as his or her possession.
-Humiliation An abuser will do
everything he or she can to make you
feel bad about yourself or defective in
some way. After all, if you believe you're
worthless and that no one else will want
you, you're less likely to leave. Insults,
name-calling, shaming, and public putdowns are all weapons of abuse designed
to erode your self-esteem and make you
feel powerless.
-Isolation In order to increase your
dependence on him or her, an abusive
partner will cut you off from the outside
world. He or she may keep you from
seeing family or friends, or even prevent
you from going to work or school.
You may have to ask permission to do
anything, go anywhere, or see anyone.
-Threats Abusers commonly use threats
to keep their partners from leaving or to
scare them into dropping charges. Your

abuser may threaten to hurt or kill you,


your children, other family members, or
even pets. He or she may also threaten to
commit suicide, file false charges against
you, or report you to child services.
-Intimidation Your abuser may use a
variety of intimidation tactics designed
to scare you into submission. Such

or gestures, smashing things in front of
you, destroying property, hurting your
pets, or putting weapons on display. The
clear message is that if you don't obey,
there will be violent consequences.
-Denial and blame Abusers are
very good at making excuses for the
inexcusable. They will blame their
abusive and violent behavior on a bad
childhood, a bad day, and even on the
victims of their abuse. Your abusive
partner may minimize the abuse or
deny that it occurred. He or she will
commonly shift the responsibility on to
you: Somehow, his or her violent and
abusive behavior is your fault.
Abusers are able to control their
behaviorthey do it all the time
Abusers pick and choose whom to abuse.
They dont insult, threaten, or assault
everyone in their life who gives them
grief. Usually, they save their abuse for
the people closest to them, the ones they
claim to love.
Abusers carefully choose when and
where to abuse. They control themselves
until no one else is around to see their
abusive behavior. They may act like
everything is fine in public, but lash out
instantly as soon as youre alone.
Abusers are able to stop their abusive
behavior when it benefits them. Most
abusers are not out of control. In fact,
theyre able to immediately stop their
abusive behavior when its to their
advantage to do so (for example, when
the police show up or their boss calls).
Violent abusers usually direct their
blows where they wont show. Rather
than acting out in a mindless rage, many
physically violent abusers carefully
aim their kicks and punches where the
bruises and marks wont show.
The cycle of violence in domestic abuse
Domestic abuse falls into a common
pattern, or cycle of violence:

with aggressive, belittling, or violent
behavior. The abuse is a power play

Guilt After abusing you, your partner

Hes more worried about the possibility
of being caught and facing consequences

Excuses Your abuser rationalizes what
he or she has done. The person may come
up with a string of excuses or blame you
for the abusive behavioranything to
avoid taking responsibility.
"Normal" behavior The abuser does
everything he can to regain control and
keep the victim in the relationship. He
may act as if nothing has happened, or
he may turn on the charm. This peaceful
honeymoon phase may give the victim
hope that the abuser has really changed
this time.
Fantasy and planning Your abuser
begins to fantasize about abusing you
again. He spends a lot of time thinking
about what youve done wrong and how
he'll make you pay. Then he makes a
plan for turning the fantasy of abuse into
reality.
Set-up Your abuser sets you up and puts
his plan in motion, creating a situation
where he can justify abusing you.
Your abusers apologies and loving
gestures in between the episodes of
abuse can make it difficult to leave.
He may make you believe that you are
the only person who can help him, that
things will be different this time, and
that he truly loves you. However, the
dangers of staying are very real.
The Full Cycle of Domestic Violence:
An Example
A man abuses his partner. After he hits
her, he experiences self-directed guilt.
He says, "I'm sorry for hurting you."
What he does not say is, "Because I
might get caught." He then rationalizes
his behavior by saying that his partner
is having an affair with someone. He
tells her "If you weren't such a worthless
whore I wouldn't have to hit you." He
then acts contrite, reassuring her that
he will not hurt her again. He then
fantasizes and reflects on past abuse and
how he will hurt her again. He plans on
telling her to go to the store to get some
groceries. What he withholds from her is
that she has a certain amount of time to
do the shopping. When she is held up in
traffic and is a few minutes late, he feels
completely justified in assaulting her
because "you're having an affair with the

store clerk." He has just set her up.


Recognizing the warning signs of
domestic violence and abuse
It's impossible to know with certainty
what goes on behind closed doors,
but there are some telltale signs and
symptoms of emotional abuse and
domestic violence. If you witness any
warning signs of abuse in a friend,
family member, or co-worker, take them
very seriously.
General warning signs of domestic
abuse
People who are being abused may:
-Seem afraid or anxious to please their
partner
-Go along with everything their partner
says and does
-Check in often with their partner to
report where they are and what theyre
doing
-Receive frequent, harassing phone calls
from their partner
-Talk about their partners temper,
jealousy, or possessiveness
Warning signs of physical violence
People who are being physically abused
may:
-Have frequent injuries, with the excuse
of accidents
-Frequently miss work, school, or social
occasions, without explanation
-Dress in clothing designed to hide
bruises or scars (e.g. wearing long
sleeves in the summer or sunglasses
indoors)
Warning signs of isolation
People who are being isolated by their
abuser may:
-Be restricted from seeing family and
friends
-Rarely go out in public without their
partner
-Have limited access to money, credit
cards, or the car
The psychological warning signs of
abuse

-Show major personality changes (e.g.

Remember, abusers are very good
at controlling and manipulating
their victims. People who have been
emotionally abused or battered are
depressed, drained, scared, ashamed,
and confused. They need help to get out,
yet theyve often been isolated from their
family and friends. By picking up on
the warning signs and offering support,
you can help them escape an abusive
situation and begin healing.

Common Foods That Can Be Poisonous


Elderberry
While it is a beautiful plant, don't
be fooled! This plant, often used in
medicinal syrups, sodas and liquors
can cause a severely upset stomach if
consumed incorrectly.
What to look for:
The flowers are the part of the plant used
to make all things elderberry. The stems
and various other parts of the plant, when
consumed, can cause severe stomach
issues. Steer clear!
Mushrooms
Ever heard of toadstools? They are
part of the mushroom family, but
some toadstools are known for being
incredibly poisonous.
What to Look for:
Always stick to mushrooms you can buy
at a supermarket.
They should have a flat cap with no
bumps, and the gills within the mushroom
should either be grey or have a pink hue.
Puffer Fish
If you've ever been fishing or crabbing
in the inter-coastal waterways or in the
ocean, you may have seen or caught a
puffer fish (also known as a blowfish).
The eyes and internal organs of puffer
fish are highly toxic.
Fun fact: Fugu (the liver) is officially
illegal for the Emperor of Japan to eat.
What to look for:
Not much. We recommend steering clear
of puffer fish unless they are prepared by
a professional chef trained in fugu (yes,
such a thing exists). Training to acquire
a license in fugu preparation takes two
to three years, and only 30% of trainees
pass the test.
Castor Oil
Castor oil comes from the castor bean
plant. One single castor bean can drop
a human to his or her knees. Four can
potentially kill a horse. Castor beans are
loaded with ricin, a poison. Many field
workers who gather the beans today tend
to experience negative side effects.
What to look for:
Carefully handled and prepared castor
oil. Castor beans undergo strict safety
guidelines which must be met in order to
place this product on shelves.
Almonds
This commonly devoured seed, often
mistaken for a nut, packs a little more

Rhubarb
When we think rhubarb, pies and
pudding come to mind. Underrated and

be great. However, its leaves contain

What to look for:
Step away from the leaves and look to
the stalk. Make sure they are washed
very carefully, and never use frost-bitten
stalks.
Tomatoes
Known for their many beneficiary
properties, such as Lycopene, tomatoes
also contain the poison Glycoalkaloid
in their leaves. Glycoalkaloid is known
to upset your stomach and cause severe
cramping and nervousness.
What to look for:
Avoid the leaves and stems of the tomato
plant. They may be used to enhance
flavor when preparing dishes, but must
be removed before consuming.
Fun fact: Tomatoes, considered a fruit
in much of the world, were declared a
vegetable by the United States in 1893
for tax purposes.

A study involving 14,386 young adults


has found that the consumption of tree
nuts -- at least 44 grams per day -- is
associated with better nutrient adequacy
in the diet and better diet quality.
Tree nuts are almonds, Brazil nuts,
cashews, hazelnuts, macadamias, pecans,
pine nuts, pistachios and walnuts.
"Consumption of tree nuts should be
encouraged as part of a healthy diet by
health professionals to improve diet
quality and nutrient adequacy," said
Carol O'Neil, professor at Louisiana
State University's agricultural centre.

He also stressed the need for nutrition


education programmes that increase
awareness and consumption of tree nuts.
The team found that when it comes to
nutrient adequacy for most nutrients,
tree nut consumers fared better than nonconsumers.
"This new research further supports the
need to encourage people to eat tree
nuts for overall health," stated Maureen
Ternus, executive director of the
International Tree Nut Council.

Whitecaps Finally Crowned Canadian


Champions

There was never any curse. Lets get that


straight.
It wasnt because they were cursed
or because the soccer gods had it in for
themthat the Vancouver Whitecaps
never managed to win the Amway
Canadian Championship.
The cold, hard truth is the Whitecaps
continually shot themselves in the foot,
repeatedly coming up with unique ways to
let the title slip from their hands, and finishing
runners-up in five of the last six seasons.
They simply could never close out the deal.
Two years ago they had to watch the
Montreal Impact hoist the trophy in their
stadium after crumbling in the second
leg of the final. Last season, Vancouver
watched from afar as the Impact beat
Toronto FC to repeat as champions. And
it irked the players and coaching staff to
no end whenever you reminded them of
the teams futility.
Thats why Wednesday night will go
down as a landmark moment in the history
of this franchise. Vancouver finally got it
done after so many near misses, beating
Montreal 2-0 in the second leg of the
Canadian Championship final before
19, 616 fans at BC Place. Not only did
they claim the Voyageurs Cup for the
first time, but the Whitecaps also qualify
for the group stage of the 2016-17
CONCACAF Champions League.
Goals by Octavio Rivero and Tim Parker

Even with the absences, both coaches
fielded strong sides. Robinson made
only one lineup change from the league
win over FC Dallas on the weekend,
subbing in Teibert (the only Canadian
to start in this game) for Matias Laba.
Robinson also started David Oustedhe
used backup goalkeeper Paolo Tornaghi
in the first leg of the final.
Vancouver had the advantage ahead of
this one by virtue of the two road goals
they scored in a 2-2 draw in the first leg
earlier this month in Montreal. A 0-0 or
1-1 result on Wednesday night would
have been enough for the Whitecaps to
finally end their Canadian Cup drought.
But Robinsons team went for it right
from the start, with Rivero linking
up effectively with fellow attackers
Kekuta Manneh and Cristian Techera
in terrorizing Montreals flat-footed
defence. In the second minute, Techera
made a great spin move, leaving his
defensive mark in his wake, and played
a great ball for Manneh whose shot was

blocked inside the box.


Rivero used his place to get in behind the
Impacts back line, and forced Cabrera
to lunge into an ill-advised tackle in the
30th minute. With that, Montreal was
down to 10 men.
The Whitecaps took full advantage nine
minutes later. Some effective pressure
by Manneh led to a turnover and the
ball landing at the feet of Techera. The
tiny winger fought of a few defenders
and fired a shot that was partially saved
by Eric Kronberg. But the Montreal
goalkeeper couldnt get all of it, and as
the ball slowly trickled towards the open
goal, Rivero rushed in for the easy tap in.
Vancouver poured on the pressure to
start the second half. A swift move down
the middle saw Manneh run in on goal,
cut inside of defender Nigel Reo-Coker
and force Kronberg into making a great
finger tip save on a low shot.
Parker made it 2-0 in the 53rd minute,
scoring on a free header inside the box
off a Pedro Morales corner kick.
That was it. Game over. Montreal was
never going to come back at that point.

Whitecaps receive the Voyageurs Cup,
which was originally funded and awarded
by the Voyageurs, a Canadian soccer
supporters group founded in 1996 The
Impact won every Voyageurs Cup from
2002-2007 when it was given to the
best Canadian team in the old USL First
Division. A formal tournament was first
held in 2008, a year after Toronto FC
entered MLS. Montreal won the 2008
Cup to continue its dominance, but TFC
won the next four tournaments in a row.
The Impact claimed the next two titles
Vancouver resumes its MLS campaign
on Saturday when it visits the Houston
Dynamo. Montreal will make its way to
BMO Field for a date with Toronto FC
Drogba is expected to return to action for
Montreal on Saturday against TFC.
