OVERVIEW: The port handles timber and grain exports. Imports include
petroleum products, fertilisers, concentrates and oilseeds. This is an ice-free
port.
LOCATION: On the Baltic coast, approximately 102 nautical miles WSW
of Riga and approximately 55 nautical miles north of Klaipeda.

BRIDGES: On entering Kara Osta Channel, the turn-out bridge is opened
as required.
Swing Bridge Opening Times: 0100 0300, 0500 0630, 1030 1200,
1430 1530 and 1930 2100 hrs.
PILOTAGE: Compulsory for all vessels with LOA greater than 60 m. or
greater than 700 g.r.t., as well as for all tankers and vessels with dangerous
goods irrespective of their size, upon arrival, sailing, deviating or moving
within the port basin. The Harbour Master decides on the necessity of the
Pilots services for harbour fleet vessels.
Pilotage available throughout 24 hours and vessels should advise their
requirements for a Pilot 24 hours in advance.
Pilots can be ordered through Liepaja VTS. The Pilot services vessels in
order in which the applications have been received. The commencement of
pilotage services upon vessel entering the port and the completion of services
upon leaving to count from when Buoy A is abeam. When as a result of
severe weather conditions the reception or release of the Pilot at Buoy A is
not possible, the Pilot may change the place of the reception or release in
coordination with the Master.

PRATIQUE: Sanitary inspection undertaken when arriving from a foreign
port. In the event of any disease on board, vessel can anchor in the inner
roads, upon vessel receiving a special permit from the Harbour Master. Upon
vessels arrival, doctor and ships Agent board to fill out the Maritime
Declaration of Health.
PRE-ARRIVAL INFORMATION: The ship is to notify the Harbour
Master 48 hours prior to ETA at Liepaja via Agent. The information shall
contain the following information:
a) ships name
b) call sign
c) flag
d) type of vessel
e) g.r.t.
f) parameters in compliance with the Tonnage Certificate
g) max. draft on arrival and expected maximum draft on departure
h) ETA

The vessel shall submit the same information with amendment 24 hours
prior to arrival. The ship to give VTS the exact time of arrival 2 hours prior
to arrival, but not later than 1 hour before reaching the position abeam to
Buoy A.
In the event that the sea passage from the last port of call is less than
24 hours, the vessel shall give the information regarding arrival to the port
not later than 1 hour after sailing from the previous port.
ISPS Pre-Arrival: Ships to whom ISPS code applies should fulfill Checklist
of Ships Security, provided by ships Agent. The checklist should specify the
following information:
a) name of ship
b) port of registry
c) IMO number
d) date of arrival
e) terminal of arrival
f) does ship apply to ISPS code
g) verified by
h) verification number
i) verification is valid
j) security level(s) for ship
k) previous port of visit
l) security level(s) for the previous port
m) contact information.
VHF: Vessels approaching the port shall contact the Vessel Traffic Service
(VTS) (call sign Liepaja Radio 1). Tugs and Pilot on Channels 11 and 16.

VTS/RADAR: VTS Centre continuously monitors all vessel movements
within the VTS area and can provide detailed navigation information on
request on VHF Channel 11.
This information may be provided when a vessels radar is out of order
and/or when there is restricted visibility.

communications continuously.

Vessels Entering VTS Area: No vessel may enter, navigate or anchor
within the VTS area without permission from Liepaja VTS.
If a vessel is delayed by 15 minutes or more, further permission must be
requested.
All inbound vessels less than 700 g.r.t. (including fishing vessels) must
obtain permission from Liepaja VTS 3 nautical miles before entering the port.
Continuous Listening Watch: All vessels at anchor or transiting the VTS
area must maintain continuous listening watch on VHF Channel 11.
Permission to change channel or end VHF watch must be requested.
Vessels in Transit: Vessels in transit through the VTS area, but not calling
at Liepaja, must contact VTS and advise following IMO SRS items: Alpha,
Delta, Lima, Papa (IMDG Code).
Pre-Departure Reports: Liepaja VTS must be advised of vessels
intentions 4 hours before departure. Message must advise the following IMO
SRS items: Alpha, Oscar, Quebec, X-ray.
Message to be sent via Agent by fax or telephone.
TUGS: Four tugs available. Use of at least one tug is compulsory for all
tankers and dry cargo ships with dangerous cargo of LOA greater than 70 m.
Use of at least two tugs is compulsory for vessels of LOA greater than 150 m.
Vessels fitted with a bow thrusters are required to have a tug(s) on stand-by
during manoeuvres. These requirements apply to vessels using the Karosta
Canal and O Kalpaka Bridge, inner roads, in the area between the port gate
and O Kalpaka Bridge. These requirements do not apply to harbour fleet
vessels and tankers in ballast, provided they are gas free and in a
non-explosive state.

OVERVIEW: Port is open all year round and is a multipurpose port handling
all types of cargo with the exception of oil.
LOCATION: On the banks of the Daugava River falling into the Gulf of
Riga, 12 n.m. upstream from the mouth to the bridge, at the banks of Milgravis
and Sarkandaugava Channels.
CHARTS: BA Chart No. 2239.
PORT LIMITS: Comprises of the Daugava River and all the other water
basins within the boundaries of the port as well as the outer roads confined
by Lat. 57 07' N, Long. 23 53' E and Lat. 57 07' N, Long. 24 05' E to the
north, Long. 23 53' E and 24 05' E and the coastline to the south.
DOCUMENTS: All the vessels documents, crew and passenger lists,
personal identification (passports or seamans books) required by
international conventions or regulatory enactments of the flag state must be
available.

enactments of the flag state. A certificate of free practice shall be granted to
a vessel upon completion of port formalities on arrival at the port. The
formalities on arrival shall be cleared within 6 hours.

Passenger ships shall provide the Harbour Supervisor with information
concerning passengers in compliance with the requirements of

proceed to sea is Port Clearance.

PILOTAGE: Compulsory except for exempt vessels. Available throughout
24 hours.
Pilot meets vessel at Buoy B (Lat. 57 06' N, Long. 23 57' E).
If boarding or disembarking of a Pilot at the outer roads is impossible due
to heavy seas and the navigational guidance by VTS is unavailable, the
vessel must wait for the weather to improve at the outer roads or at the berth.
With prior co-ordination with the Harbour Master, a vessel may, on an
exceptional basis, keep a Pilot on board until the next port of call
Reduced visibility over 2 n.m., with the Masters consent, a Pilot may land
or board a vessel on the Daugava River close to Rinuzi Leading Lines.
Manoeuvres of such vessels are subject to radar control by the VTS. In that
event, the Master shall be responsible for the vessels safe navigation and
the activities of the VTS are of an advisory nature.
The Pilot Service shall not be liable for a Pilots delay caused by rough
weather or incorrect information.
When a Pilot due to bad weather or other reasons may not board or land
a vessel or be present on board, the VTS may pilot vessels to/from the
Daugava River by means of the VTS radar, rendering services as a shore
based pilot in cases:
1. the vessel is under LOA 150 m., draft less than 7.0 m.
2. neither the cargo on board nor the cargo holds contain any dangerous
cargo vapours
3. the Harbour Master has not prohibited the operation
4. the vessel has reliable radio communications with the VTS (to be
ensured in a mutually understandable language)
5. no other reasons that question the vessels ability to enter or sail
without a pilot on board.
DEEP SEA PILOTAGE: See Baltic Deep Sea Pilotage.
Orders for Deep Sea Pilots for the Baltic Sea are to be made 24 hours
prior to arrival Ventspils Roads, or departure from the port of Riga.

mud.
The outer roads anchorages are not sheltered against winds from north to
NW. With heavy waves in the outer roads, ships Masters are to have their
vessels ready to proceed into the open waters of the Gulf of Riga or to go
alongside a quay within the port.
For inner roads anchorage, inner roads and turning basin information, see
table below.
Only sea-going vessels of less than LOA 100 m. and river vessels may
anchor for a short period within the open waters of the inner roads. For longer
vessels, at least one tug must be placed on stand-by nearby.

PRE-ARRIVAL INFORMATION: Arrival: Each inbound vessel shall


provide 24 and 4 hours notice prior to arrival at Buoy B, shall notify the VTS
thereof and provide the following particulars of the vessel:
a) name
b) type of vessel
c) nationality
d) call sign
e) d.w.t., LOA, beam, draft
f) cargo
g) airdraft
h) engine power (kW)
i) class (winter time)
j) Agent
k) expected time of arrival at Buoy B and berth (if known).
Any dangerous or polluting goods on board shall be expressly stated in
compliance with 3 February 2004 Regulation No. 4 of the Ministry of
Transport, On Notification of Dangerous and Polluting Goods on Board Ships.
Departure: A permit issued to a ship to proceed to sea is valid for 24 hours.
Port auxiliary vessels and vessels in local traffic shall register each sailing
and entrance with the Harbour Masters office.
Vessels to undergo performance trials shall provide the Harbour Supervisor
with:
a) the masters application
b) authorisation for the performance trial issued by the ship classification
society or the Marine Safety Inspection of the Maritime Administration
of Latvia
c) Crew List in compliance with the requirements of the Certificate of
Minimum Crew Manning.

VHF: When in port, vessels must at all times be capable of communicating


via VHF:
1. Channels 16 and 9 in the outer roads, Channel 9 manoeuvring within
the port.
2. Channel 16 alongside the berth, if telephone connection is not
available.
Channel 9 may be used exclusively for monitoring port traffic and hailing
of vessels.
VTS/RADAR: Waterborne traffic within port limits shall be regulated and
relevant information to seafarers will be supplied by the Vessel Traffic Service
(VTS).
Masters of inbound vessels 10 n.m. off Buoy B shall advise their updated
ETA to VTS (call sign Port Traffic) via VHF Channels 16 or 9, and to report
other information, if required by VTS.
Any movement of vessels within the port shall be prohibited without prior
permission from VTS. Only VTS may grant permission for vessel movements
from rest within port limits. The Pilot operator at VTS Control is responsible
for giving such permission.
Prior to any movement, a vessel is to obtain permission from VTS via VHF
Channel 9. If the vessel is not ready to proceed 30 minutes after permission
has been granted, the vessel is to obtain further permission before
proceeding.
In bad weather, VTS shall control by radar the position of vessels navigating
in the approaches between Buoy B and Buoy No. 9, advising range deviation
from the axis of the fairway.

TUGS: If wind is Force 6 or above from the NW, all vessels must use at
least two tugs for mooring along the Gas Terminal (Berth LP-27).
Any Master is entitled to cancel his order for tugs 1 hour before the ordered
time. If a vessel cancels ordered services less than 1 hour before the launch
of the operation, the Master must pay for the tug services at the hourly rate
applied to the actual time spent by the tug for steaming up to the vessel and
back to its berth.
Vessels carrying dangerous goods not equipped with bow thrusters and
are over 120 m. in length, while vessels that are equipped with thrusters and
are over 140 m. in length, must use tug services in Milgiavis and
Sarkandaugava Channels.

maximum fall 1.0 m. from zero water level/mean water level observed over
a period of many years. Usually the fluctuation of water level is between
+0.60 m. to 0.60 m. During ice conditions, it usually remains at 0.30 m.

VENTSPILS: 57 25' N 21 30' E

OVERVIEW: The port of Ventspils aquatorium includes the Prieksosta


(Avant-port), the Zvejas Osta (Fishery Harbour) and the Commercial port. A
fairway, direction 323.7 143.7, 130 m. wide leads to the port from seaward
of Reception Buoy B.
The west fairway direction 289.9 109.9, 164 m. wide from Buoy A. Both
fairways are suitable for all vessels. The draft of vessels passing through the
fairway should not exceed 15.0 m. (FW).
LOCATION: A Baltic Sea port, Ventspils is situated at the mouth of the
Venta River. Ventspils is ice-free throughout the year.
There are periodical alterations in the water level of the Venta River, chiefly
due to the effects of the wind. The rise of the water level is usually due to
moderate westerly winds, and the fall is caused by easterly winds.
The maximum rise of the water level is observed in the Venta River at the
time of spring floods and during winter time.
Vessels can enter the port by this fairway only after having obtained the
Harbour Masters permission, as after continuous westerly winds the fairways
have soundings of 14.0 m. or less.

DOCUMENTS: Clearance at Latvian Ports:


1. All vessels arriving from foreign ports or foreign waters, or sailing to
foreign ports or waters, shall be cleared by state authorities at the
ports of Riga, Ventspils, Liepaja, Pavilosta and Salacgriva, in
accordance with the regulations of clearance by state authorities at
Latvian ports.
All persons without Seamans Registration Books on board the
above mentioned vessels shall have passports with the visas of the
corresponding countries.
2. After having been cleared at one Latvian port, the vessel has the right
to enter another Latvian port without clearance, only notifying the
respective Harbour Master.

The Order for Drawing-up and Submitting the Documents:


1. Prior to vessels arrival at a Latvian port, the Master is obliged to fill
in and sign Maritime Declaration of Health and Veterinary and
Phyto-Sanitary Declaration.
2. After drawing up above mentioned declarations, Pilot notifies the VTS
about their contents on VHF. The VTS forwards this information to
the ships Agent.
3. The ships Agent notifies the Sanitary-Quarantine, Veterinary Control
and Phyto-Sanitary authorities about the contents of the Masters
declarations.
4. The Sanitary-Quarantine, Veterinary Control and Phyto-Sanitary
authorities, according to the contents of the Maritime Declaration of
Health and Veterinary and Phyto-Sanitary Declaration, decide if it is
necessary to come on board the vessel, having arrived at the port
and inform the ships Agent of their decision.
5. If the authorities decide that their presence on board of the vessel for
her clearance is necessary, they come on board together with the
ships Agent and make her clearance.
6. Immigration and Customs authorities are notified by the ships Agent
2 hours prior to her mooring. Immigration and Customs authorities
arrive on board after vessels mooring and make her clearance.

Clearance of Vessels Sailing to Foreign Ports and Foreign Waters:

Drawing up and Submitting of Documents: Two hours prior to sailing,


the Master shall submit the General Declaration, Crew List and Passenger
List to the Harbour Master.
After receiving the documents mentioned above, the VTS immediately
notifies the Immigration and other authorities about vessels sailing. The
above mentioned authorities carry out vessels clearance either arriving on
board or via the ships Agent.
Vessels Outward Clearance: At least 2 hours prior to leaving the port,
the vessels Master or his Agent submit General Declaration, Crew List,
Passenger List and Bills of Lading to Harbour Master, Cargo Declaration,
Crew List and Passenger List to the Customs Authorities, and Crew List and
Passenger List to the Immigration Authorities. The Harbour Masters Permit
to leave the port is valid for 6 hours. After 6 hours it has to be renewed.
Note: Requirements for documents shall comply with Latvian Government
(Cabinet of Ministers) Regulations No. 348 of 15 September 1998.

Traffic Interrupted: When wind speed exceeds 14 m./sec. and/or visibility is
less than 5 cables.
In some cases, when offshore winds exceed 14 m./sec., traffic movements
may be allowed with the Harbour Masters permission.
PILOTAGE: Pilotage is compulsory for entering, shifting and leaving the
port for all vessels exceeding 70 m. LOA, and for all tankers with LPG/LNG
or chemical cargoes, regardless of length.
Pilots board and leave vessels in the areas of Reception Buoys A and B.
Pilot service is available round the clock when entering and leaving the port.

In adverse weather conditions, where it is impossible to safely embark the


Pilot, the Master will be asked to agree to a change in boarding area, or the
Pilot can guide the vessel into port with the assistance of shore based radar
services. In such cases, the vessel is not exempted pilotage dues.

anchorage are from 10 24 m. The bottom is sand; the holding ground is
good.
Anchorage in the outer port, the Venta River and outer roads channel is
prohibited.
When the wind is over 20 m./sec., it is recommended that vessels weigh
anchor and drift in order to avoid losing an anchor.
The Master of a vessel has to inform the Vessel Traffic Service through
ships Agent of the exact position of the anchorage stating the bearing and
the distance from the north breakwater light beacon.
The anchorage in the outer road is not safe during strong westerly winds
therefore vessels are recommended to drift while awaiting entry to the port
or to go to sheltered places situated in the areas of the Kolkasrags Point
and the Gotland Islands.
At night vessels at anchor shall be appropriately illuminated.
PRATIQUE: Pratique obtainable after mooring. Sanitary Inspector visits
vessel after mooring together with Immigration and Custom House Officer.
If medical care required the Sanitary Inspector has to be informed.
It is strictly forbidden to throw any type of garbage materials overboard
from the ship into water areas of the port (bilge water, sanitary water and
other infected pollutants). There are three self-propelled barges for these
services.
Note: Pratique may be granted on arrival in the roads if vessel reports
healthy by means of radio-telephone, etc.
PRE-ARRIVAL INFORMATION: Notice: The Master shall advise
vessels ETA to the Agent 72 hours, 48 hours, 24 hours and 2 hours in
advance.
ETD to be advised 4 hours in advance.
The ships Agent shall advise vessels ETD to the Free Port State Control
and Border Control not later than 2 hours in advance.
The Master of a vessel shall furnish the following information:

Pilots agreement, in accordance with the weather conditions and other


factors.
Normally tugs join vessels within the port area.
BERTHING: Berthing of vessels and shifting berths is carried out round
the clock.
Cargo berths with depths alongside up to 15.5 m. situated on the right bank
of the Venta River are equipped for handling general, bulk cargoes and
metals. Berths of the Avantport are equipped for handling crude oil, liquid
gas chemicals and oil products. They can receive vessels with the maximum
permitted draft of up to 15.00 m. (FW). There are covered warehouses and
open concrete floor sheds in the port.
There is a potash handling plant.

Operators: Ventbunkers operate Berths No. 28/29, 30/31 and 32/33.


Ventamonjaks operate Berths No. 34, 35A and 36.
Note: Berths No. 28 and 29 have the same characteristics, and Berths
No. 31 and 32 have the same characteristics. There are a total of 10 berths.
Ballast Facilities: Shore oily water reception facilities accept up to
20,000 tonnes daily. Discharge rate up to 3,000 cu.m./hr. The port does not
accept ballast if chemicals or leaded cargoes were onboard.
Products Handled:
Berths No. 28 and 29: Gas oil, jet kerosene, jet fuel.
Berths No. 30 and 31: Gas oil.
Berths No. 32 and 33: Semi-goudron and crude oil.
Berth No. 34: Methanol, isobutanol, monoetilen-glycol, nitrile-acrilacid,
superphosphoric acid, glycerine.
Berth No. 35A: Naphtha, oil products.
Berth No. 36: Methanol and ammonia.
Loading Rates: Oil products 2,200 t.p.h., LPG 1,200 t.p.h.
CRANES: Quays are equipped with electric cranes of up to 45 tons
capacity and cargo handling equipment for bulk cargoes and machinery.

Facilities: The terminal specialises in transhipment of a wide range of general
cargos. Storage capacity 200,000 cu.m.
Cargoes Handled: Metals, coal, ferro-alloys, grain, raw sugar, etc.
STEVEDORES: Masters and/or shipowners information of cargo details,
stowage especially for ships with inward general cargoes is required in
proper time. Information has to be addressed to ships Agent.
ETA notification 72 hours, 48 hours, 24 hours and 4 hours prior to arrival
to ships Agent.
OPENING/CLOSING HATCHES: Opening and closing of hatches is
normally done by the ships crew. However, this will be done by stevedores
at extra charge if requested by Master.

WASTE DISPOSAL: Vessels shall deliver rubbish, garbage, any other


solid waste, dirty ballast, bilge water, feces, and other sewage waters to
special cars/lorries/barges. Master should give an order through shipos
Agent.
MEDICAL: Hospital facilities available. Notice desirable, however depends
on kind of sickness. Master should place orders concerning inoculations,
vaccination, fumigation, hospitalisation and etc., with representative of
Sanitary Inspection. Veterinary Certificate is compulsory for all kinds of
animals and cargoes of animal origin; phyto-certificate is compulsory for
cargoes of vegetable origin.
FRESH WATER: Fresh water available, delivered from shore.
FUEL: All grades available subject to prior inquiry. Bunkers can be taken
from the oil jetty or supplied by lighters.
SERVICES: Tankers deballasting installation for slops; service for radar
and VHF repairs; compass adjusting; workshop for ordinary deck and engine
repairs; ship chandler service; bunker, water, garbage removal, bilge
cleaning, surveyors.
NEAREST DRY DOCK: None.
REPAIRS: Small deck and engine repairs, diving inspections can be
carried out.
SURVEYORS: Saybolt and SGS Latvia Ltd.
POLICE/AMBULANCE/FIRE: If required have to be called through
Maritime Agency.
GANGWAY/DECK WATCHMEN:

TIME: GMT plus 2 hours.
LOCAL HOLIDAYS: 1 January; Good Friday, Easter Monday; 1 May;
4 May (Day of Declaration of Independence); 23/24 June (Midsummers Day
Holiday); 18 November (Day of Independence); 25/26 and 31 December
(Christmas and New Year). Cargo work never stopped on holidays, except
New Year.
CONSULS: No consulates.

NEAREST AIRPORT: Ventspils International Airport, 9 km.
CUSTOMS ALLOWANCES: There is no restriction for crew use and
bond locker is not sealed.
SHORE LEAVE: Crew members allowed ashore.
REPATRIATION: Repatriation of crew left behind by a vessel in hospital
is arranged by other tramp-ships with Masters consent or by rail or air after
the necessary documents have been arranged.

Vessel: LPG carrier of 10,000 g.r.t.
Pilotage: The following are the Port Authoritys comments (dated
March 1996):
Liquefied gas and chemicals carriers with length not exceeding 150 m.,
and tankers with oil and oil product cargoes with length not exceeding 185 m.,
are permitted to enter and leave the port round the clock by wind not
exceeding 14 m./sec. and visibility not less than 2 miles.
Tankers with gas and chemical cargoes with length exceeding 185 m.,
tankers with oil and oil product cargoes with length exceeding 235 m., and
dry cargo vessels with length exceeding 185 m. are permitted to enter and
leave the port by daylight by wind not exceeding 8 m./sec. and visibility not
less than 2 miles.
Pilotage time to berth is approximately 40 minutes.
Tugs: The following are the Port Authoritys comments (dated March 1996):
At least one tugs assistance is compulsory for tankers with cargo and in
ballast, and vessels with dangerous cargoes (Class 1, 2, 6, 7), if they exceed
70 m. in length. At least 2 tugs assistance is compulsory for vessels
exceeding 150 m. in length. These demands do not apply to technical fleets
and bunkering vessels.
Tankers with cargoes and in ballast, vessels with dangerous cargoes
(Class 1, 2, 6, 7, according to IMO Classification), having bow thrusters and
not exceeding 150 m. in length, have to use assistance of one tug, in principle,
it could be used as a stand-by tug.
Berth: (Ammonia only see Plan). Modern fendered concrete quayside
with depth alongside 13 14 m. No tidal range but atmospheric conditions
affect Baltic water level density alongside 1001.
Vessel generally berths port side alongside. Berth equipped with 12 in.
150 ASA liquid and vapour chicksans. Ships reducer used on vapour
manifold. Ships gangway used.
Cargo: Anhydrous ammonia received at 33C. Loading rate agreed before
commencing loading (in this case requested 650 t.p.h.) and increased to over
1,000 t.p.h. after officially requesting for increased rate through agency. The
rate agreed prior to loading is expected to be maintained throughout loading
with usual reductions for topping off as required. Average rate for
10,230 tonnes loaded was 714 t.p.h.
Vapour return line connected but not required or used high back pressure
on line. Documentation slow cargo documentation cannot commence until
ship cleared and chicksans not connected until cargo documentation
completed. Shippers Sojuzchimexport require Quality Certificate for cargo
heel onboard accepted ships declaration of purity. Also require cargo plan
showing 100% tank volume for each tank to prevent overloading. Bill of
Lading quantity cargo as measured onboard by shore surveyor
(accompanied by interpreter).
Bunkers/Water/Chandler: None required but all available.
Agents: Efficient and friendly service. All representatives speak perfect
English and very helpful in dealing with Authorities. Agents require ship
information, cable 24 hours prior to arrival with following information:
a) Ships name, signal letters, nationality
b) Last port
c) Draft forward and aft, length, gross and nett tonnage
d) Cargo requirements

Authorities:
Customs: Usual Bond Declaration required but unconcerned with bonded
items onboard and bond locker not sealed in port.
Currency Declaration most important. Customs are not interested in
personal cash holdings but must have a TOTAL Cash Onboard Declaration
and the currencies involved. This total to include personal cash, bar cash,
safe cash, etc.
Persons going ashore MUST obtain receipts for all expenditure which are
then compared with the total declaration prior to departure.
Immigration: Usual Crew Lists required plus Discharge Books or Passports
of all onboard. These are taken ashore, stamped and returned onboard.
Persons going ashore will then be required to exchange Discharge Book for
shore pass with guard at bottom of gangway. Prior to departure, all personnel
must report to Immigration onboard for an identification check.
Port Health: Doctor boarded on arrival but formality only. Cursory inspection
of store rooms only.
SHIPMASTERS REPORT: November 1980 (Updated 1998).
Pilotage: Pilotage is compulsory. 18 Pilots available. Pilot boards at Fairway
Buoy at the beginning of the old entrance channel and disembarks at Buoy A
in the new deep water channel or Buoy B of the Main Channel. Docking and
undocking without the aid of a Pilot is not allowed.
Restrictions: Vessels can enter and leave port during hours of darkness
at any stage of the tide, however, vessels are not allowed to manoeuvre in
fog or at times when the wind is strong. Shore radar is used at night and in
fog for berthing.
Tugs: Seven tugs available.
Radio: Ventspils Radio, call sign UNI, on VHF Channel 16.
VHF: Pilot uses Channels 9 and 14 after initial call on Channel 16.
Facilities: The following are available: Fresh water, fresh provisions, small
repairs, small machine shop, Lloyds Surveyor, Salvage Surveyor (Lloyds),
laundry service, bunker fuel oil, diesel oil, small stock of lubricating oils, Doctor
and hospital, groceries and meats, slop tanks there is no slop storage
slops are segregated during discharge.
Tankers: There are six berths at the oil terminal at three piers (Berths
No. 28 33).
Vessel berthed at No. 31. Ballast is required when arriving or sailing in a
light condition (clean ballast may be discharged into the sea with permission
from shore).
The tanker terminal exports crude oil, naphtha and gas oil but no petrol.
Ships hoses are used. 212 in. lines are connected direct to the ships
manifold. No shore booster pump available. Max. pressure 5 kg.
General Cargo Facilities: There are facilities for handling bulk cargo.
Large number of cranes available.
Ro-Ro facilities at Berths No. 9 and No. 10. There is a floating crane with
a 100 ton capacity. There is equipment for handling 20 ft. containers only,
however, there is very little storage space available for containers.
Fuel: There are two tankers, capacity 5,000 tons each for fuel and diesel oil.
Fresh Water: There is one non self-propelled water barge, capacity
800 tons.
