n the eve of the

Independence Day, the
Government unveiled a series
of steps to revive Public Sector
Banks (PSB) and allayed fears
of any panic over their mounting bad debts. With inflation
continuing on its downward
trajectory and macroeconomic parameters turning positive, the Government hopes
that the revival of the State-run
banks will provide the right
impetus to the economy.
The banks have been crippled by rising NPAs and their
shares have almost halved over
the last one year. The
Government announced a
seven-point plan, including
C20,000 crore immediate fund
infusion, creation of a single
holding company and minimising political interference.
Announcing the revamp
plan named Indradhanush
that also includes setting up of
a Bank Board Bureau (BBB) for
broad-level appointments and
a performance-based monitoring mechanism, Finance
Minister Arun Jaitley said,
Even though challenging situation did exist, there is no
cause for panic...Cause for
panic or alarm does not exist.
The Reserve Bank of India
(RBI) has announced that it
will transfer its surplus profit of
C65,896 crore to the Central
Government.

Also, the Government will


set up a Bank Investment
Committee, which will act as a
holding company for shares on
behalf of the Government.
Jaitley said the problem of
the bad loans, which has
remained unattended by the
previous Government, can be
attributed to the slowdown in
some sectors. Since the present
Government took over, our
policy was that commercial
decisions must be taken on
commercial considerations and

New Delhi: Bank of Baroda and Canara Bank on Friday became


the first State-owned banks to be headed by private sector professionals as Government announced appointment of MD and
CEOs of five PSU lenders. Apart from these two, Financial
Services Secretary Hasmukh Adhia announced names of MD and
CEOs of Bank of India, IDBI Bank and Punjab National Bank.
These three executive heads are serving officials in other
Government owned banks.
Adhia also announced appointments of non-Executive
Chairman at Bank of Baroda, Bank of India, Canara Bank, Vijaya
Bank and Indian Bank.

New Delhi: Deflationary trends continued for the ninth month


in a row in July with wholesale inflation plunging to a historic
low of (-)4.05 per cent on cheaper vegetable and fuel, which may
prompt RBI to cut interest rate ahead of the September 29 policy meet.
The WPI number follows retail inflation (CPI) data, which
had slipped to a record low of 3.78 per cent in July.
Describing the softening of prices as a positive sign, Finance
Minister Arun Jaitley said inflation is under control and all macroeconomic indicators are extremely encouraging.

Mumbai: Marking its biggest single-day rise in nearly seven


months, the benchmark BSE Sensex leapt 518 points to reclaim
the 28,000-level after WPI inflation for July fell further.
The latest set of numbers followed data earlier this week which

Branch (ACB) by directing
vigilance section of each
department to furnish details
about the steps they had taken
to reduce corruption in the
national Capital.
In a circular to all the
departments, secretary-cumdirector vigilance Sukesh
Kumar Jain has sought not only
the details about the officers
who had been posted in their
respective vigilance section,
but also steps they had taken to
reduce corruption in Delhi. Jain
said the circular should be
accorded top priority as the
same had to be put up before
chief secretary KK Sharma.
The ongoing tussle

over control of the ACB had

cab driver was arrested

for molesting a five-year-old
KG student of a private school
in South Delhi's Defence
Colony area on Thursday. The
matter came to the fore when
the victim informed her mother about the molestation after
reaching home.
The accused is not the
driver of the school van in
which the minor used to go to
school, said girls mother in her

he State Health Department is planning to

come up with five mother laboratories in the
national Capital to carry out diagnostic tests more
effectively for patients. The laboratories will be set
up in existing hospitals in five regions. The idea
of the Health Department is to boost the
infrastructure of laboratories at five existing
locations in big hospitals to be opened 24/7 and
offer patients the most basic and sophisticated
services.
According to the official of Health
Department, at present several tests are not
available in the Delhi Government hospitals. For
this, patients were left with no other options than
to go to private diagnostic centers and pay a
fortune to get the tests done. "Now, we want to
streamline the entire process," said a senior official
of the Delhi Government.
At the later stage, the Government is also
planning to carry out diagnostic tests at the other
primary care hospitals. However, these will only
offer diagnostic tests for emergency patients which
will the major step to relieve hospitals off the load,
the official said.
In the past, several hospitals have reported the
unavailability of basic diagnostic tests due to the
lack of equipment, lack of kits. In June, resident
doctors have gone on strike demanding better
infrastructure in hospitals.
Recently doctors at Guru Teg Bahadur
Hospital had reported the non-availability of basic
services for diabetes test, the X-ray services at
Lal?Bahadur Shastri Hospital was not working for
months with lack of medicine at G B Pant Hospital
Patients. At G B Pant Hospital and Hedgewar
Hospital had also complained lack of basic
services after the staff was reportedly on leave.
"New staff will be recruited from existing
hospitals and will be trained further to carry out
all kinds of tests. For this, fresh tenders will be

Governor Najeeb Jung on


Friday issued a fresh and
stern order, reiterating the
stand that circle rates should
not be implemented as due
procedure and due diligence

On Thursday, the Delhi
Cabinet had passed a
resolution against the L-G's

Stating this position to
highlight the pitiable state of
affairs regarding protection of
journalists covering sensitive
cases, the Press Council of
India (PCI) on Friday demanded the Supreme Court in a PIL
proceeding to issue directions
for safety of journalists and
provide them protection as
available to whistleblowers
under the Whistleblowers
Protection Act.
The affidavit by PCI was
filed in response to a PIL filed
by a journalist Satish Jain
demanding guidelines to protect journalists and CBI investigation into attacks on jour-

nalists. The PCI said safety of


journalists required highest
priority. A fact-finding
Committee of the PCI visited
11 states and reported how
cases relating to attack on journalists required to be categorised as a separate crime
since police and state administration were not serious to
pursue them.
According to the Death
Watch List compiled by the
Vienna-based International
Press Institute, India is ranked
as the ninth deadliest country for journalists. In the last
two-and-a-half decades, 80
journalists were killed and
almost all of the cases are
pending in courts or under
investigation. Only in one case
involving the gang rape of a
Mumbai woman journalist in
2013, better known as the
Shakti Mills rape case, the culprits were handed down exemplary punishment by a fast
track court within a year.
An independent analysis of
cases involving journalists
showed that only 6.7 per cent
of such complaints got solved
and culprits punished.

inject C70,000 crore in PSBs in four-year
period starting this fiscal with C25,000
crore, of which C20,000 crore would be
given within a month. The remaining
C5,000 crore would come in the last
quarter of this fiscal. Of this C25,000
crore each will happen in 2015-16 and
2016-17 and C10,000 crore each in
2017-18 and 2018-19. Of the C25,000
crore allocated this fiscal, the distribution of C5,000 crore among eight
banks would be decided in the fourth
quarter after looking at the performance of various banks in the first nine
months.
The Government has estimated
capital requirement of PSU banks over
four year period at C1.80 lakh crore. Of
this, banks would have to raise C1.10
lakh crore from the market. The RBI
said in a statement, following a meeting of its central board chaired by
Governor Raghuram Rajan. Indias
Central bank, whose accounting year
goes from July to June had, last year,
transferred C52,679 crore of its surplus
profit to the Government, The central
board of directors of the RBI at its meeting held today (Thursday), approved
the transfer of surplus amounting to
C658.96 billion for the year ended June
30, 2015 to the Government of India.
Adhia said this estimate is based on

credit growth rate of 12 per cent for the


current year, and 12-15 for next three
years depending on the size of the bank.
Giving details of the seven-point agenda for revamp of PSBs, Adhia said, As
of now, PSBs are adequately capitalised
and meeting all the Basel III and RBI
norms. However, the Government
wants to adequately capitalise all banks
to keep a safe buffer over and above the
minimum norms of Basel III. If we
exclude the internal profit generation
which is going to be available to PSBs
(based on the estimate of average
profit of the last three years), the capital requirement of extra capital for the
next four years up to 2018-19 is likely
to be about C1.8 lakh crore, he said. On
destressing banks, Adhia said, Various
steps have been taken to bring down
non-performing assets (NPAs) in infrastructure sector which is primarily
responsible for rising bad loans. Many
steps have been taken to reduce NPA
in power and state discoms, he said,
adding, We have started the process
of dialogue with the discoms.
Identifying the area which are
giving stress to the PSU banks, Jaitley
said, It was sectors such as steel, power,
highways, discoms, to a lesser extent
sugar, which were predominately
responsible for the stress and therefore
to resolve the whole issue and find a
solution to this you need to deal with
banks as an institution, you also need
to deal each of these sectors.
There are positive movements as

far as the highway sector is concerned


and the large amount of public investment going into the sector has got the
sector moving, Jaitley said.
We have in the last few months
taken some steps with regard to the steel
sector. But the problem with regard to
steel sector is really on account of the
external factors. And therefore steps
being taken also relate to that, he said.
The Government is continuously
monitoring the situation as far as private sector power companies are concerned as also the discoms and some
States have to have some urgent reform
measures as far as discoms are concerned, he added. Asked about merger of the Bharatiya Mahila Bank with
the SBI, Jaitley said that no decision has
been taken yet.
Giving the break-up of the proposed capital infusion of C20,088 crore
into 13 PSU banks within a months
time, Financial Services Secretary
Hasmukh Adhia said the countrys
largest lender the SBI will get a hefty
C5,531 crore. Under the allocation plan,
Bank of India will get C2,455 crore,
IDBI (C2,229 crore), Indian Overseas
Bank (C2,009 crore), Bank of Baroda
(C1,786 crore), PNB (C1,732 crore),
Union Bank of India (C1,080 crore),
Canara Bank C947 crore) and
Corporation Bank (C857 crore).
Moreover, Dena Bank will get
C407 crore, Bank of Maharashtra (C394

All Congress party members were privy to
that report. Chidambaram accepted that report
in 2013, and then accepted the formula that disputes should be resolved in the GST Council
which is one-third central voting power, two-third
States with three-fourth majority required for any
decision, Jaitley said. So both these conditions
are contrary to what its own stand was when he
was Finance Minister, he added.
The third condition of up to one per cent additional tax for inter-State movement of goods was
a compromise between the Centre and the States,
to which Congress-ruled States were privy.

Swachh within five years by 2019, the Ministry of Drinking
Water and Sanitation spearheaded the Mission for Swachh
Bharat in rural India. This entailed freedom from open defecation, and solid and liquid waste management. Since open
defecation is closely linked to diarrhoeal deaths, morbidity, poor
education, malnutrition and poverty, the main focus of the programme in the first
year has been accelerating efforts towards eradicating it. Towards this end, since
the launch of Swachh Bharat, nearly 80 lakh toilets have been constructed.

What is at the crux of the matter is, however, that the focus of the programme
is not toilet construction but on behaviour change and community involvement
in Sanitation as the preferred approach. The States are free to choose their
approach, given their socio-economic-cultural milieu.
Realising that the health benefits accrue only when the entire village becomes
free from open defecation, my Ministry has focussed on creating open defecation free (ODF) villages, besides increase in coverage. The parameters of ODF
have now been standardised and a uniform definition provided to the States.
The process is now on to roll-out the mechanism for verification of ODF by
the States. A framework is also being put in place to incentivise better performing
States, so that focus is on outcomes and moving ahead on a fast track.

There is a major focus on capacity building, given the criticality of skills


required for change in age-old habits and mind-set. District is identified as the
key unit of implementation, and District Collectors are being trained so that
they can give the leadership to the programme. Close to 206 Collectors from
across India have already been trained, many of them are emerging as champions and strategizing to make their districts ODF within the next two-three
years. States have also taken up capacity building in right earnest and workshops on community oriented approaches and attitudinal change have begun
in many States.

Some extremely encouraging innovations and inspiring events are happening


across rural India presently. In States such as Chhattisgarh and Punjab, there
is focus on complete achievement of ODF communities, and not just increase
in coverage. ODF has been made the basis of planning and monitoring in these
States, and therefore, work is progressing at speed. Chhattisgarh has planned
1889 Gram Panchayats to be ODF by March 2016, and Punjab has initiated
Mission 1000 - i.e. to make 1000 GPs ODF by October 2, 2015. In the state
of Madhya Pradesh initiatives like gifting toilets to the sisters on Raksha
Bandhan have been taken and the programme has been named as Operation
Mal Youdh. In Rajasthan, for the panchayat elections, toilets in the house has
been made a compulsory qualification for contesting the elections. In Assam
and Odisha each village achieving the ODF status is seeing celebrations as in
a festival. In west Bengal district Nadia has been declared as the first district
achieving the ODF status. The collector of Nadia has been awarded in the UN
forum for his contribution.
The States are also utilising flexibility provided by the programme to achieve
programme objectives faster. For example, some States/districts are choosing
to give incentive directly to communities, rather than individuals, in those villages where community processes have been adopted. States are also bringing
out innovative policies at their end to boost the programme.

We are also making efforts to provide safe and potable drinking water to
all the rural population. Though we have already achieved the millennium development goal, the issues related with the quality of drinking water in the rural
areas still remain a concern. In order to achieve the targets, my Ministry has
formulated guidelines to provide minimum 8 to 10 liters per capaita per day
potable water through suitable community water purification plants in water
quality affected habitations. In the naxal affected and difficult areas, 20,000 habitations across the country are being provided with solar power based dual pumping piped water supply in collaboration with national clean energy fund.
In the states of Assam, Bihar, Jharkhand and Uttar Pradesh, a separate World
Bank assisted project costing Rs. 6000 cr. has been launched. The project is estimated to benefit about 78 lakh rural populations in these states with provision
of piped water supply.

Innovative technology in the water and sanitation sectors always plays an


important role and the Ministry has organised three exhibitions cum workshop
in Delhi called Indovation. In each of the exhibitions, innovators from all parts
of India presented and showcased their technologies, which are cheap, affordable and sustainable. Some very innovative technologies like using jute to prepare the super structure of toilet, nano technology for water purification, water
less urinals, etc were exhibited. Efforts are also being made to provide a platform for sharing innovative practices across the country.
A high level committee under the chairmanship of eminent Professor Dr.
R.A Mashelkar has been constitued, which examines and endorses the technologies for acceptance by the States for implementation. A link in the website has been created, wherein any innovator can submit his or her technology for placement before the high level committee for examination. Now the challenge is to popularise these shortlisted technologies at the grass roots level through
organizing Indovation at State and Regional levels.
Massive awareness drive about the water and sanitation issues and challenges has been a key to the success of the Swachh Bharat Mission and providing potable drinking water through national rural drinking programme. The
ministry has targeted in the recently held Puri RathYatra through a massive
campaign, and the ongoing Kumbhmela in Nasik is also witnessing notable campaigning.
The next chapter in SBM will unfold with the Citizens Movement to take
the mission forward as a befitting tribute to the Father of Nation on his 150th
birth anniversary in 2019.

already allocated Emergency
Number 112 for this system.
Victims in need or their relatives may contact the 112 system using any mode of communication viz. landline telephone, mobile phone, SMS, email, chat services, voice over
internet and mobile apps etc.
112 System is being designed
to handle 10 lakh calls per day
which will require approximately 3,500 personnel to handle these calls in all the
States/UTs once fully implemented. This project would
cost C321 crores which includes
the cost of technical infrastructure and also the operation and maintenance cost for
five years.
Our country has vast potential to generate millions of jobs
and earn precious foreign
exchange through tourism, but
this has not been adequately
tapped. With a view to promote
short duration tourism and
expedite grant of visa,
Government of India has
launched e-Tourist Visa
scheme (old name: Tourist Visa
on Arrival) on 27 November,
2014 for foreign tourists. So far,
the scheme has been extended
to 77 countries at nine designated airports. The Ministry
plans to extend this facility to 36
more countries and seven airports from August 15, 2015. The
scheme also facilitates international business seekers to avail
visa on short notice. The
scheme also has a positive
impact on medical tourism of
the country. This initiative has
received an overwhelming
response. Since the launch of the
scheme on 27 November, 2014,
about 2 lakh e-tourist visas have
been issued.
Due to onset of militancy in
1990, most of the Kashmiri
Pandit families along with some
families of Sikhs and Muslims
migrated from Kashmir Valley to
Jammu, Delhi and other places
of the country. At present, there
are about 62,000 registered
Kashmiri migrant families in the
country (40,668 families in
Jammu, about 19,338 families in
Delhi/NCR and about 1995 families in other States. Cash relief
to the Kashmiri migrants in
Jammu and Delhi/NCR was
enhanced w.e.f. May 1, 2015
from C1,650 per head per month
to C2,500 per head per month,

2006. A total of 1,054 families
comprising 5,698 people have

The migrated families of Jammu
migrants have been rehabilitated by the Government of J&K
in the districts of Jammu, Reasi,
Udhampur & Ramban. The
Ministry of Home Affairs has
approved the cash relief to the
migrants of the hilly areas of
Jammu division at par with the
Kashmiri migrants. The estimated expenditure per year
will be C13.45 crore.
My Ministry, vide its letter
dated 16.12.2014, has conveyed
to the concerned State
Governments/UTs to pay additional C5 lakh per deceased person to the next of kin of those
who died during 1984 anti-Sikh
riots. The Government of India
is reimbursing this amount to the
States/UTs. Besides, Justice
Mathur Committee has been
constituted to re-investigate
deserving riot cases.
In January, 2015, I approved
certain concessions for the West
Pakistan Refugees (WPRs) settled in J&K after considering the
problems being faced by them.
I have directed the Heads of all
Central Armed Police Forces
(CAPFs) that such WPRs from
J&K, who are Indian citizens and
have valid Voter IDs, be considered for recruitment in the
forces, including the special
recruitment drives conducted in
the State. Besides, I have written
to the Defence Minister that similar concessions, like waiving off
the condition of producing DC
(Domicile Certificate) and other
Identity Certificate, may be permitted in the recruitment to the
Armed Forces. I have also written a letter to the J&K Government to resume issuing the DC
to WPRs settled in the State so
as to enable such people to avail
equal
employment
opportunities.
Instructions have also been
issued to the Department of
School Education in the
Ministry of Human Resource
Development to accommodate
the children of such WPRs of
J&K for admission to the
Kendriya Vidyalayas in the
State. Similar instructions have
also been issued to the
Department of Higher
Education in the Ministry of
Human Resource Development
to extend those concessions
available to the wards of
Kashmiri migrants to the wards
of WPRs of J&K for admission
to technical/professional institutes outside J&K.
Under the UDAAN scheme aiming to provide employment to the unemployed youth
of Jammu & Kashmir, 3,361
candidates have been trained,
3,133 have been offered jobs and
about 2,500 are working in various companies in the country.
The Government of India
and the National Socialist
Council of Nagaland (NSCN)
successfully concluded the dialogue on Naga political issue,
which has existed for six decades,
and signed an agreement on

restore peace and pave the way
for prosperity in the NorthEast. It will advance a life of dignity, opportunity and equity for
the Naga people, based on their

Affairs enhanced financial
powers in respect of items such
as Major and Minor Works,
Special Repairs, Land
Acquisition and Hiring of
Buildings/Accommodation to
the Directors General of Central
Armed Police Forces (CAPFs)
and Directors of Intelligence
Agencies in December, 2014.
The financial powers have been
doubled from C5 crores to C 10
crores in respect of major works
that are to be executed by
CPWD and Public Works
Organisations. Similarly, limits
for Major and Minor
Departmental Works and Land
Acquisition were also substantially raised. The delegation of
financial powers to the DGs of
CAPFs for the procurement of
Machinery & Equipment and
Arms & Ammunition have
been doubled to C20 crores
with a view to streamline and
expedite the processes for the
Modernisation Plan. The
Modernisation Plan II of CAPFs
has a total projected cost of
C11,009 crores till March 2017.
Presently, all information
related to crimes and criminal
justice is generally maintained in
physical form. This has its own
limitations in sharing of data
among police stations, districts
and States. Digitisation of this
data and development of a
national data base of crimes
and criminals would help
enhance the operational efficiency of the crime investigation
agencies. With this objective in
mind, the Ministry launched the
Crimes and Criminals Tracking
Network and Systems (CCTNS)
Project in 2009 with an outlay of
C2,000 crores. Approximately
71% (more than 10,000) police
stations in the country have
started using the software developed under the CCTNS for the
registration of FIRs. Internet
connections using Virtual Private
Network (VPN) over broadband have also been provided to
more than 80% police stations
and higher police offices. Steps
are afoot to extend this project
by another two years so that the
remaining components viz, a
Central Citizen Portal and a central database are developed
which will provide useful services to the citizens speedily. The
intended services include: (i)
Reporting a crime, (ii) Passport
verification, (iii) Other kind of
Police Verification (iv) Accessing
Victim Compensation Fund, (v)
Accessing Legal Services, (vi)
Human trafficking and missing
persons, (vii) List of wanted/
most wanted criminals (viii)
Publication of a list of
Proclaimed Offenders (ix)
Publication of a list of chargesheeted offenders in cases pertaining to crime against women.
The extended project also proposes to integrate with e-courts
and e-prison applications to
improve the efficiency of the
criminal justice system in the
country. The CCTNS project
after extension is expected to be
fully operational by March, 2017.
Quantum of compensation under the NDRF and
SDRF has been more than
doubled and now the farmers
with crop loss between 33% and
49% have been made eligible to
seek the financial assistance.

olitical gambles sometimes acquire a momentum beyond initial intent.
The mess in the
Monsoon Session of
Parliament, which ended earlier
this week, is a standout example.
The Congress and the BJP have
walked themselves into a Mexican
standoff from which there is no
easy withdrawal.
One could argue the Congress
is more to blame. It has embarked
on a maximalist, ultra-hardline
position way too early in the life of
the Narendra Modi Government.
A strategy of permanent disruption
that may have made sense at the
end of the fourth year of the
Government, and after a period of
Congress re-building in real-world
politics, outside Parliament, has
been deployed at the beginning of
the second year itself.
The Congress approach has
been quizzical, not just to outside
observers but even to some party
veterans. As early as the Budget
Session, when the Congress had
agreed to help pass the insurance
Bill for instance, there were differences between senior MPs and a
younger brigade, essentially the
Rahul Gandhi generation. It had
led to a shouting match in full view
of other, non-Congress MPs, with
a former Cabinet Minister in the
Manmohan Singh Government
being upbraided by a younger
party colleague for having conceded ground on the insurance Bill
much too easily.
As such, even if the Lalit
Modi episode had not lent itself for
use, the Congress would very likely have come up with a plan to disrupt this session. More than the
resignation of External Affairs
Minister Sushma Swaraj which
would have been a political victory had it happened the Congress
was motivated by the desire to
delay the Constitutional
Amendment Bill for the Goods
and Services Tax. This would
ensure GST would not come into
operation by April 1, 2016, but be
delayed to April 1, 2017.
Consequently, any fiscal benefit
would be denied to the NDA
Government till the 2017-2018
financial year, with only one year
for its term to end.
The Congress other assessment was (and remains) that the
BJP will do badly in Bihar. As such,
it saw the destruction of the
Monsoon Session agenda as part
of the larger pre-election campaign.
Of course, even if Bihar Chief
Minister Nitish Kumar and RJD
chief Lalu Prasad win Bihar, it
remains unclear how this will

help the Congress, except in a tangential sense. A coalescing of


opposition regional parties, isolating the Congress and the Left, is
already underway. The Congress
strong-arm tactics in the Rajya
Sabha cant alter that reality.
For the BJP, the unrelenting
hostility of the Congress has come
as a surprise. Frankly, why this has
been a surprise is itself a surprise.
It should have been clear from day
one that the threat perception the
Congress and its framework of
influence feels from a Narendra
Modi-led Government is qualitatively higher than would have
been the case with a BJP
Government led by another person. Simply, the Congress has no
option but to have the man from
Gujarat failing.
This is a predictable and legitimate political aspiration and the
BJP should have been better prepared in terms of its parliamentary
management. Yet, the Government
seems to have been repeatedly
taken aback as the Congress delayed
the GST amendment session after
session, with the BJP neither trying
to use its levers to strike a deal nor
exploiting its knowledge from the

with it problematic for other parties. At least this would have put the
Congress on the backfoot.
That the Congress is riding a
tiger it doesnt know how to get off
became clear when it suddenly
agreed to a debate on the Sushma
Swaraj-Lalit Modi episode. Why it
did so on the penultimate day,
when it had determinedly opposed
a debate for much of the session,
was not immediately comprehensible.The debate led to a walkover
for the Government.
Ms Swarajs speech was politically effective, even if the circumstances of her decision on former
Indian Premier League chief Lalit
Modi remains a concern. Between
her and Finance Minister Arun
Jaitley, they demolished the
Congress credibility and larger
legal argument that the UPA
Government had sought to bring
Mr Lalit Modi to book.
Stung by the ferocity of the
attack, the Congress could only
shout back. This made a compromise vote on GST, which would
have been the logical aftermath of
an angry and cathartic debate,

impossible. So what happens


next? Actually, things may get
more complicated.
The GST is a constitutional
amendment that requires a twothirds majority to pass. The
Congress has 68 seats in the Rajya
Sabha. It requires only about a
dozen more to reach the one-third
mark and block a constitutional
amendment, a number it can easily reach with the Left and nominated members (named as MPs by
the previous UPA Government).
As such, without a deal being
reached, a short session in
September, as is being suggested
by some, will not help. Unless
there is a miracle and gentlemanly conduct is restored all round,
the GST amendment will not
come through in time for introduction at the beginning of the
next financial year. If the amendment is now needed only sufficiently in advance of April 1,
2017, it takes us to another realisation: The deadline for the
amendment has in effect moved
to the summer of 2016.
This means there is no
urgency for the Government to
push ahead with the GST amendment in the Winter Session. It can
wait for its moment in the long,
two-segment Budget Session of
2016 or even, at a pinch, the
Monsoon Session a year from
now. There are no other major
constitutional amendments on the
anvil. All other Bills can be passed
by the Lok Sabha and the calling
of (or threat of calling) a joint session. It is only with a constitutional amendment that a joint session
cannot be summoned, and the
Congress votes in the Rajya Sabha
become critical.
Given this, there is no pressing impulse for the Government to
reach out to the Congress in the
Winter Session. On the other
hand, following the bad blood in
the Monsoon Session, there is little scope for the Congress to hurriedly become amendable either. It
will only lose face and give its supporters the impression of being
fickle and confused. For better or
worse, it has to keep riding the tiger
Mr Gandhi has put it on irrespective of how Bihar votes.
A take-no-prisoners phase is
upon us. It may not be sustainable
and may impede governance and
damage parliamentary decorum, at
least in the short-run, but it is upon
us all the same. Happy

which are being levelled both by
the ruling combine and the opposition parties against each other,
over whose adamant attitude was
responsible for the washout of the

across the globe from a country
which is the worlds largest
democracy. The imposition the of

wishful idea.
On the 69th Independence
Day, it is incumbent upon all our

a healthy sign for the success of
a parliamentary democracy?

have been unable to digest the
power loss as they feel that ruling the country is their birthright. They have crossed all limits of decent protest. They are losing even the little respect they had
among the public. Surely the
next election result will prove

Radhe Maa. Radhe, whose claim
to fame is holding extremely
popular jagrans (late night bhajans) and chowkis (prayers) in
bridal attire, seems to have a longstanding affair with controversies.
Such self-styled godmen and
godwomen are making a mockery of faith by leading gullible
devotees up the garden path to
salvation. Most of these so-called
spiritual gurus have amassed
huge wealth by exploiting the vulnerabilities of the rich as well as
the poor devotees.
It is apparent that the biggest
blow to Hinduism, triggering a
crisis of faith, is being been
inflicted not by outside forces
who hold Hinduism in contempt,
but from within by some of the
religions so-called spiritual gurus.
We must wake up to this crisis
and reject such fake religious and
spiritual leaders. We have enough
genuine ones to look up to. They
are the ones who have shown us
the path to enlightenment. Many
of these spiritual leaders are no
longer with us, but their inspiration lives on.

Communication, we were
trained in achieving the ethical
ideals of journalism; that is, to
ensure factual reporting with
an aim of educating or informing the general masses, to scrutinise the activities of those in
power and authority, to be
sensitive when reporting or
writing about the victims of
natural or human tragedies,
and finally to remain unbiased.
These canons of journalism
were formulated to keep media
organisations accountable to
the public who rely on journalists to report the truth. I
remember being told that one
of great achievements of our
working democracy is free,
plural and vigorous press.

Reality check
However, the reality is
starkly different. The way news
organisations and media persons conduct themselves, it
seems the fine line between
political activism and journalism is eroding fast. One can
argue that there are compelling
reasons for this inevitable
change: unlike in the distant
past, for example in the
Gandhian era, journalism is no
longer idealism, but a profession. Large media organisations
run for profit and naturally
they are required to cater to the
financial interest of their owners. The major reliable source
of income for media outlets is
advertising, and therefore it
sometimes become impossible
to defy advertisers prejudices.
However, the problem arises
when these interests become so
constricting that truth is compromised.
The Indian media is often
accused of being politically
biased towards the Congress.
But it is natural as the most of

media organisations are owned


by those belonging to the
Congress, as their members or
covert operators. Some of the

media firms are associated
with some political parties.
And there is no harm in that
unless the allegiance becomes
malevolent. For example, the
great Ramnath Goenka was
suppressed by the Indira
Gandhi regime so much that he
had to fire Arun Shourie from
the Indian Express, the newspaper which had carried out an
intrepid campaign against
Emergency.
Recently, an honest State
Government has resorted to
blackmailing print media with
threat to stop advertisements if
they dont publish the truth.
This is a dangerous situation
and if the media firms are not
strong-willed, it will start a
trend that will weaken
journalism.

Journalists dilemma
The tragic story of South
African photojournalist Kevin
Carter is an apt example of
journalists dilemma: to be
first in reporting a tragedy or
to be right. Carter was assigned
the task of capturing heartrending photographs of starvation in Sudan in March 1993.
Following his job requirement
to a T, he took photograph of
a starving frail toddler who was
struggling to approach a feeding centre when a hooded vulture landed nearby to make the
child his prey. Religiously carrying out his assigned task,
Carter took photograph and
left the scene to an imagined
consequence. He was awarded
the Pulitzer Prize for the photograph. But three months
later, Carter committed suicide
out of remorse: he was not
allowed to touch the child for
fear of transmitting disease. His
suicide note, as reported by The
Life and Death of Kevin Carter,

Time magazine, on September


12, 1994, said:
I'm really, really sorry. The
pain of life overrides the joy to the
point that joy does not exist...
depressed ... without phone ...
money for rent ... money for child
support ... money for debts ...
money!!! ... I am haunted by the
vivid memories of killings and
corpses and anger and pain ... of
starving or wounded children, of
trigger-happy madmen, often
police, of killer executioners."
Carters suicide shows the
human side of him, but his
decision to capture the starving
girl instead of providing her
help must have weighed heavily on him as a photojournalist.
It is for a journalist to
think and decide whether (s)he
is a human first or a professional first. The recent story of
CNN chief health correspondent Sanjay Gupta can be an
eye-opener. Sanjay Gupta, who
also happens to be a celebrated neurosurgeon, triggered a

major ethical dilemma for


journalists by recording and
uploading his benevolent act of
performing an emergency
brain surgery on an injured in
the Nepals devastating earthquake in April, 2015. Perhaps
Sanjay Gupta went a step ahead
than what is required of a
journalist. What he did was
human, but recording his
benevolent act only smacks of
hypocrisy as a bid for self-promotion.
A similar situation happened in the case of the 26/11
Mumbai attacks. The electronic media faced the dilemma between exposing
Pakistani-trained terrorists sinister design and protecting the
strategy of our defence forces.
Probably, a section of the
Indian media took an ugly
leaf from the US media which
had gained confidential
Pentagon papers on Americas
humiliating defeat in the
Vietnam War. In 1971, the
two major US newspapers, the
New York Times and the
Washington Post, which faced
charges of divulging State

secrecy by reproducing part of


the Pentagon paper on the
war strategy, won a case against
the Nixon Administration's
bid to stop publication of the
paper. The historical judgment
set a precedent for unbridled
journalistic freedom even at the
cost of national interest.
There are times when
objectives of journalism conflict with journalistic ethics. As
taught in journalism schools, a
journalists primary goal is to
disseminate information, it is
his duty to decide whether
divulging privacy and confidentiality, especially when that
has potential to endanger
mankind and the country, is
ethical or not.
Thankfully, most recently
in the Yakub Memon case, the
Indian judicial system, the
media and journalists discharged their duties to a great
satisfaction of the masses.
While the Supreme Court
ensured that all legal relief
gates available to the 26/11
death-row convict were open
for him till a few hours before
his scheduled hanging, most of

the media firms played a constructive role by giving space to


those trying to save Memon
and those seeking justice for
the victims of the 26/11.
This was required in a plural
society like India, where some
interest groups and political
parties paint the prosecution of
anti-nationals and terrorists
in communal colour to whip
up frenzy as they have an axe
to grind for their survival.
It is high time journalists
saw their commitment to journalism as a form of worship to
their profession, their nation
and mankind; however, it
depends on time, circumstances and individual journalist to prioritise among professionalism, nationalism and
humanism. Neverthless, as the
general public is influenced by
news reports and opinions,
and they pin their faith on journalists to disseminate only
truth, it is incumbent upon us
to take this great responsibility in good spirit.

lawyer, on the pretext that porn
plays a destructive role in society and promotes violence
against women.
Though Communications
and Information Technology
Minister Minister Ravi Shankar
Prasad has explained that it is
not an attempt at Talibanisation
of the internet but a move
based on the SCs observations
while hearing Vaswani's petition, social activists have highly criticised the directive as a
restraint on individual freedom. However, given the public criticism a new order has
been issued asking the service
providers to block access to only
those sites which have child
pornographic content.

Children and porn trade


Child pornography is considered one of the most established businesses in the United
States associated with the runaway children. R Barri Flowers
in his book Runaway Kids and
Teenage Prostitution: America's
Lost, Abandoned, and Sexually
Exploited Children explores the
complex and relentless problem of street kids in America,
children who run away or
leave home on compulsion.
They have a history of
complex trauma that usually
begins with a dysfunctional or
neglectful family. Childhood
sexual abuse and neglect, drug
abuse, mental health and
behavioral problems, sexual
promiscuity, and issues related
to gender identity are some of
the common problems that
they suffer and which compel
them to run away.
Barri provides the data
collected by the National
Incidence Studies Report on
Missing, Abducted, Runaway,

and Throwaway Children in


America (NISMART).
NISMART estimates that
approximately 4,46,700 children run away from their
households every year among
which approximately 60 per
cent are female. According to
the Family and Youth Services
Bureau (FYSB), nearly 40 per
cent of runaway youth had parents who received public assistance or lived in public housing.
This in fact indicates that
poor economic condition of the
family often leads to family
homelessness which in turn
may lead to a youth being
homeless on their own as they
turn older or are separated
from their families. Barri further explains how these children often become victims of
sexual exploitation by pimps,
prostitution customers, pornographers, and pedophiles.
Barri elaborates how these
children exposed to pornography undergo multiple psychological and physical traumas.
As these children are exploited they experience anxiety,
withdrawal, hopelessness, low
self-esteem, and hence develop

does India have reliable statistics on children forced into the
porn business. However, the
complexity of the issue can be
understood by analysing the
following facts related to porn

underage girls are often

only exploited but are also
blackmailed on the basis of the
video clips. The clippings are
further used to compel these
exploited girls to bring their
friends into the trap. The infamous Ajmer blackmail scandal
is an instance where more
than 100 young girls were sexually exploited and were being
used to oblige high profile
people.

Indian constitution
Citing Article 19 and 21 of
the Constitution, the annoyed
citizens are trying to substantiate their arguments against
the move of the Government.

Article 21 guarantees the protection of life and personal liberty. It says that no person shall
be deprived of his life or personal liberty except according
to procedure established by the
law. Similarly Article 19 guarantees freedom of speech and
expression. These two articles
are included in our
Constitution to safeguard the
rights of the citizens but not to
ensure loopholes to exploit the
weak.
We are fighting for our
rights but at what cost?
Watching porn within the confinement of our bedroom is of
course our personal choice but
is it limited to our personal
space? Are we watching animated
movie?
When
other human beings are
involved, it doesnt remain a
personal choice.
Many would argue that
some do enter this industry
deliberately. True, sometimes
they do but we need to analyse
the complex structure of our
society to understand the reason. In a patriarchal society
women are either worshipped as
goddesses or consumed as an
object, denying them human
rights. Both the constructed
images constrict the horizon
they live within. Once they
trespass the laxman rekha
they are not taken back. Often
young women who leave home
to be with the men they love are
betrayed. Sometimes women

entrapped in difficult situations, be in terms of physical or


mental abuse, elope to escape
but fall prey to another entrapment. Returning for them
becomes difficult. This apart
from financial troubles, mounting responsibilities coupled with
illiteracy, lack of professional
education, and ignorance lead
many helpless women to opt for
this profession.
Even many aspiring actors
who fail to create a space for
themselves in the mainstream
cinema take refuge in porn
industry in order to sustain. In
a patriarchal society, it becomes
nearly impossible for the
underprivileged women, especially who step out, to survive
without being exploited.
Porn industry is based on
the physical attributes of a
person. With age our body
withers away. Given this limitation how long would they
manage to survive in this
industry? Are we mature
enough to incorporate them in
the mainstream society? Do
we, who advocate our personal choice and liberty, allow
them their personal space? Do
we let them live a normal life?
Dont we get judgmental and
deny them respect that they
deserve as a human being?
Sunny Leone, a wellknown name in Bollywood
who also happens to be a former Canadian porn star, has
described her experience in
India as one of the worst. In an
interview to a national daily,
she accused the Indian filmmakers of discrimination. She
stated, I had lot of bitter experiences in the beginning of my
career, during that time a few
producers approached me I
thought they came for a movie
agreement so I signed for them
and later they wanted me to act
in that films which I dont want
to do.
In another interview, she
revealed, There is discrimination in Bollywood in terms of
the roles that I am offered, and

power to criticise women in
public whom they have exploited in private.
Many have argued that

Kamasutra and Khajuraho
temple considers sex a taboo.
The aesthetic representation of
love and union transcends the
erotic images of Kamasutra
and Khajuraho into something
spiritual. Apart from other
Hindu values depicted through
the sculptors of Khajuraho,
the Kama scenes, when seen
in combination of sculptures
that precede and follow, depict
the spiritual themes such as
moksha. As Stella Kramrisch
puts it, This state which is like
a man and woman in close
embrace is a symbol of moksa,
final release or reunion of two
principles, the essence
(Purusha) and the nature
(Prakriti). The deities and
nymphs symbolise eternal
beauty to be worshipped; not to
be objectified or exploited.
Can we still claim that
watching porn is our personal
choice and it doesnt harm anyone? Either we ban porn completely or grow up to be mature
enough to accept and respect the
porn actors as other professionals without any hypocrisy.

the yuan against the US dollar
by 0.05 per cent, the national
foreign exchange market said,
ending three days of falls after
a surprise devaluation.
The daily reference rate
was set at 6.3975 yuan to $1.0,
from 6.4010 on Thursday, the
China Foreign Exchange Trade
System said. That was also
slightly stronger than
Thursday's close of 6.3982
yuan. The higher fixing for the
yuan came after the People's
Bank of China (PBoC) reas-

sured financial markets by


pledging to seek a stable currency after a shock devaluation
of nearly two per cent on
Tuesday. The cut, and two subsequent reductions, sent global financial markets into a tailspin as it raised questions over
the health of the world's second-largest economy and
sparked fears of a possible currency war.
Beijing said the move was
the result of switching to a
more market-oriented method
of calculating the daily reference rate which sets the valueof the yuan, also known as the
renminbi (RMB). Previously,

authorities based the rate on a


poll of market-makers, but will
now also take into account the
previous day's close, foreign
exchange supply and demand
and the rates of major currencies. The yuan is still only
allowed to fluctuate up or
down two per cent on either
side of the reference rate.
Currently, there is no basis
for the renminbi exchange rate
to continue to depreciate,

Xiaohui said on Thursday.
The central bank has the
ability to keep the renminbi
basically stable at a reasonable
and balanced level, she said.

central bank could directly
intervene in the market, after

unit. The central bank, if necessary, is fully capable of stabilising the exchange rate
through direct intervention in

would be open to only institutional investors and HNIs, as Sebi
feels that small retail investors
need to be safeguarded against a
higher level of risks associated

Sebi has kept the minimum
trading lot and the minimum
application size at C10 lakh so that
only sophisticated and large
investors come in. The companies can, however, graduate to the
main platform later and the
small investors can also invest at
that time.
There are expectations that
a large number of start-ups are
already looking to tap this platform and the industry estimates
suggest that the total funds to be
raised by such entities can run
into billions of dollars.

Das fought a battle against the British
Raj. He was one of the Vanar Sena
who carried covert messages from one
nationalist to another. He rejoiced when
India got independence but little did he
know that his battles were far from over.
Years later he was fighting another battle.
One that took him to 321 doors, up 66,000
steps, 1,043 letters and 32years to emerge
victorious from. After so many decades
of struggle, Das was finally acknowledged
as a freedom fighter.
It is this story of struggle, patience and
humility that touched actor-filmmaker
Anant Mahadevan. After reading about
Das in the papers he decided to pay his
tribute to him with a movie. That was
when Gour Hari Dastaan The Freedom
File was conceptualised.
The movie hit the theatres yesterday
and the director told us why he chose Das
struggle amidst the few freedom fighters
who are still alive. He said, There are very
few incidences when we meet a person
who is alive, who is a very big personality and at the same time, a very simple and
honest man in actual life. His fight was first
for the country and then he fought
against the same country for freedom.
This is a very strange situation and this
type of a biopic has never come on screen
from which we get to learn so much.
Mahadevan pointed that it is in the
hands of everyone to preserve history. As
a filmmaker he had the opportunity to
document the extraordinary life of an
ordinary man, and he took advantage of
it. Cinema is a very good way of documentation and I have touched upon the
life of Das and portrayed it in a way it
should should have been, said the ace
filmmaker.

Jharkhand became the 27th and
28th states of the country or perhaps the year Priyanka Chopra
brought home the Miss World
title. But for the ones who keep
a tab on new developments and
are genuinely interested in
music, they would remember
2000 as the year when popular
rock band Them Clones was
formed. Fifteen years into the
scene and the Delhi-based rock
band is still going strong.
Members Prithwish Dev
(vocals), Joseph Lalhmachhuana
(guitars), Akshay Raheja (keyboards/samples) and Surojit
Dev (drums) celebrated 15 years
of existence in the music scenario with a celebratory gig at
Hard Rock Cafe, Gurgaon. They
made the crowd tap its feet to
tracks from their earlier compositions. Dev told us, We chose
tunes from the older catalogue
because they technically defined
our journey.
When we asked about the
changes that they see in the present music scenario, Dev said it
had improved in leaps and
bounds, by becoming more
organised and structured, with
indie music getting attention.

Proper venues hosting these


gigs have their calendars worked
out months in advance. There is
representation for the bands. We
get to use the latest gear, he told
us with a grin.
With a sigh of nostalgia Dev
recounted, We started at an
interesting phase. It was the transition phase of indie music
which is evolving in various
ways even today. In 1997, rock
bands generally used to perform
covers. Till 2005 we made our
own music and the audience at
that time really liked it. While
having ambitious dreams, Dev
showed that he was a realistic
individual who does not deny
the facts. I am not denying the
fact that there is barely any market for indie music. But though
it may not be as big as
Bollywood, indie music has
carved a niche for itself, the
drummer pointed out.
Although he seemed pretty
happy, Dev did voice a complaint. We think that bands do
not earn as much as they should
be making. The Indian music
scene hasnt yet produced a
rags-to-riches stories, which
would be pretty interesting in
itself, he said.
Over the years, along with
their music, the members have

grown up too. There have also


been times when they ponder
about the possibility of discontinuing the band. Dev said,
When we started out, we would
grab any opportunity that came
our way but we do not do that
now. So you never really know
what just might happen tomorrow, he said.
Dev believes that people
now are too well informed.
They know everything about
their favourite artistes and
believe in their music, he told
us and explained, and when I
say people, I am not talking
about people at large, but people who actually follow the
music scene.
The band, whose last release
Season 2 Singles came out in
2013, is now looking forward to
releasing some new music after
two years.
The members have finalised
about eight new tunes for their
new catalogue. We want to
compose at least 20 more compositions, and then pick 10
pieces for the new album, Dev
mentioned, refusing to divulge
much about their commercial
projects. We are in talks with
director Sanjay Gupta for a project and that is all we can say as
of now, the drummer disclosed.
