The MSc in Governing Markets: Regulation and Competition


explores the interface between public authority and markets. When
is government regulation needed? What type of a regulatory
instrument to choose in order to address a policy problem? And more
broadly, what is the relationship between states and markets? These
questions are the focal point of our programme.

The specialisation Governing Markets: Regulation and Competition


is offered jointly by the department of Economics and the
department of Public Administration. It is a track within the degree
programme Master of Science in Public Administration. The
specialisation focuses on the interface between public authority and
markets. Interaction between regulation and market is essential, as
illustrated by recent problems with the financial sector, food security
or public health. What do governments regulate and why? How to
achieve good regulation that does not curb competition and
overburden society? How to make sense of the complexity with

multiple levels of rule-making and a variety of regulatory agencies?


Our specialisation courses examine regulation from the economic
perspective as well as from the policy and administration perspective.
The economics courses help to conceptualise when regulation is
needed and what kind of regulation would make markets work
efficiently. Additionally we will discuss what markets are, how they
are rooted in societal ideas and institutional frameworks, and how the
relationship between states and markets varies in the world. The
specialisation offers a solid conceptual foundation for designing an
effective regulatory framework, and it makes an active use of current
regulatory dilemmas and challenges to advance students critical
thinking. In addition to the specialisation courses, the program builds
on the core courses of Public Administration, and advanced skills in
doing academic research.

Programme
This masters is a fulltime day programme taught in English.
Every student of Public Adminstration takes two core courses
(10 ECTS). Those courses constitute a firm base on which the
specialisation builds further.
Besides the core courses, each student takes the course
Research Design and the course Report and Presentation (2*
5.0 ECTS).
In addition to these courses students take four specialisation
courses (20 ECTS) or three specialisation courses (15 ECTS)
and an elective (5.0 ECTS)
Students conduct original research on a topic of their choice
within their track and present their results in a thesis (20
ECTS).
Courses are offered during two semesters: September-January and

Career
The combination of academic and professional skills taught in the
masters programme makes Leiden graduates excellent candidates
for positions in national and international Public Administration as
well as for managerial positions in the private sector. Many of them
also find their way to consultancy organisations.

B.I.L.

The study association B.I.L. (abbreviation for Bestuurskundige


Interfacultaire vereniging Leiden) organises activities, like speed
dates with companies and organisations, several visits during the year
(e.g. International Criminal Court) and alumni diners on a regular
basis. Participating in these activitities gives you a good idea of your
future possibilities.

Search year for Non-EU students


After obtaining your degree, non-European students can apply for a
residence permit under the Orientation Year for Graduates Seeking
Employment (Zoekjaar afgestudeerde) scheme. This allows you to
spend a period of up to twelve months in the Netherlands to find
employment.

Pre-master's
Apply to Masters Programme
Please note that the Pre-Master is not an independent programme.
Therefore you cannot apply to be admitted to the Pre-Master, but
you need to apply for the Masters Programme.
The Admission committee compares your knowledge and skills with
those acquired during the BA Public Administration as taught at
Leiden University. When these two overlap for the majority but not
all of the skills the Admissions Board will send you a letter which
states which course(s) you need to obtain in order to be admitted to
the Masters programme. The Admissions Board states exactly
which courses from the Pre-Master programme you need to obtain in
order to cancel out your deficiencies in the aforementioned letter.
The Pre-Master programme runs twice per year; in block 2
and block 4.
The number of credits to obtain is 15.0 ECTS.
You can only follow the Pre-Master programme once and you
need to succesfully pass the courses in one block.
If you succeed you enter the MSc programme. If not, you
cannot join the Pre-Master again.
You cannot take Pre-Master courses during the Master.
Succesfully finishing the Pre-Master is a condition for
admission.

Study load.
The Pre-Master is a fullime study. Eventhough the Pre-Master has
the duration of one block and contains 15.0 ECTS, the Pre-Master is
difficult to combine with another study or (voluntary) work. We
expect that the student has 40 hrs per week available to study.

Decision on admission
After your official application, the Admission committee will decide
whether you can be:
a) admitted directly
b) not admitted
c) admitted to the Premaster

Only the Admissions committee can inform you (after your official
application) about your possible admission; no such information is
provided via email and the like.

Admission to pre-master
Admission to the pre-master is competitive. Students are admitted to
the pre-master program on the basis of demonstrated academic
capacity, English proficiency, and affinity to the subject of the
Master programme, as evidenced by professional experience,
completed courses and specializations, or other means.

Scheduling
The Pre-Master programme starts in September and in February.
Once you successfully finished all the prescribed Pre-Master courses
you can enter the Masters Programme.

About to graduated?
Interested in our MSc Programme, but not graduated yet? You are
welcome to apply before having actually graduated. When applying
before graduation please mention your (expected) graduation date
and submit all transcripts obtained to date. Please do bear in mind
that if you are admitted, this will be a conditional admission until we
have received your diploma and final transcripts.
Check the application deadlines!
You can only take premaster courses after you graduated.
You will not receive a bachelor diploma in Public Administration after
successfully finishing the Pre-Master courses as this programme has
only the intention to eliminate deficiencies.

Research/PhD
After successful completion of the MSc or research masters
programme, it is sometimes possible to enter a four-year PhD
programme. If there is a position, one needs to apply. In some cases,
the PhD will be a continuation of the MSc or research masters
research project. The PhD programme involves additional research
and coursework, the specific requirements of which are determined

in agreement with the supervisor of the dissertation.

Organisation
Being located in The Hague offers many new opportunities to the
Institute of Public Administration and its masters programme.
Students and researchers are close to their object of study. Taking
courses and carrying out research in the political and administrative
heart of the Netherlands enhances our degree programmes and our
scientific research. Moreover, for students it means a wider range of
possible traineeships and job prospects, and a close connection with
the field of action.

Entry requirements
Bachelors degree in Public Administration from a Dutch
university, or
Bachelors degree in Public Administration obtained from an
EAPAA-accredited university
Candidates should include a statement of purpose (maximum
of 2 A4 pages) in English, in which the candidate explains
his/her motivation for applying to the programme.

Candidates for the Master Public Administration should


include the track they prefer to join.
The statement of purpose serves to help the Board of
Admissions form an impression of the applicant and
understand why he or she is interested in our Masters
programme. It should explain the reasons why the
applicant would like to join the programme. This can be
done by referring to ones personal and professional
background and interests, by explaining what aspects of
the programme the applicant finds particularly
interesting or how the programme might contribute to
the achievement of the applicants personal goals.
Students following one of the tracks in the Masters
programme in Public Administration should specifically
discuss why they would like to specialize in this area and
how the tracks themes connect with their background
and current interests.
Students who have a Bachelors degree in Public Administration from
Leiden University are always eligible for admission.
Additional requirements for non-dutch students
Bachelors or Masters degree in Public Administration,
Political Science, or an equivalent Bachelors or Masters
degree
Candidates must have obtained pass grades in the following
subjects:
- Public Administration
- Organisation and Policy theory
- Research methods
- Sociology
Candidates who lack these subjects are required to
compensate by taking courses of the Pre-Masters
programme.
Candidates for the Master of Public Administration: European
Governance should possess basic knowledge of European
Union institutions.
Proof of sufficient proficiency in English: IELTS test level of at
least 7.0 or TOEFL score of at least 100(internet-based) or
Cambridge Certificate of Proficiency in English (CPE) with a
minimum score C, evidenced by an appropriate test.
This requirement does not apply if you have:
completed your education in Canada (except Quebec),
USA, UK, Ireland, New Zealand or Australia, or
an (English-taught) International Baccalaureate
received or will receive a diploma from a Dutch institute
for higher professional education (HBO) or from a
Dutch university, accredited by the NVAO

The following documents are required: diploma (or indicate when
you expect to graduate), transcript of results- preferably with grade
average, CV, letter of motivation, copy ID. If you graduate from a
school of university outside the Netherlands you also need to upload
the TOEFL/IELTS test (or indicate when you expect the results).
Premaster
Candidates who do not fully qualify for entering the masters in
Public Administration directly, or students with a diploma from an
institute for higher professional education (HBO), can be admitted
to the pre-masters programme
