The Current ISEE may be requested when, despite already having a valid ISEE, there is a decrease in the income

of activity for self-employed workers, lack of renewal of fixed-term contracts, etc.worker with respect to which there
has been a suspension, termination, reduction in activity; termination of activities for the self-employed; non-renewal of

3
A NON-COMPLIANT ISEE comes about when INPS (Social Security Institute), in issuing the ISEE, identifies
omissions/differences/discrepancies compared to that declared by the person concerned. For further details see art. 11,
paragraph 5 of Prime Ministerial Decree no. 159 of 5 December 2013 and art. 3 of the Decree of 7 November 2014.

The ISEE value - within which it will be possible to apply for financial aid benefits - is
being finalised with a specific Ministerial Decree which will be communicated through
a
supplement
to
this
call
published
on
the
website
http://www.polimi.it/studenti/agevolazioni-economiche/diritto-allo-studiouniversitario-bando/

FOREIGN STUDENTS WITH THEIR FAMILY RESIDENT ABROAD

Pending approval of the Ministerial Decree provided for in Article. 7, paragraph 7, of
Legislative Decree no. 68/2012 the financial situation of foreign students with their
family resident abroad is assessed according to the EQUIVALENT FINANCIAL
SITUATION INDICATOR ABROAD pursuant to arts. 5, paragraphs 7,8,9,10 and art.
13 of the Prime Ministerial Decree of 9 April 2001.
The EQUIVALENT FINANCIAL SITUATION INDICATOR ABROAD must - under
penalty of exclusion from the call - refer to income earned in 2014 and to the value
of property and non-property assets owned as at 31 December 2014 by the
student's family. Foreign students are nevertheless required to declare the presence of
any income and assets held in Italy by their family.

In order to determine the EQUIVALENT FINANCIAL SITUATION INDICATOR
ABROAD foreign students must be in possession of the related original
documents:

Income in the calendar year 2014 of each member of the family (the document
must clearly state that the incomes relate to the calendar year 2014. If, during

Should foreign students experience difficulty in obtaining all the items required by
the Italian diplomatic authorities based in their country of origin, they may
contact the foreign diplomatic or consular representations resident in Italy. In this
case, the documents must be legalised by the Prefecture.
WARNING Under penalty of inadmissibility
aforementioned documentation must be provided by:

Art. 5 STUDENTS COMING FROM PARTICULARLY POOR COUNTRIES AND STATELESS

OR POLITICAL REFUGEE STUDENTS

FOREIGN STUDENTS FROM PARTICULARLY POOR COUNTRIES

For foreign students coming from the Particularly poor countries, assessment of the financial
situation may be certified by the Italian Representation in the country of origin, which must certify
that the student does not belong to a notoriously high-income, high-social status
family.
For students enrolled at a University in the country of origin, linked by agreements or affiliations
with the Politecnico di Milano, this certification may also be issued by the aforementioned
University.
For students who enrol in the first year of Bachelor of Science/single-cycle Master of Science and
Master of Science programmes, the above-mentioned certificate may also be issued by Italian
Bodies enabled to provide guarantees of financial coverage4. In this case, the Body issuing said
certification undertakes to reimburse the scholarship and all other amounts received by the
student should such benefits be revoked.

STATELESS OR POLITICAL REFUGEE STUDENTS

Stateless or political refugee students must attach to their application the official statement
certifying his/her stateless situation or status as political refugee as issued by the Italian
Ministry of the Interior or Office of the United Nations High Commissioner Department for Italy.

Art. 6 MERIT REQUIREMENTS

STUDENTS ENROLLED IN BACHELOR OF SCIENCE, SINGLE-CYCLE MASTER OF SCIENCE OR
MASTER OF SCIENCE PROGRAMMES

With regard to students enrolled in Bachelor of Science, single-cycle Master of Science and
Master of Science programmes, the term "merit requirement" is assessed also in consideration
of the number of educational credits (hereinafter also referred to as ECTS") that the student is
required to attain in order to be assigned/maintain the benefits requested.

See the provisions on the enrolment of foreign students at Italian universities.

WARNING: The number of credits required is calculated with reference to the year of FIRST
EVER ENROLMENT, i.e. with reference to the first year in which the student enrolled with any
University, whether in Italy or abroad, with regard to the level of studies for which the benefit
is requested.
The principle of first ever enrolment applies, among others, in all cases of enrolment at the
Politecnico as a result of renunciation of studies or in cases of enrolment at the Politecnico as a
result of change of School or Programme within the Politecnico di Milano or from another
University (for example, a student who enrols in the first year following change of University will
be considered as a student enrolled in a subsequent year). In this case, the number of ECTS
recognised by the corresponding Study Programme Board will be considered those up to the
date of payment of the second instalment of the scholarship.

OFA (Additional Educational Obligations)

Students who enrol in the first year of the Bachelor of Science/single-cycle Master of Science
programmes must enrol without total or partial OFAs.
WARNING: The presence or absence of OFAs will be assessed solely at the time of the student's
enrolment. Therefore, it is absolutely irrelevant, for the purposes of assigning financial aid
benefits, to pass OFAs at a date subsequent to enrolment.
WARNING: Enrolment in Bachelor of Science/single-cycle Master of Science programmes with
only the OFA in English does not constitute grounds for exclusion.
ADMISSION TEST /ADMISSION EXAM SCORE

Without prejudice to all the merit requirements prescribed in this Article, students enrolling in the
first year of Bachelor of Science programmes in design and in urban planning can only
take part in this call if they have passed, respectively, the admission test or admission exam with a
score of at least 60.00/100
INDIVIDUAL COURSES

For the purpose of assessing merit requirements, only educational credits attained by students
enrolling in individual courses in order to acquire the curricular supplements necessary
for admission to Master of Science programmes as from the second semester and duly
validated in the Master of Science career are taken into consideration.
EDUCATIONAL CREDITS REQUIRED

For all students enrolled in the first year of Bachelor of Science, single-cycle Master of Science and
Master of Science programmes, benefits are awarded prevalently taking account of the
requirements regarding the financial situation (for details on the criteria for deciding rankings
please see art. 5. special part Scholarships).
Confirmation of benefits, and in particular payment of the second instalment of the scholarship,
is subject to obtaining, by no later than 10 August 2016:

10

at least 35 ECTS for students enrolled in School of Engineering and Architecture

programmes;
at least 40 ECTS for students enrolled in School of Design programmes.

Students enrolling in Master of Science programmes starting from the second semester must
obtain 29 ECTS by 10 August 2016 in order to receive the second instalment of the
scholarship for the first year and, possibly, a scholarship also for the second year (2016/2017 AY).
Students enrolling for the first year of a Master of Science programme starting from the
second semester and for which the Degree Programme Study Plan for the same semester
envisages a maximum number of ECTS LOWER than the number of credits required by
this call in order to obtain assignment of benefits for the second year, need only obtain a
number of credits corresponding to the (lower) quantity envisaged by the Degree Programme
Study Plan by 10 August 2016.
REVOCATION OF BENEFITS

Students who obtain the above number of credits after 10 August 2016, but before 30
November 2016, while NOT earning the right to assignment of the second instalment of the
scholarship, may keep the first instalment of the scholarship, while the obligation remains to pay
any accommodation at the beneficial rate that they may have made use of from 16 February 2016
and the sum equivalent to the value of the catering service as from 1 May 2016.
In this case students will have the right to total exemption from payment of the enrolment fees
and an exemption equivalent to half the tuition fees due.
The benefit will be REVOKED should the student fail to attain the credits required for
assignment of the second instalment of the scholarship by 30 November 2016.
Should the scholarship be revoked, not only will the second instalment of the scholarship not be
paid, but the student must also return IN FULL a sum equivalent to the value of any services
actually used during the 2015/2016 academic year (e.g. catering and accommodation services).
The provisions concerning the revocation of benefits and minimum merit limits to which payment
of the second instalment is subjected do not apply to handicapped students with disabilities of at
least 66%.
STUDENTS ENROLLING IN YEARS SUBSEQUENT TO THE FIRST

Students enrolling in years subsequent to the first in Bachelor of Science, single-cycle Master of
Science or Master of Science programmes must attain the number of educational credits specified

those of a progressive nature and including psychic disorders for organic or dysmetabolic oligophrenias,
mental deficiencies deriving from sensory and functional defects, who have suffered a permanent reduction in
working capacity of at least one third or, if under the age of 18 years old, have persistent difficulties in
carrying out the tasks and functions typical of their age, are considered to be disabled persons.

20

LOCAL STUDENT: resident in the municipality of the campus of the programmes

attended or in a neighbouring municipality or in a municipality classed as an urban
area in accordance with Regional Law no. 6/2012 (art. 2, paragraph 3, letter-b) - for a
detailed list of Municipalities classed as "urban areas" see Annex D of this Call.
COMMUTING STUDENT: resident in a municipality other than those specified in the
paragraph above, from which the campus of the programme attended can be reached
every day using public transport , in no more than 90 minutes.
AWAY FROM HOME STUDENT: to be considered as "away from home", the
following conditions must be met:
1. be resident in a different municipality to that of the campus of the programme
attended;
2. use paid accommodation near the programme campus for a period of at least 10
months, using either public residential structures or private lodgings or those
belonging to other bodies;
3. impossibility to reach the programme campus using public transport in less than 90
minutes.
Travel time will be calculated considering only travel time from the first station/point of
departure to the last station/point of arrival at the programme campus.
For the purpose of determining the value of the scholarship, foreign students (EU and nonEU) will, in any case, be considered as away from home, regardless of their place of

Students attending online programmes will automatically be considered local.
"Away from home" students must submit to the Financial Aid and International Mobility Service,
either

a duly registered copy of the rental agreement, in the name of the student or one of his or
her parents,
or a certificate or other fiscal document concerning payment of rent in the case of
students living in colleges, student residences or hostels not run by the Politecnico di
Milano.

Should the student, in the 2014/2015 academic year, have already submitted the rental
agreement or fiscal certification to the Financial Aid and International Mobility Service and there
have been no changes to the situation already certified, the same may simply reconfirm
the data by self-certification, sending only a copy of the rental agreement registration
certificate to the Financial Aid and International Mobility Service. The Politecnico reserves the
right to make all due checks.

21

Students who, during the 2015/2016 academic year, are abroad to participate in an
international mobility programme will be considered away from home, bearing in mind the
place of residence in Italy and the campus of the programme attended at the Politecnico di Milano.
In this case, "away from home" students must submit to the Financial Aid Service a contract (or
equivalent document) attesting to the fact that the student has taken paid accommodation in the
host country. Also this document must be made out in the name/joint name of the student and
have a duration equal to the duration of the mobility.
Should the mobility last for only a part of the academic year, students must also submit a copy of
the rental contract signed in Italy, as required by this article.
The above documentation must be submitted by:

15 October 2015 for students enrolled in Bachelor of Science, single-cycle Master of

Science and Master of Science programmes, as well as students enrolled in PhD
programmes;
18 March 2016 for students enrolled in Master of Science programmes starting from the
second semester:

WARNING: students will be considered commuting (regardless of the distance between the
place of residence and the campus of the programme attended) both in the event of failure to
submit the documentation required in this Article and in the event of submission of documentation
without the requisites provided for in the Call.

Art. 5 PROCEDURES FOR PREPARING THE RANKING LISTS

Eligibility ranking lists are separate for:

Students enrolled in the first year of Bachelor of Science and single-cycle Master of Science
programmes;
Students enrolled in the first year of Master of Science programmes;
Students enrolled in years subsequent to the first of all Bachelor of Science, single-cycle
Master of Science and Master of Science programmes;
Students enrolled in the first year of specialisation and PhD programmes;
Students enrolled in years subsequent to the first of specialisation and PhD programmes.

The ranking list will be drawn up according to the following criteria:

22

STUDENTS ENROLLED IN THE FIRST YEAR OF ALL PROGRAMMES

Students applying for scholarships are assigned points in relation to their financial situation,
calculated according to the formula below:
[1- (student ISEE/ISEE LIMIT)] x 1,000
Where points are equal, scores in relation to qualifications shall prevail and, subsequently,
precedence shall be given to the younger student.
STUDENTS ENROLLED IN YEARS SUBSEQUENT TO THE FIRST OF ALL PROGRAMMES

Students enrolled in years subsequent to the first are assigned points in relation to academic
merit. 1,000 points can be assigned as follows:
600 based on the number of credits acquired by 10 August 2015, to be calculated according to
the formula below:
(Student credits Minimum credits) X [600/(Max. credits Min.
credits)]
400 based on the average marks achieved in exams by 10 August 2015, to be calculated
according to the formula below:
(Average student marks -18) X [400/(30 -18)]
Where merit points are equal, the student who has not used their bonus, followed by the student
with the higher score in terms of financial situation shall take precedence.
In the event of continued equality, the student enrolled in the higher programme year shall prevail,
followed by the younger student.
Disabled students with disability level of at least 66%, if included in the eligibility ranking list, have
the right to assignment of scholarships, even if in excess of the number of scholarships available.
STUDENTS ENROLLED IN MASTER OF SCIENCE PROGRAMMES STARTING FROM THE SECOND
SEMESTER

Students enrolling in Master of Science programmes starting from the second semester (including
students enrolled in individual courses for the acquisition of curricular supplements) will be placed
at the bottom of the rankings "with reservation".

in any case, such students will have the right to payment of the
scholarship only if the funds made available by the Lombardy Region
are sufficient.

23

STUDENTS INCLUDED IN THE RANKING WITH RESERVATION, SUBJECT TO ASSESSMENT OF

MERIT REQUIREMENTS

Students awaiting recognition of ECTS by the Programme Board will be inserted in the eligibility
ranking with reservation, subject to assessment of merit requirements (e.g. students who apply as
a result of a change of University, School or Programme).
WARNING: Such students must communicate such circumstance (i.e. to be waiting for
recognition of ECTS) to the Financial Aid Office by the deadline provided for in this call for
submitting applications. This declaration must be sent by e-mail to dirittoallostudio@polimi.it.
The reserve will be lifted subject to verification of recognition of ECTS by the date of payment of
the second instalment of the scholarship.
In any case, students will be entitled to payment of the scholarship only in the presence of
availability of funds.

Appeals submitted after the deadline or in forms other than those prescribed by this call will be
considered ineligible.
Students will only be informed of the outcome of the appeal with the publication of
the final rankings.
Once examination of appeals has been completed by the appropriate administration, students will
be able to see their position in the final ranking by connecting to personalised on-line services

shall have the right to assignment of accommodation only if accommodation reserved for
financial aid is effectively available.

Students enrolling in individual courses to acquire curricular supplements, whilst awaiting the
possibility of enrolling in the first year of Master of Science programmes, may access the
residences only after all those listed in the eligibility rankings have been catered for. In this case,
students must pay for the accommodation place at the special rate of 350.00 per month.
Should a student earn the right to a scholarship during the year, the amount deducted for
accommodation will be 5/11 of the annual deduction.
Students included in the ranking list "with reservation subject to assessment of merit" awaiting
recognition of ECTS by the Programme Board, may access the residences after official recognition
of the ECTS if their ranking position allows assignment of the benefit. In case of advance
admission, students must pay the special rate of 350.00 per month. In case of assignment of the
scholarship, the accommodation deduction will take into account the effective date of acquisition
of the right.
