1. Telecommunications Space:
In order to provide a high tech telecommunications services to DWC plots, Smartworld requires a
space within buildings to house telecommunications equipments in order to extend the services to
the end user.
Those spaces will be required in several places within building and size will vary based on the type,
size of the building and required telecom services.
The telecommunications spaces will cover:
Telecom Entrance Facilities (TEFs)
Main Telecommunications Room (MTR)
Telecommunications Room (TR)
Telecommunications Enclosure (TE)
Telecommunications Termination Point (TP)

When designing the Main Telecommunications Room, below points are to be considered:
Main telecommunications Room must be located above the ground finished level and
limited to Smartworld access since it can not be shared with other building services.
Main Telecommunications Room wall design should have one or more bearing walls as part
of the room.
Any water or other liquid ingress to Main Telecommunications Room should be prevented.
Main Telecommunications Room has to be away from any wet utilities either above it or
next to it.
All high level services to be identified and exposed with no false ceiling.
MTR height should be in the standard working criteria (not to exceed 4m height) to
avoid using ladder or scaffold.
Shaft opening for the riser pathways linking MTR with other Telecommunications
Rooms in the other floors to be in safely accessible area and to be sized based on
the riser containment system.
Active and passive rack layout to be designed to maximize optimum used area with
full accessibility for each rack from front and rear with 0.8mX0.8mX 2.3m space for
each rack. Room layout will be subject to Smartworld approval in the design NOC
stage.
A 30cm antistatic Calcium Sulphate raised floor is required with 8.8kN concentrated
load per tile. Fig.10 (Raised Floor System)
Epoxy paint under the raised floor and 2-hours fire rating light color for room ceiling
and walls to minimize dust and enhance room lighting.

A 1.2mX2.3m lockable door with 2-hours fire rating fully opening outward to provide
additional usable space within MTR. The door to be perfectly sealed to prevent dust
ingress to the room.
MTR must have a proper firefighting protection system, smoke and fire detectors,
fire alarm system. Refer to section 4
Based on the room size and total number of racks, power requirements to be
decided. Refer to section 4
Lighting system is very important and it has to be designed in the right way to allow
recognizing coloring clearly since lots of systems within telecommunication rooms
depend on color coding. Refer to section 4

The main Telecommunications Room should have a clear sign in Arabic and English to identify the
room from outside. Room must have a clear readable room layout drawing in A3 size fixed in clear
visible place within the room.
In case of Bulk service option, Main Telecommunications Room and Customer IT room to be close
by, preferable with shared wall and minimum of 1X300mm+1X150mm (50mm depth) high level
cable tray connecting both rooms, with full access and max 70m length.
MRT minimum size 3mX3mX3m in case of bulk service, other requirements will remain the same.

For Commercial plots: each floor regardless of its size should have a TR located in the
center of the floor and aligned vertically with other TR floors and MTR.
For Residential plots: each 3 floors regardless of size should have a TR located in the
center of the floor and aligned vertically with other TR floors and MTR.
For multi-stories warehouses and malls: each floor regardless of size should have a TR
located in the center of the floor and aligned vertically with other TR floors and MTR.
An additional TR will be required within the same floor or space if the length from the farthest
telecommunication outlet to TR exceeds 90m based on floor horizontal pathways.
The telecommunications rooms space is merely to house Smartworld telecommunications
requirements, which include but not limited to:

Telecommunications Room must be located vertically above MTR and limited to Smartworld
access since it can not be shared with other building services.
Telecommunications Room has to be away from any wet utilities either above it or next to it.
All high level services to be identified and visible. Any type of false ceiling is not
recommended.
A clear height of 3m must be maintained between high level services and floor
finished level when designing TR.
Vertical shaft opening for the riser pathways linking to MTR and other
Telecommunication Rooms in the other floors to be in safely accessible area and to
be size based on the riser containment.
Active and passive rack layout to be designed in a way to maximize optimum used
area with full accessibility for each rack from front and rear with 0.8mX0.8mX 2.3m
space for each rack. Room layout will be subject to Smartworld approval in the
design NOC stage.
Design should consider the max no of racks that can fit within the TR and size all
the environmental system and power requirements accordingly.

tile to be provided. Raised floor system will be required only if total number of UTP

High level 2.4m from FFL (floor finished level) cable tray within TR to route cables
from room entrance up to each proposed rack location, with full access when raised
floor is not abdicable, allowing future additions, changes and moves.

MTR must have a proper protection firefighting system, smoke and fire detectors,
fire alarm system. Please refer to firefighting system section for design
requirements and details.
Based on the room size and total number of racks, power requirements to be
decided. For more details please refer to section 4 Power System.
Lighting system is very important and it has to be designed in the right way to allow
recognizing colors clearly since many systems within telecommunications rooms
depend on color coding. Please refer to Lighting System section.
The minimum size for Telecommunications Room is 3mX2mX3m (height) to house two 19 inch
0.8X0.8 42U. Open rack is an option.
Telecommunication Room should have a clear sign in Arabic and English to identify the room from

room.
Villas having more than one floor, a junction box 20cmX 30cm X15cm flush mounted at 1.5m AFF
with proper cover to be provided in each floor if distance from farthest telecommunications outlet is
less than 90m; otherwise a shallow room will be required in each floor, considering that:
- All villas conduits have to be routed to the floor junction box, entering from top or side.
- A link between each floor junction box and shallow room to be provided and sized based on
the cabling numbers and size.

The HBTCS has to have a clear mark and location indication so it can be located easily by
Smartworld staff.
The HBTCS has to be designed in a way that maintains max 90m distance between the work area
telecommunication outlet and TR.
90 degree bends to be avoided and whenever there is route diversion; a junction box must be
provided. The size of the junction box will be based on the size and number of the containment
system linking to it, and it has to be approved by Smartworld during NOC design stage.
Under HBRCS there are two main sections:
Telecommunications Containment system within the work area.
Telecommunications Containment system linking work areas with TRs.

Pull boxes shall be safely accessible. Pull boxes shall be straight through and shall not be used for
direct bends. Conduits shall have continuous pull strings end-to-end.
For apartment, to consider an intermediate flush mounted junction box between all horizontal
conduits and TR links. Flush mounted junction box must be 30cmX 20cm X15cm near apartment
entry at the highest possible level (minimum 1200mm) or above false ceiling with removable cover,
which should have a 32mm opening covered for future use. Fig.05 (Apartment junction box)

Fiber and multi pair cables will be required only in rare cases such as:
o Retail Areas
When distance between retail area TP and TR more than 90m.
6-core OM3 MM fiber indoor cable and 10-pair CAT3 UTP multi pair copper
indoor cable to be provided.
o Telecommunications rooms
When two or more telecommunication rooms located in the same floor.
12-core OM3 fiber and 12-core SM fiber indoor cables to be provided.
In order to accommodate future cable changes a 3m slack is recommended from the TRs side,
slack to be stored in an extended loop.
In residential scenario; a 600mm slack for each horizontal cable is required at the apartment entry
box. Each cable to be labeled from both ends and inside the apartment junction box (J.B). Fig.07

Raised flooring system to be provided in all MTR regardless of the building type. Raised
flooring system might be required in TR and to be decided at design NOC stage. Refer to
section 1 TR.
Height of Raised Flooring System has to be minimum 300mm from ground finished level,
and to maintain 3m room height clearance from raised flooring finish.
Tile size must be 60cm X 60cm. The tile surface must be anti-static with a conductivity
resistance from the slab surface to be in the range of 1.5x105 to 2.0x1010 Ohms.
The tile must be fire resistant, with calcium sulphate type coating.
Raised Flooring System minimum uniform load must be at least 4.8 kPa and concentrated
load bearing capacity must be at least 8.8 kN.
Raised flooring Pedestals have to be fixed properly and each pedestal must be grounded.
Raised flooring stingers to be provided for Pedestals stability and support. Never consider
stringer as bonding between pedestals and earthling bar.
Based on the telecommunications room total number of racks; cut tiles to be provided
considering two extra cut tiles per room.
30cm X 30cm cut to be from the middle of one tile sides, tile cut to be casketed with proper
rubber materials to avoid sharp edges. Fig.11 (tile cut details)

To provide one tile lifter per telecommunications room. Tile lifter to be hanged near room
entrance.
For MRT; the air conditioning system should have a redundant system which will startup
automatically if the main system is down or the room temperature is more than 24 Celsius.
If building has redundant air conditioning system, then it is highly recommended to extend it
to TR.
For AC sizing 1KW per square meter to be considered for MTR and 0.5KW per square
meter to be considered for TR.
Maintain the positive pressure with minimum one air change per hour.
Air conditioning controller with digital temperature display screen must be provided in each
MTR and TR.
Main telecommunications Room should have a fire protection system. A ceiling mounted
fire dry powder extinguisher with another portable fire dry powder extinguisher mounted
near the room entrance should be considered in the design.
Any opening within the room space has to be sealed and closed with a proper fire stopping
material voiding rodent entry to the room and preventing fire from extending in or out.

A 6.3mm thick X 100mm wide X minimum 400mm length clean earth bar to be installed
300mm above the raised floor in accessible area with good impedance less than 5. Fig.12

All equipment and containment within MTR, TR must be properly bonded and connected to
ground connection.
Each rack within the MTR to have a one twin AC 1-phase 220V 13A and two AC single
phase 220V 16A industrial power 4 pin each from different circuit breaker.
Two twin power socket AC 1-phase 220V 13A to be installed in two different walls in
1400mm height for operational functions (e.g. drilling machine, fiber splice machine).
Lighting layout to be coordinated with room layout to insure light fixture is not obstructed.
To consider a minimum equivalent of 500 lux per m2 within MTR. At least 25% of the lights
to be linked with building emergency power (if available).
Power feeding the lighting system should not come from the Telecommunications DB.
To provide an emergency exit light within MTR and TR that works automatically in case of
power failure with minimum 30 minutes backup time.

It is the developer responsibility to provide an UPS panel within MTR and TR room. Size
and other details to be agreed in the design NOC stage.
Each rack power socket must feed from UPS Panel located within MTR and TRs.
Electrical load to be calculated for all telecommunications rooms, considering the power
consumption as 3KW per rack.
Design should consider whenever possible a central UPS in separate location to feed MTR
and all TRs.
UPS to be dual fed by building emergency generator and DEWA, incase building has an
emergency generator.
Central Telecommunications UPS is highly recommended to serve MTR and TRs in all
floors. Any concerns regarding UPS design must be discussed and agreed during NOC
designing stage.
UPS to be fed from DEWA power supply and building generator if available.
Identification of cabling pathways and cabling at both ends and whenever accessible.
Locate the markings so that they are:
o Clearly visible after installation.
o Easily distinguishable from any markings that appear on individual components.
Label scheme should indicate both ends locations at patch panels and faceplates.

5. Bulk Services
In some cases; when owner decides to mange his telecommunications services within his
premises, Smartworld will provide customer with required telecommunications package.
Bulk services must be limited to customer internal telecommunications connectivity and bulk
services can not be shared between different companies even if they are sharing space.
Only hospitals, hotels, furnished apartments, schools, education campus and buildings with
one single company user are eligible for the bulk services.
The demarcation point in the bulk services scenario will be Smartworld MTR. It is developer
responsibility to extend the telecommunications containment system and cabling to link
between Smartworld MTR and building telecommunications room.
Based on the type of the required services Smartworld MTR can be a TE. Details and
requirements to be finalized on the design NOC stage.
It will be the developer responsibility for the internal infrastructure within the building;
however it is highly recommended to follow the international infrastructure design guidelines
for better telecommunications services.
