 Responsible for International Carrier relations with execution of Interconnect Agreements with PTCL,
ROSTELECOM, TIC Iran, UZBEK TELECOM, TAJIK TELECOM etc for leased circuits, Voice/ Data traffic etc.
 Buying bulk IP bandwidth capacity from International carriers and reselling in Afghanistan to various users
including Technical planning and setting up infrastructure to effect this.

Project Planning & Management

 Planning and scheduling site activities to ensure completion of the project within the time and budgetary
parameters and for optimizing resource utilization.
 Identifying & developing vendors for all infrastructure requirements and coordinating with Contractors, Sub-
Contractors, Customers, Vendors and Inspection/ Regulatory Authorities.
 Handling Techno-commercial Support, resource planning, management and optimization as well as risk
assessment and mitigation.
 Overseeing adherence to statutory compliance, preparing financial proposals and technical evaluations for
telecom projects.

Network Design & Engineering

 Designing network layouts & managing installation, configuration and commissioning of various telecom
equipment, as well as planning for switching, transmission, NMS/ OSS.
 Selection of best site from the multiple candidate sites available after site survey & site engineering,
tracking changes in the network and conducting related surveys, etc.
 Setting up facilities for erection, installation, testing and commissioning of various Microwave/ Optical Fibre
SDH Systems/ Switching Equipments/ data handling systems. Overseeing site preparations, mobilisation of
assets for carrying out safe erection/ installation activities.
 Implementing of Network Operating Centres entailing network planning, infrastructure & system design,
and its subsequent operations, optimisation and maintenance.

Technical Services
 Ensuring maintenance of complete telecom network, inclusive of performance monitoring, day to day
network operations, preventive & corrective maintenance.
 Undertaking Fault database management and trend analysis, conducting drive test & organizing testing of
various call scenarios, feature codes & announcements.
 Setting up and managing 24X7-support for entire operations & services.
 Providing Technical advice for customized solutions for corporate customers and ensuring quality resolution
of network related complaints with in TAT. Benchmarking the parameters for the optimal utilization of the
network.

CAREER HIGHLIGHTS

Aug’09 – till date with STMEA, Dubai, UAE as Project Director- OFC for CHAD Optical Fiber Backbone
Project.

 Prepared RFP (Request for Proposal) for survey of 900 Kms. OFC route and SDH sites.
 Conducted and monitored survey of entire route.
 Got approved all pre-execution drawings, layouts etc. from client.
 Prepared RFP for sub-contracting of work as turnkey execution.
 Evaluation and selection of suppliers and subcontractors.

Sep’06- July’09 with Ministry of Communication & IT, Govt. of Afghanistan as Project Manager –OFC
Backbone Project of Afghanistan
 Astutely monitored, controlled and efficiently executed all the project activities as related to OFC ring
(Backbone- 3200 Km) project of Afghanistan with 72 PoPs. (Project in progress- Project cost : 70 million
USD)
 Scrutinised the proposals submitted by the vendor’s; framed the contract and based on the bidding
document, clarifications and vendor’s proposal.
 Efficiently prepared a detailed Activity/ checklist for execution of OFC backbone project; conducted OFC
Training program on Optical fiber communications for local staff.
 Effectively interacted with vendors for finalization of contract agreement; monitored route and node survey
of 3200 km route; prepared detailed progress reports, checked design documents; looked warehousing and
customs related issues.
 Designed and produced Acceptance Test documents for each Network Element of the project.

Nov’03-Sep’06 with Consulting Engineering Services Pvt. Ltd. Delhi, India as Senior Consultant
(Information & Communication Technologies)

 Distinctively worked on a VOIP project of Communication Experts Pvt. Ltd. A JV of CES and CEI, USA as
General Manager (Operations).
 Executed the activities on a IP based video conferencing project from scratch with India’s largest TELCO,
BSNL covering the entire bandwidth of communication media - convergence, telephony, VOIP gateways,
MPLS VPN, TCP/IP, Media Servers, Routers and worked on protocols like SIP, H.323, RTP, UDP, etc.
 Supervised the Client/ Server Application Designing activities comprising system design for OSS with
delivering innovative solutions and product development services for both circuit switched and packet
switched networks in the areas of Transaction Processing, Service Creation, Element Management Systems,
Business Support Systems, Call Record Exchange and Billing, IP Telephony Solutions and a myriad of web-
enabled solutions including portal design with Internet payment gateway facility.
 Astutely involved in locating venture capital funding, revenue sharing arrangements with BSNL and
interaction with JV partner for product development.
 Oversaw the MIS design, implementation and networking of activities for Gujarat state disaster
management authority (GSDMA); HMIS design and networking activities of Karnataka Health System
Development Project (KHSDP); Computerised Project Management/ MIS design and implementation for
monitoring and evaluation activities of Chattisgarh Tribal Development Society (CTDS)
 Managed the development of Road Information System (RIS) for National Highway Authority of India

 Supervised the preparation and submission of bid for Ministry of Communication, Kuwait for provisioning of
0.15 million new Telephone Lines and Broadband Network including rehabilitation of 0.6 million lines of
Kuwait telecom network.

 Successfully planned and designed of DLC/ ONU/ PON based Next Generation Network for rehabilitation

 Supervised the project co-ordination, process definition, process verification etc. of network implementation
and Operational activities for Punjab Basic services project.
 Oversaw the detailed network planning including Marketing projections, Roll out plan, switching,
Transmission Backbone and Backhaul networks, Access networks, Operational support systems, GIS
deployment, call centre etc. for Punjab basic services project.
