MOTAS (Motor-car Total information Advanced System) started its service in 1970, and
since then it realized and supported the Japanese vehicle administration for more than 40
years. It has been crucial and indispensable IT system to Japanese motorization.
Together with the Japanese MLIT Ministry of Land, Infrastructure, Transport and Tourism,
NTT DATA developed MOTAS and is taking care of its maintenance and operation
continuously until now, and for the future.

Vehicle Registration and Inspection in Japan

The characteristic of the Japanese vehicle administration is that Vehicle
Registration and Vehicle Inspection are combined into one. Both legal
system and IT system are designed and operated accordingly.

Vehicle
Registration

A legal system to authenticate vehicle proprietary rights.

It officially proves the ownership by connecting owner & user
information and vehicle information
Owner name and address, User name and address
License plate number and Vehicle chassis number

The key is to combine the registration

information and the inspection information.
Who is owning/using what kind of vehicle?
Vehicle
Inspection

A law defined, mandatory system that requires periodical

vehicle inspection depending on vehicle type and vehicle
usage. This guarantees the vehicle safety.

MOTAS covers the whole vehicle life cycle

MOTAS supports the whole vehicle life cycle, based on the two legal system
Vehicle Registration and Vehicle Inspection. All the scenarios are covered.

Functions provided by MOTAS

The MOTAS functions are categorized into two. Core Functions that
enables fundamental vehicle administrative operations and Advanced
Functions that responds to the various requirements from the society.
NTT DATA defined the MOTAS Core Functions in the 1970s when Japan
stood at the dawn of its motorization age, and since then we continuously
evolved MOTAS by developing the Advanced Functions, contributing to
the evolution of the automobile society.

Developing Advanced Functions

based on Core Functions

12

MOTAS Core Function #1

MOTAS Core Functions supports fundamental vehicle administrative
operations. It helps storing accurate registration / inspection information to
the database, and also assists utilizing the data. Let us introduce five major
ones from MOTAS Core Functions.
1. Input Data Check
a. Register the requirements for the application form to MOTAS.
b. MOTAS checks all the applications if they conform to the registered requirements.
As a result : Data consistency guaranteed!

Example of Input Data Check

2. Application Consistency Check
MOTAS records and controls all the applications through a car life-cycle. It detects an
inconsistency between applications, provides traceability.

3. Vehicle Information Control
a. As previously mentioned, MOTAS stores Registration Information and Inspection
Information in an integrated way.
b. Thanks to this, vehicle control based on location and on usage became possible.

5. Issue Inspection Sticker and License Plate
Inspection Sticker

License plate

Its mandatory to put the Inspection Sticker to the front

windshield of the vehicle. The sticker shows valid date of
the inspection certificate. Because of this, its easy to
check if the vehicle has passed the periodical inspection.

front side

License plate shows the vehicle registration number. It is mandatory to put

the plate at a defined position of the vehicle. The number also shows type
and usage of the vehicle.

reverse side
(c)

MOTAS Advanced Function #1

MOTAS Advanced Functions respond (1) to a large volume of applications, (2)
to an examination against complicated regulations, and (3) to an enhanced,
sophisticated vehicle administration. Followings are some of them:
1. Data Entry Support
OCR (Optical Character Recognition) Scanning Ready. MOTAS scans application forms at a speed
of 1200 sheets/hour. This provides accurate and speedy data entry.

2. Automated Examination
MOTAS can perform complicated examinations, checking against multiple data items. This
guarantees accurate and consistent examination. Also, can eliminate unintended human
intervention and corruptions. ex. Examination and Taxation are based on vehicle type/usage, weight and
cleanliness of its exhaust gas.

19

MOTAS Advanced Function (Combination of #1 & #2)

Thanks to the MOTAS Data Entry Support and the Automated Examination, the number of items officers need to
examine by themselves are very limited. This makes the business flow very efficient and as a result, contributes to a
speedy, precise processing.

3. Statistic Analysis
MOTAS can perform a various kinds of statistic analysis based on the accurate registration /
inspection data. This helps the recognition of the current situation, and supports lawmakers to design
a future vehicle administration. This statistic information are available for anyone at the Japanese
MLIT website.
