Corpus Christi Bar Association: 2015 Judicial Evaluation Poll

The Corpus Christi Bar Association had the State Bar of Texas Department of Research
and Analysis conduct an electronic judicial evaluation poll of the Associations
membership between August 10 and August 28. Of the 540 eligible members of the
Association, 177 filled out a ballot (resulting in a response rate of 33 percent).
Respondents were asked to rate each judge on a series of questions, using a 5-point scale,
with a rating of 1 indicating that the judge Never demonstrated the quality in question,
and a rating of 5 indicating that the judge Always demonstrated the quality in question.
Respondents were instructed to use their personal knowledge to evaluate each judge, and
were instructed to evaluate only judges for whom they had sufficient knowledge to
answer the questions. Thus, members were free to decline to evaluate any judge entirely,
or to answer only selected questions regarding particular judges.
The eight questions on which judges were rated is as follows. Note that respondents were
not asked to rate the Nueces County District Court visiting judges on question 8.
Questions:
1. Applies the law correctly
2. Rules promptly and decisively
3. Makes efficient use of time (punctuality, efficiency)
4. Allows sufficient time for presentation of issues
5. Is impartial and unbiased
6. Treats parties and lawyers with courtesy
7. Writes opinions of good quality
8. Staff treats parties and lawyers with courtesy
The following tables represent the results of the poll. In each table, the column labeled
Number of Responses indicates the number of individuals answering each question.
The average of all respondents ratings for each question is listed in the column labeled
Average Rating. The columns labeled Percent of Responses indicate the percentage
of total responses that fell into each category. The sum of percentages for any one
question may not equal exactly 100 because of rounding. Differences in the number of
responses to different questions regarding the same judge are due to members who
declined to answer particular questions regarding individual judges.
