The Assistant Representative is located in Uruguay Country Office (CO). She/he reports to and
acts on behalf of the UNFPA Representative and Country Director.

Job Purpose
In coordination with the Representative, the Assistant Representative designs, develops, and
manages an innovative and responsive country programme. The Assistant Representative leads
the programme team, inspiring it to translate the regional and country goals into specific
solutions and results, and identifies good practices for South-South cooperation with less
developed countries. The Assistant Representative substantively contributes to advancing
policy-oriented agenda; incorporating the participation of regional and national experts in order
to leverage domestic resources of national and sub-national government, private sector and
foundations. He/she builds strategic alliances and partnership, delivering results-based
programmes and developing internal and external communication. She/he facilitates support to
other countries in public policies focusing on knowledge transfer and management. She/he
supports the resource mobilization strategies at country level and provides the Representative
or Country Director with information on achievements of results in the implementation of UNFPA
programmes.

Within a results based approach, nurtures the development of innovative policies and
strategies for them to be shared through South-South cooperation programmes, and
projects. Coordinates technical assistance in the areas of sexual and reproductive health
and rights, population and sustainable development and gender equality.
Promotes knowledge building and management and continuous learning, testing, linking
and documenting innovative strategies, approaches, lessons learned and best practices
inside and outside UNFPA and replicating these strategies and approaches. Ensures that
programme staff integrates new substantive policies, methodologies and tools (RBM,
gender concepts etc.); and promotes opportunities for South-South collaboration, especially
for public policy development and technical support to countries in the region, focusing in
the South Cone countries.
Translates global strategies into country specific advocacy strategies, creates and delivers
effective evidence-based advocacy messages to promote UNFPAs programme goals taking
into account political and social sensitivities.
Conducts substantive policy dialogue with Government counterparts and UN and other
development partners to facilitate the incorporation of UNFPAs programme priorities and
ICPD agenda into sustainable development national plans and strategies, UN systems
initiatives and development frameworks (SOPs, DaO, CCA, UNDAFs, SDGs CERF and
other humanitarian response tools).

Work Relations
The Assistant Representative advances the ICPD policy agenda, sharing the innovative
responses created in Uruguay responding to a changing aid environment and the impact it has
on the role played by high level middle income countries. She/he facilitates and coordinates
technical advisers and experts and promotes partnership, synergy and strategic alliances with
counterparts in government, multi-lateral and bilateral agencies and civil society. The Assistant
Representative contributes to UN systems coordination through participation in policy dialogue
and provision of inputs into joint common system initiatives.
Internal contacts include the RC UNDP/UNFPA Representative, Country Director, the COs
programme/technical team, other divisions/branches at HQ, the RO and the SRO, and
counterparts in other country offices. External contacts include other UN agencies in country,
and counterparts and partners in Country programme activities, including international NGOs,
experts etc.

Job Requirements
Education:
Advanced degree in Public Health, Medicine, Sociology, Demography, Gender, International
Relations, International Development, Economics, Public Administration, Management or other
related field.
Knowledge and Experience:
5 years at least of progressively responsible professional experience in the field of
gender equality and empowerment development and population activities, including
formulation, implementation and monitoring public policies, knowledge management
