Development of Best Practices.
2. RATIONALE (State reasons for adoption; problems to be solved)
The reasons for the adoption of the following Proposed Best Practices,
to wit: the PNP-AKG In-House Training Program,the Repair and Renovation
of PNP-AKG Office Building and Facilities, the Anti-Kidnapping Action Team
(AKAT), the Case Monitoring Information System (CMIS) and the Advocacy
Seminars on KFR Prevention are as follows:
They prepare, educate and enhance the skills and the AKG
personnel in handling Hostage Negotiations and
Kidnap-forRansom cases, the main mission and vision of PNP-AKG. In
such case,the PNP-AKG workforces learning and growth needs
are addressed.
They boost the moral and welfare of PNP-AKG personnel as well
as stakeholders by providing new ambiance and pleasant work
environment to visitors/clients, they be foreign counterparts,
dignitaries, VIPs and high profile personalities while financially
resource efficient, saving the Group from leasing venues for
conferences/seminars.
During the weekly conference, the chief of Staff, AKG is able to talk to
the Chiefs of AKG Field Units who in turn update cases to the AKG
Command Group within their area of responsibilities.
The partners in this project are the Movement for the
Restoration of Peace and Order (MRPO) headed by Architect Kakuen
Chua, the Department of Justice Anti-Kidnapping Taskforce (DOJAKTF) headed by Senior State Prosecutor Olivia Torrevillas, the family
of kidnap victims and the investigators of the Anti-kidnapping Group.
For the period January to May 23, 2014 this office monitored
and recorded eighty three (83) cases which were attended by our
investigators.
The case monitoring information system used by the PNP-AKG
is the only one of its kind as a unique a systematic tracking device for
any pending KFRC filed in any court in the country.It is developed by
the Investigation and Case Monitoring Division (ICMD) and is among
the most advanced and effective system used in the country for early
resolution of the filed KFRC in court.
5) Monitoring Identified KFRGs/KFR Personalities
After a KFR suspect/s is/are identified, during the assessment, it
is necessary to spend time with the complainant. It is necessary to
provide the complainant sufficient time to fully obtain full details of the
information related with the suspect/s. To obtain the full details of the
information and complaint, it is imperative to actively listen to the
suspect/s presentation of his witness/es and delivery of the information
or details of the incident. It is necessary to note of any observation and
implicate members of the KFRG presented as witness/es who have not
been issued warrant of arrest.
Persons to be included in the Watch List category are those who
have been implicated in:
(a) sworn statements of victims, witnesses and arrested
suspects;
(b) tactical interrogation/debriefing reports;
(c) intelligence reports, information reports, agents reports;
(d) signed letter complaints; and
(e) other official reports
Subject/s in the Watch List is/are for further monitoring,
investigation and case build-up. If upon verification a person is found to
have no involvement whatsoever, the persons name shall be removed
from the watch list. If enough evidence to warrant the filing of a criminal
case in court and a warrant of arrest has been issued for the person
included in the watchlist, the persons name shall be removed from the
watch list and placed in the priority list.
If upon determination, the suspect is a member of KFRG, he will
be included in the master/reference list category. Listed under this
category are those who have been included in the priority list and or
watch list and who are the same members of organized crime
groups/criminal gangs.
Monitoring of Identified KFRGs/KFR Personalities requires
technical knowledge and skills due to the sensitivity and complexity of
the job. Determination of the KFRGs Capability, Motive, Nature of
Criminal Activity, Time, Duration and Frequency are the essential
considerations.
The Intel identifies the Name of Group which uses modus operanda
from other groups with the same or similar crime specialties. The
groups name is usually derived from the surname of the group leader
unless the group has utilized another appellation for itself.
After identifying the groups name, the Intel team establishes the
groups Criminal Activity. First, they identify the Primary or the main or
principal crime specialty, for which the group was originally established.
Then, the Secondary or other alternative crime specialties which the
group may undertake from time to time as opportunity warrants. Name
of the recognized head of the group, including nickname or alias. If
possible, the bio-data, photograph and physical and psychological
profile of the individual shall be included. Then the Name of Members
of the group, including the bio-data, photograph and physical and
psychological profile for each individual.
The groups Current Activities acknowledged or identified to
have been committed by or attributed to the group.
It is necessary to identify the groups Arms and Equipment, the
type, make, caliber and serial numbers of weapons used, the
Communication they use as to color, year of manufacture, model,
brand, accessories and license plates; the vehicles
as to color, year
of manufacture, model, brand, accessories and license plates.
Intel team will identify the groups connections or associations
and linkages from the government, private and other sectors
established and maintained by the group, to include their role and
circumstances in the groups activities.
Aside from connections, the Modus Operandi or the distinct style
or mode of operation used by the group to perpetrate its crime
operations will be identified. Another is the Criminal Records of each
individual member of the group, including criminal case number,
offense, court of jurisdiction, case status and warrant/s of arrest, if any.
7. RECOMMENDATION
Recommend approval of the above Proposed Best Practices.
