The human resource quality of Indonesia in global era still not yet to be able to
anticipate it. To respond of the condition that applied by one of strategic effort at
educational, it is the program of universal elementary education. Implementation
of universal elementary education do not only gone through by formal education,
but also can be gone through by nonformal education program that is the Learning
Group of A Pakage equivalent Elementary School and the Learning Group of B
Pakage equivalent Lower Secondary School.
Formal education or education in developing schools of learning theory called
pedagogy which means the art and science guiding children. In addition, there is a
theory of learning. Another meaning is Andragogy art and knowledge
membelajarkan adults. However, by as an adult is an individual who has a selfidentity (sense of identity) and directs and drive yourself (self-directed, self
motivated), the more concerned Andragogy learning activities teach learners
instead of teachers. pedagogy prioritizes model of content (content model)
whereas andragogy prioritizing process model (Kuntoro, 1983).
In order to drive yourself, people use their learning experiences, own set of
readiness to learn, and organize learning activities (self-directed learning)
(Knowles, 1985). The process evolved slowly from children to preteens
and further developing rapidly in adolescence to adulthood.
Out school education ( UU No.20 TH.2003 ) refers to learning in an organized
setting outside the school system . Non-formal education also occurs when one of
the parties did by accident , while if both parties do not no element of
premeditation so without setting organization , called informal education .
More non-formal education to speak and act in terms of the realities of life and
lifesociety .
More attention focused on the efforts to help the realization of learning process in
the community . In this context emphasizes the orientation of non-formal
education on purpose so that people have the ability to deal with problems in
environment , then look for appropriate measures to solve it so that the public
can improve the nature and dignity of life . Thus the non-formal education is
part of the recesses of people's lives to be searched and hoped his participation
in promoting life in the community , with the trade mark has adistinguish from
other educational pathways .

This was in accordance with the vision of non-formal education which proclaimed
the establishment of the citizens intelligent people , skilled , independent ,
competitive , and genar learn . To realize the vision The mission of non-formal
education has been decided as follows : ( a) expansion and equalization
services for early childhood education , (b ) the expansion and distribution of
educational services beyond elementary school , (c ) the expansion and
distribution of educational services and skills of the people ; ( d ) the expansion
and distribution of educational services and skills for women ( Sihombing ,
2000 ) .
Non-formal education has the function of an individual or group to learning
able to empower and develop themselves so that they can adapt to change /
the times . Based on the function of non-formal education can serve
educational needs supplements , complementary education , compensatory
education , education substitution , alternative education , education enrichment ,
education updates ( updating ) , education / skills training , educational adjustment
, and nursery education ( Anonymous ,1985) .
In detail the function of non-formal education can be described as follows :
1 . Supplement education : an opportunity to increase / improve the knowledge
and skills outside a certain school education / formal .
2 . Complement education : an opportunity to add / supplement school education /
formal
.
3 . Education compensation / replacement : the opportunity to obtain an education
for those who do not never experienced education in schools .
4 . Education substitution : the opportunity to learn at certain levels since
the lack of education around the residence .
5 . Alternative education : the opportunity to choose the path of non-formal
education in relation with the opportunity or the time owned .
6 . Educational enrichment / reinforcement : the opportunity to enrich / expand /
improve skills acquired from education school / formal .
7 . Education updates / updating : the opportunity to update or rejuvenate
knowledge and skills already possessed .
8 . Education skill formation : the opportunity to acquire new skills in
addition possessed skills .
9 . Adjustment education : the opportunity to obtain education adjustment in
respect of territorial mobility , employment , and social change .
10 . Nursery education : the opportunity to obtain an education or skills training
particular through the learning process together with a joint undertakings within
the group learning joint venture . ( Sudomo , 1989) .
Non-formal education has the same national goals with the goals of national
education, ie developing pesertya potential students to become a man of faith and
piety Almighty God, noble, healthy, knowledgeable, skilled, creative,independent,
and While operationally , non-formal education has institutional goals that allow
citizens have :
1 . opportunity to develop personality and self- actualize ;
2 . ability to face life's challenges both within the family and in environment
society ,

3 . the ability to raise a family prosper promote the general welfare ;


4 . ability extensive knowledge about the rights and obligations as citizens of the
ocean ;
5 . the ability of national consciousness , state , and society in the context of
development people and communities ;
6 . ability to create or help create jobs according to skills owned . ( Sudomo ,
1989) .
Sixth institutional goals asserted that non-formal education seek develop in
harmony , harmonious , and balanced against the intelligence , attitude ,
creativity , and skills to improve the quality and standard of living for themselves,
their families , and society .
Nonformal education as one of the pathways in addition to formal education
( schooling ) and in- formal education ( education in the family ) , has units
diverse education . Organized non-formal education channels for citizens
services that require education that serves as a replacement , addition , and / or
complement formal education in support of lifelong education . educational
function nonformal develop the potential of learners with an emphasis on the
acquisition of knowledge and functional skills as well as personality development
and professional attitude .
Substantially non-formal education includes life skills education , education
early childhood , education, youth , educational empowerment of women ,
education literacy , vocational education and job training , educational equality ,
and education others are appointed to develop the ability of learners ( Article 26 of
Law 20 TH.2003 ) .The need for education as it is channeled through non-formal
education programs, among others : Early Childhood Development ( ECD ) , TPA
( TPA ) , Group Play ( Play Group ) , Functional Literacy ( KF ) , equivalent SD

Scouting , Youth Education , Education femininity , Skills courses / Vocational ,
