This was in accordance with the vision of non-formal education which proclaimed
the establishment of the citizens intelligent people , skilled , independent ,
competitive , and genar learn . To realize the vision The mission of non-formal
education has been decided as follows : ( a) expansion and equalization
services for early childhood education , (b ) the expansion and distribution of
educational services beyond elementary school , (c ) the expansion and
distribution of educational services and skills of the people ; ( d ) the expansion
and distribution of educational services and skills for women ( Sihombing ,
2000 ) .
Non-formal education has the function of an individual or group to learning
able to empower and develop themselves so that they can adapt to change /
the times . Based on the function of non-formal education can serve
educational needs supplements , complementary education , compensatory
education , education substitution , alternative education , education enrichment ,
education updates ( updating ) , education / skills training , educational adjustment
, and nursery education ( Anonymous ,1985) .
In detail the function of non-formal education can be described as follows :
1 . Supplement education : an opportunity to increase / improve the knowledge
and skills outside a certain school education / formal .
2 . Complement education : an opportunity to add / supplement school education /
formal

3 . Education compensation / replacement : the opportunity to obtain an education
for those who do not never experienced education in schools .
4 . Education substitution : the opportunity to learn at certain levels since

Non-formal education has the same national goals with the goals of national

Non-formal education as one of the pathways in addition to formal education
( Schools ) and formal education ( education in the family ) , has a diverse

early childhood , education, youth , education, women's empowerment , education

education ,among others : Early Childhood Development ( ECD ) , TPA ( TPA ) ,
