PROCEDURE FOR THE MANAGEMENT

OF
THE EMERGENCY WATER SUPPLY SYSTEM
AT
THE KINGSTON CONTAINER TERMINAL
&
KINGSTON FREE ZONE

1.0 Purpose
The purpose of this procedure is to establish the protocol for the management of the
Emergency Water Supply System at the Kingston Container Terminal (KCT) and
Kingston Free Zone (KFZ)

2.0 Scope
The scope of this document includes:
a. The activation & deactivation of the Emergency Water Supply System
b. The Maintenance of Components within the System.
c. Water Quality Checks

3.0 Responsibility
The Facility Manager Business Management & Special Project (BMSP) - Port
Authority of Jamaica will ensure that this policy/procedure is adhered to.

4.0 Definitions
4.1 Port Authority of Jamaica (PAJ) Statutory agency of the Government of
Jamaica with the responsibility for the operations & development of seaports
within Jamaica.
4.2 Kingston Container Terminal (KCT) Transhipment facility for
containerised cargo at Newport West owned by the Port Authority ofr
Jamaica.
4.3 Kingston Free Zone (KFZ) Free zone warehousing space owned by the
Port Authority of Jamaica.
4.4 Port Authority of Jamaica Business Management & Special Project
Department (BMSP) - The department of the PAJ with the responsibility of
Property Management
4.5 Port Authority of Jamaica Engineering & Port Development Department
(PAJ Eng) The department of the PAJ with the responsibility of
Engineering.

4.6 Kingston Container Terminal Services Limited(KCTSL) A subsidiary of


the PAJ with the responsibility to manage the Kingston Container Terminal
(KCT)
4.7 KCTSL Facilities Maintenance Manager - The manager at KCT with the
responsibility for Emergency Water Supply System.
4.8 National Water Commission (NWC) - the Government agency with the
responsibility for providing potable water.
4.9 The Main Storage Tank The main storage tank of 300, 000 gallons capacity
located in the western section of the KCT.
4.10 The Motor Pump Assemblies- The components supplying the pumping
capabilities for the main storage tank.
4.11 Motor Control Centre MCC located at tank site and distributes power to
pumps and lighting components.
4.12 West Terminal The Western portion of the KCT Container Yard
4.13 South Terminal - The Southern portion of the KCT Container Yard

5.0 Procedures
General Conditions
Under normal operating conditions the 300,000 gallon storage tank serves as a back
up water supply to KCT. In order to have constant flow through the tank, the
Kingston Free Zone (KFZ) is constantly being supplied via storage tank.
However, if it should become necessary to supply KCT from this source the
following steps should be taken:
a.

Collect MCC room key from KFZ security.

b. Carry out the valve operations according to the following sequence.

c. Start pumps

Upon the return of water supply the following steps should be taken:
a. Stop pumps
b. Return all valves to normal operating position as per the above table.
c. Lock MCC room door and return keys.

6.0 Alternative Water Supply


In the event that the 300, 000 gallon storage tank system becomes
inoperable it is the responsibility of the KCTSL and the KFZ Facilities Maintenance
Mangers to make the necessary arrangements with the National Water
Commission and/or private contractors to truck potable water to individual storage
tanks located on their respective site.

7.0 Maintenance of System Components


To ensure trouble-free operation of valves, pumps and electrical devices during
emergencies the following routine maintenance should be carried out:

8.0 Water Quality Checks


During normal operation the Kingston Free Zone is fed from the storage tank which is
in turn replenished from the NWC System thus reducing the risk of the water in the
tank becoming stale.
A monthly water quality test should be carried out by the NWC to verify the actual
quality of the water in the tank and the test results circulated to all stakeholders.
In the event that any of the test parameters are not within the required standards,
arrangement must be made by the responsible person (based on recommendations
from the NWC) to take corrective action to restore water quality.
