Introduction

TheNationalRenewableEnergyLaboratorysecuredtheservicesofProfessionalTestingtohelpdevelop
ajob/taskanalysis(JTA)foroperatingengineers/buildingtechnicians.
JTAisaprocedureforanalyzingthetasksperformedbyindividualsinanoccupation,aswellasthe
knowledge,skills,andabilitiesrequiredtoperformthosetasks.Specifically,aJTAcanbedefinedas
anysystematicprocedureforcollectingandanalyzingjobrelatedinformationtomeetaparticular
purpose(Raymond2001).JTAcanbeusedtodescribe,classify,andevaluatejobs;ensurecompliance
withlegalandquasilegalrequirements;developtraining,promoteworkermobility,planworkforces,
increaseefficiencyandsafety,andappraiseperformance(Brannicketal.2007).
JTAistraditionallyusedbysecondaryandpostsecondaryeducators,testdevelopers,andbusiness,
industry,government,andmilitarytrainerstohelpidentifycoreknowledgeareas,criticalwork
functions,andskillsthatarecommonacrossarepresentativesamplingofcurrentpractitioners.
Thisprojectusedthedevelopingacurriculum(DACUM)methodtoconductaJTA.DACUMisan
occupationalanalysisledbyatrainedfacilitator,wherepractitionersinaspecificoccupationcome
togetherforamultidayworkshoptoprovideinputaboutthespecifictasks,knowledge,andskills
neededtoperformtheirjob.
Thisdocumentprovidesdraftresultsoftheanalysisandwillformthebasisforasubsequentindustry
validationphase,wherealargergroupofindustrypractitionerswillevaluatethelistofjobrelated
tasks.Thisgroupwillensurethattheidentifiedtasksandweightingfactorsaccuratelyrepresentthejob
ofanoperatingengineer/buildingtechnician.Thisstepwillalsoprovideanopportunityforindustryto
identifyanymissedtasksoranythatwereincludederroneously.
Thecontentpresentedinthisdocumentwascreatedbyindustrypractitionersandisintendedtoportray
thejobofanoperatingengineer/buildingtechnicianascurrentlypracticed.

Subject Matter Expert Selection Process

ProfessionalTestinghelpedtoestablishthecriteriaforselectingtheDACUMpanelofsubjectmatter
experts(SMEs).Tobeeligiblefortheworkshoppanel,applicantswererequiredtosubmitanelectronic
applicationandtodemonstratethattheywereactivepractitionersintheirfield.Tocreatea
representativepanelofpractitioners,ProfessionalTestingselectedSMEsfromalargerapplicantpoolto
ensure:

Geographicdiversity
Representationofawiderangeofexperiencelevels(novicetoexpert)
Nosingleorganizationororganizationsizedominatedthegroup
Allsectorswererepresentedwithnosinglesectordominating(publicversusprivate)
Diversityofindustryrelatedcredentials,representedbythepanelists.

Sixapplicantsmeetingtheabovecriteriawereselectedtocreatetheoperatingengineer/building
technicianSMEpanel.

TheDACUMPhilosophy:
Practitionerscandescribeand
definetheirjobsmoreaccurately
thananyoneelse.
Oneofthemosteffectivewaysto
defineajobistodescribethe
taskspractitionersperform.
Alljobscanbeeffectivelyand
sufficientlydescribedintermsof
thetaskssuccessfulworkers
perform.
Alltasks,tobeperformed
correctly,demandcertain
knowledge,skills,abilities,
attributes,andtools.

Day1consistedofanintroductiontotheDACUM
process.ThetrainedDACUMfacilitatorexplainedthe
JTAprocessandprovidedtheSMEpanelwithdutyand
taskstatementdefinitions.Adutyreflectsalargearea
ofworkforaspecificprofession;multipletasks
describehowtoperformeachduty.Thepresentation
thenshiftedtoadiscussionaboutoperating
engineers/buildingtechnicians,morespecificallythe
who,how,what,andwhyoftheprofession.The
SMEpanelistscompiledthisinformationintoa
comprehensivelisttocapturekeyoperating
engineer/buildingtechnicianjobcomponents.
Thenextstepwastoidentifyduty(ordomain)areas.
OncetheSMEpanelistsreachedconsensusonthe
dutyareas,theydelineatedeachdutybyidentifying
therequiredtasks.

OnDay2,thefacilitatorprojectedaspreadsheetthat
containedtheidentifieddutyareasandcorresponding
taskstatements.TheSMEswereaskedtolistthe
stepsundereachtaskandtoidentifytheknowledge,skills,abilities,andtoolsneededtocompleteeach
task.
OnDay3,workconcludedwiththeSMEsfinalizinganoverarchingjobdescriptionforoperating
engineers/buildingtechnicians.

Results

Thisdocumentpresentsaspectsofanoperatingengineer/buildingtechnician,ascapturedbythe6
memberpanelduringtheMay1113,2011JTAworkshopinDenver,Colorado.Thetablesthatfollow
reflectjobrequirementsandaremeanttoprovideaclearunderstandinganddetaileddescriptionofthe
workperformed.
