intends to purchase mower before next
summer.

1)Mingo View Drive - Sanitary Sewer

main with individual grinder pumps at
homes that could be owned/operated
by individuals or City depending on Councils thoughts
B) Initial cost estimates would be
$372,000 with 18 current parcels to
spread costs coming to $20,000/parcel with 75% assessments totaling roughly
$15,500/parcel
C) These estimated numbers would
change if residents request and Council
agrees to move forward with the addition of sanitary sewer to the project.
Additional detailed surveying, soil boring, and feasibility testing would be needed
to ensure that force main/grinder pump
is most viable option over gravity lines/
lift station option.
D) Administrator Boulton is collecting
information about septic age, compliance, and if homeowners have room to
replace their system when it fails
E) Discussion took place regarding
homes not on City water and homes
with relatively new septic systems. In
both cases decisions would be up to the
Council in the future.
F) The shared well by five homeowners
may need to be capped and abandoned
if it is too close to the sanitary sewer line
installation according to State rules and
regulations
G) Private septic sewer abandonment
numbers not included in the recommendations - would be $500-$1000.
H) Council agreed that once all current septic system information is gathered in the coming months the subject
will be brought up for additional discussion at future Council meeting with the
residents of Mingo View Drive.
2) Cenex Addition 4th Update on Xcel
Energy Work Request Agreement for street
lights and electrical service. Estimated
costs are $28,255.64. Staff plans to
proceed with executing agreement and
sending a check to Xcel Energy to proceed. Council had no concerns with
agreement or costs moving forward. A
significant portion of the costs are eligible for MN DEED Grant reimbursement.

Mayor Holmes opened up the public
hearing for MN DEED Small Cities Development Grant Program Progress at
7:56pm. Administrator Boulton and Karen
DuCharme from SEEMCHRA explained
that the program required a public hearing for input on the program in its second year. No public input was offered.
Mayor Holmes closed the public hearing at 8:03pm.
Karen DuCharme went on to give an
update on the program to the City Council. The project at Springcroft Apart-
ments is nearing completion and is ahead

of schedule. There are three single
family home projects under way or near
completion. The target was to have 11
single family homes completed as part
of the project. SEMMCHRA will continue to seek applications and possibly
increase the target area in order to reach
this goal before December 31, 2016.
