Introduction
Far West Laboratory for Educational Research and Development issued a
request for proposal regarding the evaluation of the Determining Educational Purposes
(DIP) program on July 15th, 2015. This document is a response to that request. This
document contains a description of the program to be evaluated, the proposed
evaluation method, a task schedule, the project personnel, and budget details.
Determining Educational Purposes (DIP) Program
The Determining Educational Purposes (DIP) program is a training program
aimed at improving the skills of graduate students and school administrators about the
creation of effective school programs. The program features a training coordinators
manual and three course modules. The course modules (or units) are as follows: Unit 1Setting Goals, Unit 2-Analyzing Problems, and Unit 3-Deriving Objectives. Each unit is
available in print only and sells individually for $8.95 with special package pricing of
$24.95 for purchasing all three units at once. Each unit contains both reading
information and activities about the units subject matter. The modules are designed to
be a complete training unit that can be done one unit module at a time, but each unit is
also designed to be a stand-alone product.
The program calls for the use of a training coordinator for the proper use of the
training materials. The training coordinator will facilitate the learning process according
to the procedures in the Coordinators Handbook. The Coordinators Handbook is also
available in print only and sells for $4.95.
Evaluation Method
Purpose: The Far West Laboratory management team wishes to determine the
feasibility of the Determining Educational Purposes training program. The evaluation will
provide information and recommendations regarding the marketing and sale of the
training units. Additionally, the evaluation will serve to provide information that can be
used by the target market comprised of current and future school administrators.
Audience: There are three groups that make up the audience for this evaluation. These
are:
1. The Far West Laboratory Program Feasibility Committee can use the
results to make an informed decision about the future of the program;
2. The Far West Laboratory Sales and Marketing Team can use the
information from the evaluation results to improve their sales and
marketing efforts;

3. The Far West Laboratory Curriculum writers and product creators will find
the information from the evaluation useful. They may be able to improve
upon or add new modules based on the information contained in the final
evaluation report.
Information Requirements: Providing the Far West Laboratory management team with
accurate and relevant information will require obtaining different types of information.
The information gathering process involves three different key types of information.
Program Costs relates to marketing and development costs and includes information
pertaining to program development costs, marketing costs, sales efforts, and marketing
plans.
Suitability of Materials involves the materials themselves. Information on competitors,
the module curriculum, and training formats will be gathered.
Target Market Demographics and Interest: Data on the market size, reactions to the
products, market interest, and pricing will be collected.
Data Sources: Gathering the information mentioned above can be done via a variety of
different instruments. Information specific to Far West Laboratories can be obtained by
interviewing key personnel in the appropriate departments. An Interview with the
program director can provide information on program development costs. The sales
director can provide information on sales efforts, and the marketing director can provide
information on the marketing plan.
Research of online databases and public records can provide information on
competitors. Conducting research on print on demand services and digital learning
modules can provide information on alternative costs to the print-only medium that
espouses the current modules.
The utilization of a Subject Matter Expert (SME) to review the course materials
will provide data on the curriculum and training formats.
Gathering information from the target market will require the creation of surveys
and test kits. The surveys can be used to gather information about market size, market
interest, and pricing. The test kits can help obtain customer feedback for the training
units. The test kits should be deployed in a live training environment to get real-world
feedback about the ease of use of the training modules. The test kits should include all
the modules and a Coordinators Handbook. This should be done in a setting that can
be monitored by the evaluators either in person or via a video recording.

Project Personnel
Nicolas Hernandez Evaluation Coordinator, Director: Mr. Hernandez is the founder
and director of Evaluation Consultants, LLC. Mr. Hernandez is a certified program
evaluator (Florida State University, 2005) and has coordinated over 200 evaluations
over the last ten years. Mr. Hernandez holds a Master of Business Administration
degree from the University of Texas at Austin (1996) and a Master of Educational
Technology degree from Boise State University (2015). Mr. Hernandez is a skilled
researcher who is known for being flexible, working with clients to meet their needs, and
delivering accurate evaluations on schedule. Mr. Hernandez will be the face of
Evaluation Consultants, LLC. He will meet with the FWL leadership regularly to provide
updates on the evaluation progress. Mr. Hernandez will also create the surveys and
conduct the business and target market-related research for the evaluation.
Dr. Anna Lhyze Data Analysis: Dr. Lhyze holds a Ph.D. from Cornell University in Data
Analysis and has over 20 years of data analysis experience. Her data analysis work has
earned her national recognition as an expert in data analysis and has led to her articles
being published in dozens of peer-reviewed journals. She is frequently called on as an
expert witness in court cases requiring a data analysis expert. Dr. Lhyze will analyze the
data from the surveys and the final data gathered from all sources.
Dr. Ed. U. Cashion Subject Matter Expert (Curriculum Development): Dr. Cashion is a
subject matter expert in the field of curriculum development. Dr. Cashion developed the
Teacher to Trainer curriculum for professional development and wrote the Teacher to
Administrator Transition Guide for new administrators. Dr. Cashion has worked on
dozens of evaluation projects for Evaluation Consultants, LLC over the last ten years.
Dr. Cashion will analyze the DIP curriculum materials and the data gathered from all
sources of the evaluation.
Budget
The following is the proposed budget for the completion of the DIP evaluation contract.
A breakdown of the budget is below. 2/10 net 30 rates apply but are not shown below.
