THE AGENCY

The agency was created by virtue of Republic Act No.

3601, and was signed on June 22, 1963 by His Excellency


President Diosdado Macapagal as a Government Owned and
Controlled Corporation (GOCC) with an initial capitalization
of P300M. The agency is mainly tasked with the development
and operation of all irrigation systems all over the country.
Its forerunner was the Irrigation Division of the defunct
Bureau of Public Works. Presidential Decree No. 1 issued
by President Ferdinand E. Marcos on September 23, 1972
integrated all irrigation activities under NIA. Presidential
Decree No. 552 dated September 11, 1974 increased the
Agencys capitalization from P300M to P2B. The Agencys
capitalization was further increased from P2B to P10B by
Presidential Decree No. 1702 issued on July 18, 1980.

IRRIGATION DEVELOPMENT AS OF DEC. 31, 2012

OBJECTIVES



To develop and maintain irrigation systems in


support of the agricultural development program of
the government.
To provide adequate level of irrigation service on a
sustainable basis in partnership with the farmers and the
local government units (LGU).
To provide technical assistance to institutions in the
development of water resources for irrigation.
To support economic and social growth in the rural area
thru irrigation development and management.

REGIONS COVERAGE


After the creation of NIA under RA 3601 in June 22,
1963, there was only one (1) Regional Center for Mindanao
situated in Koronadal, South Cotabato. Later on, Mindanao was
divided into two (2) regions, Region 7 in Molave, Zamboanga
del Sur and Region 8-A at Koronadal, South Cotabato. Region
7 composes the provinces of Zamboanga del Sur, Zamboanga
del Norte, Sulu Archiepelago, Misamis Occidental, Misamis
Oriental, Camiguin Island, Lanao del Norte, Lanao del Sur and
was under the supervision of Engr. Jose Arce who was later on
replaced by Engr. Depandian Ibrahim. With the issuance of NIA
MC No. 12, series of 1978, a new regionalization scheme for
Mindanao was created and the Provinces of Zamboanga del Sur,
Zamboanga del Norte, Sulu Archipelago was retained by then
Region 7 which was changed to Region 9 with headquarters in
Zamboanga City.

On August 1, 1989 RA No. 6734 otherwise known as
the Organic Act for the Autonomous Region in Muslim Mindanao
(ARMM) was enacted into law and based on the plebiscite
conducted on the November 19, 1989, the provinces of
Maguindanao, Lanao del Sur, Sulu and Tawi-Tawi were covered
by the Autonomous Region in Muslim Mindanao (ARMM). While
the NIA ARMM is not yet established, the provinces of Basilan,
Sulu and Tawi-tawi is still under the direct supervision of Region
IX per arrangement with the NIA Central Office. Meanwhile,
Executive Order No. 429 dated October 12, 1990 was issued
by Her Excellency Corazon C. Aquino, transferring the Regional
Center from Zamboanga City to Pagadian City but retaining
Zamboanga City as the commercial and industrial center.
Pursuant to the said Executive Order, Executive Secretary
Eduardo R. Ermita issued Memorandum Circular No. 75 dated
November 12, 2004 directing the transfer of Regional Offices
of all Departments and Agencies from Zamboanga City to
Pagadian City as soon as practicable. NIA Region IX eventualy
transferred to Pagadian City in two batches dated March 24,
2008 and August 19, 2008.
