The Ethics and Anti-Corruption Commission (EACC) is established under Section 3 of the
Ethics and Anti-Corruption Commission Act No. 22 of 2011, pursuant to article (79) of
the Constitution of Kenya. The Mandate of the Commission is to combat and prevent
corruption through law enforcement, preventive measures, education and promotion of
standards and best practices of Integrity, Ethics and Anti-Corruption.
The Commission invites applications from suitably qualified persons to fill the following
positions;NB: Successful Candidates must be ready and willing to work in any part of
the country.
INVESTIGATIONS DIRECTORATE
OPERATIONS ASSISTANT II HUDUMA CENTER, JOB GRADE - EACC 10 (25
POSTS) REF: EACC/ID/OAII/1
Reporting to Deputy Director Report and Data Centre through the Assistant
Director Report and Data Centre;
Duties and responsibilities include: Receiving complaints/information brought to the Commission;
Analyzing and classifying the complaints and information;
Interviewing and providing advice to the clients;
Preparing appropriate memoranda and correspondences;
Maintaining and updating complaints/reports database;
Distributing IEC material;
Collecting and preparing corruption intelligence briefs.
Advising on the Laws, Procedures and Practices relating to the Surveying and land
management;
Assisting other investigators on issues relating to the profession;
Undertake topographic surveying, geomatics surveying and other related land
surveying exercises and prepare related reports as and when required;
Investigating cases of corruption and economic crimes;
Identifying and tracing corruptly acquired assets;
Preserving assets that are subject of investigation;
Compiling and submitting investigation reports;
Supporting civil proceedings against any person for the recovery of corruptly
acquired property or benefits;
Giving expert evidence in court on matters relating to the profession;
Observing the highest standards of professional and ethical conduct, and integrity
in the investigation and prosecution of corruption and economic crimes cases;
Complying with principles and values of good governance, human rights,
transparency, accountability, ethics, and integrity;
Minimum relevant working experience of 8 years (post registration with the relevant
professional body);
A Bachelors degree in Surveying, Geo-Special Engineering & Space Technology or
Geomatics Engineering & Geospatial Information Systems from a recognized
university;
Licensed as a Surveyor by the Land Surveyors Board
Member of the Institution of Surveyors of Kenya ;
Certificate in computer application skills;
Certificate in any of the following courses lasting not less than four (4) weeks would
be an added advantage:- Economic Crimes and Intelligence Course; Public
Corruption Investigations Course, Basic Investigations Course, Governance, Ethics
and Anti-Corruption and Economic Crimes Course; Fraud Investigation and
Prosecution; Fraud Course; and Criminal Investigations Course from a recognized
institution.
Demonstrated integrity and professional competence as reflected in work
performance and results.

Certificate in any of the following courses lasting not less than four (4) weeks will be

Reporting to Deputy Director Ethics and Leadership Development through
the Assistant Director Ethics and Leadership Development
Duties and responsibilities:
Receiving and appraising leadership and integrity codes from State Officers;
Receiving and appraising draft codes of conduct and ethics from public officers;
Implementing ethics and integrity programmes, policies and regulations in liaison
with public entities;
Drafting opinions in relation to ethics legislation and regulations;
Conducting desk research for development of advisories on ethics and integrity
laws;
Disseminating guidelines to public entities on compliance with leadership and
Integrity requirements;
Developing standards on ethics and integrity in various sectors;
Designing information and communication materials on ethics and Leadership;
Compiling reports on bank accounts held by state and public officers outside Kenya;
Compile statistics on all active bank accounts held by state and public officers

Duties and Responsibilities;
Produce fleet related metrics in conjunction with the Senior Fleet and Logistic
Officer;
Research, propose and implement fleet and Logistic solutions to achieve the
most economic and efficient transport operation;
Plan and coordinate fleet operations;
Schedule maintenance and repair of vehicles;
Liaise with procurement and accounts departments for timely and prompt
payment of suppliers;
Follow up on licensing and insurance of the fleet;
Compile and submit monthly returns;
Keep up to date records of work tickets;

Reporting to the Deputy Director ICT through the Assistant Director - ICT
Duties and Responsibilities
Implementation of the Procurement Plan effectively and efficiently and ensuring the
organization gets value for money;
Designing and implementing sound stock control mechanism for the supplies
function;
Planning and implementing perpetual stock control taking exercises;
Effectively analyse quotations and tenders for Tender/Procurement Committees
Approval;
Providing Secretariat Services to both the Procurement/Tender Committee.
Processing payments;
Monitoring revenue collection and expenditures based on approved budgets;
Application of sound principles, systems and techniques in accounting for
finances, assets, revenue, expenditure and costs;

Undertaking audit inspection at the Commission;
Preparing or contributing to the preparation of risk-based audit work plans and
programs;

Capacity building for Community Based Anti-Corruption Monitors and carrying out
general anticorruption sensitization and trainings and programme monitoring.
