1. What Is Traffic ?
Traffic is that phase of engineering that deals with the planning, geometric
design and traffic operations of roads. Typical traffic engineering projects
involve designing traffic control device installations and modifications,
including traffic signals, signs, and pavement markings. However, traffic
engineers also consider traffic safety by investigating location with high
crash rates and developing counter measures to reduce crashes. It
focuses mainly on research for safe and effient traffic slow, such as road
geometry , sidewalk and crosswalks, segregated cycle facilities, shared
lane making, traffic signs, road surface markings and traffic lights.

3.Act related to road transport

I )Road Transport Act 1976

The purpose of the drafting of the Road Transport Act 1976


An act to make provision for the regulation of motor vehicles and traffic on the
streets and other matters connected with roads and vehicles thereon to
provide for the protection of third parties against risks arising from the use of
vehicles motor.
To provide for the coordination and control of the means and facilities for
transport.
To provide for the coordination and control of the means and facilities for the
construction and adaption of motor vehicles.
To provide for connected purposes.

The general content of the Road Transport Act 1976 (Act 333)
This act is replacing the traffic ordinance 1958. This act was divided into 6 parts:
Part 1: Preliminary (Introduction of the road act)
Part II: Classification , Registration and Licensing of Motor Vehicles and Drivers
Part IIA: Periodic Inspection of Motor Vehicles
Part III: Roads- Road construction according to its types of code, agencies involves,
construction of infrastructure such as lighting and traffic management.
Part IV: Provisions against Third Party Risks Arising Out of the Use of Motor
Vehicles.
Part V: Offence and Miscellaneous Provisions

2) Environmental Quality Act 1974


The purpose of this act is to prevent, remove, control pollution and improve the
environment and matters related there to.

The Environment Quality Act 1974 from the aspect of air pollution resulting from
motorized vehicles.
a .Regulation Environment Quality. (Control of lead Concentration in Motor Gasoline)
Regulations 19851985.
> The regulation relating to the road the regulations of the Environment Quality.
( Control of lead restriction on import or manufacture of motor gasoline with a lead
content exceeding 0.4gram/ liter and restriction have motor gasoline containing lead
above 0.4gram/ liter after January 1, 1986.
b. Not permitted to use or cause the car emits smoke density exceed 50 Hartridge
Smoke Unit or comparable to it.
c. Ringelmann Smoke Chart can be used in addition to charting Hartridge/
Ringelmann to check the density of smoke emission.
d. Limit smoke smoke clouding the maximum density that can be accepted for any
volume that is released by a motor vehicle at any time at or near the source of
emission point sources.
The Environmental Quality Act 1974 from the aspect of sound pollution resulting
from motorized vehicles

Maximum sound level produced by the vehicle two or three wheel motor
installed and manufactured after January 1 , 1990, is the level of the Standard
B:
Less than 90cc to 92 dB (A)
90cc and more 95dB (A)
Maximum level that can be produced by more than 3 wheel vehicle is as in
standard C (see Act)

3) Urban And Rural Planning Act 1976


- Urban and rural planning act 1976 is to controls and regulations for town and
country planning in local authorities in Peninsular Malaysia, local authorities
responsible for organizing, controlling of land use. The definition of the Structure
Plan basis of long-term (15 to 20 years) to provided framework for local plan show
the area action and interpret national and regional policy.

4) Local Government Act 1976 and the Federal Territory act 1973
Highway includes is a street, square, footway, road or roads whether translucent or
not the road, on which the public is entitled ago, and the road on a bridge, and also
includes a road, footway or road past a small courtyard or street open, used or
intended to be used as way to holding two or more, whether the public has the right
and above it or not, and all channels, drains and ditches on the side of any highway

shall be deemed part of the highway. Public place means any open space, parking
gardens, recreation and pleasure, or field, whether enclosed or not, set apart or
appropriated for public use or open to the public at time.
