Construction of the University of the Philippines
Open University International Convention Center
In accordance with the General Appropriations Act (GAA) of 2014 of the Government of the
Philippines and UP Open University Fund, the UP Open University (UPOU) through its Bids
and Awards Committee (UPOU-BAC) intends to apply the sum of One Hundred Fifty Three
Million Pesos (PhP153,000,000.00) only, this being the Approved Budget for the Contract
(ABC), to the project Construction of the University of the Philippines Open University
International Convention Center (Reference No. ITB No. 15-10-003). Bids received in
excess of the ABC shall be automatically rejected at bid opening.
UPOU now invites all prospective contractors to submit bids for the project Construction of
the University of the Philippines Open University International Convention Center.
Prospective contractors should possess a valid Philippine Contractors Accreditation Board
(PCAB) License Category A for General Building and Registration Particular for Medium
B for GB-1 Building or Industrial Plant. The project should be completed within three
hundred ninety (390) calendar days, the starting date being seven (7) calendar days from the
issuance of the Notice to Proceed. Bidders should have completed, within ten (10) years from
the date of submission and receipt of bids, a contract similar to the project and equivalent to
fifty percent (50%) of the approved budget for this contact.
Bidding will be conducted through an open competitive bidding procedure using a nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations
(IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement
Reform Act. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or
organizations with at least seventy five percent (75%) interest or outstanding capital stock
belonging to citizens of the Philippines.
A complete set of bidding documents may be acquired from the address below and upon
payment of a non-refundable fee for the bidding documents in the amount of Fifty Thousand
Pesos (PhP50,000.00) only. It may also be downloaded from the website of the Philippine
Government Electronic Procurement System (PhilGEPS) provided that bidders shall pay the
non-refundable fee for the bidding documents not later than the submission of their bids.
A pre-bid conference will be held on 15 October 2015, 10:30 AM at UPOU Headquarters, Los
Baos, Laguna. Only those who have purchased the bidding documents shall be allowed to
attend and participate in the pre-bid conference.
Bid opening shall be on 27 October 2015, 3:00 PM at UPOU Headquarters, Los Baos,
Laguna. Bids must be delivered to the address below. All bids must be accompanied by a bid
security in the form and amount stated in ITB Clause 18. Late bids shall not be accepted.

UPOU reserves the right to accept or reject any bid, to annul the bidding process, and to
reject all bids at any time prior to contract award, without thereby incurring any liability to
the affected bidder or bidders.
Interested bidders may obtain further information from the BAC Secretariat and inspect the
bidding documents from 8:00 AM to 5:00 PM Monday to Friday at the Supply and Property
