The Concentrated Inspection Campaign on Propulsion and Auxiliary


Machinery carried out by members of Paris - MOU and Tokyo - MOU
from 1 September 2013 to 30 November 2013.

The Maritime Authorities of the Paris and the Tokyo Memoranda of


Understanding (MOU) on Port State Control will launch a joint Concentrated Inspection
Campaign (CIC) with the purpose to ensure compliance with provisions of Chapter II-1
to the International Convention for the Safety of Life at Sea, 1974 (SOLAS) with regard
to the safety of propulsion and auxiliary machinery. This inspection campaign will be
held for three months, commencing from 1 September 2013 and ending on 30
November 2013.
Other MOUs such as Indian Ocean - MOU, Black Sea - MOU, etc. may also
carry out a CIC on the same topic during above-mentioned period.
In practice, the CIC will mean that during a regular port State control inspection
conducted under the regional ship selection criteria within the Paris and Tokyo - MOU
regions, the propulsion and machinery installations will be verified in more detail for
compliance with SOLAS Chapter II-1.
Port State Control Officers (PSCOs) will use a list of 12 selected items to verify
critical areas for the propulsion and auxiliary machinery installations, some of which
are related to documentation, main and auxiliary equipment, crew familiarization and
operational controls. For this purpose, PSCOs will apply the attached questionnaire
listing a number of items to be covered during the concentrated inspection campaign.
When deficiencies are found, actions by the port State may vary from recording
a deficiency and instructing the master to rectify it within a certain period to detaining
the ship until serious deficiencies have been rectified.

In the case of detention, publication in the monthly detention lists of the Paris
and Tokyo - MOU web sites will take place. It is expected that the Paris and Tokyo MOU will carry out approximately 10,000 inspections during the CIC.
The results of the campaign will be analysed and findings will be presented to
the governing bodies of the Paris and Tokyo - MOU for submission to the International
Maritime Organization (IMO).
During a ship inspection within the scope of the CIC, PSCOs may pay special
attention to the following areas:
1. Examination of Certificates and Documents
- Cargo Ship Safety Construction Certificate and Cargo Ship Safety Equipment
Certificate.
- Classification Certificate, especially for ships with UMS notation.
- Safety Management System.
- Minimum Safe Manning Document.
- Instruction and manuals for the ships essential machinery on the basic safe
operation: available on board and written in a language understood by the crew.
- Maintenance Plan for Propulsion and Auxiliary Machinery.
- Inspection Records for Alarms of Control Systems.
- Records of Safety Device Test for Main and Auxiliary Machinery.
- Training Plans/ Emergency Preparedness Drills.
2. Crews familiarity and emergency preparedness
a. Emergency operational drill to main engine:
- Change over of control between: bridge, engine control room and local
control.
- Communication between bridge and engine control room.
- Crews operational proficiency.
- Main engine failure drill.
- Training plans and records.
b. Emergency steering drill:
- Communication between bridge and steering gear room.
- Crews operational proficiency.
- Operating instruction with a block diagram.
- Readable rudder indicator from the conning position.
- Power failure alarm and auto start test with black out test.

c. Emergency bilge suction:


- Crews operational proficiency (emergency/ direct bilge operating).
- Bilge pumps and the associated lines in good order.
- Clear marking for the related valves.
- No illegal connections (connecting oily bilge tanks).
d. Operating quick closing valves:
- Crews familiarity: location of valves and control station; manual operating of
the valves.
- Maintenance plans and records.
3. Operating test for machinery
a. Diesel engine safety:
- Over speed, L.O low pressure trip, etc.
- Oil mist detector.
- High pressure fuel leakage alarm.
b. Mail/ auxiliary boiler and feed water system:
- Condition of gauges (pressure, water level, etc.)
- Safety alarm (low water alarm, very low water trip).
- Safety valve (visual condition and test records).
- Feed water supply system.
c. Emergency sources of power:
- General condition of essential machinery for propulsion: F.O/ L.O/ Cooling
water/ Air systems including the associated pumps, pipelines, purifiers, compressors,
etc.
- General condition of electrical generators.
4. Others
a. Protective arrangement for dangerous areas:
- Protection to moving parts: covering the flywheel of engines; belt driven
pumps; coupling of compressors; etc.
- Protection to hot surfaces: exhaust gas manifolds, turbochargers, boilers, etc.
- Prevention of oil spray at flange/ joint in oil piping.
- Protection from electrical shock: non-conducting matt around electrical
switchboard; doors for breakers, coating of electrical wires.
- Protection to sharp parts.
b. Engine room cleanliness:

- Cleanliness and tidiness in engine room: under engines, hydraulic machinery;


purifier room; oil supply system (the associated pumps and piping).
- Floor plate - not slippery.
- No oil residues and rags under bilges.
- No leaking from pipes.
The Ship Owners/ Ship Operators are kindly requested to distribute this
Technical Information to all Vietnamese flag ships and VRs class ships, and make sure
that all shipboard crew are fully aware of the CIC.
