The Philippine Navy (PN) has deployed one of its gunboats to verify
reports that the wreckage of Malaysian
Airlines Flight MH-370 has been found
in Tawi-Tawi, but has found no trace of
the crashed plane.
Earlier reports claimed that an
aircraft wreckage bearing the flag of
Malaysia and with human skeletal
remains inside was discovered in a
forest at Pulau Sugbay, Ubian Island,
Tawi-Tawi.
Capt. Giovanni Bacordo, commander, Naval Task Force 61, said that after
the news came out, they immediately
sent a gunboat to the island to conduct
verification.

he Department of Agriculture
(DA) has intensified its cloud seeding operations in strategic areas
nationwide to save crops and other
agricultural products from the harsh effects
of El Nio.
We will seed all (of the) seedable clouds;
we will waste no opportunity, DA Secretary
Proceso Alcala said.
Cloud seeding is a weather modification method where silver iodide or calcium
chloride are introduced in the atmosphere
to induce condensation, and eventually,
precipitation.
As early as April, 2014, the DA already
started preparing for the impact of El Nio
on the countrys agriculture sector.
According to Bureau of Soils and Water
Management (BSWM) Director Silvino
Tejada, the Department has conducted cloud
seeding operations in strategic locations
nationwide.
From April to August 2015, DA has conducted 147 cloud-seeding trips in Negros Occidental, Nueva Ecija, Bulacan, Pampanga,
Lanao del Sur, Isabela, Cagayan, and La
Union.

Vice-presidential candidate Sen. Ferdinand Bongbong R. Marcos Jr. said yesterday he opposes any government move to
file criminal cases against President Aquino
and his Cabinet after they step down from
office on July 1, 2016.
Marcos is the son of the late President
Ferdinand E. Marcos, while Aquino is the
son of the late President Corazon Cory
C. Aquino and the late President Benigno
S. Aquino Jr.
Interviewed on TV yesterday, Marcos
said he would try to convince the next administration not to slap criminal charges
against President Aquino and his men if he
is successful in his bid for the vice-presidency in the May, 2016, national elections.
The young Marcos said this kind of
policy is extremely counter-productive and
divisive (and) I would speak out strongly
against it.
That kind of policy, look where its taken
us: where the lives of ordinary Filipinos
have not improved because we have conducted that policy. The unity of the country
has been torn apart, and without that unity,
we cannot move forward, he explained.
After formally declaring his intention to
run as Vice President at the Puerta Real
Gardens at historic Intramuros last Saturday, Marcos vowed to work toward unity of
all Filipinos.
It cannot be the policy of government to
do nothing but run after whoever their political enemies were before and to wreak some
kind of vengeance on them, he said.
Marcos, a member of the Nacionalista
Party (NP), emphasized that the Executive
Department should not pursue a policy of
going after its political enemies.
Such a policy, if forged, would result in
disunity and polarization of the country, he
stressed.
A visionary like his late father, Marcos
said the job of the Executive is to build the
nation and to fix the problems confronting
it.
He, however, clarified that if any citizen
or group feels any former public official
must be held answerable for any wrongdoing, they can go to court for appropriate
action.
Marcos had earlier rued that the reason
the Philippines lags behind its prosperous Southeast Asian neighbors is that the
Aquino administration is vindictive.
The Aquino administration has refused
to allow the burial at the Libingan ng mga
Bayani of young Marcos father. The Aquino
family nurses suspicions that the late President Marcos was behind the assassination
of the late Senator Aquino.
Only the future will tell whether or not
the Marcos proposal not to go hammer and
tongs against an outgoing administration
would mean that a current administration
is being given a carte blanche to violate
laws.

JAKARTA, Indonesia (AP) A helicopter carrying five people has gone
missing in western Indonesia, the latest
air mishap for the country.
The National Search and Rescue
Agency says the Eurocopter EC-130
was on a chartered flight from Samosir
island in Toba Lake to North Sumatras
capital, Medan, when it was reported
missing Sunday about 17 minutes after
it took off. It was carrying two crewmen
and three passengers.
A search Monday involving about 200
rescuers was centered on Toba Lake.
Indonesia, a sprawling archipelago
nation of about 250 million people, has
been plagued by transportation accidents in recent years, including plane
and train crashes and ferry sinkings.
Earlier this month, a DHC-6 Twin

Aguinaldo appears like the
villain of the century, specially in the movie Heneral
Luna, I believe he should still be
credited for the establishment of the
First Philippine Republic, Against all
odds, he forced the issue.
After he somewhat hastily declared Independence on 12 June
1898, from the balcony of his house
instead of at the municipio or a place
of public domain like the town plaza,
a revolutionary government was
formed. On the 18th and 19th of the
same month, Aguinaldo signed two
decrees drafted by Apolinario Mabini
(who had already been summoned)
which ordered that representative
forms of local government be established throughout the archipelago.
With a strategists eye, Aguinaldo saw
that Spains defeat was irreversible
so Filipinos had to be ready to govern themselves and what better way
than to prepare at the local level. The
Revolution spread like prairie fire to
Northern Luzon, the Bicol Peninsula,
Iloilo and Panay, Samar and Leyte.

1992-1995 war in Bosnia sparked the
greatest refugee crisis in Europe since
the World War II.
At least 2.5 million people were
forced from their homes in Bosnia,
including 1.3 million who were internally displaced, 500,000 refugees in
neighbouring countries and another
700,000 refugees who moved to Western
Europe, according to UNHCR.
Key differences between the Bosnian crisis and the current one include
the fact that in Bosnia, most people
were displaced relatively near their
home and had not come from other
continents.
Also, the UN and other humanitarian groups caring for Bosnias displaced
were operating in a conflict zone, unlike
today, where getting aid to migrant
arrivals in Greece, for example, does
not require negotiation with armed
combatants.
Despite initial inaction, Western
European powers and the US were
able to forge a political solution to the
Bosnian war, which ultimately helped
contain the refugee crisis.
Prospects for such a political solution in Syria remain uncertain.

The creation of an independent
Pakistan in 1947 led an estimated 14
million people to move, including Muslims in India who fled to Pakistan and

returning to what became an independent Bangladesh.
The conflict in the former British
Palestine, which continued after the
creation of Israel in 1948, displaced
more than 720,000 Palestinians, according to the UN.
This year, the UN agency responsible for those displaced from Palestinian lands had registered more than
five million refugees, including the descendants of those who lived in British
Palestine between 1946 and 1948.

In Cordillera, the first day of COC

Officer John Paul Martin, however,
rejected Flora Sagayos COC filing and
explained to her that her presidential
bid must be filed at the Comelec Main
Office in Intramuros, Manila.

Still, the Comelec officer gave the
60-year-old woman a COC for her to fill
up for filing in Manila.

(LVCs) have undergone orientation
in the five provinces of the region
in preparation for the validation of
the initial list of poor households
generated from Department of
Social Welfare and Developments
(DWSD) second round household
assessment conducted in the
last two months. Listahanan is
a management system of the
DSWD which identifies the poor
in the country who are potential
beneficiaries of social protection
programs. The validation phase is
when initial lists of poor households
from Listahanan will be posted in
strategic locations in the barangays
for the people in the communities
to provide feedback. It is also in
this phase when families who were
not yet visited by the enumerators
will be given the chance to appeal,
be assessed and lodge on their
complaints and grievances to
the Local Verification Committee.

Vice President Jejomar Binay and
Senator Gregorio Gringo Honasan,
running for president and vice president, respectively, under the UNA party
were early birds at the Comelec office.
It was the first time the tandem appeared together in public when they
filed their certificates of candidacy
(COC) at 8:30 a.m. yesterday.
Expectedly, the unexpected 13
candidates provided color to the first
day of the filing of COCs. One candidate vowed to pay the countrys debts;
another had a slogan that rhymes with
the administrations slogan Dalisay
na Daan; and another just wanted to
make a difference in this world.
Again, Elly Pamatong came to the
Comelec office to make another try to
be President of the Philippines. This is
his third year of filing a COC for this position, running also in 2004 and 2010.

docketed cases, flagrant anomalies were

in the design and construction of the
building consisting of six phases.
Hidalgo said documents showed
that VP Binay and Mayor Binay Jr. approved the BAC resolutions, notices of
awards, contracts and payments using
unnumbered and undated disbursement
vouchers and obligation requests.
Malicous move
But Quicho, who serves as Binays
spokesman for political concerns,
slammed the Ombudsman for its malicious move.

file her COC for president armed with a
catchy slogan. If President Aquino has
Tuwid na Daan, Kang, wants to be a
president with her Dalisay na Daan

And how will she do that, reporters
asked. She failed to enlighten the crowd
of her program but said repeatedly that
she just wants to make a difference in
this world.
Already, she may be disqualified
from running because she is only 37
years old. But she claims that she
will be exempted from the rule that a
candidate for president should at least
be 40 years old because she graduated
cum laude from the University of the
Philippines in Diliman.

The peso exchange
rate closed higher
at P45.80 to the US
dollar yesterday at the
Philippine Dealing &
Exchange Corp. (PDEx) from P45.87 last
Friday. The weighted average rate appreciated to P45.867 from P45.926. Total
volume amounted $773.05 million.
Local shares
slightly higher
Local shares advanced some more yesterday lifting the benchmark Philippine Stock
Exchange index (PSEi) to finish above the
7,150-mark affecting gaining 11.38 points
or 0.16 percent. All sectoral indices gained,
except for property. Trading volume was
moderate with 1.94 billion shares valued
at P5.8 billion changing hands. Gainers
swamped losers, 120-72, with 32 issues
unchanged
Diesel prices up
by P0.70 per liter
The price of socially sensitive diesel will be
raised starting today, according to the pricing advisory of the oil industry players.
The first to announce its pricing adjustment
was Eastern Petroleum Corporation, noting
that such was due to climb in global prices.
The oil firm said its price increase at the
pumps would be effective 7:00am on Tuesday (October 13). The other oil companies
have yet to send their advisories, but it is
expected that they will follow the lead of
their industry competitor. The latest price
adjustments reflect the uptrend in world oil
prices at the close of last weeks trading,
Eastern Petroleum has noted. It added
that based on analysts assessments, the
market remains to have a glut in petroleum
products, hence, the upward pricing trajectory may not necessarily last long. Industry
experts even note that it would take time
for oil supply and demand to rebalance,
and global demand for energy is seen to
grow by a third over the next 20 years, the

Twenty-Four (G-24) and the Alliance for Financial Inclusion (AFI) jointly hosted a roundtable on financial inclusion during
the IMF/World Bank Group Annual Meetings held on 7 October 2015 in Lima, Peru. The meeting focused on stemming the
tide of de-risking whereby global banks are terminating or severely restricting relationships with certain clients such
as money transfer operators/remittance companies. Governor Amando M. Tetangco Jr. (right) chaired the roundtable
discussion on understanding the extent, drivers and impact of de-risking and the on-going initiatives of international
organizations to better understand this phenomenon. G-24/AFI members shared the negative impact of de-risking
in their respective jurisdictions and agreed that a concerted international effort should be pursued to address this
alarming trend.

(DOE) is weighing its next
policy proposition on bilateral
power supply contracting in
view of proposals to adopt a competitive
selection process (CSP) in the capacity
procurement of distribution utilities.
In an interview with reporters, DOE
director Mylene Capongcol noted that
such policy decision would be among
those that they will lay down on the
scheduled release of the implementing
guidelines of the CSP scheme toward
month-end.
For the succeeding bilateral contracts, including those that have already
been negotiated and signed but not yet
filed with the ERC (Energy Regulatory
Commission), we have to decide how to
treat them, the energy official said.
She indicated that one option they
are looking at would be to direct the
negotiating parties to revert the supply
pacts to CSP. Nevertheless, that has
been stirring intense degree of opposition from some distribution utilities and
other stakeholders.

majority stake in the chain from the
Ong family and closed the two operating branches, Cherry Fooderama
Antipolo and Cherry Fooderama Congressional. Cherry Fooderama had yet

started during the Arroyo administration gains traction, foreign debt-watcher Moodys Investors Services said.
Moodys, one of three major international credit rating agencies, said

DMCIs HomeSaver Bonds
SB Capital, the wholly-owned investment banking arm of Security Bank, is
supporting yet another conglomerates
quest for capital-raising in the local market. The investment house was tapped as
the sole issue manager and underwriter
for a bond offering by DMCI Homes,
a major property developer and the
housing development arm of PSE-listed
holding firm DMCI Holdings, Inc. This
is DMCI Homes first ever issuance of a
SEC-registered, public security.
SB Capital has launched the first
P500 million out of an approved P1 billion
total issuance of HomeSaver Bonds by
DMCI Homes.
Investors can choose bond tenors
of 3-years or 5-years depending on
their specific investment objectives. SB
Capital is also providing investors the
option to make monthly or a one-time
investment on the bonds DMCI Homes
is issuing.
Given the multiple structures being
offered, this bond caters to just about
every investor looking to secure interest earnings and can also serve to help
DMCI Homes customers in saving up
for the downpayment on a future purchase of their home, said Ricky Galang,
president of SB Capital. This bond is
one of the most attractive bond offerings
in the country today.

PAL amid strike threat

Hence, the PAL management has issued notices of separation to 117 employees. Each of them was offered a package

every year of service plus gratuity pay

from conversations at this conference
that many officials of emerging-market
and other countries feel sufficiently
forewarned and prepared for them to
want us 'to just do it,'" Fed Vice Chairman and Israel's former central bank
governor Stanley Fischer told the
Journal.
And global investors are still on
the fence about Asia and emerging
markets: despite last week's rally, they
were still pulling money out and putting
it into money market funds, according
to Jefferies. The biggest inflow into
Asia was the $227 million in stocks they
bought in Taiwan, a market whose attractions have been the focus of this
column before. Taiwan stocks gained
1.7% last week.
So if the global herd takes fright
again on signs the Fed might actually
make good on its threat to raise rates
this year, the tide will go out yet again
and anyone still investing in Asia will
be able to resume beachcombing for
bargains. Vietnam already offers good
value for those able to stomach frontiermarket risk, and if prices fall back in the
Philippines, decent valuations could
also re-emerge there.
Nomura's Southeast Asia strategists, who worried last month about
the region's vulnerability to rising food
prices because of El Nino, now advise
investors to focus on companies that
may benefit from rising investment by
Japan Inc. into the region.
According to the Japan External
Trade Organization, Japanese companies invested $9.7 billion in Southeast
Asia in the first half of this year, up
almost 15% from first half of 2014, led
by growing investment into Singapore
and Malaysia. The United States still receives the largest sum of Japanese FDI,
but investment there fell 25% in the first
half to $17.5 billion a symptom perhaps
of a rising US dollar. Japanese investment in China, meanwhile, jumped 61%
to $4.7 billion.
The fact that Japan Inc. is still plowing the increased profits created by a
cheaper yen into markets abroad rather
than back into Japan is a reminder of
how Prime Minister Shinzo Abe's economic revival program, Abenomics,
has failed to convince corporate Japan.
Japanese companies still see a brighter
future outside Japan.
With Japan's population shrinking and $340 billion in cash to burn,
Nomura reckons Japan's 100 biggest
non-financial companies will keep expanding into Southeast Asia's relatively
young and growing markets. It singled
out 42 Southeast Asian companies with
high earnings growth but short on capital that could be targets for Japanese
investment.
The list includes Malaysia-listed
Air Asia, which trades at just 0.5 times
book value, Singapore-listed hotel REIT
OUE Hospitality, which yields 8.5%
annually, and fellow Singapore stock
Asian Pay Television Trust, which yields
10.3%, according to Nomura.

CANCER (June 21-July 20) Today you will be able to do only a
part of what you had intended. Have a bit more patience and persevere. It will
be quite late to undo what has been done but you can still remedy the effects
ensuing from it. You should seek to use persuasion rather than force in asserting your authority.

time thinking about pleasant past times. Instead, live more in the present and for
the future. Do not leave more to chance then is absolutely necessary. However,

I find a majestic feel in waterfalls and
raw power that always leaves watchers in
awe. For macro, I used to capture insects.
But now, wedding rings are the norm and
at the same time merging both wedding
and macro photography, he says.
He prefers shooting in bright tones in
engagement or wedding shoots to match
the couples loving and happy moods,
and taking advantage of colors conveying
emotions (yellow for happy, carefree
feeling and blue for a mysterious feel).
Occasionally, he does dark, high contrast
photos with vintage themed shoots. Black
and white is a preference for boudoir
shoots and rarely with weddings due to
personal requirements of clients. Yet he is
always on the lookout for scenes to shoot
in black and white. Stripped of color, this
image should effectively communicate
the emotions of the moment.

ne of Lightrooms
major strengths is its
ability to do things fast.
Image editing is quick
and easy because
you only have to deal
mainly with sliders to enhance your
photographs. Want to tone down
that exposure? Pull the Exposure
slider to the left; to tone it up, pull
it to the right. Color not quite right?
The Temperature slider goes left or
right, to your taste. Same for Clarity,
Contrast, Saturation, etc. And if you
have to apply local edits, theres
the Adjustment Brush that you can
assign to one or more functions
right away.
To make your work even faster,
you can do batch processingedits
you did to one picture can be applied
to a whole batch of pictures all at
once. Obviously, this is best done
to pictures shot under the same
settings and applies to global edits
only.
This is true in most of our photo
shoots: you shoot a whole batch of
pictures successively because you
thought your camera settings were
already spot on. If a thing or two were
off, say you misjudged exposure, or
perhaps White Balance, this will
become apparent when you open
your images on the computer.
For example, the range of
selected pictures in Fig. 1 was
underexposed. We only have to edit
the first one and then we can apply
the edit to the whole batch, and this
is how its done:
1. In the Develop module, select

the macro lens that
suits your requirements. For
purpose of our discussion, we
shall also assume that you have
chosen a 100 or 105mm macro
lens.

Many
photographers did not bother
to figure out beforehand what
marketers did not boast about macro
lens. For your added pleasure, of
being a proud owner of a macro lens,
here are some little-known, special
qualities that set apart
macro
lenses from standard lenses:
Macro lens is a flat field
lens. What does this mean to us
photographers? Standard lens
has inherent optical aberration
called field curvature. It manifests
as sharp focus in and around
the center. Sharpness is getting
poorer or even out of focus at the
edge of the image. This aberration
may not be noticeable to the eye in
normal focusing distance because
of depth of field. However, it is
more pronounced at large aperture
when lens is focused at the closest
or minimum focus. That is the
reason why standard lenses are
not regarded as the ideal lens for
reproduction of artworks. Lens
maker keep it that wayobviously
to keep the prices of their lenses
low. Manufacturers know how to
eliminate field curvature. They
added more elements in a complex
and more expensive design
algorithm. The result is a flat field
lens that we call now as macro lens
(see photo). Note that the image
captured by macro lens is evenly
sharp from center to the edges.

If you want to edit a whole batch
in one go, select the pictures by
Shift-clicking, or Control-click (Cmdclick in Mac) if you want to add nonadjacent pictures. The Previous
button will change to Sync, and
when you click this, the Synchronize
Settings dialog box appears. Select
the settings you want applied then
click Synchronize. If you click the
toggle switch to show Auto Sync,
you will be in live edit modeyour
edits are applied in real time as you
enhance one picture in the batch.
