There has been a wide spread perception that the humans are becoming more
civilized. That the days of genocide are few and far less than it was before .But the
facts say a different story.
Since the first uprisings began in the Syrian Arab Republic in early March
2011, President Bashar al-Assads government has violently repressed civilian
protests and launched attacks on both rebel forces and Sunni Arab civilians.
Data collected by the UN Human Rights office estimates the death toll to be
greater than 60,000 people. According to the UN Refugee Agency, over
700,000 registered Syrian refugees have fled to neighbouring countries
Since the Bush Administration first recognized the genocide in Darfur, at least
250,000 more men, women, and children have died.
These are only 2 examples among many. The situations in Congo, Ethiopia and
Myanmar have only recently started to get better. Recent advent of extremist
organisations like ISIS and Boko Haram has huge potential of genocidal violence and
needs to be dealt with as soon as possible.
The continued conflict in neighbouring countries has led to migration of huge
numbers of refugees from Sudan , Syria and other countries. Due to continued
instability in the country , our protection environment for refugees and asylum
seekers have taken a hit. While the government grants some public primary health
care facilities and education, we simply don't have absorption capacity to
accommodate this huge increase in numbers in our borders. There is a shortage of
schools as well as teachers. There have been a increase in asylum seekers and
refugees especially from South Sudan. Conditions of refugees are worsening and
we are helpless to do anything.
There are wider consequences of this migration not only on us but on the whole
world.
In a strained political and socioeconomic environment, where refugees and
asylum-seekers are finding it difficult to make ends meet, Egypt is likely to
see a growing number taking risks to reach Europe via sea, through smuggling

and trafficking networks.
The unemployed youths have become ideal recruitment point for extremist
organisations as ISIS and Boko Haram.
The conditions in which these refugees are living are degrading as the
number of refugees keep on increasing.
We are one of the signatories of 1951 Refugee Convention and its 1967 Protocol,
and the 1969 OAU Convention. We are trying our best to develop national asylum
procedures and institutions as soon as possible. In the meanwhile UNHRC carries
out the functional responsibilities for all aspects of registration, documentation and
refugee status determination ( RSD) under the 1954 memorandum of understanding
with the Government of Egypt. Some strategies are developed by the government
in accordance with UNHRC.

But even these measures would not be enough for the better conditions of
refugees. We don't have the absorption capacity as well as financial capacity to
help all these refugees . So ,Egypt appeals to world at large for help. Work needs to
be done on a two-part strategy which involves

neighboring countries as soon as possible. This will ensure the curtailing of
migration of people and that the already migrated can go back to their
homeland without any fear.

implore , especially to the European countries to open their shores for these
migrants.
We hope that the representatives present here will understand our grievances and
limitations and help us in this endeavor to help these migrants and provide them
better conditions to live.
