A Study on Water Supply Management for Citizen

The study attempts to grasp the management of water supply that conducted by an agency, namely
PDAM, of the local government in Tual City, a small city located in South Eastern of Moluccas Island,
Indonesia. This study focuses to identify the performance of various characteristics of the water supply
management, the current management strategies regarding the perception of the PDAMs customers and
staffs. Then, the study attempt to make recommendations towards sustainable development of the water
supply in the study area.
Through a survey using an interview method based on a questionnaire sheet, the characteristics of the
water supply management on the city are collected. In this regard, the PDAMs staffs and the Tuals citizen
distributed on ten districts are randomly selected to become respondents. Data are analyzed using descriptive statistical analysis involving frequency counts, tables and percentages. Then, a scoring analysisi is
conducted in order to perform the achievement of each aspect on the water supply management.
The study reveals that the residents of the study area faced problems of inadequate of water supply. The
main reason for this condition was caused by inefficiently and uneffectiveness of implementation of the
PDAMs management functions on the water supply. Unfortunately, the PDAM is not supported by professional human resources due to available fund restrictiveness. Therefore, improvement and upgrading
efforts are needed toward a sustainable development of the water supply in Tual City.

1. INTRODUCTION
Nowadays, many cities in Asian developing
countries are facing social problems regarding to
fulfill primary needs of their citizens such water

supply. In the framework of the sustainable livelihood, water serves as a primary resource to the lifecycle and is a basic component for agriculture development [1, 2]. Apart from its distinctive values,
challenges to establish a sensible and accessible
