#RenunciaYa(Resign now) And then what?

Summary
The debate on what moved the middle classes to declare persona non grata
the presidential duo Prez Molina and Baldetti still goes on. No such precedents
were set when the justice operators with professional ethics led paradigmatic
cases that required broad support from the middle classes. This time the
demonstrations against corruption not only express the tolerance limit, but the
loss of forms, rude for social segments without a secure social lift. #RenunciaYa
is ultimately an expression to demand and consolidate the dahlian
"democracy" that was promised in the existing social contract for 30 years, but
has disappointed and is systematically stifled by corruption, as evidenced by
the case of La Linea. Now, what political alternative is there after the
resignation of corrupt functionaries?

The democratic spring and challenges of building state institutions


Summary
Guatemala has experienced in recent weeks a broad social mobilization against
corruption and rejection of the political class, which reveals the weakness of
the party system. The resignation of the Vice President Roxana Baldetti opens
the door to a long road to the recovery of State institutions, which first step is
the reform of the Electoral law and then restore the mechanism of checks and
balances of the Republic and establish, as a third step, a series of processes to
gain effectiveness and efficiency in the public sector.

Institutionally channel the citizen protest, through political


agreements
Summary
A restricted democracy produced restricted results and politician class is
directly responsible, either by popular sovereignty obscenely given to the
powers that be, or because the discretion and privileges were used. Anyway,
the crisis of the regime is in sight and is now to propose outputs. One of these
outputs is to reschedule elections in order to open doors to the citizens to
regenerate the political system. That was done in 1993 and no one hissed.
Perhaps the difference now is that society proposes, through the National
Platform for State Reform, promoted by USAC, not the economic elite.

An ongoing dismissive process
Summary
The enormous challenges of climate change, the exacerbated social inequality
and the intrinsic weakness with which the State was conceived demand a new
kind of social contract. The dominant certainties so far among the elites, and
no future among the masses, especially the youth, unusually generate a
historical meeting, which opened with the national awakening in April 2015.
The critical issue is the constitution of the political subject of change. A subject
who is still in the process of being born and is in discussion with a subject who
is dying, but not dead yet. So, we enter the debate on the political tension in
every crisis, which outcome is still uncertain, although the trend seems to point
towards the removal of an outdated, corrupt system, and the establishment of
an original transforming power.
