In recent months, interest by big oil companies in Liberia has
been dwindling and the Liberian Senate indicated in a report that
companies drilled a total of 9 wells without finding oil, expending
more than 1 billion US dollars on exploration related activities;
completed most of their work program obligations and probably
moving to countries that are producing oil or where oil has been
found to minimize their risk.
The senate report further stated About seven (7) of the ten (10)
previously encumbered blocks are vacant or are on the verge of
being vacant, excluding the two (2) blocks held by APC which is
broke. We are sure of only the block held by ExxonMobil, LB 13 at
this stage.

Monroviaiberia has already sold off several offshore oil blocs to


big international oil companies including ExxonMobil,
Chevron, and others generating millions in signature
bonuses and other benefits. But with oil prices now at
a record low resulting to low interest in expansion by these oil
companies, Liberia is looking to contract two more of its offshore
oil blocs to an American company-Kosmos Energy.
The National Oil Company of Liberia, which manages the
countrys oil sector, is currently facing financial crisis which is
forcing the company to redundant bulk of its employees as part of
a Sustainable Action Plan (SAP) intended to rescue the company.
The SAP was endorsed by President Ellen Johnson Sirleaf, who
is facing criticisms for appointing individuals who led the oil
company to a downturn.
Just two years ago, Liberias oil sector and its state-owned oil
company, NOCAL, was flying high. Africa Petroleum, the year
before, had announced a discovery; Chevron and Anadarko were
actively drilling, and EXXON had joined their ranks by signing
an unprecedented contract with the Government of Liberia that
provided a hefty $50 Million USD in upfront fees. With the coming
of EXXON, almost every oil company in the world was grappling to
actively participate in Liberian waters.
But now Liberians are still wondering why the company has fallen
from grace to grass, now facing a debt crisis unable to pay rent,
employees and at the same time continue to maintain local and
international students on its numerous scholarship programs.
As part of the efforts to rescue the company, the Liberian Senate
recently recommended to the plenary of the body to consider a
request from NOCAL to ratify agreement for the sale of additional
oil blocs to enable the company raise money to pay off its
obligations.
NOCAL recently told employees who have been earmarked to
be redundant that the company does not have the money to pay
severance at the moment is appealing to the employees to remain
calm.
In the wake of the meltdown at NOCAL, several Liberians are
calling for an audit of the oil company, especially when the
company, which managed millions few years ago, is now in
financial crisis and at the verge of collapse. But with the same
management still in charge, President Sirleaf is working to raise
money for the company.
The Presidents son, Robert Sirleaf served the oil company as
Chairman of the Board of Directors and is also blamed for the
mismanagement of the company, although he resigned before the
company felt into a big financial crisis.
SIRLEAF LOBBIES

FrontPageAfrica has gathered that in a bid to get the lawmakers


ratify a production sharing contract between an American oil
company, Kosmos, and Liberia through NOCAL, President Sirleaf
has begun the process of lobbying with the lawmakers.
On early Wednesday morning, the Liberian leader met
with the leadership of the Legislature (Senate and House of
Representatives). Following the meeting, President Sirleaf in a
brief chat with journalists said, her meeting with the legislature
was to consult on how to improve the countrys economy.
But one lawmaker who was also part of the meeting but asked

not to be named said the President during the meeting requested


lawmakers to relax some of the provisions in concession
agreements signed between the Liberian Government and
concessionaires especially in the mining sector based on what she
termed as drastic reduction in the price of iron ores .
The lawmaker said: The President made specific reference to the
Putu Iron Mining. She asked that the provision that calls for the
company to pave the road from Grand Gedeh to Sinoe be relaxed
because she said, the price of iron ore on the world market has
dropped so she wants us to go back to our people and explain the
circumstances to them.
The source said at the core of the Presidents visit, she asked the
lawmakers to remain at work for additional two weeks after the
previous extension for six weeks that expires today-Thursday
October 15, 2015 to enable them ratify the production sharing
contract on oil blocs 6 and 7 to Kosmos.
Kosmos Energy is an American international oil company
founded and based in Dallas, Texas. It also maintains offices in the
Bermudas, Morocco, Suriname and Ghana. It has been involved
in the discovery and development of the Jubilee oil field off the
coast of Ghana.
President Sirleaf is said to have told the lawmakers that the
ratification is essential to help generate Revenue to be used to
address the financial crisis at the National oil Company (NOCAL)
Addressing NOCALs management and staff Friday, August 21, at a
general staff meeting, the Chairman of the Board of Directors, Cllr.
Seward Cooper, explained that the continuing fall in the price of
oil on the global market has caused serious fiscal difficulties for
the company.
He said despite the best efforts of Board and Management to
put in place several austerity measures to manage the situation,
the continuing crumbling oil prices have severely undermined
NOCALs capacity to meet its operational and personnel
obligations.
In August, President Sirleaf underscored that the execution of
Production Sharing Contracts (PSCs) with super majors and other
reputable international oil companies also resulted in significant
interest in Liberias hydrocarbon sector with record licensing of
seismic data and related revenue; noting that during this period,
average revenue generated,
US$30.5 million, compared
to average annual revenue of
US$4.5 million in prior years.

began a precipitous decline,
during which total seismic
revenue fell by 29 percent from
the prior fiscal year and was
compounded by the Ebola virus
disease of 2014 that led to a
reduction in investor interest
across all economic sectors
for the impacted West African
region.

In a recent statement delivered in the United States of America at


an occasion organized by the opposition Congress for Democratic
Change (CDC) former Auditor General John S. Molru, II predicted
that the current regime will sign all contracts mortgaging all the
resources of Liberia with nothing for the successor government
to negotiate or sign.
This administration has sold and mortgaged all your resources
for cheap. More than 100 concessions re-negotiated, negotiated,
signed and ratified by this administration and Legislature over
the past 10 years and there is nothing much to show for the socalled $18 billion that was promised by all of the concessions,
Morlu observed.
The successor to the Sirleaf regime, Morlu says, will have no new
concessions to sign and cancellation of existing concessions will
send a bad international image.
Morlu added: The next government will have no concessions to
sign to get that infamous signing bonus. And if you try to cancel
or re-negotiate these concessions, you will get clobber by the
international business community. This is like De Ja Vu when
Russia's aging president, Boris Yeltsin, oversaw the stripping of
Russian assets and sold them cheap to seven crooked capitalists.
Christopher Neyor who served the NOCAL in the past in a recent
letter to President Sirleaf blamed the downfall of NOCAL on the
appointment of individuals he said lacked the experience on oil
to the company.
Why NOCAL failed in the first place is because, no disrespect to
you Madame President (We are being very candid here.) those you
appointed both on the Board and in Management to run NOCAL
in early 2012 after your re-election including your son Robert
Sirleaf lacked any knowledge or experience of how the oil and gas
business works. Oil and gas is a new industry to our country and
there are not many around with any appreciable expertise in this
arena or in energy economics and management, stated Neyor.
Neyor proposed that President Sirleaf reviews all revenue
streams including seismic data sales and devise strategy (as part
of NRP) to increase interest again in the Liberia offshore even in
the downturn.
Kosmos Oil has been expansion its operations around Africa; from
19 December 2014, the company started a highly controversial
oil drilling in the Cap Boujdour area off the coast of Western
Sahara. The license is signed with the Moroccan state oil company
ONHYM. The UN stated in 2002 that any further oil exploration in
Western Sahara would be in violation of international law if it was
not in accordance with the wishes of the people of the territory.
In an article from February 2015, former UN legal counsel Hans
Corell stated that the ongoing exploration activities by Kosmos
and Glencore is in violation of the legal opinion he wrote for the
UN Security Council.
On March 2, 2015 Kosmos Energy said it drilled dry at its CB-1
exploration well at the Cap Boujdour area. Despite this, the
company is planning for a second drill.
On April 28, 2015 Kosmos Energy has made a significant gas
discovery at its Tortue-1 development well in Block C-8, offshore
Mauritania. The well was drilled to test the Tortue West prospect,
which forms part of the Greater Tortue complex. It was drilled to
a 4,630m depth, where it encountered 107m of net hydrocarbon
pay and a single gas pool in the primary Lower Cenomanian
objective.
With big companies such as ExxonMobil, Chevron having oil blocs
in Liberia with no commercial discoveries yet, it is not known
what difference Kosmos will make in the emerging oil sector of
the country.
For some Liberians selling two oil blocs to Kosmos is only
intended to raise money to pay off the huge debt at NOCAL.

THE ROBERTS INTERNATIONAL Airport (RIA), the major


international airport in Liberia is currently not on par with
other regional airports including the Kotokai International
Airport in Ghana, amongst others.

MANY AIR CARRIERS have complained about the bad condition


of the runway which at some point forced Air France into rough
landing creating mechanical problem for the aircraft.

AIR FRANCE LATER pulled out of Liberia and several other


international airlines continue to complain about the current
poor condition of the runway at the RIA.
THE REDEVELOPMENT OF the RIA including modernization
and rehabilitation project has been put at US$60.3 million, and
the Government of Liberia has already concluded arrangements
for the project to be financed by several means including the
Saudi Fund for Development which is providing US$20 million;
the Arab Bank for Economic Development for Africa which is
providing US$10 million; the Government of Liberia, US$3
million, and credit from the European Investment Development
Bank, US$27.3 million.
IN NOVEMBER 2014, THE European Investment Bank (EIB)
agreed to provide Liberia with a US$27.3mn loan facility over
20 years to rehabilitate the RIA. The EIBs long term loan is
expected to address safety issues and commence the upgrading
of the runway. Earlier this year, the Liberian Senate received for
ratification the EIB loan agreement in the amount of US$27.3
million.

CURRENTLY ONLY A few airlines operate at the RIA: Brussels


Airlines, Royal Air Maroc, Kenya Airways, Air Ivoire and the
cargo airlines DHL Delta Airlines. Air France previously used
the runway but have since discontinued flights to Liberia.
THE AIRPORT UPGRADE is essential for Liberia and the
investment will allow Liberia to rehabilitate and re-brand the
airport, ensuring a compliance with international civil aviation
standards.

IN AN EFFORT to get the RIA project on footing, 16 companies


did site visits; and 4 including Eiffge, Dawnus, Lagan and Sino
Hydro participated with Sino Hydro eliminated at the technical
proposal stage
THE REMAINING FOUR companies EFFIAGE (France); Lagan
(Irish); Sinohydro (China) and Dawnus (British) submitted
bid for the project and in the end Eiffage, Dawnus and Lagan
participated to the end with Eiffage announced as the winner.
AFTER GOING THROUGH all the bidding process and other
requirements, one of the participating companies, Lagan is now
protesting and there are reports that it intends to write the
funders not to fund the project.

THIS THREAT BY Lagan shows that the company is self-centered


and has no interest in Liberia and its development especially an
essential project that has to do with the opening of the country
to more flights thereby leading to economic boom.

THE SELF-CENTERED QUEST by Lagan because of its desire


to make profits should not serve as an impediment to the RIA
project that is so important to Liberia.
LAGANS DESIRE TO get a big contract only to maximize profits
should not be at the expense of an entire country that is in need
of development and this should serve as a challenge to the
Government of Liberia to avert the threat from Lagan.

rom Peace and Conflict Studies, challenges faced


by many post conflict countries such as high rates
of crime, the trend of violence, unemployment,
lawlessness etc. pose potential threats to peace,
security and economic stability. In such country struggling
to mend the shattered pieces that embodies the fabric of its
society, the concept early warning become a viable tool that
helps policy makers in government to either direct or redirect
its focuses on challenges that pose potential threats to the
reconstruction efforts.
Given the trend violence is taking into the our society, this
article attempts to carefully provide reasonable argument that
will convince all of us especially the government clothed with
legal mandate of maintaining peace and security to view the
wave of increase in violence as early warning.
In relation to conflict prevention, the concept early warning
can be conceptualized in the following ways according to
notable scholars.
Lund (1994) conceptualized the concept as addressing
problems the moment they emerge is generally better than
responding after have grown into less manageable scale.
Rupensinghe (1994) posited situation in conflicting goals
are controlled so as to avoid the development of hostilities.
Though phrased in different versions, it is safe to infer that the
two scholars simply mean that the aim of early warning is to
prevent violent conflict.
From a statistical perspective, early warning also has to do
with the collection and analysis of reliable data that may
be regarded as signals for potential violent conflict. This
conceptualization arguably invalidates the notion or argument
that early warnings are just mere prediction.
In the academic discipline of Peace and Conflict Studies, it is
argued that violent conflict as in the case of armed conflict or
civil war is caused by ignoring early warning or the society
failure to strategically act on early warning. By society, it
suggests the government, civil society religious organizations,
political parties etc. For post conflict societies that ignore
early warning, it is arguably easy for violent conflict to reoccur
in different dimension because of its fragility.
For example, it can be argued that Burundi as a post conflict
country has relapsed into political instability characterized
by violent conflict due to series of protests against President
Pierre Nkurunziza decision to run for a third term in the 2015
election. These series of protest regardless of their duration
can be equated to early warning signals ignored that led to
40,000 people fleeing for safety in neighboring Rwanda, the
Democratic Republic of the Congo and Tanzania. (UNHCR
2015)
In the case of Liberia, all of the conceptualizations of early
warning are applicable especially the statistical definition that
quantified or catalogued reported cases of violence as data
collection. Below catalogue some notorious cases of violence
that provides reasonable grounds for acting on early warning
yet to claim our attention as a nation.
- The October 2004, we experienced a religious violent
conflict precisely in Paynesville between groups of people
identified as Muslims and Christians. Most of those involved
were predominantly youths.
- In 2011 dozens of motorcyclist burned down Police station
in Saclepea due to United Nations Mission in Liberia, UNMIL
vehicle that crashed into a motorcyclist between the Tappitasaclepea highway, leaving the motorcyclist dead.
- In 2011, aggrieved students, in Monrovia and its environs

went on the rampage due to Youth and Sports Ministry delayed


in paying vacation compensation. Evidently, properties were
damaged and looted.
- In 2011, post-election violence that resulted in looting and
damage of properties.
- In 2014, aggrieved students set ablaze a Pentecostal Church
School near Vamuma House.
- For 2015, violence continues to unfold. The Yekepa episode
that led to properties worth millions of dollars for Arcelor
Mittal; the recent Ganta episode that targeted humans
and properties damage; the Golden Veroleum concession
episode in Butaw, Sinoe County resulted into properties
damaged and holding expatriates hostage; the River Gee
episode that burned down police station and a truck ; the
recent Paynesville, Red Light situation that burned the
depot; continuous violence targeting the National Soccer
Team due to what is described as poor performance on the
field of play. Moreover, in Rivercess County, some aggrieved
students of Cestos High School broke doors, windows, chairs
and other furniture in the administrative building housing
the Superintendents compound chanting, No renovation, no
school, no By-Election.
From the trend of violence till now as catalogued in this article,
it is safe to advance the argument that we as a nation is yet to
treat or look at the increase of violence from early warning
perspective. Arguably, the wave of violence is claiming our
attentions only because of what may happen when UNMIL
shall have departure in 2016. All we have done in past and
now is to condemn violence in the strongest term. Of course, it
signals our disapproval. However, it is not the best prescription
as far as early warning is concern. If we are to prevent the ugly
manner in which our youth handle grievances, we must get
to the bottom of this social problem that pose serious threat
to our fragile peace. Prevention that is not a one-size-fits-all
approach suggests that we consider the trend of violence as
a national priority that will invest in the future of our youth
believed to our future leaders. This is because almost all of the
violence are staged by them. This is the main reason why the
UN High Level Panel on Threats, Challenges and Change refers
to youth as a potential threat to security; that a surging youth
population combined with unemployment, urbanisation and
other factors can lead to violence or a relapse into conflict. In
the case of Liberia as a post conflict society, this assertion is
a fact.
One may argue that despite the trend of violence, we have
celebrated a decade of peace, so how can the wave of increase
in violence threaten our stability? As a concept in Peace and
Conflict Studies, peace is not only the absence of war. Arguably,
it is also the absence of that which threatens peace itself. In
the case of Liberia, the increasing wave of violence threatens
what I call our young peace. This conceptualization of peace
does not mean that other societies are free from violence.
What is of significant concern is the trend or wave of increase
that overwhelm our security coping ability while using its
own recourses.
In summation, it is argued that most post conflict countries
that relapsed into violent conflict stems from either ignoring
early warning or failing to recognize and act on the indicators
of early warning. With the trend violence is taking, one can
rely on early warning to predict the future of Liberia stability.

THIS IS CRUEL and must stop, the Government of Liberia needs


to show to international companies such as Lagan that their
quest for making huge profits should not stand in the way of
development.
LIBERIA DEARLY NEEDS the RIA to be renovated as fast as
possible to repair the runway which if not done could put the
country at risk of not getting flights coming in during the next
rainy season.

THE IRISH COMPANY THREAT to complain to the funders of


the project is counterproductive to the development of Liberia
and the Government of Liberia must stand firm to teach Lagan a

lesson that Liberia is a sovereign nation and the country decides


who it wants to do business with once all the laws governing
contracting are scrupulously followed.
THERE IS NO REASON why a single company should hold Liberia
hostage in the wake of the urgent need for a modern airport to
pave the way for more flights to the country.

THIS IS LIBERIA and not Ireland, the Government of Liberia


has a responsibility to the Liberian people to get the RIA on the
right footing and nothing must stand in the way of this essential
project.
The onus is upon the Government of Liberia to avert any threat
to the success of the RIA project.

Here is why we have the current situation in Liberia. When the 5th
President of the United States James Monroe saw repatriating the
former slaves to Africa as a way to end slave trade in the U.S. and to
avoid an uprising in the U.S.
Several of the colonies joined together to form the Commonwealth of
Liberia in 1838 and Liberia declared its independence in 1847. The
name Liberia originated from the word Liberty or freedom, and the
capital city of Monrovia was named for President Monroe. This new
country was created with the objective of providing freedom, prosperity
and justice for all. Because of this objective, the wording on the official
seal of Liberia is The Love of Liberty Brought Us Here. It is now 168
years, but the vast population of Liberia has not experienced true
freedom because the appropriate mechanisms for creating awareness
empowerment structures for equal opportunities for all Liberians
have not been put in place. The founding of Liberia was meant to end
enslavement and was intended to appease the segment of Africans who
were victims of the slave trade. The second aspect was the creation of a
new country based on rule of laws and strong institutions but Liberian
leaders main concerns for the 168 years have been personal gains
for themselves, families and friends. Personalizing the resources of
the country when one is the position of power and control is the only
experience all Liberians. This culture grew out of the returnees because
it was the only thing they also learned from their former slaves masters
from the United. We must change this culture because this is part of the
fundamental problems for Liberia. Liberia's problems are not due to
ethnicity and religion or any particular tradition, instead they are due
to the nonexistence of awareness and empowerment structures.

with her for 12 unbroken years. REALITY FOLKS! Secondly, presidential
appointees follow the "At Will" doctrine. Meaning either the President
or appointee can let go at anytime. Big news for ministers to quit but it
is part of public service. Maybe in Liberia we see being a Minister as a
profession. So folks stay in for 10 years behind one wood calling it desk.

minister.? Someone please tell me quick quick that I misread the sorry.

OK , let reason this out together , shall we ? First , the author of the
article did not say at which functions did the former Nigerian Minister
represented the President while the Foreign Minister was present .
Was this a world Bank function , United Nations functions ? If so , at
what capacity ? UN women conference that was to be chaired by the
President , but was then co-chaired or represented by the former
Nigerian Minister while the Foreign Minister of Liberia was present ?
The author did not say whether the Nigerian Minister was still active
in her government or not . But one thing that is clear , is that the
President of Liberian belongs to so many organizations which she also
chaired with a co-chairperson or persons . And should the President be
unabled as in this case , her co-chairperson can represent her . The is
not like government to government signing agreements or one that is
representing the country Liberia . The author speaks of representing
the President Sirleaf at some unknown functions , but not in the
capacity of representing the Republic of Liberia at some functions .
The President just received an award , but anyone could represent the
President to receive that award on behalf of the President while the
Foreign Minister of Liberia is present . Especially , if it is coming from
an organization for which the President is a member . The author is
not very clear , neither did he asked the right question to find out the
reason why .

After many weeks of walking

of the Barnesville Estate, the
police have finally charged
George and his accomplice
James Tamba with Aggravated
Assault and Criminal attempt
to commit murder.
The former Deputy EPS
Director and his alleged
accomplice Tamba have thrice
failed to appear before the
police to be forwarded to court.
They were officially charged on
October 1, 2015.
On Monday, the lawyer
representing the legal interest
of Esther Glain, Atty. Samuel
Kofi Woods was visibly
angry with police authorities
for allowing his client to
continuously appear in the
absence of the accused.
The police, however, promised
Atty. Woods that they will
arrest George and his alleged
accomplice, Tamba and keep
them in custody until they are
sent to court.
The case is expected to finally
be called at the Magisterial
Court at the Gardnersville
Town Hall today October 15,
2015.
The continuous delay of the
appearance of George and
Tamba has prompted the
Gbowee Peace Foundation
Africa (GBFA) to issue a
statement.

statement, said it finds it
absolutely

The victim, as advised by her
legal representation led by

succumbed to several days of

investigation answering
numerous questions and filling
out copious forms from various
departments of the Liberian
National Police.
In spite of her aches, pains
and the trauma that she has
undergone and is undergoing,
Ms. Glain has been very
cooperative. She has attended
all appointments and has
never refused any demand
from LNP to meet with them,
no matter how impromptu or
inconveniencing the demands
are. Over the past weeks, the
Liberian National Police has
had the victim on tenterhooks
with sporadic calls to show
up for further questioning;
at times calling her late at
night to tell her to be at the
police station the very next
morning. Through it all, Ms.
Glain never complained even
though she was wounded,
suffers brutal headaches, eyes
pain and is traumatized. Ms.
Glain presented herself at
every request, and responded
patiently to every question,
even those regular patronizing
and intimidating types, the
Gbowee Foundation statement

US government, while Mr.

director at Afriland First Bank

In brief remarks, Dr. Chan
emphasized
USAIDs
commitment to work with
Liberians on micro, small, and
medium enterprises in order
to grow the Liberian economy.
He said he hopes the new
partnership with Afriland First
Bank would complement other
USAID-sponsored programs
pursuing private sector growth
and
create
employment
opportunities
especially
through MSMEs.
Dr. Chan disclosed that USAID

utilization of its credit facility
up from 10 percent in 2009
to 56 percent at present;
adding that the program has
supported 137 enterprises
to win 342 contracts worth
US$31 million.
Today, we want to expand our
efforts to continue to unlock
the productivity of the private
sector by providing credit
through mechanisms such as
the DCA we have signed with
Afriland First Bank, he said.
This partnership will go a long
way towards helping to create
jobs and grow the Liberian
economy.
He said the US government
and Afriland First Bank would
share the risks in piloting new
financing options to MSMEs,
especially those in agriculture
and construction sectors.
According to him, agriculture
and
construction
are
regarded
as
particularly
risky businesses, but there is
a special value to be added
by sharing some of the risks
and creating employment
opportunities in those sectors.

Liberia Investing for Business
Expansion Program (IBEX).
The program offers financial
services to local businesses
and commercial banks staff,
including technical assistance
and capacity building support
such as training, coaching,
mentoring, advice and loan
facilitation for business growth
and expansion. DCA seeks
to improve the commercial
viability
of
underserved
markets so that lending and
investment continues long
after the USAIDs DCA program.
Earlier, IBEX Chief of Party,
Mrs. Watchen Harris Bruce,
expressed thanks and gratitude
to USAID for its continuous
support to her program. Mrs.
Bruce said the program focuses
on making the deals work.
She explained that DCA is
all about loan guarantees
through the US government to
make sure that the financial
institutions risks are mitigated,
something she referred to as
credit enhancement.
She said IBEX remains
supportive of the governments
development
agenda.
IBEX works with financial
institutions to make the deals
feasible as well as with small
and medium enterprises to
make them bankable so they
can access finance to expand
their businesses, Mrs. Bruce
said.

1. This expression of interest follows the general procurement notice that
appeared in the local newspaper and the Ministry of Health website www.
mohsw.lr.gov and the market beginning 30th, July 2015.

2. The Government of Liberia (GOL) through the Ministry of Health & Social
Welfare has received grant from the Government and the people of the
United States of America through the United States agency for international
development (USAID) towards the improvement of the Health Care and Social
Welfare Delivery System in Liberia. The Ministry of Health & Social Welfare
intends to apply part of the proceeds of these grants to payments under a
contract for the provision of the health services: comprehensive delivery of
evidence-based Essential Package Of Health Services (EPHS), including activities
for the reduction of maternal and newborn mortality, supported by innovative
Performance-Based Financing schemes as a health systems approach in Bong,
Lofa and Nimba Counties beginning 1st, January 2016.
3. To implement these services, the Ministry of Health & Social Welfare
(MOHSW) now invites interested and qualified non-governmental, faith-based
and other civil society organizations with proven records and backgrounds
of providing Healthcare in post conflict Countries, especially those with
long-standing records of effective implementation of health care services in
Liberia for a performance-based contract to indicate their interest in support
of the Essential Package Of Health Services (EPHS) and the roadmap for the
acceleration of the reduction of maternal and newborn mortality rates.
4. The duration of the contract will be twelve (12) months with a possible
extension.

5. Qualification and short listing criteria: Firms will be listed based on core
business, experience in the services/assignment as required, experience working
in Liberia and countries of similar context as Liberia, --technical and managerial
organization of the firm, clearly articulated collaborative approach for working
with NGOs and CHT at county, and district level, as well as general qualifications
and number of key staff.
6. Selection for contract award shall be in accordance with Quality Cost Based
Selection (QCBS) procedures as spelled out in the 2010 Amended Restated
Public Procurement Act of the Republic of Liberia.

of continuance reluctantly
following a request from the

Judge Sando warned the
defense team to resist from

is not in consonance with

Monroviamid the controversies surrounding the issuance of


license plates, several drivers were seen Tuesday
searching the list of qualified plate holders while
agonizing over the lack of it thereof.
Mohammed Kanneh, a commercial driver, disclosed that he
placed his request for the plate since February and has done
all requirements but unfortunately he has not received his
plate, neither has the Ministry made a comment to him.
An owner of two vehicles, Alisa Brown told FPA that she had to
preview the lists because she thought her drivers were telling
lies but from the preview she now knows that the ministry
is the problem, I had to leave work today because of these
plates. Every time the drivers report, an amount is deducted
because when they are arrested the police officers request
huge amount from them.
Ibrahim Daramy, 36, a commercial driver said he is frustrated
over the prolong delay by the ministry on grounds that his
documents requirements were placed in January but is
incensed that till date there is no plate available for his vehicle.
Meanwhile, Assistant Press Director at the Transport Ministry
Lemuel Kleeme denied the allegations made by the commuters.
He said issuance of plates is ongoing on a daily basis.
We do not have delay in the issuance of plates, we have
continuously inform the public that you contact a certified
issuance companies that will shoulder the liability of the
vehicles, he stated.
Said Kleeme: We dont want to encourage hit and run but we
are encouraging the 3rd party insurance, which is by law, as
we try to alternate our systems where a setup will be designed
to track down the categories.

the GolaMA Project
Steering Committee is
expected to take place
on Monday October 19, 2015 at
the Corina Hotel in Monrovia.
The meeting is part of activities
undertaken by the GolaMA
Project which aims to conserve
an internationally important
forest corridor in the Gola Forest
by supporting communities
to manage their forests while
improving livelihoods and
establishing a pilot model for
sustainable financing.
The GolaMA Project is financed
by the European Commission
and will run from 17 December
2013 to 16 December 2018.
It is being carried out by the
Society for the Conservation
of Nature of Liberia (SCNL) in
partnership with the UK-based
Royal Society for the Protection
of Birds (RSPB), in collaboration
with the Government of
Liberia through the Forestry
Development Authority (FDA).
GolaMA is a five-year project,
Dec. 2013-Dec.2018, funded by
the European Union Connecting
forest and people, the GolaMA
Project is a partnership
between forest communities,
the Government of Liberia and
the international and national
conservation
communities
to conserve and manage the
Gola Forest that lies outside of
protected areas.
The project is implemented by
the Society for the Conservation
of Nature of Liberia (SCNL) in
collaboration with the UK-based
Royal Society for the Protection
of Birds (RSPB), all working
with the Forestry Development
Authority (FDA).
GolaMA Project Coordinator
Edwin Kamara said, the steering
committee is the highest
decision making body of the
GolaMA project.
As require the PSC meets once
a year to review progress, this
meeting will bring different
stakeholders together, they will
look at the activities the project
management has spearheaded
over the year, Kamara said.
Kamara said, part of their

work is to create awareness


for the locals to make inform
decision adding that they are
hoping to expand the project
communities.
We are going to PSC to propose
six communities which were
not considered, Kamara added.
The forest where the GolaMA
Project is working covers about
40,000 ha of the Gola Forest and
is located in the Kongba District
of Gbarpolu County.
In effect, the forest forms a
corridor linking two prospective
protected areas in Liberia - the
proposed Gola Forest National
Park and the Foya Reserve as well as the Gola Rainforest
National Park in Sierra Leone.
The Gola Forest is part of
the Upper Guinea Forest
Biodiversity
Hotspot
and
Eco-region,
internationally
recognised as a top priority for
biodiversity conservation.
It is equally important for the
wellbeing of the local population
providing resources such as
bush meat, firewood, building
materials, food and medicines.
Because Liberia is so heavily
forested compared to other
West African countries, it is of
disproportionate significance
in terms of carbon storage and
sequestration.
The name GolaMA means
"Unity" in the Lofa language and
is short for Gola Management
Agreement.
GolaMA will support at least six
communities in Kongba District
to establish Community Forest
Management
Agreements
(CFMAs) with the FDA, assist
the forest communities to
benefit from new, sustainable,
alternative income generating
activities under CFMAs that also
contribute to forest protection,
reduce bush meat hunting and
trading of protected species
in the project area, assist the
forest communities to establish
sustainable artisanal mining
practices,
determine
the
potential of carbon trading to
provide sustained finance for
community forest management,
and enable GolaMA to be used
as a model for other protected
areas and forest corridors in

Liberia.

The Society for the Conservation
of Nature of Liberia (SCNL) was

nature conservation, has the
mandate to educate, encourage

assist
civil

patterns to conserving nature,
build consensus on effective
management of biodiversity
through ensuring the use of
natural resources is sustainable

With funding from the


European Union and Managed
by UNDP, the CSC is a one-stop
shop set up under the Liberia
Decentralization
Support
Program (LDSP) to ensure
that major documentation
services are accessible to rural
residents including Rivercess,
Montserrado, and Sinoe.
At the Center, line Ministries,
Agencies and Commissions
(MACS), through the Ministry
of Internal Affairs, oversee
the processing and issuance
of
certificates,
licenses,
permits and other important
documents used by various
sectors of the Liberian society.
According to the Coordinator
at the CSC Sargacious Gardoe,
between July and September,
over 900 people were able
to access the facility, with

delivery of services made in a
timely manner.
Briefing a fact finding team
headed by the Ambassador
Designate of the Government

of Sweden Lena Nordstron,


Mr. Gardoe reported a revenue
intake of over 10,000 US
dollars, over a three-month
period, from service delivery
being provided at the Center.
He informed the Team that the
Center focuses only on service
delivery with no authorization
to collect any fund. Currently,
there are nine line Ministries,
Agencies and Commissions
strategically situated within
the premises as service
providers Gardoe reported.
Among the services accessed,
birth registration for children
0-12 years tops the list with
392, followed by psychosocial interventions at 265,
business registration 106
and
traditional
marriage
certificates 100.
The
Center
Coordinator
mentioned that they are also
engaged in routine community
outreach and sensitization of
the community to attract more
customers to the facility. He is

hopeful that over a period of


five years, the CSC will become
a household name in the area
of Decentralization, provided
that the needed logistics and
expertise are available to
sustain such initiative.
The Government of Liberia,
through a European Union
Grant
contribution,
is
facilitating the actualization
of County Service Centers
in eight counties, under the
Liberia
Decentralization
Support Program or LDSP
managed by the United Nations
Development
Programme
in Liberia. Other partners
include USAID, UMMIL and the
Government of Sweden.
The Swedish Ambassador
Designate Lena Nordstron was
accompanied by UNDP Country
Director Kamil Kamaluddeen
at the Service Center. She
applauded progress made
thus far over the first 3-month
period, congratulating the Staff
for a job well done.

discharged from a London hospital -- seemingly
signaling her victory in beating Ebola.
Now, not only is Cafferkey back in the hospital with a
rare relapse of the deadly virus, but she's gotten worse.
London's Royal Free Hospital announced Wednesday afternoon
that "Cafferkey's condition has deteriorated and she is now
critically ill."
The hospital didn't elaborate on the news about the Scottish
nurse, who last year became the first person diagnosed with
Ebola in the United Kingdom. But it's not a good sign, coming
five days after the same medical facility confirmed Cafferkey
had been transferred there from Queen Elizabeth University
Hospital in Glasgow "due to an unusual late complication of her
previous infection by the Ebola virus."
That day, the Royal Free Hospital indicated that Cafferkey
was in "serious condition" and being treated in a "high-level
isolation unit."

CELEBRATION OF WORLD MENTAL HEALTH DAY

OFFICIAL OPENING OF
OCTOBER TERM OF COURT

MONROVIA n the spirit of coordination and collaboration with the other


branches of government, President Ellen Johnson Sirleaf
attended the official opening of the October Term of the
Honorable Supreme Court at the Temple of Justice.
The Supreme Court has two annual terms, namely: March and
October Terms, each of which commences the second Monday
of the month.
According to an Executive Mansion release, the Liberian leader
joined others at the Temple of Justice where the official program
took place on Monday, October 12, 2015.
Delivering his statement at the opening, Chief Justice Francis S.
Korkpor, Sr. appealed to the Executive and Legislative branches
for additional funds to increase the salaries/benefits of circuit and
specialized court judges.
He said circuit court judges are on the same ranking with deputy
ministers and since the Government has increased the salaries/
benefits of deputy ministers it was only proper that the judges be
included under the scheme to reflect uniformity in the decision
of Government regarding remuneration. These requests, we
believe, are not unreasonable, he stressed.
Chief Justice frowned on the fact that this years budget of the
Judiciary has been drastically reduced from US$19,000,576,000.00
in 2014/2015 to US$18,618,722.00 for this fiscal year 2015/2016;
noting that his request for additional funds was not even
considered.
He furthered that they are currently engaging the relevant
authorities, both in the Legislative and Executive Branches of
Government, in an attempt to address this serious situation.
Chief Justice Korpor pointed out that many of the courts, including
circuit courts, are still operating from administrative buildings
owned either by the Executive Branch of Government or from
properties owned by private individuals who are potential litigants
before the courts. This practice has the propensity to compromise
the independence of the Judiciary in many respects, he said.
He promised that the Judiciary will construct an annex to the
12th Judicial Circuit Court in Barclayville to house the remaining
courts and provide other facilities appropriate therein so that
Grand Kru County too will have the full benefit of a judicial
complex as they already have in some counties and intend to have
in the other counties.
Chief Justice Korkpor praised the Swedish Government, through
the Justice and Security Trust Fund, for providing funds for the
construction of four magisterial courts in the Omega Community,
Montserrado County; Botota and Kokoyah areas, Bong County;
Vahun, Lofa County; and Karnplay, Nimba County. The cost of
these projects is estimated at US$612,388.90.
We express gratitude to the Swedish Government through, the
Justice and Security Trust Fund for this generous assistance. This
will go a long way in providing access to justice to a large segment
of our population, he said.
Chief Justice Korkpor, according to a recent report, said the
population of the Monrovia Central Prison has increased with
84 percent of inmates therein constituting pretrial detainees,
stressing, This is alarming. Our law provides for the speedy trial
of cases with priority given to criminal cases.
He explained that keeping accused persons behind bars over the
period allowed by statue without trial amounts to travesty of
justice and in the coming months, he will take more concrete steps
in addressing the problem of pretrial detainees.
Chief Justice Francis S. Korpor thanked the Peoples Republic of
China and United Nations Development Program (UNDP) for the
goodwill gesture aimed at empowering the judicial workforce.
The formal opening was graced by US Ambassador to Liberia,
Deborah R. Malac, Justice Minister Cllr. Benedict Sannoh,
president of the Liberian National Bar Association Cllr. G.
Moses Paegar, Counsellors-at-Law, lawyers and the St. Thomas
Episcopal Church Parish Choir that rendered a selection, amongst
others.

(ACF) on Saturday,
October 10 joined
the Liberian line
Ministries, the World Health
Organization (WHO) and
other development partners
in Liberia to raise awareness
on Mental Health and the
need for people with mental
health conditions to live with
dignity through human rights
oriented policies and laws.
For over a decade, Liberia has
been on a positive trajectory
of economic development
following years of civil wars
and the outbreak of Ebola in
March 2014. Ebola claimed
the lives of over 4,700 men,
women and children, leaving
serious vacuity in families
and the nation.
Celebration of World Mental
Health Day in a country
that continues to witness
the
psychological
and
psychosocial aftermaths of
violent civil wars and more
recent deaths from Ebola,
gives hope for those suffering
from mental illness in the
country. Liberia has many
challenges to overcome and
to address this sector. There
is an extreme limitation
of knowledge and skills
within Government and
Civil Society (Only two
clinical psychiatrists exists
in the whole country) as
well as insufficient budget
allocations to address the
needs of the population.
Thousands
of
people
suffer from mental health
disabilities in the country
such as from fear, panic,
trauma, isolation, stress,
and
stigma.
According
to
the
World
Health
Organization
(WHO),
people in such conditions
are not only discriminated
against, stigmatized and
marginalized but are also
subjected to emotional and

physical abuses within their


own communities.
The 2015 World Mental
Health Day commemoration
which was held under
the theme Dignity in
Mental Health brought
together
several
high
profile
personalities
from government houses,
international and local NGOs
in Liberia. The event began
with a grand parade from
the University of Liberia
main campus at Capitol Hill
in Monrovia to Sinkor. As
support to the event and
in line with ACFs current
programs in Liberia dealing
with
Ebola
Survivors,
quarantined
communities
and other affected vulnerable
persons, ACF facilitated the
coming together of hundred
students from ten schools
in and around Montserrado
County to join the parade.
The scars of war and Ebola,
as well as the high levels of

poverty, are compounding


issues in the country.
Speaking as keynote speaker
during the indoor program
at the Monrovia Christian
Fellowship Church, Hon. Dr.
Peter S. Coleman who is the
chairman of the Liberian
Senate Committee on Health,
Gender, Women, Children
and
Social
Protection
remarked
that
People
suffering from mental health
disabilities are assumed to
have no capacity to make
decision for themselves
and therefore, they suffer
wide range of human right
violations such as physical
and sexual victimization,
restriction to access essential
health care, social and
emergency relief services.
As if that was not enough
Hon. Dr. Coleman mentioned
these affected persons face
disproportionate barriers in
attending schools and finding
employment.

In 2012, the mental health


bill for Liberia was drafted
and two weeks ago was
submitted to the house of
parliament by President
Ellen Johnson Sirleaf. In his
closing remarks, the Hon. Dr.
Peter Coleman assured full
passage of the bill to act in
the coming weeks.
On his part, WHOs Regional
Director for Africa, Dr.
Matshidiso Moeti called on
the Liberian Government
and partners to tackle
discrimination
against
mentally ill people through
individual and community
initiatives. Dr. Moeti stressed
the need for partners and
governments to strengthen
national programs, policies
and legislative measures
to strengthen the capacity
of healthcare providers
to address the growing
problem of mental illness
in communities and in the
region.

Partner to Promote Social Change

LIBERIAN JOURNALISTS TO ASSEMBLE



IN US FOR ALJA CONVENTION

ith the support of the Open Society Initiative for West


Africa, the Accountability Lab and Amaze are pleased
to announce the launch of a collaborative initiative to
combat corruption in Liberia through the power of
Hip co music. The centerpiece of the initiative, a music video for the
track Corruption, Corruption, will be complemented by a discussion
on Hip co and accountability, and performances at high schools and
universities in Monrovia and Buchanan.

Produced by the Accountability Lab, the video for Corruption,
Corruption was filmed at the Ducor Hotel. Towering over Central
Monrovia, the edifice, constructed in the 1950s was one of
Monrovias swankiest establishments and served as the seat of
Liberias interim government during the initial stages of the civil war.
It was subsequently destroyed as the conflict raged on.
Jim Tuttle, filmed, directed, and produced the video. He says that the
ruins of the Ducor Hotel provided a great backdrop. The building
itself is a vivid symbol of bygone opulence fallen to decay.
Amaze notes that he composed the track, because I feel corruption
is one of the biggest viruses thats eating our nation. In order to solve
a problem you have to get to the root cause. I wrote this song to alert
parents on the need to monitor corrupt tendencies in children, even
at a young age. Tuttle adds that it was a fun challenge to create
a visual experience that compliments Amazes lyrical message and
catchy Hip co beat.
The first public screening of the video will take place at 146, Takun
Js nightspot on Carey Street, across from the Central Bank of Liberia.
Amaze, joined by Takun J and other hip co performers, will discuss
the role of Hip co in promoting accountability, ending corruption,
and enabling justice. The general public is warmly invited to the
event on October 15 at 4pm.
Several performances at schools in Monrovia and Buchanan will be
held as well. These events will feature a screening and performance
of Corruption, Corruption following which Amaze will speak on the
importance of eliminating corruption at all levels of society.
The video will be made available on the Accountability Labs
YouTube channel on October 16. The audio can be streamed on
Amazes Sound Cloud now.
About Amaze
Henry Amazin Toe, better known by his stage name, Amaze, began
rapping in Guinea, where he lived as a refugee from Liberias longrunning civil crisis. He launched his career delivering freestyles
and prepared verses over beats from American rappers like Tupac,
Notorious BIG, and Nas.
In 2005, Amazes career took off when he joined 3Ts, one of
Monrovias most popular dance groups. Amaze transformed the
crew from a group that performed to foreign songs to a trio that
produced its own original content, achieving widespread acclaim
with the track dizzing. After the release of three albums, 3Ts
disbanded in 2010. Amaze now performs as a solo artist and along
with Peaches is one half of the duo known as Tag Team.
Amaze is the Secretary-General of the Liberian Secular Musicians
Association and is a business student at the University of Liberia.

Liberian Journalists in
the Americas (ALJA),
annual
convention
convenes in Delaware State this
weekend. Liberian Journalists
based in the Americas, Europe,
and Liberia are expected to
attend the conference; and they
will begin arriving in New Castle,
Delaware on Friday, October 16,
2015.
The conference is the first
post
crisis
gathering
of
Liberian journalists since ALJA
reactivation in January of this
year. It will start on Friday and
close on Sunday, October 18th
with a worship service at the
Harvest Center International
located at in New Castle,
Delaware. On Saturday, October
17th, the journalists convene
for a general assembly to at the
same church to deliberate ALJAs
future, and media development
and good governance in Liberia.
An ALJA press release says, the
conferees will also, during the

general assembly elect officers


of the organization for a two
year term. Positions to be filled
are President, Vice President,
Secretary General, Treasurer,
and Assistant Secretary General.
The elections will be followed
by a benefit banquet and an
induction ceremony of the
newly elected officers at 31 Blue
Hen Drive, Newark, Delaware.

Analyst at the US State

and
former
Information officer at the U. S.
Embassy in Monrovia, Liberia
will deliver the keynote address
at the banquet. She will speak on
the theme, Unified and Vibrant
ALJA. Liberias Ambassador
accredited to the US, Jeremiah
Sulunteh will perform the
induction ceremony.
ALJA was founded in Washington,
D.C. in 1998 by a group of US
based Liberian journalists with
the sole purpose of uniting
current and retired Liberian
journalists living in the US

and parts adjacent to mobilize


resources to assist the Press
Union of Liberia strengthens
press freedom in Liberia. The
organization is also, committed
to the advancement of the
principle of good governance in
Liberia.
ALJA crumbled in the year
2004 due to internal strife
amongst its members. However,
in November 2014, a group of
well-meaning US based Liberian

journalists initiated efforts


for the rejuvenation of the
organization. In January 2015,
the journalists convened a mini
ALJA convention and put in
place an interim leadership with
the mandate of jump starting
the Associations reactivation
process. The Interim Leadership
is led by journalist, Moses D.
Sandy, former Editor-in-Chief of
the Liberia Broadcasting System
(LBS).

He used the occasion to thank
the outgoing Minister, Mr.
Augustine Kpehe Ngafuan,

to go as Foreign Service officers.

promised to follow in the
footprints of Mr. Ngafuan in
pushing for the selection of
capable Liberians to go on

for Afro-Asian Affairs, Madam
Rosetta N. Jackollie told the
two men that they have been
posted to a country that has a
strategic diplomatic relations
with Liberian.
She reminded them that China
is one of Liberias strategic
bilateral partners. She added
that the trade relation between
Liberia and China can amount to
3.6 billion United States dollars.

She said China continues to


play a strategic role in Liberias
development drive. "I hope your
diplomatic engagement with
China will further strengthen
those strategic relations," she
told them.
Assistant Minister Jackollie
also observed that the Foreign
Service posting is not just bread
and butter as others may think.
She reminded
the two
commissioned officers of the
tasks ahead, which she said is
equally overwhelming noting
that the choice is left with those
appointed to decide which path
they may take to make things
happen for their country and
people.
She also urged them to
demonstrate
commitment,
dedication, and patriotism to the
call of duty at all times.
Your commitment to your
country should be manifested
in your deeds and actions. Your
service to your country should
be marked by honesty, integrity
and patriotism," the Afro Asian
boss stressed.
In brief remarks, the two
commissioned officers thanked
both former Foreign Minister
Ngafuan and Acting Minister
Shoniyin for giving them the
opportunity to serve Liberia in
the Foreign Service.
