Reprinting Marsh centenary

A piece of history dating back close to
80-years has been reproduced and is looking
better than ever.
The Bacchus Marsh and District Historical
Society funded the reprint of A History of
Bacchus Marsh and its Pioneers: 1836-1936
and have donated it to a number of local
schools.
Initially published by Crisp and Sons in
the office of the Bacchus Marsh Express, the
book was created in order to celebrate the

towns 100-year centenary.


The first 230 pages represent the valuable
research of the late Mr. William Williams,
which was first published in The Bacchus
Marsh Express in regular installments
between 1913 -1917.
Following is the early history of Mount
Blackwood and an authentic record of early
Bacchus Marsh, written by the late Mr.
Charles Hegarty.
Bacchus Marsh and District Historical
Society president, Chris Bronchinetti said
she was very pleased with the reprint.

The societys researchers find this book


extremely valuable, its one of our go to
books when researching, she said.
The historical society has donated a number
of copies of the book to local schools and the
Lerderderg Library, which Ms Bronchinetti
said would be very handy for the students.
The book has recollections of people of the
Bacchus Marsh of old. It will be handy to
have snippets of local history through others
eyes in book form on the school bookshelf,
she said.
Society member, Jenny Couper said it was

nice to know that children would be getting


to know the history behind the town they
live in.
Part of our charter at the historical society
is to provide information to the people of
Bacchus Marsh, including the children. It
will be one of those books that even the
teachers would get something out of, she
said.
The Bacchus Marsh and District Historical
Society meet on the last Thursday of the
month at 7:30pm at the James Young Room,
Lerderderg Library.

Local police made a special visit to Bacchus Marsh
Primary School last week to
help promote cycling safety
among road users.
As the Victoria Police Safe
Cycle month marks its 33rd
year, officers spent the day
with students in order to
highlight the importance of
taking responsibility and
limiting potential safety
risks.
The number of cyclists injured throughout the month
of October has steadily increased from 136 in 2012 to
165 last year, with failing to

into the path of cyclists being
the main identified causes.
Bacchus Marsh Senior Constable, Chris Swiergon said
local police members were
committed to raising awareness of road safety for all
road users.
During the Safe Cycle Operation this month we are
increasing our presence on

cyclists to ensure that they
are keeping themselves
safe, he said.

Health service
newborn deaths

Djerriwarrh Health Service
continues to deal with the
fallout after an investigation
revealed catastrophic failures resulted in the deaths
of seven babies at the Bacchus Marsh Hospital.
The volunteer Board has
been sacked, as has its CEO
Bruce Marshall.
However, the Board was
only sacked on the same day
that the story was exposed
in the media, just last week.
It was revealed last week
that an investigation was
conducted into births at
the hospital between 201314, during which 11 babies
were either stillborn, or died
shortly after birth.
The number is twice the
expected mortality rate for
a low-risk hospital, and does
not include those babies later
diagnosed with life-threatening medical issues that
should have been, but were
not, picked up at birth.
The investigation found
that a series of failures and

deficiencies may have contributed to the deaths of up


to seven babies.
Each family has being given
a full explanation about
what happened and an apology, and intensive support is
being provided from experienced counsellors, according
to DjHS.
It started in March 2015,
when the Department of
Health and Human Services
was made aware that the
expert Consultative Council
on Obstetric and Paediatric
Mortality and Morbidity
had identified a cluster of
10 stillbirth and neonatal
deaths - from a total of 1863
births - over the period, with
one stillbirth this year.
An investigation followed,
with the Djerriwarrh Health
Services Board receiving the
results in June.

A number of changes have
since been introduced at

DjHS, including a review


of paediatric services, staff
training, staff monitoring,
improved monitoring of
clinical outcomes by the
board and, vitally improved equipment, training and reporting for foetal
surveillance.
Neither the CEO or the
Director of Obstetrics and
Gynaecology during that period are now at DjHS.

but there is also an obligation of the board to ensure
the safety and quality of care

Dr Ballard said the Department of Health and Human

Morbidity (CCOPM) brought
it to their attention.

previous alerts were handled at a local management
level before it escalated to

My observation of what
has occurred is the service,
at times, was operating well
and truly beyond its capabilities. This is a level three
obstetric unit, which means
its normally involved with
pregnancies at 37 or more
weeks. These are uncomplicated pregnancies and any
cases that werent uncomplicated should be referred to
another health provider.
Some uncomplicated cases
can become complicated and
it can happen in an urgent
way, but it appears that the
service was accepting cases
that were more complicated
than their capability and
skills.
Dr Ballard added that the
situation was in no way a
funding issue, but rather a
gap in training and a failure
of systems.

Change in location as
venue floored

A change of venue for the


next Moorabool Shire Council meeting may result in an
audit.
A report tabled at the October council meeting recommended changing the next
meeting, that was scheduled
to be held at the Blackwood
Hall, to another venue because the Hall is undergoing
repairs at the moment.
However, Committee of
Management President Brian Moore explained that the
repairs due to be carried out
on the floor cannot be completed because there is not
enough funding.
The next meeting will instead be held at the James
Young Room at the Lerderderg Library in Bacchus
Marsh on Wednesday 4
November.
But discussions over the
change sparked questions
from Woodlands Ward
Councillor Pat Toohey about
the Blackwood Hall repairs.
Cr Toohey requested that
an audit be conducted on
the funds that council gave
the Hall Committee of Management, to make sure the
money is in safe Hands.
Funds should be returned
if this does not proceed, Cr

Toohey said.
Mr Moore said that council had only given the Hall
committee $15,000 as a grant
but argued that it was
money owed to Blackwood
anyway because council
sold the old tip site and said
that the money would be returned to the town.
I do not know why Pat
Toohey is asking us to account for money that was
owed us in the first place, Mr
Moore said.
If Toohey is asking for the
money, its nothing theyve
given us its still sitting in
the bank, we can show him.
Mr Moore said that it will
cost $48,000 to fix the floor;
with $15,000 from council
and $15,000 from the Department of Water, Environment, Land and Planning,
and with locals volunteering
to take out the floor to save
$3000, theres still a $15,000
funding shortfall.
However the council meeting heard from a council officer who said that a number
of additional items including
a new kitchen, playground,
and toilet upgrade had been
added to the renovation.
Mr Moore explained that
a funding application is
currently being considered

by Regional Development
Victoria.
I started the process in July
2014 to get that money for
the hall from RDV and we
nearly had that money - but
then there was a change in
government in November.
We reapplied in July this
year, and its taken all this
time and now were seven
weeks into a 12 week span
of getting the money again
- but we still havent got any
answer.
The council officer told the
meeting that a new application had to be made because
RDV wanted the additional
renovation items included in
the application.
The hall is owned by the
DWELP, its run by council,
its the only hall in the whole
community and nobody
wants to do anything about

New facilities for


old station

CFA.
Local members have raised
more than $24,000 towards
the refurbishment of its old
station, which will combine
with a $49,000 state government grant.
The planned upgrade will
provide a new kitchen, meeting area and carpeting for
the community-built facility
that dates back to the 1970s.
Coimadai CFA Treasurer,
Jim Ross said he looked forward to working in a far better atmosphere.
Once the station is refurbished its going to be a lot
comfier and will provide a
really professional environment, which is a lot better
than sitting in a cold brick
shed, he said.
It will not only be beneficial to the members for
training, but also to the community groups that run their
meetings here. We also hope
that with a great facility, it
will encourage more volunteers to join.
The $49,000 grant forms
part of the state governments 2015-16 Volunteer
Emergency Services Equipment Program, which offers

Local residents can take more than a
walk in the park thanks to a new fitness
station located in Maddingley.

Moorabool Shire Council and the


State Government have splashed out
over $45,000 to install the outdoor
gym, which was officially launched on
Tuesday (October 13).
The fitness station includes fixed bodyweight equipment such as chin-up bars
and step-up benches and is located
next to the Adventure Playground in
Maddingley Park.
Whilst not bearing any resemblance
to Olivia Newton-John, Moorabool
Shire Mayor Paul Tatchell and Member
for Melton Don Nardella hosted the
official opening, with guests including

representatives from the Moorabool


Shire Council, the Maddingley Park
Committee of Management, Bacchus
Marsh Crossfit and Fruits of Life.
Mr Nardella said he was very pleased
with the new equipment, which he
believed really added to the park.
The great thing about Maddingley
is that it is very iconic. Historically,
people used to get off the trains to come
and visit, theyd spend the day here and
then go back into the city, he said.
This equipment is a big improvement
for the locals as well as tourists.
Cr Tatchell said the equipment would
provide a great opportunity for people
to enjoy the park and be outdoors while
getting fit.
Council is doing a lot of work at the
moment to cater for the increasing

demand in the Shire for sports and


recreation space. This is just one way
in which we can encourage residence
and visitors to be involved in physical
activity, he said.
We want to get people out of their
homes and put the community in with
the community.

Moorabool Shire Council contributed


$25,000 to the fitness station, whilst the
previous State Government provided
$20,100 through the Community
Facility Funding Program.
Owner of Bacchus Marsh Crossfit,
Mark Stiegler said it was great to have a
free-to-use facility, which was available
for anyone to use at anytime.
Any opportunity for people to get
fitter is a great initiative.

Moorabool rail commuters


in particular may be forgiven for being wary of a
new plan to improve public
transport.
Locals have been frustrated
by the chaotic introduction
of a new V/Line timetable
since June but now the
state government is looking
to make things better.
Moorabool Shire Council
CEO Rob Croxford has provided a submission on behalf of council to a plan for
improving public transport
infrastructure and investment in Victoria through the
Regional Network Development Plan, or RNDP.
It was announced in May,
a public consultation meeting was held in Bacchus
Marsh in July, feedback was
requested online, and with
council submissions closing last month, Mr Croxford pointed out the tight
timeframe.
To assist in the formation
of Councils submission
to the RNDP, a consultant
was engaged to develop a
Moorabool Heavy Rail Development Plan, Mr Croxford explained in his report,
tabled at the October council
meeting.
The plan is initially intended to form the basis of
Councils rail submission to
the RNDP, however will also
feed into the actions in the
Bacchus Marsh Transport
Strategy.
Mr Croxford said that
given the proposed plan
will guide public transport
projects in regional Victoria

over the next 20 to 30 years,


Moorabool felt that it was
important that it had a say in
its development.
A myriad of projects and
ideas have been put forward
for inclusion in the plan
across both bus and rail,
and also more generally. We
look forward to these being
included in the draft plan on
its release.
Big ticket items put forward
in the submission included
new rolling stock in the short
term and a staged duplication of the rail line between
Melbourne and Ballarat in
the longer term, with the
first stages being Melton and
Bacchus Marsh.
A number of recommendations to the bus network
have also been put forward
as well as some other ideas
such as free public transport
to travel to and from school
to help reduce reliance on
car travel.
Public Transport Victoria,
V/Line, and the Department
of Economic Development,
Jobs, Transport and Resources are driving the RNDP.
PTV will now work to collate and analyse the feedback received and have stated that they will work with
key stakeholders to discuss
priorities for each region and
develop the draft document.
Following that, it is assumed a draft document
will be available to comment
on. It is the state governments objective to complete
the RNDP by late 2015.
Councillors voted to approve the submission.

Masseur mindset distorted

Darley masseur Ronald Van
Dorp has been remanded in
custody after a sentence was
yet to be finalised in court
last week.

The 53-year-old appeared


in the Melbourne County
Court on Friday October 16,
where he pleaded guilty to
charges of rape and indecent

assault.

Van Dorp was arrested on


October 31, 2013 after 26 alleged victims were indecently assaulted whilst receiving
a massage at his Vitality
Centre in Darley.
The pain of nine women
and their families was laid
bare with victim impact
statements, with Van Dorps

actions commonly referred


to as preying on the vulnerabilities of women.

A psychological report was


disclosed and more than 15
of the defendants family,
friends and former work colleagues provided character
references, which were not
read aloud in court.
Represented by Robert Stary

and Associates, the defendants counsellor stated that


Van Dorp did not believe his
actions were pre-meditated,
but opportunistic.
My client did not seek out
his victims, there was no
grooming behaviour, he
said.
At the end of 2012 to 2013
the business began to kick

off and the fact that more


women came through the
door led to more offending. There were countless
women who said they had
a massage and it was fine,
but there were also signals
misread.
He has been questioned
to a great extent by his doctor but what he has reiterated was why didnt anyone

complain? This is no way an


attempt to blame the victims
but he had a very distorted
mindset.
Judge Hampel said due to
the large amount of information, the case would not
be finalised until a later date.

Van Dorp was remanded until October 31 for


sentencing.

Race into the Ballan Cup


With the warm start to spring, the Ballan Cup on
November 7 at Geelong Racecourse is on track for
the perfect end to the spring racing carnival.
Ballan Jockey Club President Luke Mullane said so
far numbers for attendance are on par for previous
years.
We expect by the time the Cup comes around in a
few weeks time we will have a record attendance.
As per pervious years, along with a great day of
racing there will also be family activities including a
mens and ladies fashions on the fields, vibrant and
entertaining three piece party band, the Blue Wax
Band, playing a range of classic and current music on the marquee lawn, jumping
castle, face painting and this year for the first time the Ballan Farmers Market will
be selling local produce.

Emergency services are forecasting that this years re season may start sooner and be more
severe than in previous years and as a result, Moorabool Shire Councils Municipal Fire Prevention
Ofcer will shortly begin the annual inspections for re hazards on properties within Moorabool.
Council and emergency service agencies work together throughout the year to ensure that the
community is educated on re prevention activities and mitigation works that can be carried out
to prepare our community for the threat of bushres. The majority of land within our state is
privately owned and Council encourages you to assist in ensuring that we are all prepared for
the forthcoming re season.
While the weather is cooler and wetter, it is time to plan for the coming re season. Prepare
a re plan and talk to your family about what you will do. Continue to take action around your
house and property.

Keep grass short no more than 10 centimetres high.
Make space between plants and trees.
Clear fallen leaves and twigs from around your property on regular intervals.

First plantings in the ground

Ballan is one step closer to becoming an arboretum.


Collections of maple and oak trees have been planted at
the west and east entrances to the town, allowing for the
tangible progression towards a town devoted to trees.
In 2013, the Ballan Arboretum group was formed
and their novel vision for a town-wide arboretum was
launched.
Group member, Stephanie Day was the brains behind
the idea and described the word arboretum as a townwide botanical garden.
The initial stimulus for this idea was from the large
metal sculptures showing autumn leaves at the eastern
and western entrances to the town, she said.
The concept has been refined over the past two years
by the Ballan Arboretum Group in collaboration with
the Moorabool Shire and Landscape Architecture RMIT
University Lecturer, Michael Howard.
The RMIT lecturer held a design studio with his landscape architecture students in order to investigate and
develop possible ideas for plantings around Ballan.
RMIT students, Erin Wait and Samuel Webb then utilised these concepts in order to create a planting project.
Samuel said he chose a design that harboured a collection of close to 50 types of oak trees in order to increase
tourism and amenity.
[Erin] chose maples to reference the entrance sculpture of Ballan. Trees increase amenity for towns and cities and are a very valuable addition to residents and can
improve real estate value too, he said.
These trees also live for exceptionally long periods
and get better with time.
Stephanie said the Ballan Arboretum Group were
pleased with the development and were grateful for the
support of the Moorabool Shire, Landscape Architecture RMIT and Ballan Quilt Group.

Moorabool Shire Council is helping the


Youth Action Group in lobbying the Federal
Government to reinstate funding.
A motion to support the group in its requests
for advocacy was passed at the October
council meeting.
East Ward Councillor Tonia Dudzik put
forward the motion, saying that in the 2015
Federal Budget the National Youth Week
Awards were cut.
The Federal Government budget also cut
National Youth Week funding however earlier
this week on the 5th of October the State
Government announced that the National
2016 Youth Week Grants are open and that it
will be jointly funded by the Victorian and
Commonwealth Government, Cr Dudzik
said.
The Moorabool Youth Action Group
have voiced their opinion of this on Social
Media and by writing to Catherine King MP
requesting her support.
Council will also write to Catherine King, the
Federal Member for Ballarat, and to Senator
Simon Birmingham requesting their advocacy.
A return to the National Youth Week Awards
program and a continuing commitment to
youth engagement are what this motion and
the Youth Action Group are requesting.
There will continue to be opportunities for
young people to be recognised by Moorabool
Council for their achievements. However,
previously they were also recognised at a
Federal Level in an Awards program.

Off-road holiday
made easier

Being able to take her dad to the
Murray River, maybe for the last
time, wouldnt have been possible
for Bacchus Marsh woman Kate
Norman without the help of a local
off-road wheelchair.
With her sights set on another
family trip up north, there was just
one hurdle Kates dad has a brain
tumour, and his mobility is not
what it used to be.
My family and I grew up spending most of our holidays camping
by the Murray River. We have so
many fond memories unwinding
by the river, relaxing in our camping chairs on the sandy beaches,
playing cards, cooking on the open
fire and watching Dad attempt to
catch fish, Kate explained.
This trip was a bit different,
though.
My dad is no longer able to camp
in a tent. This is because my amazingly strong dad was diagnosed
with a Grade IV Glioblastoma
brain tumour in April 2014.
Since then there have been many
challenges which have led to him
being permanently in a wheelchair,
and needing Kates mum to become

She is an absolute inspiration!
Kate said of her mum.
When organising the weekend
away, Kate had several concerns
about how to make it more enjoyable for her dad and an experience
closer to what he used to get.

A standard wheelchair would not


be able to be pushed over rough
terrain or sandy beaches but then
Kate discovered one of the hidden
gems of Moorabool Shire Council,
a TrailRider.
The all-terrain TrailRider is a
wheelchair designed to take users

off the beaten track; available for


hire from the Lerderderg Library,
its free for a maximum of seven
days and easily disassembles to fit
in the back of a station wagon.
I was over the moon!
Having access to the all-terrain
TrailRider wheelchair meant that
we were able to experience some
of the things we wouldnt have
been able to, like taking a stroll on
the dirt track through the tranquil
Australian bush, spotting some
lazy koalas and bouncing kangaroos and getting up close to the
Murray River soaking up the beautiful serenity.
While Kates dads condition has
since worsened, making it unlikely
that she will have the chance to
hire the TrailRider again, she certainly recommends it.
If someone else in my life was in
that position again, then yes, Id use
it again.

Council Clips

A series of minor tidy-ups to the
Moorabool Planning Scheme have
been adopted.
Amendment C70 seeks to correct
errors found in the Moorabool
Planning Scheme over time, with a
majority being minor map changes
and rezoning of land to reflect
ownership and location, described
as anomalies.
The proposed changes will now
be sent to the Planning Minister for
formal approval.
Councillors voted at the October
council meeting to adopt amendment C70 following a period of
public exhibition to the proposed
changes.

A $100,000 funding shortfall has


forced Moorabool Shire Council
to join a nation-wide campaign
against the Federal Government.
Councillors resolved at the October council meeting to join the
Australian Local Government Association and the Municipal Association of Victoria in response
to the Federal Assistance Grants
program no longer being indexed
by CPI.
Since the Federal Government
decided against CPI-indexing the
grants, Moorabool has lost $98,644
in untied funding, receiving

$3.936 million in the 2014-15 financial year.


The cumulative impact of the
move will see Moorabool missing
out on a total of $4.889 million by
2023-24.
Councillors voted to urge the
Federal Government to re-instate
indexation of the grants program.
As a matter of urgency.

An unmade government road


will officially be closed.
Named as being in the Parish of
Buninyong, the road forms part of
a Crown allotment but a report
prepared by council officers on the
matter describes the proposed closure as an administrative decision.
The October council meeting
heard that council received a request from the Department of Environment, Land, Water and Planning to close the road as it intends
to sell the land to an abutting property owner.
Council gave its consent to the closure through a unanimous vote by
councillors, and the matter is now
subject to ministerial approval.

It appears that a Moorabool ratepayer may have been barking up


the wrong tree at the October council meeting.
Steve Hicks, a resident of Margaret Drive, Bacchus Marsh, attended

the meeting to follow up on emails


he had sent to Moorabool Shire
council complaining about a barking dog in his street.
A council officer pointed out that
the resident was given the opportunity to meet with council,
and added that no neighbours
had provided information on his
complaint.
I simply just want answers to my
emails, theres no need for a meeting. My question is why is there a
reluctance by council to reply in a
written format? Mr Hicks asked
in Public Question Time.
The council officer stated that
there is no reluctance, as he had replied to the residents emails.

Theres no doubt that Gordon is


a growing community, and now
the towns recreation reserve has a
masterplan setting out how it too
will expand with the community.
Councillors voted at the October
council meeting to put the draft
masterplan, already approved by
the reserves Committee of Management, out for public comment.
The masterplan features the reconstruction of the sportsground
with irrigation and drainage, and
improving and developing the
netball facilities including an additional court, change space and
toilet facility.

Developing the sportsground and


netball court lighting to Australian
standards is also listed, as well as
improving vehicle and pedestrian
management, general reserve improvements, and redeveloping the
pavilion facilities.
The draft masterplan will be on
public exhibition for four weeks,
with a report to then be prepared
before the matter returns to a council meeting.

Council has its hand out for sport


and recreation funding from the
state government.
Submissions have been made
under the Community Sports Infrastructure Fund, with four top
projects featuring in applications.
$100,000 was requested for the
Darley Civic Hub Multipurpose
Pavilion Project, which includes
female-friendly
changerooms,
with the application being made
under the Female Friendly Facility
category.
The Masons Lane oval lighting
project application is for $100,000,
and the project to develop the Bacchus Marsh BMX racetrack has
made a $50,000 application.
The Maddingley Park Facility Development and the Bungaree Bowling Club projects will both now
have funding applications developed for future rounds.

Problems
being
addressed

Works are continuing at the
Wallace Recreation Reserve to fix
access problems with amenities.
The October council meeting
was presented with a report on
progress to resolve issues brought
up by the reserves Committee of
management earlier this year.
Council staff have met with
representatives of the Committee
of Management to put in place an
immediate solution to address
access to the toilets through
the home change rooms at the
facility, the report read.
Meanwhile, officers have also
organised for the installation of
a vanity screen in the shower
area so pedestrian movement can
occur between the social space
and toilet area without vision of
the shower area.
At
the
meeting
with
representatives of the Committee
of Management it was also agreed
to convert the old umpires room
into a unisex accessible toilet
and Officers have sought to
design and prepare appropriate
documentation for construction
in the future, according to the
report.
Once completed the preplanning work will support the
project being considered in the
2016/17 Capital Improvement
Program process.

Speaking at the 2015 Royal Melbourne Wine Awards, Ms Pulford
said the Advisory Committee
would provide critical advice to
the Labor Government on how
best to grow Victorias wine industry and boost profitability.
The new Advisory Committee brings our best and brightest
wine experts together from across
the state to help our wine industry grow and prosper.
Ms Pulford said supporting the
Victorian wine industry to grow
would deliver great benefits.
The advantages will be to our
local communities and the tourism industry through the creation
of more jobs, improved cellar door
visitation and increased exports.
Committee members were chosen based on their abilities to represent the views of key industry
stakeholders, and their expertise
and experience in relevant areas
including wine making, grape
growing, local government, research science, extension, wine
trading, marketing, packaging,
logistics and tourism.
Four members of the 13 strong
committee were nominated by
industry association representatives with the other nine chosen
through a public Expression of
Interest process.

Bluebird House has received a council grant to


continue its work in the Bacchus Marsh community.
Bluebird House co-coordinator Noelle Seery said the
$5000 grant was great news.
Thank you so much to
the Moorabool shire for acknowledging and supporting our quest in helping our
loved ones suffering from
addiction, she said.
This grant is a step forward
in improving many lives
within Bluebird House.
A total of $70,000 was
available under the Winter
Grants 2015 program, under
the categories of community
strengthening, events, and
arts.
A report presented to the
October council meeting
noted the high standard of
applications, also stating
that a total of 30 applications
were received.
Councillors resolve that
Council Staff provide feedback to unsuccessful groups
and provide suggestions
for alternative funding, or
how the group may choose
to improve and re-develop
their application for submission to the next appropriate
round of the Community
Grants Program.
Successful applicants will
be recognised at an official
event with a date and venue
still to be fixed.

The front page is a disgrace,


according to resident Graham Hooper.

its the front page of Bacchus
Marsh - its main street - that
has drawn the criticism.
Im disappointed with
the appearance of our main
street its the front page
to our town, and the many
visitors we have on weekends see it, Mr Hooper told
the October council meeting
during public question time.
The main street has different street furniture bollards, paths etc. When will
it be consistently paved and
consistently furnished?
And is it possible for the
people who empty the bins
to wipe off the chrome
tops, ours are an absolute
disgrace?
A council officer responded,
saying that the streetscape is
already a funded project on
the north side, but that it has
been delayed with the National Broadband Network
project as it will be digging
up the footpaths.
With the bins, I will follow
up with our contractors, the
council officer said.

Light at the end of the tunnel

A resolution to Blackwoods
sewerage woes is expected
early next month.
For an issue that started
back in the 1970s, and has
been exacerbated with the
continued growth of the
town, it has taken a lot of
work by locals to get to this
point.
The main problem that
needs to be resolved is that
Blackwood is 160 years old,
and in the late seventies,
a water catchment overlay
was put on top of this town,
which the end result now

is that we havent been able


to build, rebuild or even
improve our homes or businesses, said local Brendan
Hehir.
He explained that about 13
years ago, a house was built
in Blackwood; but Western
Water chose to enforce the
overlay and the house was
knocked down - septic tank
sewerage systems arent
compatible with the overlay.
Since then, no one has been
able to build. There are about
90 vacant lots at the moment.
We have a woman in town
who lost her house to an

electrical fire seven years


ago, and she hasnt been able
to rebuild; this is the problem weve been confronted
with.

Its a problem that threatens


the survival of the town.
Should a fire come through,
and we lose any number of
houses, as it stands, they
wont be rebuilt.

It would seem that corporate health care has arrived
in Ballan. At least it seems
to be right around the corner. Be prepared to trade
your Medicare card for your
Credit Card. The ideologues
who detest Medicare have
scored a victory.
The Ballan District Health
Care corporation which
says it is community owned
and non profit has started
the process with its recent
decision to stop bulk billing
some patients. I dont think
they have done this inten-

tionally to undermine Medicare, but this will most likely


be the result. It will be only
a matter of time until this
new fee becomes universal.
Goodbye bulk billing.
Interestingly the BDHC
turned a profit for the year
of 2014 of $ 1,763,831 and a
profit for the year of 2013 of
$ 2,504,751 according to its
financial statement, (page
1 line item Profit/(loss) for
the year), for the year ending 30 June 2014 Financial
Statements, which leads one
to wonder about the rhetoric
coming from the CEO and
board about financial difficulty if universal bulk billing isnt halted.
As far as the history of
all this is concerned the
BDHC was and is essentially a private hospital and
hospice with many elderly
residents. A good thing and
very important, but when
it effectively amalgamated
itself with the Ballan Family
Practice it seems to have created an organisation whose
objectives are more aligned
with the private hospital
services instead of the community based GP services.
I feel for Dr. Anthony who
must be given the credit
for establishing a universal
bulk billing family practice
way before it was popular
and more widespread. His
contribution to the local
community is immeasurable and I certainly think it
is at least on par with what
the BDHC organisation has
contributed.
As well, one cannot help
noticing the constant upgrading of the buildings and
facilities and the expanding
corporate structure with a
board and CEO, and who
knows how many other
well paid non medical support staff. Back in the early
days Dr Anthony had a nice
little basic office where all
were bulk billed. As well,

the doctors he had working


with him were some of the
best around. Dr Bekal, who
coincidentally left when the
amalgamation
occurred,
was probably the best GP I
have ever had. His experience in several locations
around the world and his
willingness to discuss his
concerns with you and listen
to your objections, has in my
case resulted in much improved health outcomes.
Lastly the nonsense surrounding the change in pathology providers is also disturbing. My understanding
is that bulk billing for all has
ceased at the new official pathology provider, although a
quick walk across the road
solves this problem. Im sure
the rationale is competitive
tendering; just another neoliberal economic ideological
buzzword for destroying
any thing like Medicare and
bulk billing that is the ideological enemy. If it works
break it, is their attitude to
things like Medicare and
bulk billing.

the development of a proposed $21 million health hub
in Melton. To be more precise DjHs will be the lead
tenant at the centre, moving
from the existing Melton
Health building, which will
be eventually demolished.
How dare they? A 21st
Century iconic facility, incorporating advanced architecture, and much needed
and appreciated facilities
for patients and staff, to be
demolished. How dare they

Hard work, unknowingly, pays off

If anyone knows the meaning of a lifetime of hard work
its Carmel Coate (pictured).
The Bacchus Marsh resident
has spent 30 years in the
National Fire Industry Association (NFIA), and has now
been recognised at a state
level.
In a gala awards ceremony
held on October 10, Carmel received the William P.
Hite Leadership Excellence
Award, which is presented
to someone who has excelled
in a leadership role and
made a real difference.
The state Plumbing and Fire
Industry Awards recognised
11 of Victorias top plumbers
and fire protection professionals in front of more than
350 people.
Carmel said she was still
amazed to have taken out
such a prestigious award.
I didnt think I was doing
anything special at all and
the recognition from my
peers is so overwhelming,
she said.
I attended the ceremony to
make sure our apprentices
and professionals were there
to receive the award they
had been nominated for. I
had no idea whatsoever.
Held at the RACV Club
in Melbourne, the award
ceremony saw a number of
distinguished guests including Opposition Leader Bill
Shorten, Master Plumbers

CEO Ken Gardner and Union General President William Hite.


Carmel said to have people
of such significance applaud
her was very impressive.

do your job and to suddenly
have people say that there is
a speciality about what you
do is very humbling, and to
see people like Bill Shorten
and William Hite is very
special.
Carmel holds a number of
valuable roles in the industry, including Executive Director of NFIA, Chair of Fire
Industry Training, Director
of the Plumbing Joint Training Fund and the Plumbing
Industry Climate Action
Centre.

The industry itself is a speciality and I think once you


are in it you tend to become
committed, she said.
The thing that is closest to
my heart is making sure that
when people want to learn
something we have in place
the material that allows
them to do so. Fire protection is about safety for the
community and its about
making sure that the state
level regulations provide a
degree of protection to anyone entering a building in
Australia.
Carmel said it had been
easy to devote the past three
decades of her life to her
work, as it was her passion
to see people learn.

Denying the change in the weather

Here is a story I read a good


number of years ago. As we
in south eastern Australia
and the Pacific head into the
mother of all El Ninos I often
wonder why we allow this to
happen to us. The CSIRO, in
its usual academic tone simply says, The tropical Pacific
ocean and atmosphere are
reinforcing each other, maintaining a strong El Nio that
is likely to persist into early
2016. Tropical Pacific sea surface temperatures are more
than 2 C above average,
exceeding El Nio thresholds by well over 1 C, and
at levels not seen since the
199798 event. The ABC, as
a news channel, does not use
such restrained language.
It simply says, Godzilla El
Nino intensifying: Drought,
heatwaves and heightened

bushfire risk expected this


summer. With Australia in
the grip of an extreme El
Nino weather event, more
heatwaves and a heightened
bushfire risk are expected
this summer. Internationally it is being described as
a Godzilla El Nino, and
while forecasters here are a
little more conservative with
their language, they say the
weather event is tipped to
rival the monster El Nino of
1997.
While El Ninos have been
around for a long time their
intensity, according to the
science community, is climate change driven.
Why are we not standing up
and challenging our government on this? When there
was a rumour circulating
that Australias Border Force

were about to stop anyone


on the street and ask for an
ID hundreds of people gathered in Melbourne on short
notice and made their apposition to this bullying by
the government pretty clear.
The Operation was called
off quickly. What is happening with climate change
and now this huge El Nino
is far more serious. And yet
we remain silent. Maybe this
story might go some way to
explain the ways and wonders of our modern busy
and hectic, and ultimately
distracted, way of life.
It started out innocently
enough.
I began to think at parties
now and then... to loosen
up. Inevitably, though, one
thought led to another, and
soon I was more than just
a social thinker. I began to

think alone -- to relax, I told


myself -- but I knew it wasnt
true. Thinking became more
and more important to me,
and finally I was thinking
all the time. I began to think
on the job. I knew that thinking and employment dont
mix, but I couldnt stop myself. I began to avoid friends
at lunchtime so I could
read Thoreau and Foucault.
I would return to the office dizzied and confused,
asking,
What is it exactly we are
doing here?
Id had enough so I thought
I would go to the library. I
headed for the library, in the
mood for some Nietzsche,
with Philip Adams on the radio. I roared into the parking
lot and ran up to the big glass
doors. They didnt open. The
library was closed.

To this day, I believe that


some Higher Power was
looking out for me that day.
As I sank to the ground,
clawing at the unfeeling
grass, whimpering for Derrida, a poster caught my eye.
Friend, is heavy thinking
ruining your life? it asked.
You probably recognize that
line.
It comes from the standard Thinkers Anonymous
poster.
This is why I am what I am
today: a recovering thinker.
I never miss a TA meeting.
At each meeting we watch
a non-educational video
(last week it was The X
Factor), and then we share
experiences about how we
avoided thinking since the
last meeting. I still have
my job, and things are a
lot better at home. Life just

seemed easier, somehow, as


soon as I stopped thinking.
It keeps me alive to know
that someday, somehow, all
those memories of Al Gore
and James Hansen and
Tim Flannery will eventually fade into the back of my
mind, never to be visited
again as anything but the
ghosts of the shakiest period
in my life. I rest confident
now that I realize I too can
enjoy Arnold Schwarzenegger movies and eat at McDonalds. Im on step 11 now
with Thinkers Anonymous;

Acrofun Gymnastics hosted a Level 1 - 3 Gymstar Competition with 100 gymnasts


performing. Club chairperson Bree Mort said the local gymnasts were proud to show off
their home club to the visiting teams. Each of our gymnasts did extremely well with one of
our level 3 girls, Ella D taking home a first place in the overall medals. Acrofun will be
holding an Open Day and Enrolments on Saturday 19 December.

Calisthenics College
The month long calisthenics section of the Royal
South Street Eisteddfod
commenced on Monday 5
October with the Pentlands
Juniors performing on the
first day. This group of 11
- 13 year olds saved their
best performances for their
final competition of the year
and were rewarded with
the Aggregate prize at this
prestigious
competition.
The Juniors were awarded
the following placings: 1st Free Exercises & Rods, 2nd March & Dance, 3rd - Clubs,
Honourable Mention - Aesthetics & Revue.

The Sub Juniors then performed at the same competition on Tuesday. They
once again started the day
strongly winning the March
section. This was then followed by a 3rd in Clubs,
Highly Commended for Free
Exercises & Rods and they
closed out the competition
with an Honourable Mention in Revue.

It was back to metropolitan Melbourne with the


Intermediates
competing
at St Bernards College in
Essendon at their Westside
Calisthenics Competition.
Intermediates are aged 14 -

16 years and they continued


their successful season winning their third aggregate
from four competitions.
They placed as follows:
March - 2nd, Clubs - 3rd,
Free Exercises - 1st, Rods 2nd, Aesthetics - 1st, Song &
Dance - 1st, Revue - 1st.

The Masters performed in


the final session of the Westside Calisthenics Competition - this time at Gladstone
Park. They achieved the
following placings - March Honourable Mention, Clubs
- Highly Commended, Free
Exercises - 3rd, Rods - 3rd,
Aesthetics - 2nd.

A regular question that is


asked by Victorian trot followers week in week out is:
When are the trots at Tabcorp Park Melton returning
to a permanent Saturday
night fixture ?
This has been a bone of contention with both industry
participants and trots supporters since the opening of
the venue on July 5, 2009.
Victoria has tried various
nights of the week including disastrous Thursdays a
number of years back, plus
both Fridays and Saturdays
at Moonee Valley the
Saturday being the most
successful.
New South Wales always
raced on a Friday at Harold
Park and again at Menangle
when the track opened, however in more recent times
they have concentrated on
Saturday nights and the oc-

casional Sunday afternoon


for feature meetings which
must be the best scenario
otherwise they would revert
to Fridays if agreed to by the
gallops.
Harness Racing Victoria
CEO John Anderson is adamant that Saturday night
turnover cannot match a
Friday meeting, however in
recent times figures released
have shown a marked improvement on Saturday fixtures - last years Summer Of
Glory Carnival proved that.
With the input of an increasing number of gallop
meetings on a Friday night,
it could prove advantageous
for our sport to give it a three
or four month Saturday
night try just to determine
what the future holds.
Should Saturday nights
return to Melton, the attendance would most certainly
increase with the bugbear
of having to negotiate traffic problems on a Friday

alleviated.
Turnover means everything
in the three racing codes and
an added turnover incentive
could be the introduction of
a four state quaddie involving Tabcorp Park Melton,
Tabcorp Park Menangle, Albion Park Queensland and
Globe Derby Park in Adelaide which could easily create a bigger interest in harness racing something the
industry desperately needs.
Crowds mean nothing
these days as the majority of punters bet mainly
through the various outlets
available such as the TAB
or Corporate Bookmakers,
with only major carnivals
and big meetings attracting
an attendance on course. In
saying that, the atmosphere
created by a good attendance adds glamour and excitement to the meetings.
Come on HRV give Saturdays a try and look at the
result.

Avenue Bowling Club

Premier Division
After facing Ocean Grove at
home last Saturday, Avenue
was faced with an equally
strong Queenscliff side in
this weeks round.
Frank Pomeroys rink and
Geoff Whites rink both got
off to a positive start against
their opposition, with both
holding a narrow lead after
the first 8 ends. As expected
Queenscliff fought back and
after 19 ends on the Pomeroy
rink, there were only 3 shots
separating the two sides.
Unfortunately Queenscliff
won 5 of the last 6 ends to
run out winners by 12 shots.
It was however a different
story on Geoff Whites rink
where the scores were level
at 21-all after 21 ends, and
the new Avenue skip and
his rink won 3 of the last 4
ends to run out victors by

6 shots in a splendid team


performance.
The other 2 rinks really
struggled against quality
opposition eventually going down by a combined 55
shots.

all got off to strong starts,
with Dino Borattos rink
maintaining his lead until he
dropped 7 shots on the 20th
end, which cost his rink the

despite dropping 5 shots on
the last 3 ends, managed
to get home by the solitary
shot.

Ballan Bowling Club

Division 3 v Creswick
Ballan staged an early season victory on the road as
they defeated Creswick by
16-shots.
Division Three came into
the Round 2 encounter full
of confidence after cementing a victory the previous
week.
Leading by 11-shots at afternoon tea, Ballan stormed
out into the second half and
wrapped up the 108 92
triumph.
Manager Michael Conroy
said he was impressed with
the efforts of the players and
is looking forward to playing
Beaufort Golf next weekend.
The overall effort of the
bowlers was really good to
come here today and win on
a synthetic surface, Conroy
said. Having two rinks win
and another claiming a draw
gives us a decent amount of
points.

The entire side is gelling well together and we


cant wait to faceoff against
Beaufort Golf next Saturday
who are also undefeated.
Neville Smiths team had
another standout performance as they captured an
outstanding 18-shot achievement, while Brad Coffey
secured a three-shot advantage and Dave OHanlon
took home a valuable draw
on the day.
Division 9 v North Ballarat
The reigning premiers demonstrated why they are a
force to be reckoned with as
they crushed North Ballarat
by 67-shots on Saturday.
In their first match since last
seasons grand final, Ballan
sent out a strong message to
the rest of the competition as
they went on to win 111 44.
Donna Robinsons team
were the big winners on the
day as they racked up a 36shot victory.
Both John McGregor and
Gary Cornell clinched 17shot wins and made sure
Division 9 walked out of the
match with all 16-points.
The first placed Ballan will
have their first away match
of the season next weekend
as they travel to Beaufort
Golf, who also won their
opening fixture.
