Sir,
It is to inform you that, I am submitting my joining report after secondment
from USAID Power Distribution Program (PDP) Islamabad, though my
clearance with PDP is still in process.
I had been working with PDP since November 2011 on Training, Linemen
Safety and Quality workmanship. During my tenure I had an extensive
learning about importance of frontline operations in well run utilities of the
world. I have also trained many hundred senior and middle managers in all
DISCOs about safety management systems. I have further trained more
than 2000 line staff including Train the Trainer programs on importance of
safety in improvement of performance and reduction of fatal and non-fatal
accidents. I have also developed Quick Impact Safety Program under which
around 12000 line staff have been trained to handle the accident situation
properly to mitigate the damage in professional way.
In my period with PDP, in addition to the extensive trainings in LUMS
Lahore and Visit in Utility Exchange Program to Australia to have insight in
linemen safety and quality workmanship in frontline operations embedded
with world class management systems. I have acquired two certifications
one is world renowned international certification in Health and Safety i-e
NEBOSH International General Certificate (IGC) Copy attached. Other is
Professional Diploma in Quality Management / Certified Quality Professional
(CQP) from the PIQC Lahore and stood first, copy attached. I am already
post graduate and having Degrees of Masters in Engineering (ME) and
Masters in Business Administration (MBA). In my opinion I am only in the
country with such qualifications and certifications in the Power Sector of
Pakistan.
On an annual basis, around 100 linemen meet with fatal accidents in
Pakistan, and around 50 linemen lose the capability of climbing poles for
the rest of their lives. Their employers the power distribution companies
(DISCOs) must sustain enormous financial losses via compensations and

medical treatments, not to mention setting the development of linemen back


for more than 20 years. DISCOs also lose operational capability as a result
of these accidents, and are therefore unable to serve the nation effectively.
In the last six decades, the power sector has seen substantial investment
and effort by DISCO management and unions to resolve the issue, but in the
interim, the fatality rate has only increased. Additionally, widows in Pakistan
lack the resources and mobility to effectively provide for their children and
families, resulting in sustained miseries and increased poverty with the loss
of income.
To mitigate this and to address the critical issue preventing the
transformation of Pakistans DISCOs in matching their counterparts in other
developed countries, their linemen must be given the capability to perform
their duties using safety and quality measures. Saving Linemen Society
(SLS), a nonprofit organization, staffed by experienced and committed
professionals, will help fill this void. The organization can serve as a
significant and effective platform for organized collaboration, and ensure
that it becomes a sustainable resource for developing and managing the
safety management systems responsible for zero tolerance on safety, which
will in turn, benefit the general public as well. Such work is allowed in the
rules for company employee.
On September 9, 2015 Honourable Chairman NEPRA Brigadier (R) Tariq
Sadozai has inaugurated the Saving Linemen Society in the country, in
speech he said NEPRA as an organization appreciate this effort and will
fully support the society in achieving its objectives of reduction of accidents
and improvement of frontline operations. NEPRA is extensively embedding
safety as one of the most important performance indicator in evaluating the
DISCOs performance and any help is required from NEPRA by the society
in this, will be informed and NEPRA will ensure that such help is extended
to the society. In very near future full length presentation to the Authority
is in pipeline for seeking help NEPRA can provide for achieving the
objectives of the society.
On the same day September 09, 2015 Society has signed a MoU with Mr.
Khursheed Ahmed Khan General Secretary All Pakistan WAPDA Hydro
Central Union (CBA) union for seeking their full cooperation in execution of
plans of the society copy attached.
The Honourable Secretary Water and Power, Mr. Muhammad Younus Dagha
had also been briefed by me about the development of Institution of

Linemen Safety under SLS. He appreciated the effort and said it is the need
of time and assured full support in establishing the institute. He has also
accepted the invitation of visiting the society and have briefing on its
objectives and functions.
Above all HESCO is the first company where the society will start gap
analysis and persuade the donor agencies for arrangement of funds to
develop safety management systems in power sector and provide linemen
transport like bucket mounted trucks and lifters with world class safety
equipment to each linemen of the company.
The society has developed Training, Research and Development department
with highly qualified international consultant and national safety
professionals to study the current outdated safety procedures especially
manual and permit to work (PTW) and modify according to world class
systems in the well run utilities of the world.
The society has started developing business plan to run sustainable
operations in the country. The different strategies to pitch the issue with
donor agencies is in process also. HESCO can play a significant role to help
the SLS to flourish and serve the nation. In this regard HESCO will be
leading the safety in the all DISCOs and country.

I had already submitted the request for permission from HESCO to allow
me to continue my services with SLS as an extension of PDP work, which is
still pending. I once again request that HESCO shall extend full cooperation
to the Linemen Saving Society (SLS) by allowing me to work for this
organization to reduce the linemen accidents in the country and work for
getting assistance from the donor agencies for all the DISCOs especially
HESCO.
