EXECUTIVE ORDER No.

______
WHEREAS, one of the major aspiration of the provincial government is to
establish a functional provincial land use council that will assist the provincial
government in becoming partner of the national leadership in the attainment of its
goals;
WHEREAS, there is a need to create to a provincial land use council which
are likely to respond to land use programs thereby providing a less costly alternative
to community-based land use problem;
NOW, THEREFORE, I, DATU PAX S. MANGUDADATU, Provincial
Governor of Sultan Kudarat, by virtue of the powers in me vested by law, do hereby
order the following:
SECTION 1. Creation and Composition of Provincial Land Use Council. There is hereby created in the Province of Sultan Kudarat a Provincial Land Use
Council with the following composition:

Vice Chairman Hon. Benigno N. Garcia
SP Member
Chairman - SP Committee on Housing and Land Use
Members:
1. Provincial Director NIA
2. Nurudin Ali-Magarang DPWH-SKED District Engineer
3. Aaron Arumpac - Provincial Agrarian Reform Officer
4. Renato Rivera - Provincial Environment and Natural
Resources Officer
5. Zeus P. Barroquillo Provincial Ariculturist

Section 2. Functions The Provincial Land Use Council shall assist and
recommend to the provincial government measures in land use matters.

ADMINISTRATIVE ORDER No. _______


In the exigency of the service and to give substance to Section 46
(d) of R.A. 7160, otherwise known as the Local Government Code of
1991, the Administrative Order No. 043-04 dated July 19, 2004 of the
undersigned is hereby REVOKED. As such Administrative Order No.
2004-41 dated July 7, 2004 is hereby REACTIVATED in toto.
Issued this 6th day of July 2004 at Isulan, Sultan Kudarat.

ADMINISTRATIVE ORDER No. 2004-41


WHEREAS, Section 46 (c) of the R.A. 7160, otherwise known as the Local
Government Code of 1991 provides that When the incumbent local chief executive
is traveling within the country but outside his territorial jurisdiction for a period not
exceeding three (3) consecutive days, he may designate in writing the officer-incharge of the said office. Such authorization shall specify the powers and functions
that the local official concerned shall exercise in the absence of the local chief
executive except the power to appoint, suspend, or dismiss employees;
WHEREAS, Section 46 (d) of the same Code provides that In the event,
however, that the local chief executive concerned fails or refuses to issue such
authorization, the vice governor, the city or municipal vice mayor, or the highest
ranking sangguniang barangay member, as the case may be, shall have the right to
assume the powers, duties, and functions of the said office on the fourth (4 th ) day of
absence of the said local chief executive, subject to the limitations provided in
subsection (c) hereof;
WHEREAS, the exigency of the service requires that in the absence of the
Provincial Governor, Hon. Donato A. Ligo, Vice Governor, be authorized to act on
matters pending before the Office of the former so as not impede the delivery of
services;

NOW, THEREFORE, I, DATU PAX S. MANGUDADATU, Provincial


Governor of Sultan Kudarat, by virtue of the powers in me vested by law, do hereby
order that Hon. DONATO A. LIGO, Vice Governor of Sultan Kudarat, in addition
to the official functions inherent to his position, shall specifically perform the
following:
I.

Signing of Allotment and Obligation Slip(ALOBS), Requisition and Issue


Vouchers (RIV), Purchase Requests (PR), Purchase Orders,Disbursement
Vouchers and cheques not exceeding P250,000.00, except those which the
undersigned may specifically authorize,

II.

Signing of Regularly Recurring Expenses such as:


1. PERSONAL SERVICES which include salaries of regular,
permanent and temporary employees and wages of casual, emergency
and contractual workers provided they are supported by
contracts/appointments duly approved by the Provincial Governor.
2. APPLICATION FOR LEAVE except commutation of leave upon
retirement and terminal leave.
3. Remittance vouchers and cheques of BIR, GSIS, PAG-IBIG, bank
and/or lending institutions and other trust liabilities.
4. TRANSPORTATION AND REPRESENTATION ALLOWANCES
of officials authorized to collect the same.
5. MAINTENANCE AND OTHER OPERATING EXPENSES
(MOOE) such as Traveling Expenses, Telephone and Telegram Bills
Services, Supplies and Materials, Water, Illumination and Power
Services, Training and Seminar Expenses and Advertising and
Publications.
6. Withdrawal of vouchers and cheques for salaries and wages of
provincial employees.

Approval of Travel Orders of Officials and Employees, not exceeding


seven (7) calendar days;

III.

Approval of Trip Tickets within and outside of the province, not exceeding
ten (10) calendar days;

IV.

Limitations.
1. First salaries/wages of regular, permanent, temporary, casual,
emergency and contractual employees shall be approved and signed
by the Provincial Governor.
2. Travel Orders of provincial government employees within and outside
of the province exceeding seven (7) days shall be approved by the
Provincial Governor. The drawing of cash advances for the purpose of
the travel and the liquidation of the same may be approved by the
Provincial Administrator.
3. Payment of fidelity bond, insurance registration and allied expenses,
the fidelity bond and insurance contract shall have been first approved
and signed by the Provincial Governor.

V.

Submission of Reports. The Provincial Vice Governor shall submit a


weekly summary of all transactions delegated to his office for the
information, notation, and concurrence of the Provincial Governor;

VI.

Effectivity. This Administrative Order shall take effect immediately;

VII.

All practices and procedures adopted by this local government unit not
consistent with this order are hereby modified or repealed accordingly.

WHEREAS, Article Two, Section 466 (a) (1) of R.A 7160, otherwise known
as the Local Government Code of 1991 provides that: (a) vice governor shall:
1. Be the presiding officer of the sangguniang panlalawigan
and sign all warrants drawn on the provincial treasury for all
expenditures appropriated for the operation of the sanggunian
panlalawigan;
WHEREAS, there is, however, a need to strengthen the aforecited provision
of law which would better ensure the achievement of its laudable objective;
NOW, THEREFORE, I, DATU PAX S. MANGUDADATU, Provincial
Governor of Sultan Kudarat, by virtue of the powers in me vested by law, do hereby
order the following:
Section 1. All warrants drawn on the provincial treasury for all expenditures
appropriated for the operation of the sanggunian panlalawigan shall be signed by
Hon. DONATO A. LIGO, Vice Governor of Sultan Kudarat.
Section 2. The authority to sign shall include the following:
A. Signing of Allotment and Obligation Slip(ALOBS),
Requisition and Issue Vouchers (RIV), Purchase Requests
(PR), Purchase Orders, Disbursement Vouchers and cheques
not exceeding P250,000.00, except those which the
undersigned may specifically authorize,
B. Signing of Regularly Recurring Expenses such as:

Section 3. Limitations.
1.
Travel Orders of SP employees and members within
and outside of the province exceeding seven (7) days shall
be approved by the Provincial Governor. The drawing of

2.

contract shall have been first approved and signed by the

Section 4. In the absence of the Vice Governor or designated Sangguniang
Panlalawigan Officer-In-Charge, MR. JIMMY C. ANDANG, Board
Secretary IV and Acting Secretary to the Sangguniang Panlalawigan, is
authorized to sign the aforementioned documents, subject however to
limitations prescribed by the former.
Section 5. Submission of Reports. The Provincial Vice Governor shall
submit a quarterly summary of all transactions delegated to his office for the
information, notation, and concurrence of the Provincial Governor;
