I. Project Description and Objectives


This Request for Information (RFI) is intended to gain information from interested vendors and
possibly provide the Oklahoma Department of Public Safety (DPS) with demonstrations of current
technology and innovative concepts to assist DPS in planning and in issuing a secured Digital Driver
License (DDL) and Identification Card (ID Card). DPS technology currently being used is
seven years old. There should be available numerous upgrades and improvements over DPSs
current system described below. DPS is not necessarily confined to the issuance process described
in item # II hereinafter, other than to the extent such is mandated by legislation or applicant
convenience considerations, i.e., even though current state legislation requires substantially less than
Oklahomas present 47 separate testing locations (legislation requires only 1 location within 100
miles of each applicant) and certainly not the 275 separate issuance locations in Oklahoma, political
and agency appropriation reality historically have necessitated such numerous locations. Therefore,
DPS is open to all ideas and alternative solutions on how to accomplish its DDL and ID Card
issuance functions in a most efficient, expeditious, secure and inexpensive manner.

II. Brief Description of Current Oklahoma Driver License and ID Card Issuance Procedure
DPS is located at 3600 North Martin Luther King Avenue, Oklahoma City, OK. DPS issues
approximately 1.2 million DDLs and ID Cards annually. The issuance of every DDL is
accomplished through the joint operations conducted and controlled by DPS and the Oklahoma Tax
Commission (OTC), with the assistance of private Motor License Agents (MLAs). The current
architecture of the DPS driver license testing [DLT] locations and the DDL and ID Card issuance
locations is: (a) there are 29 DPS testing locations in the state containing permanent DDL and ID
Card initiation workstations (with operations varying from 5 days a week to as little as 2 days a
week) containing 79 separate workstations; and (b) there are 18 additional DPS DLT locations in the
state serviced by 9 portable DDL and ID Card initiation workstations, for a total of 47 DPS DLT
locations serviced by 88 workstations; (c) there are 274 MLA locations throughout the state with 1
DDL and ID Card issuing workstation each; (d) there is 1 DPS Headquarters location with 3 DDL
and ID Card workstations; and (e) there are 3 additional workstations held by DPS for expansion and
emergency use.
All 365 workstations currently in use are networked into the DDL servers at DPS Headquarters in
Oklahoma City. The 47 DPS DLT locations with their 88 workstations take some initial entry
information from a DDL or ID Card applicant, test the DDL applicant and capture a DDL or ID Card
applicants digital facial image, digital finger image and digital signature. The 274 MLA locations
with their 274 workstations and 2 of the 3 DPS Headquarters workstations actually issue the DDLs
and ID Cards. Only 2 of the MLA locations and 2 of the DLT locations co-locate. This architecture
is commonly referred to as a multi-location over-the-counter issuance system. The third workstation
at DPS Headquarters is used as a back up work station for DDL and ID Card issuance.

A DDL or ID Card applicant will appear at a DPS DLT facility and have his digital facial image,
digital signature and digital finger image captured. After successfully taking the driving test [if
seeking a DDL], applicant will then appear at his choice of an MLA location or DPS Headquarters
to obtain an actual DDL or identification card. The MLA or DPS will then again capture the
applicants digital facial image, digital finger image and digital signature at a single workstation, and
make a digital and biometric comparison with the earlier captures at a DLT facility, for identity theft
and driver license fraud prevention purposes. All information and images are captured to DPSs
central servers at DPS Headquarters and backed up off site within the City of OKC, and are not
captured to the workstations hard drive. The DDL or ID Card is then printed on card stock with
built in security features and laminated at a special printer at the workstation and given to the
licensee.
The every 4 year DDL renewal process normally requires no DLT activity; however, the licensee
appears at the MLA location for renewal of his DDL and the MLA again captures the digital facial
image, digital finger image and digital signature and biometrically compares the digital images with
those in the DPS Headquarters database for any mismatches to prevent driver license fraud and
identity theft. The renewed DDL is then printed and distributed as above.
Because of privacy and legal issues the entry into the systems program designed for purposes of
facial image capturing and storing and finger image storing, is audited by a separate audit program.
DPS is currently under contract with a vendor for the vendor to provide the software, equipment,
maintenance and training to support DPSs and the MLAs issuance of DPSs DDL and ID Card.
The contract will expire December 31, 2010. The current vendor is compensated for its services and
equipment and software provided by receipt of a small % of the DDL and ID Card fees paid on
issuance.

III. Some of the Pertinent Oklahoma Statutes and Rules:


Below are some of the state statutes and rules which are pertinent to the Oklahoma DDL issuance
process:
1.

47 O.S. 2-106: Authorizes DPS to administer tests for the purpose of issuing driver
licenses.

47 O.S. 6-101: Sets forth the types of driver licenses to be issued: Class A Commercial,
Class B Commercial, Class C Commercial, Class D [normal operatorss license], and
Motorcycle Endorsement;

3.

47 O.S. 6-101(M): DPS and MLAs authorized to issue and renew driver licenses;

47 O.S. 6-101(M): Authorizes DPS and OTC to promulgate rules for the issuance and
renewal of driver licenses;

47 O.S. 6-101(O) and 2-110(F): DPS shall implement procedure for photos or
computerized images on the DDLs and ID Cards, and with certain limitations these images
may be used only by a law enforcement agency or another states or countrys driver license
agency if authorized by the federal Drivers Privacy Protection Act. The computer system
and related equipment for such issuance is to conform to industry standards for
interoperability and open architecture, and DPS may promulgate rules to implement such a
system.

sent to the Selective Service Administration if the applicant is between 16-26 yrs of age and
required proofs of identity and information to be disclosed by applicant;

47 O.S. 6-110: The examination procedures, including requirement that driver license
examiners be located every 100 square miles;

47 O.S. 6-110.2: The computerized finger image authorization and the images access
limitations.

47 O.S. 6-110.3: Prohibition from DPS implementing the federal REAL I.D. Act of 2005,
but not prohibiting the biometric data collected, obtained or retained incident to the creation
of a driver license as authorized by the statues, as opposed to complying with the federal
REAL I.D. Act of 2005.

including, a distinguishing alpha numeric identification, date of issuance, date of expiration,

photograph or computerized imaged and security features, and county of residence, and
permission for DPS to promulgated rules for the inclusion of height and other brief
descriptions of licensee;

47 O.S. 6-111(D): Authorization of issuance of a DDL or ID Card to an aggravated or


habitual sex offender.

47 O.S. 6-113: Authorization for DPS to issue restricted DDLs, and per DPS
Administrative Rule OAC 595:10-1-92, DPS has set forth the restrictions and their
corresponding code to be used on the DDL;

47 O.S. 6-114: Authorization for DPS to issue replacement licenses;

47 O.S. 6-115: Licenses must be renewed every 4 yrs;

47 O.S. 6-121: Extension of DDL during service in Armed Forces;

47 O.S. 6-201(A): Authority of DPS to cancel or deny any DDL for failure to provide
required or correct information in the application process;

47 O.S. 6-301: Describes unlawful use of DDL or ID Card, including: permitting someone
else to use same; possessing or displaying a DDL which contains altered information; to
display or represent as ones own, a DDL or ID Card not issued to such person; to create,
publish or manufacture an Oklahoma or other states driver license or identification card or
facsimile thereof or engraved plate thereof or digital file or image, etc.; to display or possess
any counterfeit or fictitious license, or one with a fictitious or forged name or signature, or
one with a photograph of any person other than the person named as licensee; to display or
represent as ones own any license or identification card not issued to him for purposes of
committing a fraud or misleading a peace; to use a false or fictitious name in any application
for a DDL or ID Card, or to knowingly make a false statement, or knowingly conceal a
material fact or otherwise commit a fraud in such an application;

DDLs or ID Cards to attempt to issue, or to knowingly give approval for issuance of a DDL
or ID Card to a person not entitled thereto, or one bearing erroneous information thereon or

bearing a photograph of the person other than a person named thereon.

IV. Additional Information for Respondents and Observations by DPS

Some of the key issues to be considered in a Response to this RFI are:

Must DPS use an updated version of its current process, or should it seek to have a new
process developed, and if the latter, explain how the new process interfaces with the old
during the transition and the expected additional cost of such duplicate transition activities,
if any;
Cost effectiveness;
Applicable biometrics and other security features;
Description of any applicable new and updated system, equipment and software;
Smooth transition from current vendor to new vendor, if chosen, with no statewide DDL
issuance down time;
DDL and ID Card quality;
Advanced hardware and software technology (computers, facial recognition capture process,
finger image capture process, printers, cameras, signature pads, etc.);
Updated digital finger image capturing system which enhances such images, including those
of individuals 65 years of age and older;
Updated digital facial image capturing system which enhances such images to provide a very
good quality of facial matches (reducing mismatches);
Interoperability and open architecture between DPS and (MLAs);
Training;
Ease of use of the system, including software and card creation process;
Maintenance and Technical Support provided by systems vendor and Support Availability
[both hardware and software];
Consumables required, their inventory, availability and cost;
Systems assistance with Driver License Fraud and Identification Theft Prevention;
Experience of vendor with the development and operation of a digital system used in the
issuance of driver licenses with security features and the biometric comparison of facial and
finger images;
Experience of vendor with networking such a system with 365 workstations scattered over
a thinly populated area such as Oklahoma;
Software being Microsoft Certified.

Duplication of process at DLT location and MLA or DPS location. Applicants digital facial
image, digital finger image, digital signature, are captured twice (at the DLT location and at
the MLA or DPS location).
Match checking digital images captured at DLT location with those captured at MLA or DPS
location and verifying match or mis-match accurately without delaying issuance process.
Operation of such a system from 365 workstations operated at 320 locations scattered over
68,667 square miles with a centrally located database and servers.
Though DPS is prohibited from implementing and complying with the federal REAL ID Act
of 2005, Public law no.109-13, DPS is permitted to use the security and biometric features
that may also be set forth in the prohibited federal act, so long as the state is not attempting
to comply with the federal act, as is the case in issuing an Oklahoma DDL solely under state
authority.

Foreseeable difficulties:

With two systems operating at the same time during the transition between DPSs current
system and any updated or new system, there may be an unacceptable delay issuing licenses;
Under no circumstance can there be any statewide DDL issuance downtime;
Experience of vendor with such a unique system.
Ability to prevent driver license fraud and identity theft in conjunction with citizen
expectations and legislative pressure of rapid processing of DDLs and ID Cards.
Meeting the December 31, 2010 deadline.

V. Instructions
Any person requesting permission to examine DPSs DDL and ID Card issuing system must do so
my email directed to the address given herein for notifications by the date noted in the time-line
portion of the RFI. Before such an examination will be permitted, DPS will require an execution
of a non-disclosure and confidentiality agreement, along with normal sign in, name badge wearing
and DPS employee accompaniment. That person will be given a general tour of the system, but no
detailed examination of proprietary or security features will be allowed.

What would you recommend as the separate weight to give to each such evaluation criteria?
Provide your best information on how the process should be accomplished, including specific
methodology, software, hardware, connectivity, security, consumables, maintenance,

What are the major or important issues or terms you suggest be included in a contract
between DPS and such a service provider who provides DPS with a DDL and ID Card
issuance system?
Your best estimated time frame for completing the project and having statewide DDL and
ID Card issuance accomplished under the new system.
The method of payment for the vendors services and if a % of the DDL and ID Cards issued,
the % figure.
The term or time period of such a contract with a vendor, keeping in mind that the State of
Oklahoma can not obligate itself for in excess of a year; however, it can agree to enter into
annual renewals over a period of years, but any contract with the state is always open for
termination in the event the legislature is unable to appropriate sufficient monies for its
continuation.
Please provide with your response complete financials on your company along with a list of
references and their contact information.
What is the recommended experience of vendor with the development and operation of a
digital system used in the issuance of DDLs with security features and the biometric
comparison of facial and finger images?
What is the recommended experience of vendor with networking such a system containing
365 workstations scattered over a thinly populated area such as Oklahomas 68,667 square
miles?
What is your experience with the system you recommend, in terms of quality of product and
your involvement with the system and the length of time you have been so involved?

VII. Time-line:
Any and all Requests to examine DPSs system should be received by the end of the business day
CDT on March 26, 2010, accompanied with requesting entitys contact information;
DPS will attempt to respond to such requests by the end of the business day CDT on March 31,
2010, setting up a separate date and time for each request at the convenience of DPS and DPS will
attempt to have such examinations completed on or before the end of the business day CDT on April
12, 2010.
Any and all questions posed by any potential respondent must be submitted and received by DPS on
or before the end of the business day CDT on April 23, 2010, and DPS will attempt to reply by the
end of the business day CDT on April 30, 2010.
All final responses to this RFI must be delivered to and received by DPS on or before the end of the
business day CDT on May 7, 2010.
DPSs election to review any process or demonstration suggested by a respondent will be made after
DPS reviews the responses to this RFI, and DPS will make every effort to notify, on or before the

end of the business day CDT on May 14, 2010, each respondent advocating the demonstration
elected by DPS to be viewed, of DPSs election and preferred date and time of demonstration.
