Abstract

SUCI MURTINI. The teachers competence and motivation contribution towards the
implementation of BERMUTU program for Elementary School teacher in Jepara SubDistrict Regency of Jepara. Thesis. Post Graduate Program IKIP PGRI Semarang,
2012.
This research background was the low teacher work motivation so that the
quality of studying process was affected to be low which caused low education quality.
The problems of this research was how far the contribution of the teachers
competence and motivation towards the implementation of BERMUTU program. This
research discussed the contribution of the teachers competence and motivation towards
the implementation of BERMUTU program, the teachers motivation towards the
implementation of BERMUTU program, the teachers competence and motivation
simultaneously to the implementation of BERMUTU program.
This research was conducted in The Elementary Schools Jepara Sub-district
Jepara Regency which consisted of 28 (twenty eight) schools. The amounts of the
teacher population were 176 teachers with the sample of 64 people. The proportional
random sampling technique was used in this research. The writer used inquiry to collect
the data for the three research variables; they are the teacher competence, the teacher
motivation, and the implementation of BERMUTU program. The data acquired was
analyzed with the descriptive statistic technique, product moment analysis, multiple
regression analysis, and contribution analysis.
The result of the analysis were the information of some variables condition such
as the frequency score, the average values, the median, the modus, and the standard
deviation. From the statistic analysis that had been used, it can be concluded along with
the calculation result from both free variables above towards the implementation of
BERMUTU program, it was known that the contribution was 19.7 %. From the
coefficient double linier regression resulted regression Y on X 1, and X2, Y = 97,154 +
0,264X2. Based on contribution values of each independent variable showed that the
dominant of BERMUTU program was the motivation, and the least contribution was the
teacher competence.
Competence and motivation were the factor affected the implementation of
BERMUTU program. The high of competence and motivation would make teachers to
follow the BERMUTU program well. It is recommended to all authorities as well as the
chief of education agency, school supervisor or the school principal to be more concern
on the competence and motivation so that the implementation of BERMUTU program
could be optimum, and the education quality could be much more increased. Since, the
writer founded the second contribution in this research; they were competency and
motivation towards the implementation of BERMUTU program as much as 19.7 %. So,
it is recommended to other researchers to inspect and develop the other variables which
affected towards the implementation of BERMUTU program.
