BACKGROUND:
The Local Government Unit of Bato in its desire to uplift the living condition of its
constituency has requested to the Department of Labor of Employment (DOLE) through the
Municipal Poverty Reduction Action Team (MPRAT) project under the 2014 Bottom-up Budgeting
Fund of the said Department particularly the DOLE Kabuhayan Starter Kit (DKSK) Project.
The DOLE approved the provision of fund amounting to Two Hundred One Thousand Pesos
(P 201,000.00) to benefit 30 long-term unemployed skilled workers consisting of 10
carpenters/masons, 5 welders, 5 cooks/bakers, 5 dressmakers, and 5 manicurists/beauticians. The
LGU of Bato, as an equity has also provided fund in the amount of P 10,500.00 for capability building
of beneficiaries in the form of a short training regarding starting a small business or enterprise and
simple bookkeeping. Personnel from Municipal Accounting Office and the Department of Trade and
Industry were invited as resource speakers.

PROJECT STATUS:
The provision of various materials, tools and equipments to DKSK beneficiaries resulted to
the uplifting of their working efficiency, security at work, and considerable increase in income.
In the case of carpentry and masonry works, house owners tend to hire workers who own
planer or grinder. They then give additional payment for the use of the tools: usually P 100.00 per
day for grinder and P 200.00 per day for planer. Thus, the provision of grinder and electric drill or a
planner to beneficiaries would ensure edge in employment. The portable welding machine given to
welders helped them in making of window grills and other light metal works. Although, the machine
is helpful to them, they wished that a heavy duty welding machine should be given to the next
beneficiaries to allow a wider scope of work. Materials given to cooks augment their kitchen tools in
cooking services. They are usually paid P 1,000.00 to P 2,000.00 per day of service. Sewing machine
given to dressmakers were able to provide them with a monthly income of P 6,000.00 to P8,000.00.
Manicurists are being paid with P 80.00 - P 100.00 per manicure and pedicure services. The savings
they incurred in buying manicure and pedicure materials has ensured increase in their income in
rendering services to clienteles.
The following are some of the testimonies given by the beneficiaries of the DOLE Kabuhayan
Starter Kit Project:
Mrs. Luz Teope, a tailor, said that earning money is
made easier now that she owned a sewing machine compared
to her monthly income of P 3,000.00 in serving as a
housemaid. Her job as a tailor is making bags out of sacks of
flour and soap which she buys at 1 to 3 pesos per sack and sold
at 6 to 7 pesos per tailored bag. At an average of 50 bags per
day, she is earning an average income of 8,000.00 per month.
She even exclaimed that in just one month, she was able to
earn the cost of the sewing machine. Mrs. Luz is very much
thankful that she was chosen as one of the beneficiaries of the
project because that same month when she received the
machine, her husband died; therefore, the demise of her
husband did not make her lost a living for the family.
Mrs. Leny B. Isorena, also a tailor,
said the sewing machine is a big help to
her family because without it, she might
not be able to send one of her children to
college education. She usually shoulders
all the materials for tailoring a uniform
wherein for a 400 pesos cost of materials
for one set of girls uniform, she can sell it
at P 750.00 giving her an income of P

350.00 per set; while for boys polo uniform, for P 125.00 cost of materials, she can sell it at P
250.00. In one day, she can finish two sets of uniform for girls while three (3) for boys polo uniform.
For repair, she collects P30.00 for maong pants while P 20.00 for slacks. Mrs. Isorena concluded that
she is earning an average income of P 6,000.00 per month.
Mr. Rosalio B. Templonuevo, a carpenter,
said the planer given to him has been a big help.
He is paid with P200 as rental of the tool, thus,
with a daily wage of 300.00, he is earning 500.00
per day whenever he use the planer. He cited he
can finish two door jambs in less than one day,
while for manual labor it is difficult to finish one
jamb in a day. He continued that having a planer
gave him more job offerings.
Mr. Alfeo M. Tomboc, Jr., a skilled mason, said he is being paid with additional P100.00
whenever he is using the grinder given to him; thus, with a daily wage of P400.00, he took home P
500.00. He continued that in one month, he usually uses the grinder for five to six days in tile
settings finishing touches.
Mr. Romeo Tilar, a skilled welder, is a recipient of welding machine which he is now using in
making window grills. Although the machine is beneficial to him, he said that a much better welding
machine should be procured in the other round of DKSK Project for heavy duty welding works.
Mrs. Rosemarie Soriao, a self-made manicurist, was
just summoned to do a manicure service before the interview.
She said she was immediately paid with P 100.00 for doing a
manicure and pedicure works. She is usually able to have
three customers in a day on regular months. Peak months are
March, April and May graduation and balikbayan months
which allow her to earn
as much as P400.00 in a
day.
Mr. Victor Todoc, a skilled cook, said that materials
given to him are important augmentation to his kitchen tools,
thus took part in earning additional income. He is paid at least
P 1,000.00 per day of service. He stressed that for the months
of March, April, May, June, November and December, he
usually have three customers in a month; with at least one
customer for the rest of the months. Therefore he has an
average service of two times per month which is equivalent to an average additional income of P
2,000.00 per month.

Mrs. Jeanette Teope, also a skilled cook, said she is usually paid P 2,000.00 per day of service
and P 5,000.00 for three days. She said she carry with her, materials given by the DOLE in her
cooking services because it usually happened that customers have no available kitchen stuff such as
big pot (kaldero) and caldron (kawa).

CONCLUSION:
The DOLE Kabuhayan Starter Kit (DKSK) Project has created a very good impact to
beneficiaries particularly in providing a considerable increase in their income and uplifting their
living situation. Therefore, with gratitude and commendations from beneficiaries, it is deemed
appropriate that the project should continue to extend its scope to reach all of the skilled workers in
the municipality, hence contributes to the attainment of the Philippine Development Plans goal of
inclusive growth and development.
