Application Guidelines

Online Competition to participate in the Innovation Fair: Moving beyond Conflict,


Cape Town, South Africa, April 12-15, 2010

I.PROJECT/RESEARCH SUBMISSION ELIGIBILITY CRITERIA

A. Eligible Themes:

To be eligible, the proposals submitted must focus on one of the themes of the two windows described
below. Applicants may submit multiple proposals if relevant to the call of proposals’ themes.

Window 1: Supporting Service Delivery and Improved Governance in Fragile and Conflict Affected Situations
through the use of Communications Tools
Fragility is often associated with low confidence between citizens and states. Confidence is built over time
and relies on communication of goals, expectations and delivery on those expectations. Under this window,
we are looking for applied research and piloted projects that indicate effective means of building the
relationship between citizens and their state at the local and national level, using new or traditional
communications technologies. More specifically, the project idea should focus on one of the following
subthemes:

 Theme 1: Using technology to facilitate delivery of basic social services (including but not limited to
services e.g. in the sectors health and education)
 Theme 2: Improving governance and accountability through communication technologies (including but
not limited to e.g. budget oversight and expenditure tracking)

Window 2: Innovative Research and Practical Approaches to Conflict and Violence Prevention

Long-term development is often seen as a lasting route to peace and security; however, there is great need
for practical solutions in the short run where small, quick innovations can lead to enhanced security.
Research and pilot projects in this sub-theme would concentrate on innovations that can prevent conflict
and violence.

Under Window 2, we seek projects and applied researches focusing on the following subthemes:
 Theme 3: Reducing incentives for crime and preventing violence among youth
 Theme 4: Addressing violence through multi-country approaches (including but not limited to e.g. border
conflict)

B. Fragile States:

To be eligible, at least one of the following criteria needs to be fulfilled:

1. The project has been tested in a fragile and conflict-affected environment (including but not limited
to countries defined as Fragile States by the World Bank Group);
2. The project has significant potential to be scaled up under fragile and conflict conditions.

The list of fragile and conflict-affected countries in accordance with the World Bank Group definitions are
the following (including blend countries and fragile and conflict-affected territories)i:

C. Field-Tested Projects and Research


The call for proposals is open only to: (i) development projects that have been field-tested; (ii) applied
research on conflict and fragility issues, especially research that involves evaluating pilot programs and their
scale-up potential. If submitting a research project, you may be asked to provide additional information on
the research conducted in this field (e.g. publication).

D. Organization Type
Organizations, including non-governmental organizations (NGOs), academic and research institutions,
private foundations, development agencies, government agencies, academia, the private sector and
individuals affiliated with any of these organizations are eligible to apply. The eligible organization must be
legally registered in a member country of the World Bank Group. At least one of the parties involved in the
project or research must be located in a fragile and conflict state or partnering with a local organization
based in a fragile and conflict state.
World Bank consultants and other World Bank employees are not eligible to apply.

E. Language
English is the official working language of the Innovation Fair. Therefore, all submissions must be made in
English. If English is not your native language, we encourage you to use translation tools available online,
such as Google translator to help you translating your proposal. All proposals will be evaluated on the basis
of how they meet the eligibility criteria and independent from eloquence or editing skills.

III. REVIEW CRITERIA

Projects will be reviewed according to the following criteria:

a. Innovation
Each proposal will need to clearly indicate what is novel and different in its design or approach to the
window/theme, it is addressing.

b. Demonstrated Development Impact


Each proposal should clearly describe the measurable and demonstrated impact of the project (e.g. how it
contributes to reducing urban violence, promoting transparency, etc). In the case of a research project, it
should demonstrate how it contributes to addressing the particular issue.

c. Scalability Definition
Each proposal should clearly describe how, within the next 3-5 years, it plans to increase its impact and
could be scale up under conflict and fragility affected conditions, thus, resulting in reaching out to a greater
number of beneficiaries.

IV. REVIEW PROCESS

The selection process will be articulated in the three following steps:

1. Crowd’s Vote: All registered users will be eligible to provide comments and vote online on the
proposals being submitted (“Crowd’s vote”). Each registered user will be required to review and vote
on other 5 proposals. However, he/she will not be able to vote on his/her own project or research.

2. Expert Panel Review: The crowd’s vote will help select roughly 100 projects, considered to best
meet the selection criteria of the call for proposals. These 100 projects will then be reviewed by a
panel composed by development and World Bank experts who will be ranking each project on the
basis of the above mentioned eligibility criteria.

3. Announcement of Innovation Fair Invitees: Based on the results of the crowd’s vote and the review
of the expert panel, about 30 projects will be selected to receive a travel grant (which will consist of
air travel in economy class, hotel accommodation and in-country transportation) to participate in the
Innovation Fair. The World Bank will cover the travel costs for only one representative from each
selected team. Any additional team-member will need to cover for his/her own travel costs if
planning to attend the Fair.

V. PROJECT/RESEARCH SELECTION TIMELINE

 February 15, 2010: Online Submissions and Voting begins

 March 2, 2010: Call for Proposals closes at 6:59 p.m. EST (23:59 pm GMT)

 March 3- March 12, 2010: Expert Panel Review begins

 March 15, 2010: Innovation Fair invitees announced

 April 12-15, 2010: Innovation Fair-Moving beyond Conflict, Cape Town, South Africa

VI. HOW TO APPLY


1. The submissions should be made online on the Innovation Radar platform which will be available on
Monday, February 15, 2010.

2. Any project in draft form will be automatically deleted after the submission deadline. Applicants will
be able to edit his/her proposal and review other proposals until the closing date of Tuesday, March
2, 2010. To be considered for this competition, please make sure that you click the “Submit” button
on your application by at 6:59 p.m. EST (23:59 pm GMT) on Tuesday, March 2, 2010.
