Food Safety - An example of Governance

Governance for food and nutrition security relates to


the formal and informal rules and processes through
which public and private actors articulate their
interests and decisions for achieving food security (at
local, national, regional, global level) are made,
implemented and sustained (FAO).

Global Governance of Food Security


refers to actions which happen at the global level including:
1. creating and exchanging food security information
2. setting standards and activities promoting the knowledge required to
achieve food security goals
3. ensuring coherence between food security strategies, policies, rules and
regulations
4. providing technical assistance and setting up food security projects and
programs that cut across borders
5. coordinating international assistance during crisis, disaster and food
security emergencies
requires: (1) participation of diverse group of stakeholders including the
vulnerable and marginalised groups
(2) equity and non-discrimination
(3) accountability - tools for monitoring and
evaluating smart indicators

All processes of governing, whether undertaken by a


government, market or network, whether a formal or
informal organisation or territory and whether the laws,
norms, power or language

relates to a process of inter-action, decision making among the actors


involved in a collective that leads to the creation, reinforcement or
reproduction of social norms and institution
centered on a governing body/formal body invested with authority to
make decision in a given political system

Measures extend to the protection of the means of

achieving food security, such as to the threats facing


agricultural production systems today and
implementing measures that facilitate adaption to
these threats
Related areas to the policy environment genetic
resources, climate change, facilitating trade through
sanitary and phytosanitary measures

Food Safety Act


(An example of Improved Governance)

Food Safety shared by the Department of Agriculture and the


Department of Health DA and DOH regulatory agencies execute
food safety functions.

Food Safety Act of 2013; previous to this, DA food safety


regulatory agencies implemented based on their mandates and
regulations but there was no over-aching food safety policy; Food
Safety Act integrates all existing food safety policies and
regulations, and formalizes and institutionalize this function.

Food Safety Act established the general principles on food safety

Food Safety Act delineated the responsibilities of DA and DOH;


DA primary and posthavest foods; DOH-processed and semiprocessed foods

National Food Authority, Philippine Coconut Authority, Fertilizer
and Pesticide Authority, National Dairy Authority)
