Public/private partnership is terminated at Lake Byllesby Park

Director Greg Isakson told the
Goodhue County Board of Commissioners at the October 20 meeting that he wanted to talk about
the possibility of terminating the
countys proposed public/private
partnership with Cannon Falls
Canoe and Bike Rental, which
leased land located on county
owned property adjacent to Lake
Byllesby Park. He explained that
in 2013, the county had sent out
requests for proposals for some
type of park-related activity for
that property. In January 2014 the
Board received two replies and
accepted Cannon Falls Canoe and
Bikes proposal.
Cannon Falls Canoe and Bike
Rental did a master park plan, including a proposed campground,
but found the cost was prohibitive. In August 2014, the county
board approved applying for a state
legacy grant to help with the costs,
similar to the request for support
that Cannon Valley Trail Manager Scot Roepke had asked for
earlier in the meeting. Cannon Falls
Bike and Canoe Rental planned
to provide 25% of the funding for
the park plan.
Isakson said in December 2014
notification was received that the
application had not been approved.
And, because the Mill Town Trail
does not exist yet in the area by
the Goudy property, which the
county purchased in order to build
the trail and bridge, Cannon Falls
Canoe and Bike Rental decided
not to start renting bicycles. They
also saw no point in renting canoes, as there is no way to get
them down to the river. Cannon
Falls Canoe and Bike Rental has
indicated that it would like to try
again to get a grant.
Isakson said when he spoke to
the commissioners in February
2015 they were doubtful that this
would be a successful venture and
thought the county should move
on in a new direction. At that time,
discussion centered on possibly
changing the zoning and allowing the property to be used for
some other type of park-related
business, which could later be sold.
More recently, there has been
interest in working with Dakota
County, since they are planning
to do a master plan for their portion of Lake Byllesby Park in 2016,
and Goodhue County could work
with them, creating a master plan
for one large regional park. The

plan would include the trail coming from Cannon Falls and acknowledgment that there is a bridge
that connects the two parks.
Since this was discussed at a
Committee of the Whole meeting, no decision on how to proceed was reached. Isakson thought
it was time to bring the issue before the commissioners for a vote.
Commissioner Dan Rechtzigel
asked how complicated it would
be to change the zoning on the
property. Goodhue County Land
surveyor Lisa Hanni and Planner/
Zoning Administrator Michael
Wozniak were asked to give their
input. Hanni mentioned later in
the meeting that it would be a two
month process to change the zoning because of the need to post
notice of the zoning change. She
was told by the commissioners to
begin the process.
Wozniak said, Weve looked
at this in the past. Currently the
only zone that would make sense
for this kind of approach is the
countys commercial recreation
(CR) zoning. There are a number
of acceptable uses that I think our
planning advisory commission, the
board, and the park board could
decide on. The advantage is that
with the CR zone, everything is
conditional or interim use, so the
county would have some discretion over what is allowed there.
Wozniak said the county would
use the standard change of zone
process, which includes public
hearings, and approval by the
county board. Part of the land being discussed is now in the wild
and scenic district zone and the
other part is in the Countys A-2
Zone.
Isakson once again brought up
the option of working with Dakota County. He said the Cannon
Valley Trail is eligible to apply
for money from the Greater Minnesota Parks and Trail Council
because they have a high rating, but the Lake Byllesby Park is
only rated medium, and does
not qualify for the grants. If the
county partnered with Dakota
County, their chance of getting a
high rating from the Greater Minnesota Parks and Trail Council
would improve.
Isakson said the county could
then take the Lake Byllesby Park
plan to the Greater Minnesota Parks
and Trail Council and if the park
had a high rating, it would open
the door for Goodhue County to
apply for the same monies that

Tree care this fall

conifer trees should be watered
generously until the soil freezes.
Mulching trees will help reduce
winter root damage.
Young maples and thinned
barked trees may benefit from some
kind of sunscald protection to prevent the bark from cracking this
winter and next spring. This protection is usually in the form of a
plastic tube or tree wrap (remove
in spring). These practices can
also help in reducing winter animal damage. Other fall management practices which will help
reduce winter damage to trees and

Protecting trees and shrubs from

rabbits, mice, voles, and deer is a


major concern in some landscapes
during the winter. Mow or remove
tall grass to reduce mice and vole
damage. If the bark is removed or
severely damaged around the tree
it will die. Protective physical
barriers such as tree tubes, hardware cloth or fencing can be done
when practical.
Odor, taste, and visual repellents can be used to repel many
wildlife species, but may have inconsistent effectiveness. Human
hair, soaps, garlic oil, hot sauce
and animal repellents can be applied to branches and foliage to
discourage browsing. Weather,
application frequency, animal
population, and feeding pressure
affect the success of repellents.
Some animals become desensitized
to the repellent, so you may want
to alternate repellents. A web resource that reviews prevention and
control of wildlife damage can be

If you are unsure what is causing problems in your landscape,

help homeowners diagnose tree,
shrub, and plant problems or identify a weed or insect. This site

Isakson said there is a better chance
of receiving grant money if the
park is county-owned and is a
county-run operation. With this
plan, Goodhue County would retain control at the park, and if it
partnered with Dakota County,
would share the cost of staff.
Isakson said another reason to
work with Dakota County is that
they have staff, park rangers, and
a reservation system for people to
reserve camp sites. He said, If
we work with them to do a master
plan, we can decide what to do
with our park, and to possibly add
additional camping sites there. The
Goudy property could be used for
camping. We would have to help
pay for their staff, but then we
wouldnt have to hire new county
employees, and it will be patrolled
by their park rangers. He asked
if the commissions wished to move
forward and make a decision about
how to proceed.
Commissioner Brad Anderson
was excited about the plan. He
said so much has changed since
the master plan was created for
Lake Byllesby Park in 1992 that
the plan needs to be updated, as
todays needs are totally different
than they were years ago. He said,
The idea that we and Dakota
County could work together and
play off of each others resources
is a huge advantage. He felt that
collaborating with Dakota County
would impress those who approve
the grants, making it easier for
Goodhue County to attain a grant.
Chairman Seifert asked when
the county would receive information from Dakota County.
Isakson said once the final 2016
budget is approved in December,
and he knows that the $50,000
that has been set aside for parks is
approved, he will contact Dakota
County. He mentioned that he had
already discussed this with Dakota County and they would love
to work with us.
County Administrator Scott
Arneson pointed out that Dakota
County is in the budget process
like Goodhue County is, and has
yet to determine what park funds
will be available once the final
levy is set in December.
Isakson said it would be six
months or longer before a consultant was on board working on a
master park plan.
Surprised by that response,
Seifert said, I thought you said
they had staff to do it.
Isakson explained that Dakota
Countys staff works at the park,
but he believed they use a con-

sultant when working on their park


plans, which are updated every
ten years.
Allen changed the course of the
conversation when he gave reasons why it would be better to
have the public sector handle the
small portion of land adjacent to
the park. He said the county would
receive taxes on a yearly basis and
money for the purchase of the land,
the county wouldnt have to worry
about running that portion of park
land, and wouldnt have to worry
about applying for future grants.
He felt having the private sector
take over that park land would be
good for the county. Allen said
the county has a lot of parks and it
didnt make sense to have a master plan made because of a small
segment of land adjacent to Lake
Byllesby Park. He said, We are

Rechtzigel said Allen had a point.
He said, If this is done properly,
it can serve all our needs without
any of the responsibility. We could
enhance the park without having
to be out there to maintain it, run
it, or police it.
Seifert said he was on board
with selling the land, and asked
Isakson if the county could do a
Request for Proposals (RFP) that
includes the sale of the land.
Isakson hesitated and said he
wasnt sure that would be helpful,
as in the past, the RFPs informed
potential buyers to let the county
know if they wanted to lease the
land for a longer period of time
and that hadnt been a big attracting point.
Siefert said the difference is that
with this plan, the property would
be sold. He felt this would be an
asset. He agreed with Allen, who
said it is not a good business deal
for someone to put a tremendous
amount of money into land they
are eventually going to lose, because they are only leasing it for a
specified period of time.
Isakson questioned if the board
wanted to permanently lose land
that is adjacent to the park.
Rechtzigel said, We purchased
the property three years ago to do
the trail and bridge, otherwise we
wouldnt have purchased it. Lets
see if there is anyone in the private sector who is interested, who
could enhance the park. We said
at the time we purchased the Goudy
property that we would sell it, if
we didnt have a purpose for it.
He asked Isakson to talk to Dakota County again and to record
what type of commitment they
would make with Goodhue County

ROCHESTER Rain and snow
that falls on buildings, streets,
parking lots, and other impervious surfaces does not soak into
the ground. Stormwater collects
dirt, debris, and chemicals as it
travels across these hard surfaces,

streams, and rivers, often without
treatment. Polluted stormwater can
harm people and aquatic plants

annual Veterans Day program will
be held Wednesday, November
11, at 10:30 at the Event Center
near the Rochester Airport. This
event is put on by the volunteers
from the Soldiers Field Veterans
Memorial committee, the DAV,
POW/MIA Riders Association,
and other volunteers. Free breakfast for everyone will be served
from 8:30-10 a.m. followed by the
program at 10:30.
The emcee will be the KAAL
TV news anchor James Wilcox.

The hour-long program will include Harry Popiel, a veteran of


the US Air Force and chairman of
the Waseca County Veterans
Memorial Committee, which has
devoted much time and effort to
design, raise funds, and build a
place to commemorate veterans
with a connection to Waseca
County. Target date for completion of this project is during the
2016 construction season.
The program will also include
Jane Belau reading a poem written by her especially for Veterans
Day. Brad Boice, assisted by Jane

Belau, will do a special song as a


tribute to veterans of all branches
of the service and perform other
patriotic songs. POW/MIA Riders will again furnish transportation on golf carts for those who
need assistance from the parking
lot to the entrance.
Honor Guards from the region
will march and participate in posting and retiring the Colors. The
Bells for Eternity will be rung by
Terry Throndson and Lee
Swendson, a World War II veteran who is celebrating his 103rd
birthday on Veterans Day.

The board terminated the current public/private partnership with
Cannon Falls Canoe and Bike.
Isakson will get more information from Dakota County about
partnering with Goodhue County,
and will also check to see if there
is interest from the private sector
in establishing a park-related business on the adjacent parcel of land
where Cannon Falls Canoe and
Bike has been located.
