Metahara Sugar Factory is located about 200 km southeast of the capital city Addis Ababa, on
the Addis Ababa-Dire Dawa-Djibouti road within the Upper Awash Valley. Metahara Sugar
Factory was established in 1965, by the Dutch company, named as Hangler Vondr Amsterdam
(HVA) . Initially the area was planned for sisal development. The increasing demand for sugar in
Ethiopia and the suitability of the land and climate for sugarcane cultivation attracted HVA to
extend the sugar industry to the Metahara Plains. As a result in July 1965 an agreement was
signed between the Ethiopian Government and HVA under which the company acquired a
concession of 11,000 ha of land. Subsequent to the signing of the agreement, sugarcane
cultivation was started in 1966. The factory started producing plantation white sugar on
November 9, 1969 with an initial crushing capacity of 1,700 tons of cane per day (TCD). Since
then, the factory had undergone successive phases of expansion. The first expansion was made in
1973 to raise the crushing capacity of the factory to 2,450 TCD. The enterprise was nationalized
in 1975 and organized under the Ethiopian Sugar Corporation. The second and third phases of
expansion took place in 1976 and 1981, which raised crushing capacity to 3,000 and 5,000 TCD,
respectively (MSF 2005), The factory has shown ups and downs in the level of production, due
to many reasons, especially during the military government. This happened, due to acute
shortage of spare parts, impossibility to produce up to the capacity level. There was also lack of
important chemicals for cane, like agro-chemicals, their timely application, and sometimes their
access. Finally, after the change of the government, and the dissolution of the cooperation took
place, the company got its autonomy. It can buy, and sell its spare parts, and its products.
Secondly, the board of management was established and the management was to discuss with the
board and decide shortly. MSF has now under federal democratic republic of Ethiopia Sugar
Corporation with a vision of developing copitative sugar industry activities in a large scale and
structure came into existence on October 2010 by the Council of Ministers Regulation
No.192/2010 replacing the former Ethiopian Sugar Development Agency.

Metahara, with an altitude of 950 meters above sea level, has a semi-arid climatic condition and
the average annual rainfall is 543 mm-600mm. One of the positive environmental impacts
brought about by the irrigation project is the creation of a better microclimate in the project area.
The average pan evaporation is 6.9 mm. The maximum and minimum relative humidity is 85.4
and 30.3 percent, respectively. The mean annual maximum and minimum temperatures are
32.8C and 17.5C, respectively. The hottest period of the year extends from March to June
whereas the coldest period extends from September to January. The soil type ranges from sands
to clay loam. Most of the plains in Metahara are gentle and suitable for gravity irrigation; hence,
more than 81 percent of the farm is irrigated by gravity. The Enterprise currently has a total
concession area of 14,733 hectares, out of which about 10,300 hectares is covered with
sugarcane plantation. The total design area of the scheme is 10,358 ha (figure 1).

Economic and Social Benefits


The factory creates employment opportunity for several citizens of the region. That is, it provide
permanent employment to professionals, semiprofessional, clerical, and manual labors. At peak
time the workforce reaches 11,000 where 3700 are permanent employees and the remaining are
seasonal. The population consists of workers, their families and their dependents. The estimated
total number population is of the Metahara Sugar State 55,000 including workers and families.
Marketable products of the enterprise are sugar, molasses and various types of fruits. Sugar is
supplied to domestic and foreign markets. Tax is paid for land and there is also a charge per
volume of water delivered by Awash Basin Authority. On the other hand, the major byproducts of
sugar molasses are distilled in to ethanol production and a small part of the annual production

goes to domestic cattle fatteners. Fruits such as oranges, lemons, mangoes and mandarins are
subsidiary products of the enterprise. About 3,000 tons of fruit is marketed annually.
Basic social service and other facilitys are available to facilitate the various activities of the
enterprise. The transport link includes all weather main roads and harvest road that extent in to
the premises of the company giving easy access for import and export goods.
Other infrastructure include a well built stores, comfortable residential houses, 60 bed hospital, 2
poly clinics and 4 satellite clinics.
Bank, post office, court and police station are situated in the immediate vicinity of the enterprise.
The enterprise is occupied with modern communication system such as telephone line, internet,
TV rebroadcasting station and short range radio communication.
All employer live with in the conviction area in the main head quarter village and eight camps
located at convenient places with in the plantation. The company provides housing, water and
electricity to its employer.
Recreational facility such as cinema halls, sportfield, various club and swimming are available.
There are also other social service such as vocational school,5 elementary schools,7 KG, public
library, different retailing shop, barker and flour mills

Organizational goal
Metehara sugar factory (MSF) is established as an autonomous public enterprise by the council
of ministers regulation No.88/1992 on the 10th of November 1992 with a paid up capital of birr
94,383,000. The main purposes of the enterprise are to:

Grow sugarcane and other sugar yielding plants.


Process and produce sugar and sugar by products.
Distribute and sell sugar and sugar related precuts within the country and abroad.
Study, plan and implement various sugar development programs.
Carry on scientific, industrial and agricultural research and surveys to enhance its
programs.
Posses and develop agricultural lands in the country whenever it is deemed
appropriate to fulfill its purposes.
Engage in other activities that enables the attainment of its purposes

Kaizen Method of Management at Metahara Sugar State

The Kaizen Method has been particularly distinguished as the best methods of performance
improvement within companies since the implementation costs were minimal. It is nowadays
more than ever that the relationship between manager and employee is crucial and the Kaizen
technique have a major contribution to the reinforcement of this relationship since the
achievements of a company are the results of the mixed efforts of each employee.These method
bring together all the employees of the company ensuring the improvement of the
communication process and the reinforcement of the feeling of membership.
The Kaizen techniques create conducive environment to the re-creation of
self-disciplined and self-innovating organizations at Metahara Sugar Factory.
The factory is the winner of national award in 2014 and 2015 on kaizen
implementation .The Kaizen strategic management, tools, and methods: a)
the 5S housekeeping activities, b) lean management or waste management
tools, c) just-in-time, and d) Total Productive Maintenance (TPM ) is properly
implemented. To make decisions and minimize variations in the products,
the workers were trained to work in teams (QCC) given that the top
managers have a genuine desire to achieve quality through empowering all
the employees.

The sugar production trend has been moving to a just-in-time process to minimize inventory,
lead-time, setup time, workload, and maintenance time. More particularly, these steps are done
effectively in the store and in the health care units. For example, it takes less than three minutes
for the storage master to identify a spare part from the store. Also, in the factorys heath care

system, it takes less than two minutes for the technician to identify the file of a patient even
though the factory is not yet equipped with adequate computers.

Federal Democratic Republic of Ethiopia (EFDR) Sugar Corporation has one of the GTP mega
projects based on stretched plan with great motto that deliver a higher return From sugar & its
byproducts. To achieve this goal infrastructure development within the sugar state in very
decisive. For this federal democratic republic of Ethiopia sugar corporation implement the new
division called civil, irrigation and infrastructure construction and maintenance deputy
general manager office in December 2014. This office organized in three departmental levels
which consist 2-4 teams as indicated on the organizational structure below.

The department has responsible for maintaining canals and head works of irrigation systems. There are
two intake namely abdir intake and marti intake. The water is diverted from Awash River by masonry

vertical drop weirs in Merti intake. This weir is constructed by Dutch company, named as Hangler Vondr
Amsterdam(H.V.A) 1965.These weirs have a horizontal floor constructed of masonry and a crest wall
with vertical or slightly sloping downstream face. Sheet pipe walls are driven at the upstream and
downstream of the floor. The rising water enter in to the intake and its capacity is 8.6m 3/s.
The intake structure is built at the entry to the irrigation system. Its purpose is to direct water from the
original sours of supply (Awash River) in to the irrigation system. After the water enter in to the main
canal it reaches in to night reservoir by gravity systems. Night reservoir (ponds ):- Is a structure used to
store enough water that satisfies the irrigation work. These reservoir store water at night time to prove a
regular 9 hr. flow at day time by accumulating 15hr overnight.

In Adbdir intake the canal head regulator is made of gabions and the intake wall structure is built
from concrete by water works construction enterprise. The following

Drop structure is a structure in canal to lower down the water level and bed level of canal. it is
constructed in the main canal, primary, secondary and territory canal it also decrease energy and
velocity of water and its required when the natural ground slop along the alignment is steeper
than bed slop of the canal at this time this structure used to drop the potential energy of flow
which can cause damage to downstream portion of canal is converted to kinetic energy.

Division box is a structure constructed on secondary canal to regulate water from primary canal
to secondary canal through off take. The regulation water in this structure by using design gate to
release fixed amount of water for tertiary canal. The division box of flow can be continuous and
rotational bases in metahara irrigation project the construction of division box continuous flow
for secondary canal using gates. Its purpose is :

Off take structure


Off take structure is constructed at the beginning of canal. it is started by constructing the cut of
structure which is used to resist seepage of water to the structure. In which to prevent scoring of

off take structure slues gate is recommended. Slues gate is constructed under flow structure for
flow regulation by excavation 60cm blow canal bed level.

Culvert structure
Culvert structures are conveyance structure which carried water across main road and harvesting
road. Culvert pipe are depend on the discharge of water. The structure consists of masonry or
concrete headwalls at the inlet and outlet connected by a buried pipeline.

Canal
In this irrigation project they use trapezoidal shape of lined and unlined canal because it is
economical this means it have high discharge from the other shape of canal. When the bed slope
of the irrigation land is 0.5and iss soil types is sand we constructed lined canal unless unlined
canal.in Metara project there is different types of canal. These are:Main (Primary canal): is a canal at the head of which water enters to it for irrigation. As a rule
no direct irrigation takes place from main canals. Generally whenever possible, main canals are
aligned as contour canals till it reaches a watershed.
Branch canal: This is a canal which branches from the main. Direct irrigation does not take
place from these canals as well.
Secondary canals: These are canals branching either from the primary canals or branch canals.
Secondary canals convey water for the secondary units in the command area. These canals are
generally aligned as side slope canal (across contours). Direct irrigation seldom occurs from
these canals.
Tertiary canals: These are canals within the tertiary units. At the head of such canals is the
tertiary off-take structure. Water can directly be taken from these canals for irrigation.
Field canals: These are small canals located at the head of each farm plot or field. Field canals
supply directly the irrigated fields (furrows, basins and borders).
Feeder Ditch: are canal which take water from sub lateral unite and discharge out to furrow by
siphon system and hydro flume. Its carrying capacity is 200L/s.

The road infrastructure within the MSF state is a gravel road consists main road (primary road)
secondary road and farm road,. Road maintenance is essential in order to (1) preserve the road in
its originally constructed condition, (2) protect adjacent resources and user safety, and (3)
provide efficient, convenient travel along the route during harvesting seasons. Periodic checks
and maintenance is always performed by road maintenance crew.

Housing & Utility Construction & Maintenance Department


The Building Maintenance department is responsible for the upkeep of real property, structural,
electrical, and plumbing systems of the headquarter buildings and agricultural villages. There are
more than 22 typology residential houses & staff quarters. Public buildings such as schools,
offices, workers clubs at villages and head quarter are periodically inspected and maintained by
this department .Sewerage deposal and maintenance of sewer lines is done by utility teams.

Engineering & Contract Administration Department


The Department of Engineering and Contract Administration provides technical engineering
assistance to other teams (viz irrigation & housing construction, & agricultural operations & land
preparation & cultivation teams), reviews design and detail. The department is responsible for
the design & specifications of new buildings, renovation of existing buildings, reclamation and
landscaping of agricultural lands & towns and villages, design and renovations irrigation canals ,
farm roads, and head work structures, and construction-related consulting services, including
architect/engineer services. Additional The department outsource & monitors the construction
and maintenance contracts to ensure compliance with plans and specifications.

Design Team
The design team established to prepare complete design plans, specifications, cost estimates and
other documents necessary to bid the project for construction., Make necessary changes to plans
and specifications after review new design works of irrigation infrastructures, housing and public
buildings and refurbishment design works of old infrastructures with in the sugar states. The
deterioration of existing infrastructure systems and the lack of experienced design professional
to design and renovate these facilities have promoted the interest of establishing design team.
The main objective of this proposal is to establish new design teams and allocate budget for 2008
Ethiopian physical year at Metahara Sugar Factory.
For this federal democratic republic of Ethiopia sugar corporation implement the new division
called civil, irrigation and infrastructure construction and maintenance deputy general
manager office on December 2014. This office organized in three departmental levels which
consist 2-4 teams as indicated on the organizational structure. The design team is one of the
team under the engineering & contract administration department.

1. Aim of the team


The primary mission of the design team is to design civil & irrigation infrastructures such as
design of new structures, checking of existing design, design for inspection and repair of existing
structures, review of the design of ongoing construction projects, land scape design for the
headquarters and Farm villages ( camps), preparation of material specification for cost efficient
and environmentally friendly materials for construction works.

factories:

2. Man power requirements


A design team should be a cohesive and experienced team consists of structural/Civil engineers,
hydraulic engineer, highway engineer, water supply & sanitation engineer, architects, planners,
surveyors, quantity surveyors, draft mans and other administrative and technical personnel. If
services of other team members such as, electrical installation design & water supply &
sanitation design become necessary, then such personnel will be added to the team members
from factory operation and utility construction teams.
