Grafenwoehr Training Area will
celebrate its 100th anniversary on
June 30, 2010. Therefore, the city of
Grafenwoehr, the US Army’s Joint
Multinational Training Command,
the US Army Garrison Grafenwoehr,
the Office of the German Military
Representative and the Federal Forest
Office Grafenwoehr will host a week
of excieting events from June 27 to
July 4, 2010.

The week of events will start on Sunday,
June 27 with a concert in the city park
and the opening of a special exhibition
at the Culture – and Military Muse-
um Grafenwoehr. The highlight of the
German Army and a festive retreat
of the US Army on Wednesday, June
30 on the training area’s parade field.
The week of events will end with the
city of Grafenwoehr’s citizens’ fest on
July 3 and 4 and the US Army’s fes-
tivities and fireworks celebrating the
American Independence Day on July
4. More details will be announced later.

Today’s ground forces find themselves
in many stressful situations and the
continuous feedback from Iraq and
Afghanistan has changed the way the
Army prepares its forces.
The U.S. Army Europe’s first Interim
Battle Area Complex (IBAX), the Joint
Multinational Training Command’s
newest range at Grafenwoehr Trai-
ning Area has integrated the newest
situational awareness technologies, and
enhanced after-action review (AAR)
capabilities to provide soldiers and
commanders with immediate feed-
back on their training objectives, while
incorporating the sights and sounds
of battle.
The 2nd Squadron of the 2nd Stryker
Cavalry Regiment (2/2 SCR), from
Vilseck, Germany, was the first unit to
train at the new IBAX range.
“ It (2/2 SCR) was the first to integrate
all the training scenarios the IBAX
offers, including the incorporation of
a combined arms live-fire,” said Sgt.

According to Muren, “units can employ
all organic weapon systems [any and all
individual and squad weapons], while
going through the IBAX and once
through the Jägerbahn [the area with
the villages and trenches and breaching
walls], they can incorporate close air
support and additional indirect fire
support systems.”

The Jägerbahn, which is interpreted as
“hunter’s trail” in the German language,
is a fully instrumented dismounted
infantry live-fire (LF) course. In 2009
the JMTC up-graded, range 118, one
of its multipurpose range complex’s
capable of supporting all weapons and
weapons platforms, and integrated the
Jägerbahn facilities.
The Jägerbahn is capable of sup-
porting, squad, platoon, and company
level units, consisting of two LF vil-
lages with single and two story shoot
house buildings, trench lines, breaching
walls, and façades. Both villages offer
a 360-degree LF structure, 3-D man-
nequin type targets, standard human
silhouette targets and a speaker system
throughout the complex providing re-
alistic sound effects.
“We’ve had at least 50 percent new
soldiers, since our last deployment, and

German police puppets teach road safety
The stars of the show, Kaspar and McGruff, taught children lessons on safety by enchanting them with a captivating story and

to English a few years ago for performance in DoD schools.

in the morning at the Grafenwoehr
Elementary School library, March
9. They set up a large wooden stage,
adjusted spotlights, revved up the fog
machine and practiced their lines.
As the clock struck 9 a.m., more than
40 kindergarten students marched in,
one by one, and sat crossed-legged on
the floor, their attention fixed on the
makeshift stage in front of them.

Moments later, Kaspar, a troubled pup-
pet with an affinity for failing proper
traffic safety procedures, addressed the
children candidly.
“Should I cross the street here?” asked
Kaspar, standing in a danger zone.
“No!” yelled the children in unison.
Little voices offered suggestions inclu-
ding cross at the crosswalk, wait for the
green walk sign, and look left, right and
left again for oncoming traffic.
As the story unfolded, Kaspar came to
realize that it wasn’t his fault he couldn’t
follow proper safety rules, but that of
a mean witch who had cast a spell on
him. Kaspar could return to normal if
he followed three safety rules correctly,

which the witch tried hard to prevent.
But with his trusty dog McGruff, and
the help of the young audience, Kaspar
could be saved.
The traveling puppet theater reiterated
safety precautions children had learned
in class and opened their eyes to a long-
standing German tradition.
Officers of the police authority Wei-
den have entertained German students
with this performance in the surroun-
ding areas since 1999. The play, called
“Der verzauberte Kaspar,” was trans-
lated into English more than seven
years ago and brought to Department
of Defense schools.
Translated as “The bewitched Kaspar,”
kindergarten and first-grade students
at elementary schools in Grafenwoehr,
Netzaberg and Vilseck have since en-
joyed the unique learning experience.

expressed his pride and gratitude for
having the opportunity to work with
DoD teachers in educating students
on post.
“Together we can promote safety
through continued education,” said
Sennert, through a translator. “We
are proud of this show and proud to
share it with the American children.”

of special effects and chilling sounds.
All was well nearing the end of the
play as Kaspar crossed the street safely,
learned to play with a bright red ball on
the playground versus the street, and
safely rode his bicycle on the sidewalk,
away from the danger of traffic.
When the show ended, the host of the
show, police officer Georg Huettner,
asked for two boys and two girls to as-
sist him in showcasing the ideas taught.
Students wiggled in their seats holding
hands high in hopes of being chosen.
With the help of Huettner, four lucky
children demonstrated how to correctly
cross the street at a pedestrian cros-
sing and received a keychain with the
German police logo for volunteering.
The interactive play delighted the
children and allowed them to share
their knowledge with each other and
their new wooden friend.
“I already knew this stuff,” said 6-year-
old Kiel Kelly. “So I helped Kaspar out.”

organizations that are actively explo-
ring strategies to improve the com-
munication between the patient and
health care system to improve patient
safety. As we all know, communication
can be one of the most difficult tasks to
accomplish and requires all individuals
involved to participate for the dialogue
to be successful. Healthy conversations
cannot be effective unless each party
involved is committed to doing their
part to improve patient safety. This
means that patient safety is not an issue

have three medical teams on call 24
hours a day, seven days a week to as-
sist sexual assault patients beginning
March 15.
There will be a team designated for
the Grafenwoehr, Hohenfels and Vils-
eck area; a team for the Bamberg and
Schweinfurt area; and a team for the
Ansbach area. Previously, all sexual
assault victims were treated at a Host
Nation hospital.
“We’re trying to expand the services we
offer to our beneficiaries,” said Col. Iris
West, chief of medical management.
The BMEDDAC sexual assault me-

and a medic who have been specifically
trained to handle sexual assault cases.
“Our medical teams go through inten-
sive training,” West said. “This includes
both medical and non-medical training

Gerhard Männer: Vilseck’s “Very Own Policeman’’

VILSECK, Germany - For more
than two years, Gerhard Männer
has worked as German police liai-
son officer at the Vilseck Military
Police Station. He is responsible for
the cooperation between the German
police and the MP, takes care of the
exchange of data, if necessary, and is
available to assist all US offices as well
as soldiers and family members with
any problems they may have and for
which they need the assistance of the
police. He provides help with official
correspondence such as speeding
tickets and has access to the traffic
police databank. He also assists the
German courts with the delivery of
subpoenas, if necessary.
In the summer of 2007, Col. Brian T.
Boyle, the former commander of the
U.S. Army Garrison Grafenwoehr, had
the idea to establish a police liaison
officer position. He sent his suggestion
to the former Police Directorates in
Weiden and Amberg. The MP Station
in Vilseck immediately provided the
office space and after a review by the
Police District Lower Bavaria/Upper
Palatinate, the suggestion was sent to
the Bavarian Ministry of the Interior
which confirmed in a letter sent in
October 2007 that the establishment
of a police liaison officer position was
already on its way.
In November 2007, the police liaison
officer position was officially establis-
hed. At first, it was the only position
ofthat kind in Bavaria. In the me-
antime, a second position has been
established at Hohenfels.

“My personal area of responsbility has
completely changed,“ says Männer.
“For the past 20 years, I was a police
officer at the police station in Auer-
bach and responsible for traffic issues
and traffic education.“ He spent a lot
of time in schools and had aa lot of
contact with kids.
But even during that time he had a
lot of contact with the MP regarding
traffic education and contact with the
Americans had become a daily routine
because of the vicinity to the training
area. Nevertheless, he was very posi-
tively surprised how easy his American
colleagues made it for him to feel at
home at the MP station and in the unit.
„As far as the police work is concer-
ned, it is not any different from wor-
king outside the training area,“ states

Männer. “But here, we are closer to
the issues and that is honored by the
Americans.“ The American military
policemen regard him and his position
as a part of their unit, and therefore, it’s
not a surprise when an excited Ameri-
can colleague calls him “our very own
policeman.“
Männer sees his acceptance by the unit
as a very positive thing and his happy
that he is so well-accepted by his colle-
agues. “The cooperation is excellent, he
says. “It was very easy for me from the
very beginning and it was made very
easy for me.“ He says his colleagues are
very open and helpful and that it is easy
to make contacts. The establishment of
the police liaison officer position was
made public very well by the American
media and is well-used by many people.

excited about the challenges of his new
job. “There is something new to learn
every day,“ he says. “And there is cons-
tant change at the military installation.
You constantly meet new people and
new points of contact and you always
have to adjust to something new. That
makes it so interesting. It never gets
boring around here.“
Altough he has to spend a lot of time
in the office and has to deal with a lot
of paperwork when he would prefer to
walk the beat, he loves his job as police
liaison officer.
It’s hard not to notice that he is a po-
licemen with all its heart who loves to
provide help to everybody who needs it.
“I am available for both Germans and
Americans. There’s no need to be afraid.
I love to inform people about legal
issues and provide them with help.“
And it’s definitely hard to imagine
anyone who could better represent the
slogan “The police, your friend and
helper“ than Gerhard Männer. He is
a personal point of contact you can go
to even when you have done something
wrong. He always love to provide and
assistance and quickly diminishes
anybody’s potential fear of the police.

Gates, Canadian Counterpart Meet at Pentagon

WASHINGTON – Defense Secre-
tary Robert M. Gates and his Cana-
dian counterpart discussed bilateral
defense issues here today, including
Canada’s future role in the NATO
mission in Afghanistan.
The meeting between Gates and Ca-
nadian National Defense Minister
Peter MacKay covered the projected
U.S.-Canadian defense relationship
over the next five years, and areas of
mutual interest such as the countries’
shared border area, the Arctic, and relief
efforts in Caribbean nations.
“The relationship between the U.S.
and Canada is vitally important to
both of us,” Gates told reporters at the
Pentagon following his meeting with
MacKay. “I look forward to continuing
this dialogue in the future.”
MacKay described the talks as a “sub-
stantive and productive” discussion on
the enduring defense relationship bet-
ween Ottawa and Washington. He said
the recent Olympic Games in Vancou-
ver highlighted bilateral cooperation
with the United States.

HRM Association Pledges Support for Troops

WASHINGTON – The world’s lar-
gest association for human resour-
ce management today affirmed its
commitment to bettering employ-
ment opportunities and benefits for
citizen servicemembers by signing
a statement of support endorsed by
the Defense Department’s Employer
Support of the Guard and Reserve
agency.
The Society of Human Resource Ma-
nagement, and its more than 260,000
members, formally made this pledge
during the society’s Employment Law
and Legislative Conference here, which
hosted more than 650 human resources
professionals.
Dennis McCarthy, assistant defen-
se secretary for reserve affairs, joined
the society’s president and CEO Lon
O’Neil and board chairman Rob Van
Cleave as they signed the statement.
“Thank you for the action of your lea-
dership and organization,” McCarthy
told the society’s representatives.
“This is a great opportunity for [the
Defense Department] to witness your
commitment.”
The society’s partnership with the De-
fense Department will ensure human
resources organizations throughout
the nation continue to solicit support
and take part in National Guard and
Reserve programs, he added.
McCarthy stressed that today’s genera-
tion of citizen servicemembers may be

the nation’s “next greatest generation.”
He urged employers to look at hiring
and retaining those servicemembers,
calling them the best young Americans
the nation has to offer.
“Thanking them for their service is very
important,” he said, “but so, too, is to
tap into their potential.” Van Cleave
agreed, calling the partnership mutually
beneficial to the civilian work force and
the military.
“If we look at the situation somewhat
selfishly, these returning Guard and
Reserve members represent a terrific
talent pool,” he said. “They are skilled,
mature individuals whose dedication
and work ethic have been tested and
proven.”
He praised citizen warriors for putting
the nation’s needs ahead of their own.
Americans owe the military a debt of
gratitude for their selfless service and
willingness to sacrifice, he said.
“They have given Uncle Sam a blank
check to be used as needed, a check
payable with anything, including their
lives,” he said of U.S. military members.
“We owe them our worry, and in gra-
titude, we pledge to support them as
they support and protect us.”
The society is made up of more than
260,000 members in all 50 states.
Along with hiring and ensuring pay,
compensation and benefits for emplo-
yed citizen servicemembers called to
duty, local chapters in several states also
have headed working groups to help

Patriot Academy Student-Soldiers Earn Diplomas

MUSCATATUCK URBAN TRAI-
NING CENTER – Patriot Academy,
the military’s first accredited high
school, graduated its first class here
yesterday.
The program provides youth with an
opportunity to earn their high school
diploma, join the Army National Gu-
ard and contribute to their community.
After a year of planning, the vision of
retired Army Lt. Gen. Clyde Vaughn,
former director of the Army National
Guard, to turn high school dropouts
into student-soldiers became reality in
June with the funding and support of
the National Guard Bureau.
“This is about the young men and wo-
men who will have a second chance,”
said Army Maj. Gen. Raymond Car-
penter, acting director of the Army
National Guard, on the program’s
opening day in August. “Our mission
at the Patriot Academy, very simply, is
to educate and train these young men
to become the best citizen-soldiers in
the Army National Guard.”
Students of the Patriot Academy come
here after completing Army basic trai-
ning. They continue to collect active-
duty pay, taking classes to earn their
high school diploma, while simultane-
ously honing their military skills before
graduating and shipping out to learn
their military job.
“It’s really a good opportunity,” said
Army Sgt. 1st Class William Long,

an instructor and assistant platoon ser-
geant. “The average National Guard
soldier drills one weekend a month,
two weeks a year. These guys do almost
a year of active duty before they meet
their unit. These guys are going to have
a better head start to that.”
Additionally, the course is designed to
prepare the student-soldiers to con-
tribute to society. “There were three
objectives when they came here,” said
Patriot Academy Commandant Army
Col. Perry Sarver. “First one, of course,
was to get their high school diploma.
Second was to expand on their military
skills that they learned in basic training,
and finally, they provide eight hours of
community service in and around the
Jennings County area.”
The program was implemented during
a “dropout crisis” in America, as over
1.2 million students, equating to 7,000
per school day, either drop out or do
not earn their high school diploma,
according to the Alliance for Excellent
Education.
“There’s hundreds of thousands of
young men and women who have not
achieved their high school diploma,
and the Army National Guard provi-
des these young men and women an
opportunity to do that,” Sarver said.
Today’s graduating class consisted of 38
of the original 47 student-soldiers from
16 states who started the course. They
will return to their respective states’
National Guard after receiving military
occupational training.
Plans are under way for the program’s
growth. “We are trying to diversify our
next class,” Sarver said. “What we want
to do is grow our enrollment from 47
from this past year to try to graduate
300 men and women from the 54 states
and territories.”
The graduates’ families, command ser-
geants major and recruiters attended
the graduation ceremony to show their
support. The class valedictorian said his
newly earned high school diploma was
a new beginning for him.
“It’s a great opportunity to be here,”
said Pvt. Mario Guillen of the Texas
Army National Guard. “I hope to make
the best of it. Before I came into the
Patriot Academy, I worked for a low
salary.
[The course] has changed my life. I
can pass the obstacles that I have in
front of me. Now I have a better view
of my future because of the education
I got here.” Guillen will move on to
Fort Leonard Wood, Mo., to for truck
driver training.
Fellow student Pfc. Scott Mix of Fort
Wayne, Ind., said he came to the pro-
gram to better himself by getting his
high school diploma to expand his
opportunities and horizons.
“It’s been an adventure,” he said. “A
lot of military training and a lot of
schooling and [physical training], but
it was definitely worth it.”
Mix said he did not have enough cre-
dits to graduate from high school with
his class, and wanted to earn more than
a general education diploma. He went
to an Army National Guard recruiter
and joined the Patriot Academy at

rything is always business. My whole
mentality has changed. I’m definitely
a lot more focused now.”
Mix’s mother said she couldn’t agree
more.
“He is a lot more disciplined,” Christa
Wilfong said. “I’ve noticed he has a
lot more respect for others. He seems
to really be looking toward the future
instead of just living for the day. He is
setting a lot more goals.”
As the first graduating class packs its
bags, including their newly achieved
high school diplomas, the instructors,
commanders and creators of the Patriot
Academy stay committed to taking lost
or misguided potential and molding it
into positive contributions to society.
“They get a chance for a do-over,” Sar-
ver said. “Society has given up on some
of these young people for whatever
reason, and they were led to believe
that they would never achieve their
high school diploma.
“When they first came in, back in June
and July, they were lacking the focus,”
he continued. “They were lacking the
confidence. When they leave here they
believe they can accomplish anything
in their lives. When they leave here,
they will be a more mature adult to
assume their role in society as they get
back home.”

AFN Bavaria provides U.S. Soldiers in Bavaria

American Forces Network Europe
provides American Soldiers, DoD
civilians and their family members
stationed in Europe with the best
American radio and TV has to offer.
In 1995, AFN Nürnberg was moved
to Rose Barracks in Vilseck and rena-
med “AFN Bavaria.“
In the past, the stations in Würzburg
and Nürnberg covered the Bavarian
broadcast area, now it is the station
in Vilseck that supplies the military
installations in Schweinfurt, Bamberg,
Ansbach, Katterbach, Illesheim, Ho-
henfels, Garmisch, Grafenwöhr and
Vilseck with AFN Bavaria program.
There’s a daily radio live show from 6
to 10 a.m. and a
live music show
from 2 to 6 p.m.

The broadcast journalists working for
AFN are regular soldiers as well and
have to complete their regular military
training. They do everything themsel-
ves: ads, reports, radio shows and they
are their own producers who cut and
broadcast their own material. “We help
each other, of course, and fill in for each
other,“ says station manager and chief
of operations Tony McKinney.
He lives in Ammertal near Amberg
with his wife who is from the Bad
Kreuznach area. His first assignment
as a Soldiers brought him to Germany
and he has been back ever since. This
time he’s already been here for almost
five years and he really likes it. He was
born in Spain, and in the States calls
Florida his home where his father and
brother have settled. His son is lives
near Bingen and works for Opel. His
daughter lives in the USA with her
husband and daughter.
“What is so exciting about Germany
is the fact that there is so much to
see,” says McKinney and recommends
Americans to just get out and discover
Germany. “You can go in any direction
and always experience an adventure
and discover something new,” raves
McKinney. “Other than the cities in

America who basically all look alike,
every city here in Europe and in Ger-
many looks different. No doubt, the fa-
mous cities in Germany are interesting
but my wife and I love it to just take
a trip without a particular destination,
not knowing what we will discover.
There are so many historic buildings.
That’s simply great!“
“Destinations“ was created to foster
this interest in discovering something
new. The show provide Soldiers with
tips and ideas for things to do off post.
Sights like Bamberg, the Bavaria movie
studios, the Palm Beach and Pullman
City are featured in this show. “We
try to motivate Soldiers and their fa-
milies to get to know Germany and
the Germans,“ says McKinney. “It is
sad when people live here for two or
three years and haven’t seen anything
of this beautiful country.“ Those are
the folks who don’t like it here. “They
want to go home as fast as possible,“
adds McKinney. His advice: “Get out
and experience Germany!“
McKinney loves the fact that many
Germans speak English. Because of
that, there is no barrier anymore bet-
ween Germans and Americans. To
provide Soldiers and their families even
more information about the German
way of life and to involve them more
closely into local events, AFN provides
many dates and tips regarding fests, flea
markets, events, and concerts and much
more of what’s happening “outside”
in the “Tour of Bavaria” section on its
homepage at http://bavaria.afneurope.
net. But McKinney would also like to
encourage Germans to get into contact
with Americans.
Sometimes Americans are a bit re-
served concerning Germans because

that because of that, many Americans
think that Germans are not interested
in getting to know them. Americans
as well as Germans should try to get
into more contact with each other. “As
soon as you get to know the Germans,“
McKinney says smiling, “you will dis-

and generous people. It just takes a
little bit longer.“
There are many German listeners who

German listener from Garmisch,“ says
McKinney, “listens to us regularly when
he is delivering bread in the morning.

information about the high school
educational system during her visit to
the “Gymnasium Eschenbach:” “The
main difference I noticed between
the schools is that in grammar school
the teachers rotate and the students
mostly stay in the same room. I love
having a room of my own that re-
flects the work that the students are
doing in all the different classes that
I teach.”

in order to write articles. With the help
of Gerhard Pfennig, the publisher of
the bilingual newspaper grafenwoehr.
com, the students are able to publish
their articles both in English and Ger-
man.
The purpose of all articles is to inform
American teenagers living in the Up-
per Palatinate about Bavarian history,
may take part in competitions against
other schools.
5 Higher Education at a German
high school begins at Grade 5 and
all students are instructed at the same
level of difficulty. US high school be-
gins at Grade 8 and students are taught
at variable degrees of difficulty ranging
from „easier“, „regular“ to „higher.“ Stu-
dents select their difficulty level based
on their performance.
6 Students who successfully complete
either school system are qualified to
study at a university. Depending on the
different levels at a high school, a stu-
dent can choose to study at either an
easy or a more demanding university.
7 In German high school, each group
of students, called “Klasse,” has a de-
signated classroom while teachers rota-
te to a different room every lesson. In
a US high school, students (normally
not as a group) must switch rooms each
lesson while teachers have their own
designated classroom.

8 Fire alert exercises are regularly
conducted in both school types but
US high school students also practice
earthquakes, tornadoes, and terrorist
alerts. (During terrorist alert training,
students learn how to properly respond
if someone threatens student safety).
9 German schools don’t enforce a
dress code. US high schools adhe-
re to a standard dress code. Miniskirts
or hair dyed in a purple color are pro-
hibited on the grounds of being dis-
tractive and disruptive.
10 German students get a six-week
summer break in addition to se-
ven to fourteen day- breaks at Christ-
mas, Easter, Pentecost, Fasching and
All Saints’ Day. The summer break in
US high schools lasts from late May
to early September. This is a remnant
of past times because the bulk of ag-
ricultural work had to be done du-
ring the summer harvest time. Each
US school district schedules its holi-
day breaks individually which include
short vacations for Thanksgiving and
Christmas.

Handball celebrates huge comeback in Grafenwoehr

GRAFENWOEHR, Germany -
„Fun and team spirit are the key words
in team handball at the SV Grafen-
wöhr sports club. Both Americans
and Germans are welcome as guests
and players,“ said coach Thorsten
Hößl.
After its great past, team handball at
Gafenwöhr staged a comeback. The
once famous and feared team on grass
that was successful even after the game
was moved indoors, has found hono-
rable successors. Its matches at the
district league level are being watched
by many people.

Because the bleachers are close to
the action, emotion and atmosphere
are guaranteed in the Grsafenwöhr
sports hall. After the great achieve-
ments of the German national team
in the World Championships 2007
in Germany, there has been not only
a healthy growth in local membership
numbers but also an increasing number
of American residents who joined the
club.
They get pleasure from the sport which
is rarely played in their country.
The skill level of the 1st Bundesliga,
the highest league in German sports,
is admired all over the world. The local
player Michael Müller, who takes part
in international tournaments, is of vital
importance to our national team.

Break Even und Deez Nuts - Hardcore-Punk in Bayreuth

Bayreuth - On April 17th, a
high-quality Hardcore-Punk-Con-
cert will take place in the Rosenau.
The “Deez Nuts” will be the headli-
ner. Together with four other bands
they will try to bring the music genre
Hardcore-Punk closer to their au-
dience.
The Black Path, the only regional band
from Bayreuth, will open the evening.
Up to now it is a quite unknown band
which was founded last year. But the
members have already gained some
experiences in other hardcore bands,
so we can look forward to their per-
formance.

musicians are singer and frontman JJ
Peters, guitarist Stu Callinau, drummer
Ty Alexander and bassist Jon Green.
Their first album “Rep Your Hood”
(2007) was really successful and the
four guys became a quite famous music
group in their homeland. In 2008, the
album “Stay True” was published which
became their worldwide breakthrough.
Now, they are on a tour through Eu-
rope that last more than a month
and features about 30 performances
in countries like Great Britain, Italy,
France and also Germany.
Hardcore-Punk. What is this? This
music style was developed in the USA
and Great Britain as a more radical and
faster future trend of the punk-rock
of the late 1970s. Co-founders were
among others the bands “Black Flag”
and “Minor Threat.”
In those days and also today this mu-
sic seeks to draw attention to socio-
political problems such as opposition
against Neo-Nazis, coming to terms
with personal problems, or just celeb-
rating the joy of life.
This event is organized by “Bayreuth
Hardcore,” a Group of young hardcore-
punk fans which has already success-
fully organized concerts of this genre
in our area.

rences between Germany and America?”
Ashley: “The language, the food and
the historical feeling in cities”
Nikki: “The people´s lifestyle is very
different: Germans don‘t want to get
more than what they already possess.
Americans are more competitive.“
“Do German teens behave very different
from Americans?”
Ashley: “No, except that Germans are
allowed to drink as teens.”
Nikki: “There is a big difference. Ger-
man teens are raised in an environment
where they talk openly about the „not
to be spoken of,“ so when they hit their
teen years, they are not too curious of
those taboos. They are also allowed
to drink early in life by law. Ameri-
cans, however, do not speak of what

Ashley: “A lot of Americans think that
Germans drink a lot of beer and speak
in a funny way. They think the Ger-
man language sounds angry when it
is spoken, even if something nice is
being said. German men dress nicer
than American men, so sometimes
a German man is perceived as gay or
bisexual, even if he isn‘t.”
Nikki: “I believe Germans care very
much about environmental safety and
really take care of their country as well
as being welcoming to other cultures. “
“Do you want to stay in Germany, or
would you rather return to America?”
Ashley : “I would love to live in Ger-
many for a while if I could get used
to the food. I love the people and the
language, but I like living in America,

GRAFENWOEHR, Germany - For
more than 25 years, Mayor Helmuth
Wächter has held the reins of the city
of Grafenwoehr. Like the city and
the citizens of Grafenwoehr’s he has
also been personally influenced by the
training area. Grafenwoehr.com met
him at the town hall for an interview.
Mayor Wächter, how come Grafen-
woehr was selected as the location of
the training area 100 years ago?
The largest part
of the training
area belonged to
the city and was
sold for 270,000

posed to have
been used to renovate the school house,
today our town hall, but the city did
not get permission for that for historic
monument protection reasons. And
then came World War I and the money
was gone. In those days, by the way,
the training area ended at Pappenberg.
Grafenwoehr is the fourth largest
community in Bavaria as far as ac-
reage is concerned. Is the training
area part of the city’s acreage?
Yes – with the exception of south camp.
Approximately 220 of the 223 square
kilometers of the training area belong
to the city of Grafenwoehr. The re-
maining areas belong to Eschenbach,
Kirchenthumbach, Weiherhammer,
Kaltenbrunn and Freihung.

What are the future plans for the
training area? Will it be expanded?
As you probably know, the training
area was prepared for the stationing of
the 173rd Infantry Brigade during the
last years which will be moved from
Schweinfurt to Grafenwoehr. I was
informed that two to three additional
barracks building will be built along
with two more headquarters buildings
to complement the buildings that have
already been completed. There won’t
be an expansion of the training area
beyond its current size.
What impact has the training area
had on the population growth of Gra-
fenwoehr and the region?
In 1910, the opening of the training
area doubled Grafenwoehr‘s population
from 950 to 1,900. Today, the city has
approximately 6,800 inhabitants, not
counting the US population.
The training area offers a wide array
of rare animals and plants. What can
you tell us about that?
The training area offers a large area of
intact nature. There are habitat free of
any human influence and that provi-
des the fauna with a lot of room for
development to include the osprey and
the black stork. One showcase project
is the redevelopment of the Seven La-
goons area.
The city had to cope with the popu-
lation increase as well. Which impact
did the training area have on the city
administration and its employees?
We are planning the opening of a ci-

DoD authorizes non-chargeable recuperation leave for Iraq and Afghanistan

WASHINGTON - Some deployed
servicemembers will not be charged
for rest and recuperation leave under
a new Defense Department policy.
The new policy allows servicemembers
in designated areas to go on rest and
recuperation leave without charge to
their leave accounts. „So in a sense, it
is an administrative absence and that‘s
up to 15 days,“ said Sam Retherford,
the Defense Department‘s director of
officer and enlisted personnel manage-
ment.
In the past, the leave was charged to
servicemembers‘ accounts, though tra-
vel time from the theater to the airport
closest to their destinations was not
charged, Retherford said.
The nonchargeable rest and recuperati-
on leave program will be limited to the
„most arduous“ areas, and the comba-
tant commander must recommend it
through the Joint Staff for approval by
the undersecretary of defense for per-
sonnel and readiness, Retherford said.
To qualify for the program, members
must be serving in a leave restricted
area, where no dependents are allowed.
They must be receiving hostile-fire pay
and in areas where travel in and out of
the country is restricted.
„Two additional areas are that the duty
has to be extremely arduous and the
command has to foresee continuing
combat operations,“ Retherford said.

The commander of U.S. Central Com-
mand requested that Iraq and Afgha-
nistan be designated as nonchargeable
rest and recuperation areas, Retherford
said. „We quickly coordinated this re-
quest with the military departments
to ensure we provided servicemembers
with this new benefit as quickly as pos-
sible,“ he added.
About 1 million servicemembers have
participated in Centcom‘s rest and re-
cuperation program. Due to the re-
quirement for combat operations in a
presidentially designated combat zone,
the nonchargeable rest and recuperati-
on program should be limited to U.S.
Central Command, officials said.

800-year old city, is the center and

Kart sports and oldtimer meetings in Auerbach

AUERBACH, Germany – Kart
sports and oldtimer meetings have a
long tradition at the Auerbach Motor
Sports Club (MSC). During the past
years additional sections were added.
A lot has changed at the MSC Auer-
bach since Dieter Wittmann was ap-
pointed chief of operations and then
in March 2009 elected as chairman.
Last year two new events were esta-
blished: In January the first model
railway tournament for children and
youth was held in the auditorium of
the Hauptschule. And in May the first
soapbox race was held. A lot of time
was invested preparing both events.
In 2008, Wittmann had bought nine
model railways and put them together
to form three large train sets – one of
them with two loops. The 15 to 17
meter-long tracks are put up on special
tables.
The construction of the soapboxes was
even more time-intensive. Wittmann’s
son Marco (9) was the “motor“ of this
initiative. The body of the fast cars is
made of wood, the steering works with
the help of a three millimeter long steel
rope. The soapboxes feature colorful
coats of red (like a Ferrari) or silver (like
a McLaren-Mercedes Silver Arrow)
paint. Since the vehicles neither have
a motor nor a propulsion by pedals, a
ramp had to be built for the tourna-
ment to launch them. It is seven meters
high and two meters wide and will be
used by adults for the first time this
spring because some adults vehicles
have been built during the winter.

very streamlined, the large vehicles
have to be much larger due to the size
of their drivers. In January 2010, the
MSC chairman had invited everybody
to a workshop. Sketches and materiel
lists, along with construction tips were
distributed. Since then, there’s been a
lot of constructing going on in some
Auerbach garages and sheds so that the
soapboxes will be ready on time. About
80 hours have to invested into the con-
struction, says Wittmann, because all
parts of the vehicle are hand-made.
Hood, fenders and other vehicle parts
have to be cut out and later painted.
The iron parts are sold by the meter
and have to be finished. Turning center,
the angle grinder and welding equip-
ment are the most important tools, says
Wittmann. Only the wheels are bought
at the hardware store. Most of them
are wheelbarrow tires. Wittmann firmly
believes in installing a maintenance
hatch in the hood. The MSC chairman
built a green Fendt diesel vehicle for
himself. Currently, six other soapboxes
are being built in Auerbach. All will
be checked by race management before
the competition. Not more than three
drivers are allowed to drive with the
same vehicle. All drivers must wear
helmets. The race for all age groups
will be held on May 2.
In 2008, the MSC Auerbach introdu-
ced two new events. The first oldtimer
tournament took place at the beginning
of July. It was met with a lot of inte-
rest by participants and visitors and
has since turned into a regular event.
Another new offer are the driving less-
ons for adults and drivers who passed
their driving tests a long time ago.
Children and youths profit from the
“Hello Auto“-campaign which traffic

in schools. Topics include the blind
angle, brake- and response times and
much more.
For many years, the MSC has orga-
nized an oldtimer meeting. In 1994,
MSC chairman Dieter
Wittmann built a soap-
box for adults. On May
2, young and old drivers
will start at the 2nd
soapbox tournament of
the active club.
Dieter Wittmann was only a parti-
cipant, then he became a volunteer
in the club. Since 2003, the oldtimer
meeting has been held on the grounds
of the repair shop on Leonie. Another
MSC-tradition are the youth kart tour-
naments which are held in the spring
and the fall. On April 17, 2010 the 37th
kart slalom will be held, the Schnauferl
tournament takes place on June 26, and
the oldtimer meeting with its polished
cars and motorcycles will be held on
September 5.
Since last year, the club is proud to have
the Bavarian youth kart slalom cham-
pion among its members. Christian
Bachmann is the proud title winner.
The active club would like to conti-
nue all its events and offers. “We have
started a lot of new sections whose
quality-offers we are looking to ex-
pand,“ explains the chairman who al-
ready has a lot of new ideas. “So much
more could be done,“ says Wittmann.
