Resumen:
En este artculo se presentan elementos que exhiben la urgente necesidad de reformular
las polticas ptbcas de desarrollo de infraestructura, a fin de que sectores amplios
de nuestras comunidades de aprendizaje puedan incorporarse ii Inrernet2 desde sus
primeras fases, dado que se le reconoce como la nica manera de evitar la generacin de nuevas brechas digitales, al tiempo en que Internet2 se expande aceleradamente entre los pases desarrollados. En Amrica Latina se ha reconocido ya la
ventaja estratgica que representan los entornos virtuales para el desarrollo de comunidades de aprendizaje; sin embargo, sigue sin ser un recurso masivo por la
enorme barrera que representa la an insuficiente infraestructura para TIC disponible en las escuelas y hogares de Amrica Latina.
Abstract:
This article presents elements that reveal the urgent need to reformulate public
policies for the development of infrastructure, so that broad sectors of our
communities of learning can incorporate Internet2 from the early phases. Such
incorporation is recognized as the only way ro prevent the generation of new
digital gaps as Internet2 expands rapidly in developed nations. Latin America
has already recognized the strategic advantage of virtual environments for developing
communities of learning; however, this resource is still not used on a massive
basis due to the enormous barrier of Latin America's insufficient infrastructure
for ICT in schools and homes.

de correos electrnicos inclusive con opciones para la colaboracin en lnea, han potenciado las funcionalidades de prcticamente todos los administradores de correos electrnicos comerciales. No obstante, todos ellos
son sumamente fciles de utilizar. Asimismo, las aplicaciones para el uso
de chat rooms en sus variadas modalidades, permiten el intercambio de
archivos de datos, sonido y video en lnea, el registro automtico del texto, audio o video de las discusiones, el envo de memoranda fuera de lnea, juegos y deportes de participacin remota en tiempo real, adems de
una gran variedad de herramientas para la seguridad y privacidad para los
usuarios.
Sin embargo, a pesar del acelerado desarrollo de software comercial,
shareware o freeware ya sea diseados especficamente para entornos virtuales
de aprendizaje o bien con potencialidades para ello, a continuacin discutiremos por qu el uso masivo de estos poderosos recursos sigue estando
impedido por la enorme barrera que representa la insuficiente infraestructura de TIC disponible en las escuelas y hogares de Amrica Latina (Katz y
Hubert, 2000).

A la fecha, el proyecto Internet2 ntegra ya la participacin de 220 universidades de distintas regiones del mundo as como a las principales empresas de desarrollo de TIC incluyendo a Microsoft, Intel y Sun.
