INTRODUCTION
The purpose of this Agip KCO Environmental Performance Monitoring and Reporting
Guideline is to provide an overview of the mandatory internal procedures and approach
taken to ensure that the companys environmental emissions are planned, monitored,
controlled and reported. The Guideline is designed to ensure that monitoring and
reporting of the environmental performance is carried out throughout the Company
consistently.
Environmental performance data is collected mainly for the purpose of compliance with
the regulatory requirements of the Republic of Kazakstan and to a limited extent is driven
by the requirements of Partners.
The annual Compliance Monitoring Programs are developed by the District HSE
Department and agreed with Atyrau and Mangystau Regional Environmental
Departments (REDs) and the Ministry of Environment (MNREP) through the process of
State Environmental Expert Review.
Monitoring points are set for all operational locations by Agip KCO in accordance with
environmental permit requirements. The frequency and sampling methods are specified
in the monitoring programme.
This Guideline covers the following aspects:
monitoring and reporting emission to air;
monitoring and reporting quality of discharges to environment (water,
soil);
monitoring and reporting wastes.
Monitoring and reporting of environmental performance data is one of the mandatory
contractual requirements specified in Agip KCO HSE-MS and Schedule D in all
Contracts. The Guideline has been developed as a source of reference for the Contract
Holders supervising Contractor activities and Contractors undertaking the work for Agip
KCO at its onshore and offshore locations.
The compliance monitoring and reporting is managed by the Agip KCO District HSE
Department at the Atyrau office.

Previously, results of analyses or in-situ measurements were manually inserted into
Excel spreadsheets and stored on the Agip KCO server. Calculations, interpretation of
performance data and reports to environmental regulatory authorities of the RoK were
also produced manually.
In order to automatise the existing processes Agip KCO introduced an electronic
software for managing environmental performance and compliance monitoring data
(Promasys Environmental), which enables Company to:
specify the monitoring requirements, set up monitoring points and
frequency of sampling/measurement in a more structured and
transparent way;
to centralise and store data, analytical results and metadata in a
uniform and electronic format;
to analyse and interpret monitoring results automatically (help to
reduce human error factor);
produce compliance and Partner reports electronically.
The software allows the maintenance of a centralised database for environmental
performance data and the establishment of a reliable and auditable performance and
reporting system, compatible with the RoK regulatory requirements and ISO 14001
requirements.
The key input required from any Contractor is a list of all emission sources. This
information is essential for obtaining environmental permits from regulatory authorities
(note: without environmental permit no Contractor will be allowed to operate in
Kazakhstan!) and shall be submitted to Agip KCO at the earliest possible date. The
same information is used for developing a Contractor-specific part within the overall Agip
KCO environmental performance monitoring and reporting database. This section will be
fine-tuned and tested together with Contractor as early as practical before the
commencement of the monitoring.
The system is operated by assistants, i.e. personnel that has been given a
responsibility by their line manager(s) for collecting environmental performance data for
a specific location. It allows the collection of data electronically and at a pre-set
frequency. It is the responsibility of both Contract Holder and Site/Project Manager to
ensure that a person is nominated to fulfil this function.
All assistants are trained to operate the Promasys Environmental programme installed
on their local PCs. Training is provided by Agip KCO to all personnel involved in
environmental monitoring irrespective of whether they are Contractor or Agip KCO staff.
The assistants input screen is tailored for particular site or operation and takes into
consideration the number of emission monitoring points, any other data that should be
reported (e.g. fuel consumption, mileage, etc.) and required frequency of reporting.
Information logged by assistant will then be either transferred directly into the database,
where network connection allows, or alternatively could be sent by e-mail to Promasys
Environmental focal point/coordinator in District HSE Department (see Annex F). For
remote locations, where network/e-mail connection is not available, Contractor will be
provided with the paper copy reporting format which can be faxed to District HSE
Department.
The detailed reporting requirements are described below.

MONITORING EMISSIONS TO AIR


Monitoring of air emissions is carried out at both offshore and onshore locations in
accordance with the terms and conditions outlined in the annual Compliance Monitoring
Programme and specified in Nature Use Permit (Maximum Permissible Emissions
(MPEs)) which issued by the RoK Authorities. Monitoring is required for stationary
sources (fixed installations) and mobile sources, as well as fugitive emissions. However,
at present Agip KCO estimates all its emissions to air using formulas accepted
internationally and approved by the RoK authorities. The calculation method and the
factors have been documented in the Agip KCO Environmental Impact Assessment
documents.
Agip KCO estimates emission of the following pollutants: carbon dioxide (CO2), carbon
monoxide (CO), sulphur dioxide (SO2), nitrogen oxides NOx (split as 90 % NO and 10 %
NO2), particulate matter (dust and soot) and volatile organic compounds (VOC).
Within the newly introduced Promasys Environmental system, calculations are
performed automatically. Thus Contractor is required to provide run-time for the
specified period (input value is preset for hours/day) and either horsepower of
equipment (e.g. boilers, generators, etc. value is provided once for each specific item
of equipment) or, alternatively, fuel consumption (i.e. total fuel consumption or fuel
consumption rate value is provided once for specific item of equipment).
The checklist provided in Annex A is to be used for identification of the offshore/onshore
stationary and mobile sources of emission at Contractor operational site(s). Annex B
provides the format for providing data to the District HSE Department.

Summary:
Before starting air monitoring the following information should be provided:

A full list of your equipment with power rating, type of source and if they
have a counter (see Annex A and B)

Provide on a regular basis (weekly):

The running hours of the equipment (even when it is an incinerator or a


quarry)

Any change in your equipment (to District HSE Department)

Reminder !
Generally, the running hours will be put directly into Promasys Environmental software
by the assistant at Contractor location. But for remote locations where network
connection is not available the data must be faxed to the District HSE Department in
Atyrau. Obtain frequency and report due date from District HSE Department (see Annex
F).

MONITORING WATER DISCHARGES


Agip KCO monitors and reports water intake volumes and quality of wastewater for
approved discharges in accordance with the terms and conditions of its Maximum
Permissible Discharge (MPD) approval from the RoK Authorities.
Offshore, the only wastewater stream allowed for discharge are treated sewage, non
contact cooling water, water-maker effluent, fire water and water used for creating watercurtain during well testing. All other liquid waste streams are treated as waste and are
transferred to shore for further treatment and disposal. Any other discharges, except
clean deck drainage, from offshore installations and vessels are not allowed.
All discharges are subject to availability of applicable permits and conditions
specified in them!!!
Both cooling water and treated sewage (grey and black) from offshore locations are
sampled (3 times a week) at specified monitoring points and tested for:

Total phenols
- Chlorides

Total dissolved solids
- Phosphates

- Hydrocarbons

Onshore, the quality of treated sewage for disposal is sampled and tested every second
week for the following parameters:

All streams (cooling water, treated sewage, water-maker effluent, fire water and water
used for creating water-curtain during well testing) are monitored for volume estimated
and actual. The amounts of recycled and re-used wastewater must be monitored and
reported in order to demonstrate rational use of natural resources and improvements in
environmental performance.
Other liquid waste streams are monitored and reported as wastes.

MONITORING WASTES
The waste management manual together with the Promasys Environmental programme
provides the basis for the waste monitoring. Waste transfer notes (WTN) state the type
and quantity of wastes transferred and must accompany all transfers. The format of WTN
is provided in Annex C and D.
Waste is monitored at the point of generation and final disposal. Waste is entered into
Promasys by assistants (could be more than one assistant if waste is transferred from
offshore location to onshore for treatment or disposal) every time waste is generated and
sent for disposal. Waste generation is logged as an Output from the source and disposal
is logged as an Input into the final disposal . For every waste type it is therefore possible
to make a mass balance.
All types of waste have been assigned a unique code based on the Eural system, but
modified to satisfy the Agip-KCO and RoK classification requirements, see Annex E. The
control of the codes and the descriptions is centralised in Atyrau, so new types of wastes
need to be reported first to District HSE Department before a code can be made
available.

Summary
Before starting monitoring waste, provide the following information:

A full list of the waste likely to be generated according to the waste items
list in Annex E.
A list of all waste treatment facilities.

To monitor Waste:

Waste categories to monitor are defined in Annex E.


Quantities (kg) of generated waste from offshore (rigs) should be clearly
indicated on Waste Transfer Note (Annex C).
Quantities of treated waste should be monitored (in kg) according to the list
in Annex E.
Quantities (kg) of generated waste from vessels or onshore companies
should be indicated on the waste transfer note (Annex D).
Waste data to be entered into Promasys Environmental upon receipt of
waste transfer note.
