Fiji - the way the world should be

FROM THE DESK

Happy Diwali
Diwali, also called Deepavali and Divali, literally
means a Row of Lights.
For Hindus, it is one of the
most festive, popular and
beautiful times of the year. It
is a time filled with light and
love; a time when Indians all
over the world rejoice.
Most importantly, Diwali
is a religious and spiritual
occasion when we gather
with our family and friends
to perform pooja and offer
prayers to Maha Lakshmi.
Maha Lakshmi is the goddess of wealth and prosperity both material and spiritual wealth and prosperity.
We worship Her with love,
humility and devotion and
offer thanks for the blessings that She has bestowed
upon us and our family, and
ask Her to continue to bless
us. Diwali is a holiday of joy,
peace and bliss.
In general, Diwali signifies the triumph of good
over evil, of righteousness
over treachery, of truth over
falsehood, and of light over

darkness.
What is the true meaning
of Diwali and what can we
learn from Diwali? Why do
we celebrate it? Why do we
worship Goddess Lakshmi
on this day? There are three
main aspects of Diwali: (1)
The first is the celebration
of light which symbolizes
the personal relationship between us and God. (2) Making a fresh start and a new
beginning in our life and (3)
Worship of Maha Lakshimi.
According to Swami Chidanand Saraswati, The light
of Diwali should be within
us. It should symbolize the
personal relationship between God and our families.
It should not be so we attract
attention from passing cars,
or so we are the envy of the
neighborhood. Let the light
penetrate inward, for only
there will it have lasting benefit.
A Happy Diwali to everyone.

More Flights from Christchurch

By CHARLES CHAMBERS

More New Zealanders

from the South Island are
expected to visit Fiji during
new years peak period.
This follows an announcement by Fiji Airways
to increase its flights from
Christchurch during this period which is from June to
December 2016.
The airline said an additional14 flights would boost
its New Zealand schedule.
The
supplementary
flights, which will operate
between June and December 2016, reflect the strength
of the local market and will
give South Islanders even
more travel options during
the cooler months.
Fiji Airways currently operates two flights a week
from Christchurch and
boasts at being the only airline operating direct flights
from Christchurch to Fiji the
year-round.
New Zealand is a key
growth market for Fiji Airways, as highlighted in our
Five Year Master Plan. These

additional flights reflect our

commitment to growing
the New Zealand market,
and will increase capacity
between Christchurch and
Nadi by a further 2,380 available seats, AndreViljoen,
Fiji Airways Managing Director and CEO commented:
South Islanders love
coming to Fiji for holidays,
which is why weve been
flying from Christchurch for
over 20 years. The increased
seasonal frequencies from
Christchurch will cater for
the demand in the peak season.
The new Thursday service, on top of our permanent Tuesday and Saturday
services, will make it easy
for South Islanders to take
short breaks in sunny Fiji.
They will also enjoy the convenience of connecting on
to our Los Angeles services
if they wish; also making
it easy for them to travel to
North America without an
extra domestic New Zealand connection, Mr.Viljoen
said.

said the additional flights
were sure to be very popular
with southern travellers.
Tens of thousands of
South Islanders fly out of
our airport to Fiji every year
and these extra flights mean
many more will do that too,
he says.
Fiji Airways offers any
number of holiday options,
from a quick getaway, a ten
day stop, longer still or travel
to points across the Pacific
and on to North America.
The extra flights are sure
to be eagerly taken up by
South Islanders wanting a
few days in the sun to warm

up during the southern winter. Conversely, Christchurch

is the gateway to the South
Island, so we look forward
to welcoming even more
visitors who fly in here to
take advantage of the ski
season, or visit friends and
family. We are delighted by
the airlines extra flights.
The new flights are on
sale now and offer travel options in both Business and

Squatters Can Now Own Land

By SERELISONI MOCEICA
Fourty informal residents
now have the opportunity to
own pieces of land after their
approval of notices to lease
were distributed to them by
the Prime Minister, Voreqe
Bainimarama.
The residents of Field 40,
Lautoka are the first to have
been distributed the approvals as government now sets
to begin the process of securing land for informal settlers
around the country.
Until now, you have been
squatters occupying State

land with no legal status and

no security.But from today,
all that starts to change,
the Prime Minister told the
grateful land owners.
Mr Bainimarama said the
government has approved
144 notices to lease for the
Field 40 residents and more
notices would eventually be
handed out over the next
couple of weeks.
He assured the rest of
the residents of their lease
notices and apologized for
the expected delay as there
were legal requirements
that had to be met first.
Throughout this whole
process, we have done all

we can to ensure that none

of your homes have to be
relocated that you can stay
where you are, the Prime
Minster said.
Field 40 is part of more
than 50 informal settlements
in the country that the government has committed to
regularizing occupancy.
The 99 year leases means
that tenants are entitled to
the land they have been allocated and no authority has
the power to evict them.
All along, we have been
determined to give our
squatters that security to

So you can now work
to improve your homes and
make them stronger and
more comfortable knowing
that it is money well spent.
Mr Bainimarama said this
new beginning for the residents will open up further
possibilities that were once

The Prime Minister further assured the residents
that proper amenities would
be provided for the residents
such as piped water, electricity and proper sewage
facilities.
Work on the Field 40 subdivision is underway and

the leases will be granted to

those within the first stage of
development by April next

Key stakeholders in the

Naivibuli Villagers
Get Water
By SERELISONI MOCEICA
Access to safe and clean
water is now available for
ninety three residents of the
remote village of Naivibuli in
the province of Nadroga.
89 year old TalicaNagale,
the oldest person of Naivibuli used to walk downhill to
fetch water and bathe from
the river. I am now so grateful that I do not need to do
that anymore. Talica said.
The water project, implemented by the Catholic Womens League Fiji is
funded by the Australian
government through the Fiji
Community
Development
Programme.
Chairperson of the village

council, OrisiKuribola acknowledged the importance

of having access to safe water.
Water is an essential
need in a persons life. A
household with poor water
source is a breeding place
for health, social and economic problems and the
water project has enabled
us to improve the standard
of health and sanitation issues in the Village MrKuribola said.
CWLFs Project Officer
SulitaTuiqali said the League
had facilitated a community
development planning process last year where community members identified
access to safe water as a
priority.
She added that the CDP

process has proved to be

very useful as it allowed the
community to assess their
own needs and prioritise
them.
With CWLs assistance,
we now have water provided right in our home, said
AteliniRikoriko the Youth Coordinator for the community.
The coordinator said she
says that she was happy that
women and children in the
community no longer travelled downhill to the river to
collect water as shared earlier by MrsNagale.
Women and children
also feel safe; they do not
have walk alone to the river,
especially at night to bath
and fetch water.

PSC Visits Treasure Home

ByCHARLES CHAMBERS
The Treasure Home in
Nadi got a surprise visit recently when staff of the Public Service Commission paid
them a visit.
Commission permanent
secretary, Parmesh Chand
with his team of staff visited
the Home as a continuation
of the Fiji Day celebration.
In his message to the
residents of Treasure Home,
Mr Chand said that it was
truly special to be with them
to celebrate with the visitation in line with the national
theme Togetherness in
Harmony for a Prosperous
Fiji.
Mr Chand said that the
National Day celebration
was commemorated nationwide. As this was a continuation of the celebrations,

it was an opportune time of

reflection and to look back
and gauge our progress and
development.
As in the past celebrations, we would focus on the
younger generation because
they are the greatest link in
our society. It is through instilling understanding and
mutual respect from a young
age that one can aspire to
building a better citizen for
our country, Mr Chand said.
The objectives of this
years Fiji Day was to celebrate the countrys achievements, encourage patriotism and nation building and
promote hope for the future.
Mr Chand emphasised
that the celebrations, as in
the theme, included all the
young children at any Home
or Special Education School.
Im here representing

Government to ensure that

you are part of the celebration. It does not mean that
you are not involved at any
of the centres of celebration
that you are left out. These
celebrations are for you, our
future leaders and this gift
- though it may look smallrepresents love, care and affections.
Mr Chand encouraged
the residents at the home
to focus on improving their
lives for the future and not to
dwell on the past.
He said that it was also
useful to discuss with the
management of the Home
on how best his office as
well as the PSC Sports &
Social Club could continue
to be of more assistance for
the great work being undertaken by Treasure Home.

Youth Clubs Receive Musical Boost

ByCHARLES CHAMBERS
The Ministry of Youth
and Sports recently handed
over musical instruments
to youth clubs of Yadua and
Vunaqoru villages in Nadroga.
The Assistant Minister
for Youth and Sports HonourableIliesaDelana while
handing over the instruments told the youths that it
was the results of requests
made to the ministry during
his recent visitation to the
villages earlier this year.
After careful scrutiny of
your request, the ministry
had concluded that your
youth clubs were both active and involved in providing entertainment to the
tourists that visited your
villages weekly, said Hon.
Delana.
The Assistant Minister on
Wednesday morning was in
Yadua village to hand over
two guitars and a ukulele

and later travelled to the interior of Navosa to Vunaqoru village to hand over a
5-piece drum set, a 12 channel audio mixer, a mic stand
and a high-end microphone.
The Ministry will not hesitate to provide assistance to
youth clubs that are active
and maintain a good relationship with Government
through monthly reporting,
Hon. Delana told the youths.
He added that the two
youth clubs were seen to be
active in providing entertainment to tourists two to three
times a week during village
tours apart from farming and
other activities.
The donated equipment
was through the requests
that were made to us; and
the ministry believes that
it will enhance your performance and also generate the necessary income
to help sustain your livelihood, said Hon. Delana.
NavitalaiMatalau
the
drum player of the Nahiva

Band of Vunaqoru village

said We never anticipated
the assistance to come so
early.
We have been hiring
drum sets from other bands
when we attend to functions, but now we will save
more money with our own
set of drums, said MrMatalau.
Youth leader of Yadua village club MoseseVolavola
shared similar sentiments
saying that the instruments
will enhance their performance as entertainers to the
tourists every week.
Hon. Delana has urged
both the Yadua and Vunaqoru youth clubs to keep improving their performance
and said You have to be
creative and be consistent in
your performance to ensure
that you maintain your marketability in the entertainment and tourism industry.

World Class Terminal to Open

By CHARLES CHAMBERS
The $105 million refurbishment of Nadi International Airport was being carried out by Government to
cater for an ever increasing
number of visitors coming
to Fiji.
When completed, Fiji
will have a world class facility with many new amenities and additions including
a spa.
The new look airport will
be opened in stages until
is expected completion in
mid-2016.
The message from Airports Fiji Ltd is clear: Were
doing this for you.
It has taken considerable effort to come this far.
It took us considerable
time to understand how to
upgrade without affecting
the operations of the Nadi
International Airport. Nadi
Airport was previously built
by adding three different
buildings at different times.
It was therefore not easy for
the architects to design.
The past construction
was not properly documented.
Once we understood
the scope we highlighted
the constraints that then became challenges. We have
since been involved on a
daily basis in ensuring that
the challenges are mitigated
as best as possible.
We also believe that we
appointed the best contractor available for the job in
Hawkins pBS.
Hawkins PBS Project
Director Heath Doyle has
brought about a solution
based approach to the table
that has been very positive
for the project, commented Executive chairman, Faiz
Khan.
Funded by AFL, Mr Khan
said the project had been
funded entirely at AFLs financial strength of borrowing without government
guarantees.
In many ways the commitment for this project has
brought about unprecedented financial discipline in
other areas of AFLs expenditure.
This financial discipline
that has allowed us to do
this project, no doubt will
allow us to do many more
capital projects.
Our cash flow and

WAF Gives Water Tanks

The Water Authority
of Fijis (WAF) donation,
through the Government,
of five water tanks and
ten storage kegs to the villagers of Ucunivanua in
Verata, Tailevu, provides
them with ample storage
for their drinking water.
In an initiative instigated
by the Assistant Minister for
Works, Transport and Public Utilities, Vijay Nath, the
handing over of the water storage equipment to
the Ucunivanua Womens
Club took place at the village during the visit on
Thursday 29th October by
the Honourable Assistant
Minister and the WAF CEO,
MrOpetaiaRavai.
Three of the water tanks
hold 5,000 litres, two hold
3,000 litres and the kegs
have a 20 litre capacity.
The Assistant Minister
said the donation was part
of Governments efforts
to provide safe and clean
drinking water to the people of Fiji and asked the
people of Ucunivanua to

take good care of the tanks

and kegs for their own
benefit.
Mr. Ravai said the tanks
and kegs would enable the
villagers to store water in
clean, safe containers. This
is aligned with the WAF Vision to provide sustainable
quality water through service excellence.
Speaking on behalf of
the villagers and the club
members, Club president
Adi Mere Lalakoverata said
words could not describe
how overwhelmed they
were for finally receiving
such assistance.
Here in the village, we
only have one water tank
and this is our only drinking water storage, Adi
Mere said.
As Ucunivanua is comprised of approximately
300 resident in 85 households, this storage tank has
been insufficient to the villages needs.
We only depended on
rain water and when this

existing tank dried up, we

relied on other villages, or
fetch for water source in
the forests, or seek WAFs
water carting services.
Some of us travelled to
Nausori or Korovou to buy

or get water from there,

said Adi Mere.
She said that the struggle to access water had led
to their humbly requesting assistance with water
tanks from the Honourable

Assistant Minister.

Government to Divest Shares in FPCL

The Fijian Government

will divest 59% of the shares
in Fiji Ports Corporation Limited (FPCL) at a value of
more than FJ$100 million.
The legal agreements
were signed today by the
Hon Prime Minister of Fiji,
J V Bainimarama, and the
consortium comprising representatives of FNPF and Sri
Lankan corporation Aitken
Spence PLC, for the partial
divestiture.
Prime Minister Bainimarama said that the transaction is a great step forward
in the Governments asset
sale divestments.
Government will maintain 41% of the shares in
FPCL, while FNPF will own
39% and Aitken Spence 20%.

Following the divestment,

80% of the shares in FPCL
will remain Fijian owned.
Under the agreements,
Government will receive
more than FJ$100 million for
59% of the shares in FPCL.
The consortium of FNPF
and Aitken Spence will pay
FJ$99,112,330, and the Government will also receive
approximately FJ$3.3 million from the sale of land to
Fiji Roads Authority for the
realignment of the road and
bridge at Stinson Parade,
Suva and FJ$2.38 million
from the repayment of an
inter-company loan.
Minister for Public Enterprises Hon. AiyazSayedKhaiyum said the Governments objective for the
divestiture is to secure the

partnership of a long term

investor in FPCL that would
contribute to the development and growth of FPCLs
asset base and continue the
improvement of Fijis sea
ports, including their expansion, modernisation and
development of specialised
facilities.
This divestiture promises to make FPCL more
profitable and efficient, and
will ensure that international best practices, processes and systems will be
introduced that will position
Fijis ports as regional and
international hubs, Minister
Sayed-Khaiyum said.
The Minister described
Aitken Spence as a credible
investor with a stellar international reputation. Not only

does the organisation have

experience in port management, they also have a proven track record in Fiji where
they have already helped
improve the performance of
Fiji Ports Terminal Limited.
Government has undertaken a number of strategic
divestitures to ensure that
the expertise and the profit
motive that drives the private sector can be used to
Fijis advantage, he elaborated. We are taking a
pragmatic approach and
bringing the private sector in
to do the things the private
sector does best. This sort
of collaboration between
the private and public sector can be a model in the
future.
He said that FPCL man-

agement and Aitken

Spence would prepare
a master plan to develop
the ports of Fiji, and that
Government expected
the ports to generate
real job growth in all associated sectors of the
economy.

As part of the agreements, FPCL will transfer

all real estate to a government holding company, which in turn will
lease the assets necessary for port operations
back to FPCL. Ownership of all land interests
will remain with the Fijian Government.
Aitken Spence has
been recognised for
three consecutive years

by Forbes as one of the

most successful publiclytraded companies with annual sales under US$1 billion outside of the United
States. It has been a partner
in Fiji Ports Terminal Limited
since August 2013. In that
time, it has increased productivity by 60%, improved
vessel turnaround time by
33% and increased net profit
by 49.5%, amounting to an
increase in net profits to
FJ$2,773,235, in its first year
of operations.
FNPF is Fijis largest financial institution, with total
assets valued at FJ$4.9 billion.

Irish Crossing Makes Life Easier

The Lawaki River flows
between the villages of Vanuakula and Nasau and has
posed a major problem over
the years.
To cross the river we
had to throw huge rocks into
the river to make a natural
bridge, it was our only way
to get across.
And that meant children
on their way to school, farmers with their produce, villagers running errands, all
had to make this dangerous
crossing over swiftly moving
water.
There was no other way,
said AkositaVesilaki, who
lives in Vanuakula Village.
But the difficulty in crossing the river is now being addressed. The Fulton Hogan
Hiwayscrew, working under
a tender contract from the
Fiji Roads Authority, are constructing an Irish crossing 41
meters in length, 4.8 meters

wide and 1.5 meters high

that when finished will ensure a safe crossing for the
approximately fifty families
who live there at Vanuakula.
According to Eddie de
Vries, Fulton Hogan Hiways
Special Projects Manager,
the Irish crossing is expected to be completed in early
December.
Vanuakula and Nasau are
two of five villages that make
up the district of Nalawa in
the province of Rakiraki. The
villagers are primarily farmers, growing dalo, cassava
and sweet potatoes, a portion of which they sell in the
markets.
Ladawa Road connects
the villagers to the Kings
Road and its closest town,
Rakiraki 54 kms away.

EU Develops Agriculture
By Charles Chambers
Fiji and the Pacific have
been boosted in the agriculture sector through the involvement of the European
Union.
EU Ambassador for the
Pacific, His Excellency Andrew Jacobs said the EU is a
strong supporter for agriculture development in Fiji and
around the Pacific.
Ambassador
Jacobs
made the comments while
opening the Pacifics first
ever debate on organic and
conventional farming methods at the University of the
South Pacific ICT Building in
Suva this week.
European Union is a
strong supporter of the agriculture sector in Fiji and
around the Pacific and we
are supporting the development of organic agriculture, Ambassador Jacobs
told people gathered to witness the debate organised
by the Pacific Organic and
Ethical Trade Community
(POETCom) supported by
the European Union.
Within its borders, the
European Union spends
more money on agriculture
than on anything else, and
the way in which the funds
are spent has been under
constant reform since the
1970s, said Ambassador
Jacobs.
In its most recent form,
the Common Agricultural
Policy of the European
Union is about promoting
diversity and quality, notably by supporting different

types of farm and farming
practices, and in particular
family-run, conventional or
organic practices. And we
have been keen to provide
similar support in the Pacific
hence our support to POETCom.
Ambassador Jacobs said
the EU was seeking to open
up commercial opportunities for organic farmers and
such opportunities should

exist not only in the private

sector, but in the public sector as well.
He said it was important
to look at government procurement and state budgets
in the Pacific as these are important drivers of economic
growth.
Organic farmers and association should not only engage with private sector but
also with public sector and

respond to their demands

the demand for organic food
in hospitals, schools or for
public functions,
There is also significant
potential to leverage further
support towards organic agriculture enterprises through
the regional co-operation
programme that we are preparing for the period from
now to 2020.
The mechanics of the

programme are now being

discussed between the EU,
PIFS and its member countries whereby specific areas
will be identified for support
before the end of 2015.
As a development partner, we strongly encourage
inclusive growth growth
that benefits large and small
companies,
particularly
farmers and smallholders.
And in that sense we

welcome the POETCom approach in supporting the development of value chains

closer to home which will
no doubt benefit many small
holders who do not yet have
strategic access to markets,
both domestic or international. concluded Ambassador Jacobs.

Resort Relax Hailed As Vote

of Confidence
By SERELISONI MOCEICA
The opening of the new
Resort Relax Fiji has been
hailed as another vote of
confidence in Fijis tourism
sector.
Located in Sonaisali, the
resort boasts of 17 duplex
villas, two additional presidential suites, conference
facilities and other amenities for adults and children.
Prime Minister Voreqe
Bainimarama
officially
opened the Resort last week
and acknowledged the second investment made by
local entrepreneur Bobby
Khan.
He said the Resort was
another positive contribution towards the growth of
the tourism sector which
has also recently enjoyed record visitor arrivals.
But its especially important because it is an investment in the industry by a
Fijian.
Someone with his roots
and his heart in Fiji and who
has displayed great determination to see his country

prosper.
The Prime Minister acknowledged Mr Khans initiatives in helping to build
the economy through his
investments.
In doing so, theyve created dozens of jobs 60 staff
in this resort alone and another 80 who were engaged
in building it.
And thats on top of all
the other jobs theyve created in their other local businesses.
Mr Bainimarama said the
Resort was built to attract
both international visitors
and locals.
So I encourage Fijians to
support this Fijian business
in the knowledge that every
dollar you spend here stays
in Fiji and benefits every Fijian, he said.
Mr Khan said 60 staff was
currently employed by the
Resort and more will be
taken in as the Resort begins
full operations.

Making the Island Romance

Dream a Reality
By Charles Chambers

With the niche wedding

market growing year after
year, Tourism Fiji aims to
make it easy and affordable
for operators in the market
to sell their products and
services by organising Fijis
first consumer Wedding
Show.
The two-day expo will be
held at the Shangri-la Fijian
Resort in March next year
and registration is now open
to anyone interested in getting married in Fijiwhether local or international.
Tourism Fiji Director of
Events, Ms Sally Cooper says
the Wedding Show is designed to promote wedding
services on offer for locals,
former Fijians that now live
abroad, as well as for international wedding parties.
By creating a wedding
show in Fiji to showcase
all of the services available
to wedding parties, such as

photographers, cake makers, spas, hens and bucks

party planners as well as
venues, hair and makeup
artists etc., bridal couples
will be able to come in and
confirm all of the details
for their wedding over one
weekend under one roof,
Ms Cooper says.
As partners, the Shangrila Fijian Resort will be offer-

ing great deals on accommodation, while Fiji Airways

is supporting the event by
giving discounted air fares
for people coming to the
event.
Ms Cooper explains that
there are consumer wedding shows in Tourism Fijis
key source markets like
Australia, New Zealand and
North America, however it

becomes a very expensive

exercise for local service
providers to attend those
shows to sell Fiji as a destination wedding.
When service providers
have to fly out of the country to attend those events
abroad, they end up paying
expensive exhibition and accommodation prices, and
for other smaller business

operators, these shows are

beyond their reach even
though they are an integral
part of the industry in Fiji,
she says.
The Tourism Fiji Wedding Show is their opportunity to take advantage and
grow their business. The
event is also open to wedding media and publications as well as professional

wedding planners and wedding travel specialists to the

event, Ms Cooper adds.
The registration for the
event is free and open to
everyone. Networking opportunities will also take
place around the exhibition
for those who register for the
event.

It is pathetic particularly the

important than money spent.

There are less qualified doctors around now, with some

non-English speaking even
and their services are very
slow.

There is a need to improve

services and maybe more
hospitals need to be constructed to cater for the
growing population as there
are always long lines to wait
to see a doctor which makes
people sicker.

In my area, the service is actually quite good. I would give it

a70 out of 100.

The services have improved

recently but I still think that
facilities and medical equipment are not at par with
other hospitals or private

It is very slow and the service

is very poor especially when
it comes to addressing sick

Infection Control Manual

Launched For Child Deaths
By CHARLES CHAMBERS
A manual to reduce maternal and child deaths has
been launched.
This was part of the Australian Governments ongoing commitment to reduce
maternal and child mortality
in Fiji.
The in-service training
manual on infection prevention and control in maternity
units was launched the visiting Australian Minister for
International Development
and the Pacific, the Hon Steven Ciobo, alongside Minister for Health and Medical
Services, the Hon JoneUsamate, at the Colonial War
Memorial Hospital in Suva.
The Infection prevention and control in Maternity

Units manual has been developed through the Australian Governments Fiji
Health Sector Support Program, with the Fiji Ministry
of Health and Medical Services.
Minister Ciobo emphasized that the manual was
an important document to
better manage the risks of
infection in Fijis hospitals,
particularly for maternity
wards.
I am very pleased that
the Australian Government
has been able to assist this
initiative.
The health of mothers
and children across Fiji is
important for the future and
this manual will help ensure
they receive the best possible care while in hospital,
said Minister Ciobo.

The greatest infection risk

to mothers and babies in
maternity units is from hospital acquired infections. Infections gained from receiving care in a maternity unit
are a significant contributor
to maternal and infant mortality.
This manual will help
train doctors, nurses, and
midwives to prevent and reduce infections in maternity
facilities.
It focuses on four key issues which are: the legal
and professional roles in
infection control; principles
of infection control; management of infections and;
monitoring and evaluating
infection control.

Building Blocks to Better Education

BY Janet Wilson Principal of Marfell Community School
Our school, Marfell Community School is located in a low

families have real poverty and financial challenges. This
impacts our students ability to succeed a significant proportion of our children are underachieving and their parents are not engaged in their childrens learning.
It needs to change, but this is the situation we face, there is
no quick fix change is a long term commitment. But it is
an opportunity for our whanau to be inspired to want something different for themselves and their children.
As leaders in this community we have a social responsibility to help provide those opportunities this means doing it
with our whanau not to our whanau.
Finding the support and programmes that will effect
change involved two principles of leadership relationship
building and change management. We started by having
conversations across all parts of our community, and then
building on those conversations which eventually led to us
hearing about a programme called WhanauAraMua.
Our local Adult Community Education Chair at the time,
Malcom Harding was key in facilitating our relationship
with WhanauAraMua, amongst other things he provided
funding for us to go to (South) Auckland to observe the programme. Hearing first hand stories of present and past participants life changing experiences was immensely power-

ful because it consolidated our thinking that a key catalyst

to change is self-belief. Many course participants had gone
onto further training in fact one of the programme tutors
we met was a former WhanauAraMua student.
WhanauAraMua is an NCEA level two qualification a certificate in family learning and child development which includes modules from literacy to financial and career planning and family health and wellbeing.

we hit a few stumbling blocks along the way has enabled

Fiji And Australia Agree To

Maritime Support Package

Lales Opens Lautoka Supermarket

By SERELISONI MOCEICA

By SERELISONI MOCEICA

Reflecting our shared interests in regional security

and stability, Fijian and Australian defence and military
officials recently conducted
important maritime security
cooperation talks in Suva,
Fiji.
Maritime security is a
priority for both Fiji and
Australia, and an increasing area of bilateral cooperation, noted Acting Commander, Republic of Fiji
Military Forces, Commodore
Viliame Naupoto.
We were pleased to host
these talks with Australia to
share perspectives on regional maritime security issues and discuss Fijis future
maritime security requirements, Commodore Naupoto stated.
Twelve regional countries
and Australia work together
through the Pacific Patrol

Boat Program, to strengthen

the regions capability to respond to maritime security
challenges,
transnational
crime, and fisheries protection.
For over two decades, the
Program has enabled participating nations to take an
active role in patrolling their
Exclusive Economic Zones
and securing their maritime
resources and sovereignty.
Fiji and Australia have
agreed maritime cooperation should be a key component of the renewed and
modernised defence partnership.
During discussions, Australia committed to providing substantial assistance to
refit and support Fijis Pacific
Patrol Boats.
The package will total
approximately FJD $16.2
million (AUD $10.5 million)
over the next three years,
and include facilitating Fijis
access to Australian Pacific

Patrol Boat parts providers,

funding the remaining elements of the refit for RFNS
Kikau, and supporting a slipping and upgrade of RFNS
Kula.
The Australian High Commissioner, Margaret Twomey, welcomed Fijis support
for the package adding that,
Fiji, as part of the Pacific
Maritime Security Program,
in coming years will receive
two significantly larger and
more capable replacement
vessels, as well as integrated
aerial surveillance, and enhanced support.
I look forward to continued, regular dialogue on
regional security issues between our two countries,
noted High Commissioner
Twomey. We face common challenges and working together, we can boost
regional maritime security,
and better protect our fisheries and oceans.

Officers Urged To Understand Youths

Twelve divisional youth

The SOS programme
stems from the Positive

the Ministry in 1995.
The TOT workshop empowers the participants to

at the grassroots and community level.
The SOS program helps to

the attitudes and behaviours
that led to their success.

Yasawa-i-rara Gets New Jetty

By CHARLES CHAMBERS
Prime Minister Voreqe
Bainimarama said he would
not forget the spirit of optimism and determination
he encountered following
the devastation caused by
Cyclone Evans in Yasawa-irara.
Almost three years ago
in December 2012 Tropical Cyclone Evan cut a path
of destruction through the
Yasawas and much of Fiji,
he said
It damaged or destroyed
scores of homes, schools,
and churches. But with
courage and determination
plus assistance from outside the people of the Yasawas have rebuilt their lives
and their infrastructure, the
Prime Minister said.
Mr Bainimarama was in
the northern most village in
the Yasawa Group to open
the new jetty.
Back in 2010, a huge
storm damaged your jetty
here in Yasawa-i-rara when
it was in the early stages of
construction. And two years
later came Cyclone Evan,
with all the devastation it
wrought, he said.
Mr Bainimarama said he
was delighted to be here
with the villagers to finally
celebrate the official opening of your new $12.6 million
jetty.
As you all know, I visited you in the immediate
aftermath of the cyclone to

Yasawa-i-rara. Photo: GOOGLE

assess what was needed to
get you back on your feet.
And while I was shocked at
the destruction, I will never
forget the spirit of optimism
and determination that I encountered on that visit, Mr
Bainimarama said.
It was the Fijian spirit at
its best. And I was so moved
that a year later, I asked Fiji
Airways to name one of its
new A330 aeroplanesYasawa-i-rara in honour of you
all and the beautiful place
you call home. And now
the name Yasawa-i-rara can
be seen on the side of that
plane at all the great airports
of the Asia Pacific.
I know that many of you

a day to be proud to be a
Yasawan.A day to be proud
to be Fijian.
He said it had been a
tough three years for the
villlagers to rebuild their
homes and lives.
As you know, I was back
here in April 2014 to re-open
the Bukama Primary School,
that was also destroyed, and
the new classroom block at
the Yasawa High School in
Naviti.
Mr Bainimarama said a
huge amount of work had
gone into the rebuilding effort and thanked the RFMF
for the assistance it provided.
Our men and women

serving Fijians in times of

crisis, as in the aftermath of
Cyclone Evan.
It has taken some time
to provide you with a proper jetty again and I want to
thank you for your patience
as you made the best of a
challenging situation travelling to and from the island.
But now that it is finally completed, what a great sight it
is.
Sturdy and strong and
built to the highest engineering standards that will provide many years of reliable
service.
The Jetty spans 125 meters with a jetty head and
landing area of 72 square

tial size to berth at Yasawa-irara again.

Not only will that ease
your journeys to and from
the mainland but it will also
enable cruise ships to visit
the island again and provide
you with a source of income.
So it is a huge economic
boost to Yasawa-i-rara, empowering our people and
giving them the means to
improve their lives and the
lives of their families.
I know that a lot of effort
has gone in to strengthen
the structure of the new
jetty to better withstand the
exposed conditions on this
stretch of coastline. And I
want to thank both the con-

marama said.
I just wish those people
could come to Yasawa-i-rara
to see the challenge people
like you are facing at first
hand, he said.
To see the beauty of
your homes and the threat
to you all posed by the rising
seas and more frequent and
stronger storms. I intend to
fight as hard as I can to get
the world to take notice. But
in the meantime, we can
only do what we have some
control over. And that is to
prepare for the worst to
work as hard as we can to
build our resilience to climate change. And especially events like Cyclone Evan

will never forget the day that

it flew low over the Yasawas
on its delivery flight into Fiji.
What a day that was. Truly

They were assisted from
the Ministrys Rural and
Outer Island program where
they contributed $25,942 and

Mr Waibuta congratulated the group on their commitment to farming and to
the agriculture sector.

He emphasized to the
group to plant crops that are
in demand by the markets
as well as concentrate on
increasing the yield of crops
per unit area planted.
It is important that you

of the export and local markets and not just plant all

said.
Mr Waibuta also highlighted the steps taken by the

All Blacks skipper Richie McCaw says Rugby

World Cup win a career highlight
All Blacks captain Richie
McCaw labelled his second
World Cup victory his proudest moment but refused to
call time on his career.
The 34-year-old led New
Zealand to a 34-17 win over
Australia in a pulsating final
in his 148th test.
But with everyone expecting McCaw to announce
his retirement moments after full time, he put that on
hold to simply enjoy the celebrations.
I still dont want it to end
to be honest, McCaw said
when asked about his time
in the black jersey.
Im still part of this team
today, how could you get
enough of this?
We just want to enjoy
playing a wonderful World
Cup final here and Im just
so proud of being able to
wear this jersey here today.
You can never get enough of
it. To get moments like this,
why would you ever call it a
day?
Asked if this was his

proudest moment in a career that included captaining the 2011 World Cup triumph, McCaw didnt back
away.
Absolutely. We said four
years ago that we would
get on the road again and
that this would be the end
goal to play at Twickenham
in a World Cup final and try
and do something that no
one else has done. We have
done that.
McCaw was thrilled that
his side was able to showcase their skills on the greatest stage. After a nail-biting
8-7 win over France in the
last final, the All Blacks
brought out their attacking
game at Twickenham, dominating territory and possession.
But they crucially also
held their nerve as they surrendered 14 points from a
21-3 lead when they had fullback Ben Smith sin-binned
for a tip tackle during the
second half.
We lost a bit of momen-

tum in the second half but
we came back strong and
that has been a hallmark of
this team over the last few
years.
Asked to elaborate about
holding off the Wallabies
fight back, McCaw said: I
wouldnt say I was anxious.
I knew that the momentum
was against us. But we have
been in those situations before and its a matter of not
panicking and doing the

simple things to get the ball

back and get back in control.
We have done that over
the years but to do it in a
World Cup final, that just
shows the calibre of the
men we have got.
Wallabies skipper Stephen Moore, meanwhile,
was gracious in defeat.
With both countries chasing a record third World Cup
title, he conceded the All

Blacks had it over his side.

They deserved to win.
They were the best team all
tournament, so well done to
the All Blacks, Moore said.
We came up against
a better team tonight. We
gave ourselves a chance but
we werent good enough.
Wallabies coach Michael
Cheika was proud of the effort of his team in their cup
campaign. They backed up
their Rugby Championship

victory by reaching the final,

having to emerge from the
toughest pool at the tournament.
The All Blacks were too
good. They deserved their
win. We wanted to challenge them and I felt we did
that. But we werent good
enough, Cheika said
By stuff.co.nz.

Man of the match - Dan Carter

Man of the match - Dan
Carter
After missing the 2011
World Cup final through injury, this was the perfect ending for world rugbys most
perfect 10.
Carter could not dream of
a better finale to his 12-year,
112-cap All Black career, and
few would deny him the moment after what he has given
the game down the years.
All Blacks fly-half Dan
Carter: Im pretty grateful
to be where I am considering what happened four
years ago. Im so proud of
the team. To win back-toback World Cups is a dream
come true - its a special
feeling to be part of such a
great team.
All Blacks captain Richie
McCaw: We said four years
ago that we get on the road

again with this being the end

goal, try and do something
no-one else has done. Im
so proud of the guys. We lost
a bit of momentum in the
second half but we kept our
composure and came back
strong.
Australia captain Stephen Moore: Its all about
New Zealand tonight - they
thoroughly deserved to win.
They have been the best
team in the tournament and
they played really well tonight.
There are no excuses
from us, Im proud of the effort we put in and the way
we fought our way back into
the match. Sometimes you
just come up against a better
team and that was the case
tonight.

Melbourne Cup: Michelle Payne rises from nasty falls to

pinnacle of horse racing
By ANDREW MCGARRY
It has not been an easy
road to Melbourne Cup success for jockey Michelle
Payne.
The
30-year-old
has
carved out a solid career,
and has ridden in big races
like the Caulfield Cup and
Melbourne Cup.
But as a female in a maledominated sport, Payne still
had to fight for acceptance

- and in the wake of the biggest moment of her racing
life, she laid out some home
truths.
To think that (trainer)
Darren Weir has given me
a go and its (racing) such
a chauvinistic sport, I know
some of the owners were

(owner) John Richards and

I put in all the effort I

women can do anything and
we can beat the world.
I cant say how grateful
I am to them. I just wanted
to say that everyone else
get stuffed, because they
think women arent strong
enough but we just beat the
world.
She had ridden Prince Of
Penzance from the very start
of its career, losing the ride
only once to Hugh Bowman
in last years Spring Carnival
for the Group Three Queen
Elizabeth Stakes at Flemington.
This year Prince OfPenzance was aimed at the
carnival again, and from the
first run of its preparation at
Caulfield Payne had the ride.
To think that (trainer)
Darren Weir has given me
a go and its (racing) such
a chauvinistic sport, I know
some of the owners were
keen to kick me off, and
(owner) John Richards and
Darren stuck strongly with
me.
A second-place in the
Moonee Valley Cup lifted the
horse into contention for the

Melbourne Cup, and Payne

was taking her place in the
field on the 100-1 outsider,
before producing a perfect
ride to score a stunning victory.
The win was a family affair, with her brother Stevie
the strapper for Prince of
Penzance.
Stevie picked the right
barrier, I woke up as calm as
a cucumber, Ive been quick
sick all week with tonsillitis and I took the last week
off and I was so good and
fresh, she said.
I rode 53kg and Ive never felt that good that light in
my life.
If there was any question
of how big her win was, it
was made clear when she
took a call after the race
from Prime Minister Malcolm Turnbull which she
said was pretty awesome.
He said its great for
females and to be a good
role model and he believes
I am and I try to be, so its
just great, she told Channel
Seven.

West Athletes Prepare for Chow Games

By CHARLES CHAMBERS

Primary school athletes

from Nadi and Lautoka have
begun preparations in earnest for the upcoming Chow
Games.
Last Saturday over 200
athletes
converged
at
the Natabua High School
grounds in Lautoka to com-

pete against each other.

Meet organizer Antonio
Raboiliku said athletes were
out to gauge their fitness
level and prepare for the primary schools finals.
We managed to carry
out competition in all events
and we expect things to
get better from here as the
Chow Games approached,
MrRaboiliku said.
He said following Saturdays meet, positions and

times of the athletes who

competed were given to
their respective coaches.
The coaches then could
gauge each athlete and
begin their training programmes, he said.
MrRaboiliku said a lot of
athletes did not turn up due
to exams last week.
We expect the number
to rise when we stage another week next week, he
said.

We expect more school

coaches and athletes to
come and make the competition stiff.
Last Saturday the athletes
competed under blistering heat but showed signs
that by the time the Chow
Games came, they would be
well prepared.
He has urged all primary
school athletes to attend
next Saturdays competition.

New Zealand Defeats Australia to

Retain Rugby World Cup Title
By Gregor Paul of New Zealand Herald

New Zealand held off a fierce Australian comeback to win a thrilling World
Cup final and become the first team to
retain their title.
Wonderful tries from Nehe MilnerSkudder and MaaNonu had given the All
Blacks a 21-3 lead early in the second half
before David Pocock and Tevita Kuridrani
struck back.
With 15 minutes to go there were just
four points in it, but a nerveless longdistance drop-goal and penalty from Dan
Carter snatched back control.
And when replacement Beauden Barrett sprinted away on to Ben Smiths clearing kick at the death history was made,
with New Zealand also becoming the first
three-time champions of the world.
The achievement is a fitting farewell to
their phalanx of retiring greats.
Carter was outstanding under a ferocious Wallaby assault, landing 19 points
from the tee, and his captain Richie McCaw was not far behind as their side was
tested to the limit.
They have been the outstanding side
of this generation, and once again found a
way to win when the heat came on from
their great trans-Tasman rivals.
The All Blacks came out at pace, McCaw smashing opposite number Michael
Hooper, Wallabies skipper Stephen
Moore bloodied in the face and Carter
curling over a testing penalty from out
wide for 3-0 before Bernard Foleys simpler effort levelled it up.
Australia were targeting the great flyhalf, Scott Sio lucky to escape a yellow
card for a late hit and SekopeKepu giving
away a penalty for a high tackle that Carter popped over to retake the lead.
Matt Giteau was next to feel the intensity, clattered trying to tackle Kieran Read
and unable to continue with what looked
like concussion.
It was often messy and never less than
flat-out, New Zealand dominating territory and possession but having to content

themselves with a third Carter penalty, this
time from way out right.
Then it came, a wonderful team move
of magic hands and sweet timing - Conrad
Smith finding space down the right, Aaron
Smith popping up on his inside, McCaw
taking his pass at pace and putting MilnerSkudder in at the corner.
Another perfect kick from Carter added
the conversion for 16-3 at half-time and the
Wallabies were sinking fast.
No team has ever scored so many in the
first period of a World Cup final, and the
brilliance resumed a minute into the second half.
This time it was Sonny Bill Williams,
on for Conrad Smith, who sucked in three

defenders before off-loading to Nonu, the

wrecking-ball centre careering past the despairing Kurtley Beale and Drew Mitchell on
a 40-metre run to the line.
Despite Carters missed conversion the
All Blacks appeared unstoppable, but when
Ben Smith was sin-binned for tip-tackling
Mitchell, Australia struck back - driving a
maul off the line-out, Pocock at the back for
the try, Foley curling over the conversion for
21-10.
Suddenly the men in gold sensed a
chance and when Will Genia dinked a kick
into the wide spaces in the right-hand corner, Ashley-Cooper was there to feed Kuridrani and send the huge centre away through
Carters tackle for another splendid score.

TevitaKuridranis try gave Australia real

hope, but New Zealand regained control
With Foleys conversion sailing over,
14 unanswered points had come in 11
minutes, and a thrilling contest was wide
open once again.
Carter would have his revenge. From
40m out he struck the sweetest of dropgoals to extend the lead to 24-17, and then
nailed a penalty from just inside the opposition half with seven minutes left.
Australia kept pressing, but when the
ball was turned over in the New Zealand
22 Smith kicked clear, Barrett out-paced
the despairing Pocock and the party could
begin
