NOTICE OF TENDER
1.
A tender is invited for the work as mentioned in Appx A to this notice of tender.
2.
The work is estimated to cost as indicated in aforesaid appendix A. This estimate,
however is not a guarantee and is merely given as a rough guide and if the work costs more or
less the tenderer shall have no claim whatsoever on this account. The tender shall be based
on the pattern as mentioned in aforesaid appendix A. The work is to be completed within the
period as indicated in aforesaid appendix A in accordance with the phasing, if any indicated
in the tender from the date of handing over the site, which may be on or up to two weeks after
the date of acceptance of the tender.

Normally contractors whose names are borne on MES approved list for the area in
which the work lies and within whose financial category the estimated amount would fall may
tender but in case of term contracts, contractors in categories SS to F may tender. In case
where the tendered amount is in excess of the financial category of the contractor, the
Accepting Officer reserves the right to accept the tender, in which event the tenderer would be
required to lodge Additional Security Deposit as notified by the Accepting Officer in terms of
conditions of contract.

Contractors whose names are borne on the MES approved list of any MES formation
and who have deposited standing security deposit and have executed standing security bond,
may also tender without depositing earnest money deposit along with the tender and if the
tender submitted by such tenderer is accepted, the contractor will be required to lodge with the
Controller of Defence Accounts concerned the amount of individual Security Deposit within
thirty days of the receipt by him of notification of acceptance & his tender, failing which the sum
will be recovered from the first RAR payment or from the first final bill. In the case of
term/running contracts, remaining sum shall be recovered from the subsequent bill (s) of the
contractor. Not more than one tender shall be submitted by one contractor or one firm of
contractors.

Under no circumstances will a father and his son(s) or their close relations who have
business dealing with one another be allowed to tender for the same contract as separate
competitor. A breach of this condition will render the tenders of both parties liable for rejection.

The Chief Engineer (Air Force), Lekawada Patia, Chiloda, P.O.: CRPF Campus,
Gandhinagar will be the Accepting Officer herein-after referred to as such for the purpose of
this contract.

Applications for the tender forms accompanied with cost of tender documents in the
form of DD for amount given in Appx A drawn in favour of GE (AF) Jodhpur must be
submitted to the Accepting Officer so as to reach this office on or before the date mentioned in
aforesaid appendix A. DD is refundable in case the tender form is not issued. The applicant
contractor shall bear the cost of bank charges for procuring and encashing the DD and shall
not have any claim whatsoever on this account on Govt.
8.
Tender form and conditions of contract and other necessary documents (together with
addressed envelopes to be used for the return of tender forms and documents) shall be issued
on (See Appendix A) to approved contractors. The appropriate standing security amount for
this work shall be deposited by contractor enlisted in the area on which the works lies for (See
Appendix `A).
This notice of tender including Appendix A shall form part of the contract.

Invitation for applications for issue of tender does not constitute any guarantee for issue
of tender to applicant even to enlisted contractors of appropriate class by virtue of submitting demand draft for
issue of tender documents. Issue of tender will be decided by the Accepting Officer based on interalia past work
records, financial position and experience of similar works executed by the applicant/contractors. The Accepting
Officer shall consider applications received up to the last date of receipt of the application/ extended date of
receipt of applications for issue of tender. Accepting Officer reserves this right to deny issue of tender documents
to any applicant. The applicant/contractor will be informed regarding non issue of tender without assigning
reasons. The applicant/contractor if he so desires, may appeal to the next higher Engineer authority with copy to
the Accepting Officer. The decision of the next higher Engineer Authority shall be final and binding. No
appeal/representation shall be entertained in respect of applications for issue of tender, received after the due
date of receipt of applications/extended date of applications.

The Accepting Officer reserves his right to accept a tender submitted by a public sector
undertaking, giving a purchase preference over other tender (s) which may be lower, as are admissible under the
Government policy. No claim for any compensation or otherwise shall be admissible from such tenderer whose
tenders may be rejected on account of the said policy.
NOTES.
(i)
Application not accompanied by requisite value DD/Bankers Cheque towards Cost of Tender shall not be
considered for issue of tender.
(ii)
Enlisted contractor of MES below eligible class shall submit list of similar of work executed for last 7 years
and Audited copy of financial turnover for last two years alongwith application. Issue of tender to below eligible
class firm shall only be considered if sufficient applications from eligible class contractors are not received
(iii) Contractors not enlisted with MES will be required to enclose necessary documents to prove their eligibility
as given above such as (a) List of work of similar nature carried out during last 07 years with performance
certificate. (b) Audited copy of financial turn over for last two years. (c) Affidavit for immovable/movable property
with valuation report from registered valuer. (d) Copy of partnership deed or affidavit of proprietorship. (e) List of T
& P and affidavit of Technical staff/workmen held. (f) Affidavit for no recovery out standing in any Govt dept. (g)
Affidavit for no relation with any MES officials. (h) Copies of performance certificate held.
(iv) In case of rejection of application for issue of tender, the applicant shall be refunded the cost of tender.
However contractor may appeal to next higher Engineer Authority i.e. HQ CE (SWC) Jaipur for rejection of his
application for issue of tender whose decision shall be final and binding and contractor shall not be entitled to any
compensation what so ever for non issue of tender.

Tenderer shall note that the work shall be got executed by the Proprietor / Partner / Director of the firm
and power of attorney to any other person shall not be accepted
