and a later stage will extend to the proposed Hanthawaddy Airport, local media reported. The government

Myanmar's tele-density reached 65.35 percent as of

Myanmar aims to designate 10 percent of its total
land area as natural reserve under the national forestry sector's 30-year project, Xinhua reported. The plan

India Eyes Bankruptcy Reform

quarter next year, chairman and founder Boon

The cash will mostly

planned to list its shares to
raise capital last year but
reduced its fundraising target after getting favourable

election, is to continue to

So many complicated
procedures, so much taxation, so much corruption, he says, comparing
doing business in Myanmar to a potato-sack race

We do see investors
being on the sidelines
waiting for clearer signs
of the future, he says.
When we see a successful
and transparent and free
election being conducted,
I think that will give comfort to investors.
Still, he cautions against
the euphoria and hype
that came immediately
after Myanmars re-opening. Nearby Vietnam began opening its country
in the 1980s and even after more than three decades its economy is still
half the size of Thailand,
which has fewer people.

old and new arent so
much juxtaposed as living
on top of each other.
Theres just enormous,
enormous amounts of opportunities here, says Ye

opportunities
have blossomed in Myanmar in the past four
years as economic sanctions eased after the military government agreed
to end direct rule. Just as
in China and Vietnam before it, the end of isolation
brought an economic dividend, with 8 percent-plus
annual growth spawning

Foreign direct investment jumped 10-fold between 2009 and 2014 to
$4.1 billion. During that
time, the junta transferred power to a militarybacked political arm in a

poll was boycotted by the
main opposition party of
Nobel laureate Aung San
Suu Kyi.
While some fear that a
shift in power, or a fragmented parliament with
no clear mandate, would
be disruptive for business, Pun says the will to
modernise the economy

Since the previous election in 2010, the government has been trying to
cut the obstacles to business, promising to grant
approvals within a month,
instead of several months.

cities, as it tries to erect

The election was a landslide for Suu Kyis party,

of activity. New buildings

Golden Land.
All
these
changes
wouldnt have been possible without the legislative change undertaken
and executed by the parliament. The pre-election
announcements of new
special economic zones
holds a treat for foreign
businesses. The move to
create the zones, in part,
appears to enhance the
continued attractiveness
of Myanmar to the resource extractive sector.
In particular it would be
a boon for the processing
industry, providing diverse employment.
Verity Lomax, CEO of
the Australia-Myanmar
Chamber of Commerce,
told Myanmar Business
Today, Given Myanmars
history, Australian businesses are naturally approaching this emerging
market with some caution.
However, there are a

The rate of change in
the country has been phenomenal with many legal
and structural changes
being made.
The Chamber led a
Working Group which reviewed the proposed mining legislation and resulted in a submission being
made to the government
for their consideration.
Yet a lull has come in
foreign investment, with
many looking to the horizon.
Lomax said, Investors
are excited about the opportunities for growth this
emerging market presents,
and of course are hoping
the outcome will enable

responsible foreign investment to continue to expand through greater stability and certainty.
Australia, like several
other nations, has stepped
up to the plinth, to join in
investing in the opportunities Myanmar presents.
Extractives,
banking,
services, even import-export. Myanmar continues
to be a land of opportunity for the discerning.

environmental consulting business, which has
worked extensively with
the state-run Myanma
Oil and Gas Enterprise
has previously pointed
to issues with costly and
drawn out approval processes which have hampered investment. They
also pointed to the difFXOWLHV 0\DQPDU IDFHV
constructing mechanisms
for FDI from virtually the

ground up.
Yet the machinery of
state has paused as the
election rolls on.
Dr Nicholas Farrelly,
director of the Myanmar
Research Centre at the
Australian National University, said the elections
pose both a risk and a great
reward for Myanmar.
Myanmar is likely to
go on and surprise us and
do all sorts of stunning
things, but it will happen
in a context where theres
always the risk it could
go quite badly wrong, he
told Myanmar Business
Today.
The fate of 1990 also
hangs low in the air for
international partners.
Indeed, the US government has warned the future of sanctions against
Myanmar depend on the
integrity of the election
process and transparency

in formation of a new government.


Damien Kingsbury, professor of International
Politics at Deakin University, travelled to Myanmar to act as an independent observer for the
elections.
He told Myanmar Business Today, The elections are fundamental to
the future of the country,
all other pressing issues
hinge on the outcome of
the process.
If the elections are seen
to be free and fair, then
theres a real opportunity
for Myanmar to go down
the reform path, and that
includes political liberalisation as well as economic

Chinas Demand for Cars Has Slowed

machine. Annual vehicle sales on the mainland
surged to 23 million units
in 2014 from about 5 million in 2004. That provided a welcome bounce to
Western carmakers such
as Volkswagen and General Motors and fueled
the rapid expansion of
locally based manufacturers including BYD and
Great Wall Motor. Best
of all, those new Chinese
buyers werent as pricesensitive as those in many
mature markets, allowing

with the fast growth.
No more. Automakers
in China have gone from
adding extra factory shifts
six years ago to running
some plants at half-pace
todayeven as they continue to spend billions
of dollars to bring online
even more plants that
were started during the
good times. The construction spree has added about
17 million units of annual
production capacity since
2009, compared with an
increase of 10.6 million
units in annual sales, according to estimates by
Bloomberg Intelligence.
New Chinese factories are
forecast to add a further
10 percent in capacity in
2016despite projections
that sales will continue to
be challenged.
The Chinese market
is hypercompetitive, so
many automakers are
afraid of losing market
share, says Steve Man, a
Hong Kong-based analyst
with Bloomberg Intelligence. The players tend
to build more capacity in
hopes of maintaining, or
hopefully, gain market
share. Overcapacity is
here to stay.
The carmaking binge in
China has its roots in the
aftermath of the global
QDQFLDOFULVLVZKHQ&KLna unleashed a stimulus
program that bolstered
auto sales. That provided
a lifeline for U.S. and European carmakers, then
struggling with a collapse
in consumer demand
in their home markets.

Worse, the combination
of too many new factories
and slowing demand has
dragged down the industrys average plant utilization rate, a measure of
SURWDELOLW\ DQG HFLHQcy. The industrywide average plunged from more
than 100 percent six years
ago (the result of adding
work hours or shifts) to
about 70 percent today,
leaving it below the 80
percent level generally
considered healthy. Some
local carmakers are averaging about 50 percent
utilization, according to
the China Passenger Car
Association.
Excess capacity is raising the pressure on carmakers to step up margin-destroying discounts
to goose sales and keep
production lines busy,

growth expected to continue outpacing demand,
the industrys return on
invested capital in China
will decline from 19.1 percent in 2014 to 10.5 percent by 2018, Sanford C.
Bernstein estimates.
Carmakers recently got
help when Chinas government, prompted by
the sharp slowdown in
auto sales in this years
UVW WKUHH TXDUWHUV DQnounced a tax cut on vehicle purchases from Oct.
1 through the end of 2016.

The tax break could


postpone the day of reckoning for the industry,
especially for smaller
manufacturers of cheaper models. But analysts
worry that even if small
or weak players survive,
they wont make enough
money to support the
investments needed to
meet stricter safety and
emission standards that
China has scheduled for
the next few years. The
government is requiring
auto makers to lower the
average fuel consumption of their vehicles to 5
liters per 100 kilometers
(1.3 gallons per 62 miles)
by 2020, from the current
6.9l/100km. Companies
have been developing
electric vehicles or adding
complex fuel-saving features to meet the tougher
standard. But all that
takes technical expertise
and moneythings foreign joint ventures have,
but that many small domestic carmakers dont.

Before the tax cut, Chinas auto regulators had
repeatedly urged smaller
auto companies to merge
or be acquired as part of a
strategy to pool resources

and nurture a handful of


manufacturers that can
compete internationally.
The tax cut delays the
process of eliminating
outdated extra production capacity and clouds
the judgment of automakers of the market and capacity expansion, says
Xu Gang, a managing director at Boston Consulting Group in Beijing. Instead of trying their best
to become more competitive, some local carmakers are getting used to the
idea that the government
will help them out when
the going gets tough.
Whatever the long-term
consequences, Tony Yang,
a car salesman in Beijing for Haima Automobile Group, is relieved to
catch a break after a lean
spell. This year has been
the roughest in his three
years in sales because
people dont recognize
our brand, he says. Haima
sold a total of 180,870 vehicles last yearless than
