INTRODUCCIN
poblacional.
Introduction
In Peru, to nes of 2007, 63,6 % of theentire urban population had service ofsewerage a
dministered by companiesloaners of services of sanitation (EPS); therest was administer ed
straight by themunicipalities or across specializingoperators (OES) in small cities, wa
tercommittees or simply it is not providedwith the above mentioned service.
During this year the sewerage systemsgathered approximately 747,3 million cubicmeter s of
wastes water, product of thedischarges of the users connected to theservice. Of this volume,
only 29,1 %entered to a system of treatment ofresidual wastes, many of which withdeciencias
operative and of maintenance, and the rest unburdened itself straight to awater body (sea, rivers
or lakes), inltr inthe soil or was used secretly for nesfarmers Namely at least 530,0 million
cubic metersof wastes water happened to contaminatethe water bodies supercial that are
usedfor the agriculture, fishing, recreation andeven for t he drinkable water supply. If itthere
joins the contamination by miningand industrial sou rces, there is constituteda stage that puts in
danger the publichealth, generates ecosystem sdeterioration, produces limitations for
theagroexportacin and increases the watertreat ment costs for nes of population.
1) The function overseer, with whom heevaluates the management of the EPS asfor the state of
operation and maintenanceof the plants of treatment of wastes waterand dictates corrective
action when itdetects nonperformance of its technical, legal or contractual obl igations.
2) The regulatory function, with which itdetermines the pricing level that allows tocover the
needs for investment ininfrastructure of treatment and the costsecientes for its oper ation
andmaintenance.
